Abstract

This research aims to find out the role of the Jawara Bus service in increasing tourism interest in Tangerang City and to find out the extent of service quality and the role of the Jawara Bus in increasing tourist attraction in Tangerang City. This research uses a descriptive qualitative approach. Data was collected using observation, interviews and documentation techniques. Types and sources of data are primary data and secondary data. Data analysis techniques include data collection, data reduction, data presentation and drawing conclusions. The theoretical concepts used in this research are indicators of the quality of public services that are appropriate and relevant, available and affordable, can guarantee a sense of justice, are acceptable, economical and effective. The problem with this research is that there are still many champion bus users who are wondering about the service system and whether champion buses can only be facilitated by individual communities with certain conditions or can be rented by other civil society groups in Tangerang City. Apart from that, the departure point of the Jawara bus is still not known to many people, so in the end the Jawara bus is only known as a bus that only takes tours and is seen on every trip by the people of Tangerang city. In fact, there are still some people who don't know that there are Jawara buses in Tangerang City. Several other problems that arise are still problems, such as the lack of tourist destinations that the Jawara Bus passes through and the lack of tourists visiting.

Abstract

The government of Thailand under Prime Minister Prayuth Chan-o-cha hosted an informal meeting to have a discussion on Myanmar in Pattaya, 18-19 June 2023. The invitation was rejected by Indonesia, Malaysia, and Singapore because the meeting disagrees with the ASEAN's Five-Point Consensus issued to respond to Myanmar military coup d’etat in February 2021 and its after-effects. Apart from Thai Foreign Minister, only a few officials at a minister level attended the gathering, including Myanmar Foreign Minister, Than Swe; and Lao Foreign Minister, Saleumxay Kommasith. Brunei Darussalam, Cambodia, Vietnam, and the Philippines sent their representatives; and India and China were also present. Thailand defended its move, emphasizing that direct talks with Myanmar were necessary to protect Thailand because its territorial proximity with Myanmar had been creating refugee and border problems, and affecting badly their bilateral trade. The research seeks to explain whether Thailand promoting re-engagement between Myanmar junta and ASEAN is only based on the national interests of the country or there are other influencing factors, by focusing on Prime Minister Prayuth Chan-o-cha’s political track record and Thailand’s foreign policy under his government; and referring to hedging strategy. The research finds that the policy to re-engage Myanmar junta with ASEAN was influenced by the Prime Minister’s political interest, along with the need for Thailand to protect its national interests. Omnidirectional hedging strategy, in its relations with the US, China, and regional power house such as India, helps as well to explain the move Thailand made with regards to Myanmar and ASEAN.

Abstract

Uses and gratification theory has five basic assumptions to answer how the media is used to meet audience needs. The COVID-19 pandemic required the public, especially the audience, to have distance difficulties when communicating. Communication media is an alternative to meet the satisfaction and needs of communication. This research synthesizes nine journal articles identified as the main data sources using a systematic literature review. The study results show that the five basic uses and gratification theory assumptions can be found in the service and satisfaction of media needs during the COVID-19 pandemic. Audiences use communication media during the COVID-19 pandemic with various goals, conditions, and influences. Communication media is also a means of conveying accurate information and is the main choice as a means of communication. It is hoped that this research can be used as an additional reference in research related to the use of the theory of use and gravity, as well as research related to the use of media during the Covid-19 pandemic, and can help agencies associated with the handling of Covid-19, media owners and media users as a whole general.

Abstract

The demands for transparency and accountability in local government financial reports must be balanced with the existence of a system that regulates and manages regional finances. SIPD (Local Government Information System) is an important thing that needs to be properly implemented in both central and regional government, considering that there are still many violations committed by government officials such as corruption and even government financial reports that get a fair opinion with exceptions, not fair. even a disclaimer. The Mandailing Natal District Government is one of the areas that has implemented the Regional Government Information System (SIPD). Based on this, researchers will examine further the implementation of the SIPD system in the implementation of accountable financial management at the Regional Financial and Asset Management Agency (BPKAD) of Mandailing Natal Regency. From the results of the study it can be concluded that BPKAD Mandailing Natal Regency has implemented the Local Government Information System (SIPD) application which previously used the Regional Management Information System (SIMDA) application to carry out the policies needed to carry out various activities which are programs of the Mandailing Natal Regency Government. . However, because the local government information system (SIPD) is a new application, the implementation process is certainly still a lot of obstacles to get. But with the passage of time, various errors and deficiencies that exist in this system will certainly be corrected and will continue to be upgraded so that the various expectations that underlie the formation of this application will be fulfilled. With the existence of SIPD, the regional financial management of Mandailing Natal Regency can be accessed by various stakeholders online. So that accountability or responsibility prioritizes openness as the basis for accountability so that SIPD can improve services to the community effectively, efficiently and accountably by utilizing information and communication technology.

Abstract

Government bureaucracy plays a central role in providing effective and quality public services. The effectiveness and quality of good government bureaucracy are highly dependent on competent human resource management. This research aims to investigate strategies related to employee recruitment, training, and retention in the context of government bureaucracy. Using a descriptive qualitative approach, research data was obtained through secondary data analysis which included previous studies relevant to the research topic. The results of this research found the importance of integrating human resource strategies in maintaining the quality of employees in government organizations, as well as supporting positive transformation in work culture and better public services. In the context of human resource management, recruitment, training, and retention strategies must be aligned to achieve the long-term goals of government organizations, namely providing quality public services that are responsive to community needs.

Abstract

Task technology fit is a phase where the employee's needs through a long-term career are in accordance with the actual results experienced during work. The aim of this research is (1) to analyze the development of task technology fit and performance research in the last 10 years which has been carried out (2) to analyze the theoretical and empirical contributions provided by task technology fit and performance research. (3) recommending areas for further research. This research was carried out by searching through the Scopus database from Publish or Perish /PoP. The search produced 29 journal articles related to the topic to be discussed. The second stage is to verify the articles collected. During verification, 20 articles were selected and deemed appropriate to the research topic, then this number was narrowed down again and 20 articles remained that were truly relevant to the topic to be discussed in this research. The results of the analysis show that the dominant themes discussed by previous research are related to the themes. The dominant themes discussed by previous research are related to the themes of health service clusters, technology acceptance, academic performance, e-learning, banking services, and TTF results. The theoretical contribution provided by research on task technology fit is related to performance, showing that task technology fit really supports the performance of both employee performance in the organization and consumer performance in using technology. Further research is also needed to identify relevant constructs and indicators that can be used to determine the performance and integration of TTF with other technology use frameworks such as TAM. TTF testing also needs to be carried out in organizational contexts where technology is not used mandatory and focuses on less educated and older workers, because they are generally difficult to be impacted by technological changes.

Abstract

This research discusses the implementation of the police record certificate (SKCK) issuance service carried out at the Payakumbuh Police Station (Polres). SKCK is a form of service provided by the National Police (Polri) to the public in the form of a certificate containing police record data so that it can be used to fulfill objectives and fulfill an interest. This research uses a qualitative approach with data collection techniques through interviews, literature and document studies. The results of this research are that the implementation of SKCK issuance services at Payakumbuh Police (Polres) is already running, but is not yet optimal. Service implementation is influenced by resource factors, bureaucratic structure, disposition, and communication.

Abstract

The purpose of this study is to examine IT-based public service innovations in the “Tangerang Bisa” Program, the Sabakota Application, Tangerang City. The purposive technique is used by researchers to select research subjects. In determining the informants that researchers use. This is because researchers choose data sources that researchers consider in accordance with the research object that the research raises. This study was conducted at the Government Center of the Tangerang City Communication and Information Service. In this study using the theory, namely the Public Sector Innovation Theory according to Roger (2003) which consists of 5 indicators, namely, 1) Relative Advantage (Relative Advantage); 2) Compatibility (suitability); 3) Complaxity (complexity), 4) Triability (Possibility of trying); 5) Observability (Ease of being observed). Sabakota comes from the Sabilulungan application made by the Bandung City Government. Descriptive qualitative data collection method was used in this study. By using observation, interviews, and documentation, then used methods of analysis, reduction, study, and drawing conclusions. With this system, everyone can see and supervise the submission process. This shows the transparency of the Tangerang City Government in the distribution of social assistance, as well as social projects that the community wants. People in Tangerang City who wish to apply for social assistance can do so through the Tangerang Live portal quickly and easily. The Tangerang City Government started the Tangerang Bisa Program, which is one of the IT-based social assistance by relying on one application, namely Sabakota, Tangerang City. One of these programs provides business capital assistance to novice entrepreneurs who want to start or grow their business during the COVID19 pandemic. The support from the Tangerang CAN Assistance Program on the SABAKOTA Application has made many people, especially those affected by the pandemic, want to develop and maintain their business. And for residents of Tangerang City.

Abstract

This article discusses the vital role of communications management in the local government context, focusing on crisis communications strategies and community relations. This research aims to evaluate the effectiveness of local government communication practices in dealing with crises and in establishing good relationships with local communities. Research methods involve interviews with public relations practitioners and stakeholders and online surveys to gather community views. The research results show that local governments have positively tried to convey information, respond quickly, and listen to citizens' views during crises. However, there is still room for improvement, especially in technology such as virtual meetings and text messaging. These findings provide valuable insights into communication management practices in local government and their implications for building transparent and responsive government.

Abstract

This study aims to find out the innovation of E-KTP services through digital population identity applications. And to find out what factors are driving and inhibiting the application of a digital identity. In this study, the authors used a qualitative descriptive approach. This study uses qualitative data types, which consist of primary and secondary data. The data collection used is observation/observation, interviews and documentation. The validity of the data according to qualitative research methods is as follows, Credibility Test, Transferability Test, Dependability Test and Confirmability Test. Data collection techniques include data collection, data reduction, data display and conclusion drawing. The results of the research show that the innovation of E-KTP services through the IKD application, of the five variables, shows that the Relative Advantage indicator can be said to be good because the community can feel the benefits. Meanwhile, the indicators of Compatibility (appropriateness), Complexity (complexity), Triability (possibility of trying), and Observability (ease of observation) need to be improved again. The driving and inhibiting factors of IKD applications. The driving factor is being able to provide services via mobile phones so as to provide convenience for the community. And the data is integrated with population data and data security is protected. While the inhibiting factors are, the IKD application has not been integrated by other agencies such as Banks and Immigration, Not all people have cellphones that are compatible with the IKD application and the lack of outreach from the Department of Population and Civil Registration regarding the procedures and benefits of the IKD application.
