Abstract

Population administration services in their implementation there are still many complaints from the public. So that all local governments are encouraged to change the image of public services through innovation. The Department of Population and Civil Registration of Pasuruan Regency has an innovation in realizing the acceleration of the quality of public services, namely by launching the Direct Population Administration Service Kiosk program (Kios e-PAKLADI), a program by opening population administration service kiosks at the village/kelurahan level. This program has been able to overcome geographical constraints caused by the distance between residents and service locations. The purpose of this study was to describe and analyze the effectiveness of the instant population administration service kiosk program (Kios e-PAKLADI) in Gempeng Village, Bangil District, Pasuruan Regency. This study uses a qualitative descriptive research method with data collection techniques of observation, interviews, and documentation. Data analysis techniques namely data reduction, data presentation, and drawing conclusions. The results of this study indicate that the Direct Population Administration Service Kiosk program (Kios e-PAKLADI) in Gempeng Village has been effective but not optimal. Judging from the indicators of resources, funds, facilities and infrastructure that have been used effectively but not optimal, that is, there are still facilities and infrastructure that have not been fulfilled. The number and quality of services produced have been effective. The time limit for producing goods or services is effective but not optimal, namely there is service time that is not in accordance with predetermined standard operating procedures. And the procedures that must be carried out are effective.

Abstract

Based on information from the West Java Health Office, there are six hospitals serving patients. However, there are problems due to the dissatisfaction felt by patients so the value of unmet need services in West Java from the last three years has decreased. The purpose of this study was to determine the effect of relational marketing and service quality on satisfaction and its impact on customer loyalty in hospitals. The scope of this research is six hospitals located in Garut Regency. This study uses descriptive and associative analysis methods of causal relationships. The type of this research is quantitative. Respondents in this study were 100 respondents using purposive sampling techniques and unknown populations. The data collection technique uses the distribution of questionnaires with a Google form.  The data analysis method used is validity, and reliability and uses a series of analysis path tests using SEM-PLS. The results showed that all variables can be said to be affected. This study concludes that relational marketing and service quality affect customer satisfaction and customer loyalty.

Abstract

The presence of regional autonomy gives regional governments the authority to regulate their regional opinions. However, at the same time, regional development often results in a lack of ability of local governments to manage their budgets properly. This research then aims to look at how local governments manage their budgets to optimize Regional Revenue. This research was carried out using a descriptive qualitative approach.  This research then found that regional budget management is the key to optimizing revenue. In overcoming central government dependency, efficient budget management is needed. Through monitoring, planning, and evaluation, the budget is maximized. A performance-based approach strengthens resource allocation and project assessment. Increasing regional income occurs through taxation, levies, community participation, and transparency. With good management, community involvement, and a focus on results, local governments achieve fiscal independence and local prosperity.

Abstract

This study analyzes the innovation of the corona prevention alert program in the public sector in the Larangan District area of Tangerang City by using the dimensions of innovation, the corona prevention alert program, and the public sector. The innovation dimension uses indicators of impact, partnership, sustainability, change and response from society. The dimension of the corona prevention alert program uses indicators of program implementation facilities and infrastructure, program implementation methods, human resources implementing the program and work enthusiasm in implementing the corona prevention alert program, while the public sector dimension uses indicators of program objectives, program funding sources, program accountability, structure the implementation of the program and the characteristics of the budget used in implementing the corona prevention alert program. The innovative form of the corona prevention alert program is an application used by the heads of Neighborhood Associations and Resident Associations to collect data on people affected by Covid. Based on the results of the research and discussion, there is a suggestion that needs to be considered in the innovation of the corona prevention alert program in the Larangan District area of Tangerang City, one of which is that it is suggested that this corona prevention alert application can be accessed by the general public and the need for budget transparency from the Tangerang City government regarding sources and use for innovation in the corona prevention alert program.

Abstract

This research was conducted because of the urgency of accessibility for persons with disabilities in buildings used for public services. Accessibility is a right that must be fulfilled by the government for people with disabilities. By providing adequate accessibility, people with disabilities will feel help, convenience and comfort in accessing public services. The purpose of this study was to investigate accessibility for blind and physically disabled persons in Pekanbaru City and identify existing barriers. The research method used is qualitative with an explanatory approach, and data is collected through observation, interviews, and document collection. This research was conducted in Pekanbaru City. The results of the study show that accessibility for blind and physically disabled persons has not yet reached an optimal level. The obstacle lies in the limitations in the development of accessibility which has not covered everything. These factors are caused by an inadequate budget, socialization that is not yet optimal, and the need for improvement in the guidance provided.

Abstract

In the context of regional government, education and training programs for government officials have an important role in improving bureaucratic performance and public services. These programs have experienced significant development in line with changes in community needs and the local government environment. This research then aims to look at education and training programs that can be implemented by local government officials, spread their effectiveness, and analyze their impact on bureaucratic performance at the regional level. This research uses a descriptive qualitative approach and relies on secondary data obtained from various relevant research and previous studies. The results of this research found that education and training programs for local government officials have a positive impact on the performance of bureaucracy and public services at the local level. Through the evolution of these programs, local government officials have access to more comprehensive training materials and innovative teaching methods. This positive impact is felt by the community through better quality public services and improved relations between local governments and their communities. However, challenges such as financial constraints and resistance from some local government officials must be overcome. Education and training programs must remain relevant to national policies, follow the dynamics of external factors, and ensure close cooperation to achieve optimal results.

Abstract

This study aims to find out how public service innovation is as an effort to improve the quality of public services in making Child Identity Cards (KIA) using the Whatsapp application at the Tangerang Regency Population and Civil Registration Office and to find out the inhibiting factors in the service process for making Child Identity Cards (KIA) in Department of Population and Civil Registration of Tangerang Regency. This type of qualitative descriptive research is used in this study. researchers used a descriptive research pattern. Sources of data used in this study are primary data and secondary data. The data collection methods in this study are as follows, observation, interviews and documentation. The data analysis technique used is data reduction, data display and conclusion. The results of the study show that according to the theory of public service innovation according to Bloch (2010) it is concluded that the product indicators show consistent results. Meanwhile, the process, organizational, and communication indicators show results that are not optimal. Inhibiting factors in improving the quality of services for making Child Identity Cards (KIA) using the WhatsApp application include inadequate facilities and infrastructure, low utilization of technology and low public awareness of MCH ownership.

Abstract

In the context of globalization and rapid economic change, the role of local governments in managing bureaucratic dynamics and developing strategies to encourage local economic growth has become increasingly crucial. Local businesses are the backbone of a region's economy, and the performance of local government bureaucracy and policies can have a significant impact on community welfare and potential economic growth. This research aims to analyze bureaucratic dynamics in the local business environment and local government strategies for encouraging economic growth. This research uses a qualitative descriptive method, which makes it possible to analyze bureaucratic dynamics and regional government strategies comprehensively. Research data was obtained through a literature review of research results and previous studies that are relevant to this research topic. The research results reveal that strong political support, availability of adequate resources, and cooperation between government institutions are essential supporting factors for local government strategies in encouraging local economic growth. On the other hand, obstacles such as conflicting policies, budget constraints, and economic uncertainty are challenges that need to be overcome. These conclusions provide an in-depth understanding of the complexity of the role of local government in creating a business environment that supports local economic growth and provides valuable insights for public policy and decision-making at the local government level.

Abstract

The Tangerang City Health Office launched the Cageur Jasa innovation as a response to health problems in the area. The purpose of this innovation is to analyze the level of community satisfaction, increase public awareness and behavior in creating healthy families at the Gembor Health Center. This research is a type of qualitative descriptive research using data collection methods through observation, in-depth interviews, and documentation. Public Sector Innovation Theory according to Funglsang & Perdesen (2011) which consists of 6 indicators namely, Technology, Service, Organization, Process, Marketing, and Conceptual. As well as the Quality of Public Services according to Kotler in Arni Purwani and Rahma Wahdiniwaty (2017: 65) which consists of 5 indicators namely, Reliability, Responsiveness, Assurances, Empathy, Tangibles, used as a theoretical framework. The results of the research show that the innovation process at the technology, process, and marketing stages is not optimal, and there are still problems in its implementation. Achievement of goals, integration and adaptation of Cageur Jasa's innovations have also not been maximized in increasing people's satisfaction, awareness and behavior in achieving healthy families. Supporting and inhibiting factors play an important role in the implementation of this innovation. In conclusion, the innovation process has not been maximal in increasing people's satisfaction, awareness, and behavior. Supporting and inhibiting factors also influence the implementation of Cageur Jasa innovations.

Abstract

Regional financial management is so important for government officials in the regions because it is a logical consequence from the perspective of management of the balance between central and regional finance. The Law also states that regional financial management must adhere to general principles, namely that it must be carried out in compliance with the regulations of the laws that have been made, economically, efficiently, effectively, transparently and responsibly with due observance of the principles of benefit to society and justice. However, events that have occurred will cause various problems that arise due to errors in the management of regional financial management that are not good, such as the use of allocated funds or spending funds that are budgeted or used inappropriately, budgets that are not absorbed optimally and a sense of responsibility for their use. irrelevant budgets that cause people's rights in various regions to not be fulfilled properly in several regions in Indonesia. Based on the results of the research that has been done, it can be concluded that regional financial management influences the transparency and accountability of regional financial management in Indonesia. The success of regional financial management has a direct impact on the success of regional autonomy and a large contribution to realizing good governance. The application of various existing laws and regulations related to the implementation of the concept of accountability and transparency in regional financial management is expected to create good management and side with the people.
