Abstract

Blitar Regency already has a Regulation No. 1 of  2019 concerning Smoke-Freee Areas, carrying out technical capacity building for health workers in Stop Smoking Efforts (UBM) services. However, the number of smokers in Blitar Regency has not decreased, which is still 28.0%. This study aims to provide a descriptive description of the KTR regulations implemented by health facilities in Blitar Regency.  This is a type of quantitative research with a descriptive study with a cross-sectional design. The research material used was secondary data from KTR and Cigarette reports in Blitar Regency in 2022 for the PTM program. The number of smokers aged 10 - 18 years was 7678 people (4.47%) consisting of 81.61% male smokers and 18.39% female smokers. The number of schools that have implemented KTR is 894 (79.32%) and those that have not are 233 (20.68%). There are 3 clinics (12%) and 17 independent doctor practices (22.67%) that have implemented UBM. The results of the multiple linear regression test, both from the P value (Sig. 0.785) and the calculated F (0.244), both show that there is no significance between schools that have KTR or not and the number of smokers aged 10 - 18 years, P value > α 0.05 and F count < F table (3.47). The implementation of KTR in schools needs to be achieved up to 100% and also in other places where KTR is mandatory because the long-term goal is to reduce the prevalence of the number of smokers.

Abstract

This research contains that public services still have many deficiencies and important problems that still occur in the process of providing public services. In this case, there are still a few agencies that are required to provide services with standard operating procedures, and there is clarity. There are still several responsible agencies and service providers that do not yet have SOPs (Standard Operating Procedures) in the form of clear procedures for providing services. So that service delivery is still not effective and efficient and can be detrimental to the time of people who are accessing services. This study uses the theory of Parasuraman, Zheitaml and Berry (2013), suggesting that there are five principles that must be considered for the implementation of public services, which include: Tangibles, Reliability, Responsiveness, Assurance, and Empathy. This study used a descriptive qualitative method which is a qualitative method that refers to data collection in the form of observation, interviews, documentation and researchers acting as observers. So that overall the optimization of DPMPTSP licensing services in an effort to improve public services has been carried out quite well but needs to be optimized.

Abstract

Pemimpin pendidikan dilingkungan sekolah yaitu kepala sekolah.  Seorang pemimpin harus mampu menciptakan iklim dan suasana yang kondusif, aman, nyaman, tentram, menyenangkan penuh semangat untuk guru, karyawan dan siswa sekolah. Penelitian ini bertujuan untuk mendeskrpsikan strategi kepemimpinan kepala sekolah SMA 7 Sarolangun dalam meningkat kualitas kinerja guru. Penelitian ini menggunakan deskriptif kualitatif, subjek dalam penelitian ini adalah kepala sekolah dan guru. Teknik pengumpulan data menggunakan observasi, wawancara dan studi dokumen. Hasil penelitian menunjukkan bahwa strategi kepala sekolah yaitu (1) perencanaan pembelajaran dalam hal ini, kepala sekolah menerapkan bebrapa teknik untuk membantu guru dalam mengembangkan perencanaan pembelajaran, meliputi (a) Pembinaan Kinerja Guru, (b) Diklat. (2) Pelaksanaan pembelajaran, strategi yang digunakan kepala sekolah meliputi (a) Pengawasan pertama (b) sarana memfasilitasi (c) ikut serta dalam keluasan, (d) pemberian motivasi (e) pemberian penghargaan. (3) Evaluasi.

Abstract

Gender mainstreaming in the formulation of regional revenue and expenditure budgets in Bulukumba Regency has dynamics in its preparation. This research aims to analyze the policymakers' understanding of gender mainstreaming and the process of pulling interests in formulating the regional revenue and expenditure budget in Bulukumba Regency. The author conducted a case study research with a qualitative research base. Data was collected by interviewing key informants who could explain the process of formulating the regional revenue and expenditure budget regarding gender mainstreaming in Bulukumba Regency. The results of this study explain that there is a lack of institutional strengthening, especially in understanding gender mainstreaming. The budget is minimal and has not been able to cover all gender mainstreaming issues. Gender mainstreaming has not been a priority scale in government. The executive has been unable to reduce the budget for other programs, so the budget cannot cover gender mainstreaming. The preparation of the regional revenue and expenditure budget in Bulukumba Regency is inseparable from the role of several elites. This elite involvement then gave rise to several dynamics in the process of formulating the regional revenue and expenditure budget.

Abstract

Dinas Pendidikan dan Kebudayaan Kabupaten Purbalingga merupakan Organisasi Perangkat Daerah (OPD) di bawah SETDA Kabupaten Purbalingga yang memiliki 2 urusan dasar yaitu Urusan Pendidikan mempunyai tugas pokok meningkatkan derajat pendidikan dan kualitas pendidikan masyarakat, melaksanakan pembangunan pendidikan dalam penyelenggaraan pemerintahan daerah dan Urusan Kebudayaan. Tujuan penelitian ini yaitu mengetahui kontribusi kinerja pribadi dan kinerja kelompok para Aparatur Sipil Negara (ASN) pada kinerja Organisasi Perangkat Daerah (OPD). Penelitian ini dilakukan pada pegawai Dinas Pendidikan dan Kebudayaan Kabupaten Purbalingga, terdiri dari 40 Responden meliputi: Kepala Dinas, Sekretaris Dinas, Kepala Bidang, Ka Subag, Kepala Seksi, Pengawas, Staf Dinas, Tenaga Kependidikan serta pamong budaya di lingkungan Dinas Pendidikan dan Kebudayaan Kabupaten Purbalingga. Jenis penelitian ini adalah penelitian kualitatif deskriptif dengan pendekatan naturalistic untuk menemukan permasalahan atau fenomena berkonteks khusus terkait realitas sosial yang ada serta menarik realitas tersebut ke permukaan sebagai ciri, karakter, model, sifat, gambaran atau tanda tentang situasi kondisi tertentu. Penulis menggunakan teknik pengumpulan data berupa interview/wawancara mendalam, observasi, dokumentasi dan study pustaka. Hasil analisis menunjukkan Kinerja Organisasi Dinas Pendidikan dan Kebudayaan Kabupaten Purbalingga Sangat Baik sebagaimana tampak pada capaian nilai Akuntabilitas Kinerja Instansi Pemerintah (AKIP) yang terakumulasi dari capaian kinerja Bidang/seksi (kelompok) sebagai akumulasi/kumpulan dari capaian kinerja individu sesuai Perjanjian Kinerja dan Indikator Kinerja Utama yang disepakati bersama dengan atasan langsung dengan pegawai yang bersangkutan. Capaian kinerja individu menentukan capaian kinerja kelompok dan kinerja organisasi.

Abstract

This research is motivated by the existence of the concept of Electronic -Government Quality (E-Govqual) which is urgently needed to be implemented in public organizations to improve the quality of public services through the use of information technology. The purpose of this study was to find out and analyze how E-Govqual influences participant satisfaction in the Old Age Guarantee Claim (JHT) service at BPJS Ketenagakerjaan Rokan Hulu Riau. This study uses a quantitative method, using smart PLS. The population of this study were all participants who submitted JHT claims at the Rokan Hulu Riau Employment BPJS, the total sample being 189 respondents. Data collection techniques using questionnaires. there are 24 attributes in this study which are grouped into 4 Variables (X) Efficiency, Trust, Reliability and Employee Support and 1 Variable (Y) Participant Satisfaction. The results of the study show that there is a positive effect of E-Govqual on participant satisfaction in the JHT claim service at the Rokan Hulu Employment BPJS.

Abstract

Penilaian kinerja guru sangat diperlukan untuk mengetahui kualitas guru dalam meningkatkan mutu mutu pendidikan. Surat Permendikbudristek Nomor 63 Tahun 2023 menyebutkan bahwa satu diantara syarat gaji yang dapat dibayarkan dari anggaran BOS adalah tidak mendapatkan tunjuangan profesi guru. Tujuan penelitian ini adalah untuk menganalisa kebijakan pemerintah tentang pemberian dana, kinerja guru bersertifikasi di MA Ma’had Al-Zaytun Gantar, dan pengaruh pemberian dana BOS terhadap kinerja guru bersertifikasi di MA Ma’had Al-Zaytun Gantar Indramayu. Metode yang dilakukan dalam penelitian ini adalah metode kuantitatif dengan menggunakan 40 orang responden. Pengujian hipotesis statistic menggunakan statistik regresi linier sederhana yang dilanjutkan dengan uji parsial (uji t) dan uji determinasi (R2). Hasil penelititan menunjukkan bahwa variable kebijakan pemberian dana BOS berpengaruh secara signifikan sebesar 0,043 terhadap kinerja guru bersertifikasi di MA Ma’had Al-Zaytun. Berdasarkan uji determinasi (R2) menunjukkan angka prosentase sebesar 0,104 terhadap kinerja guru bersertifikasi, yang berarti bahwa kebijakan pemberian dana BOS memberikan pengaruh sebesar 10,4% terhadap kinerja guru bersertifikasi. Berdasarkan penelitian ini, besar harapan pemerintah meninjau ulang dalam memberikan kebijakan pemberian honor kepada guru bersertifikasi sehingga honor guru bersertifikasi non PNS mencapai tingkat UMP yang berlaku didaerah tersebut.

Abstract

Tahapan penyusunan agenda kebijakan merupakan suatu keharusan yang harus dilakukan agar kebijakan menjadi lebih berkualitas. Penyusunan agenda kebijakan dalam pengembangan ruang wilayah secara keseluruhan dapat menyeimbangkan kepentingan lokal menjadi tujuan nasional. Dalam kajian ini, perspektif agenda setting dalam perumusan tata ruang kota menjadi sangat krusial dalam mengembangkan kapasitas dan kualitas permasalahan untuk menjadi kebijakan publik. Hal ini dimaksudkan agar pemerintah mampu menerapkan interaksi dan keterkaitan aktor dalam proses perumusan kebijakan publik. Penelitian ini bermaksud menambahkan penjelasan bagaimana penetapan agenda diterapkan dalam reviu/revisi peraturan daerah nomor 4 tahun 2012 tentang Rencana Tata Ruang Kota Padang 2010-2030. Hal yang menarik untuk dielaborasi dalam penelitian ini adalah perumusan permasalahan/isu di salah satu organisasi perangkat daerah Kota Padang, yaitu Badan Perencanaan Pembangunan Daerah Kota Padang yang memiliki kewenangan besar dalam perumusan kebijakan penataan ruang. Hal ini disebabkan oleh proses perumusan kebijakan melalui proses teknokratis, politik dan musyawarah seperti perumusan isu/masalah yang berkembang di daerah. Tujuan penelitian ini adalah mengidentifikasi dan menjelaskan pola interaksi dan keterkaitan antara dalam pemerintahan dan luar pemerintahan dalam agenda penetapan kebijakan penataan ruang Kota Padang tahun 2010-2030. Penelitian ini menggunakan konsep/teori Serring Agenda menurut Anderson dan konsep Agenda Setting menurut Nikolaos Zahariadis. Penelitian ini menggunakan metode penelitian kualitatif dengan jenis studi kasus.

Abstract

E-Government has become the main driver in the transformation of public services through the management of Information Technology (IT). In this context, it is important to understand the positive impact produced by IT, as well as identify obstacles and effective management strategies to optimize E-Government. This research aims to investigate developments and challenges related to E-Government through IT management, as well as to identify effective strategies for dealing with these dynamics. This research uses a descriptive qualitative approach with data analysis from various research sources and previous studies that are relevant to the research topic. The results of this research provide in-depth insight into the role of IT in E-Government, the challenges that need to be overcome, as well as effective strategies for managing government IT. In the future, collaboration between the public and private sectors, integration of advanced technology, and response to cyber security threats will be the key to the success of an E-Government that is more efficient and relevant to society's demands. This research provides a valuable basis for improvement and innovation in government management in the digital era.

Abstract

This study aims to determine the process, obstacles and efforts made in optimizing the MSME sector that runs in Waru Brillian Thematic Village in Bojong Renged Village, Teluknaga District. This research method uses qualitative methods. Data were collected by observation, interview and documentation techniques. The types and sources of data are primary data and secondary data. Data analysis techniques include data collection, data reduction, data presentation and drawing conclusions. The theoretical concept used in this study is the theoretical concept of a smart village according to Novi & Ella (2019) in (Herdiana, 2019) states that the dimensions used in a smart village are resources, technology, service chain, government, community and rural environment. . Based on the results of research on the MSME sector that runs in the Waru Brillian Thematic Village, seen from the success indicators of the smart village concept, it shows that the indicators for resources, service chains, government, community, and rural environment are in the good category or in accordance with the theory of success of the smart village. While the technology indicators are said to be not optimal so that there is a need to increase the use of technology, especially in the MSME sector in Waru Brillian Thematic Village. The inhibiting factors for the UMKM Waru Brillian Thematic Village include raw materials that are difficult to find because the plants in this thematic village do not vary yet, which hinders the production process, MSME food products also do not take care of licensing, for example, we do not have a halal certificate. the existence and limitations of the technology used by the people of Bojong Renged Village, Teluknaga District. Efforts to develop MSMEs that are running in Waru Brillian Thematic Village include the need for ongoing assistance to MSMEs, the need for digitalization of MSMEs and MSME actors must be more innovative in marketing MSME products.
