Abstract

The results of the study show that the sipaduko application does not fully fulfill all of the five pillars of e-government maturity as a whole. the research aims to evaluate the maturity of e-government through descriptive qualitative methods with the theory by Fietkiwitz et.al (2017) through five pillars namely information dissemination (catalogue), communication, transaction, interoperability (integration) and participation. Especially on the pillars of information dissemination (catalogue), communication and participation. In the information dissemination (catalogue) pillar, it shows that the appearance of the application does not fit all age groups, then there are no information features in using the application or the latest information related to administrative services. In the communication pillar, there is not link or separate social media account for the sipaduko application, but it is incorporated in one social media service for Civil Registry Service Jambi City. On the participation pillar, the sipaduko application does not present features to involve the communication in application development. This can certainly be used as material for evaluation by Civil Registry Service in the process of developing the sipaduko application for the better, so that people’s enthusiasm for using online service is increasing.

Abstract

The attraction of natural beauty, especially coastal areas, has made investors or business people set up various commercial businesses such as villas, hotels, and restaurants. Inappropriate use and arrangement of space is a problem that will continue to arise in the management of coastal areas. The general aim of this research is to find out the impact of space utilization in border areas on Anyer Beach, Anyer sub-district. This research was carried out using a descriptive qualitative approach. Research data was obtained through interviews, documentation, and observation. Then the collected research data will be analyzed through data reduction and presentation. The results of this research show that the management of space utilization in the Anyer tourist area is not yet optimal, especially in controlling environmental and social impacts. Utilization of a coastal border area that does not comply with existing regulations and supervision does not appear to be optimal with the existence of hotels or commercial buildings. The lack of empowerment of community members and community involvement around tourist attractions seems to be lacking in the process of managing tourism areas or areas. Therefore, proper use of coastal border areas is a way of resolving conflicts over excessive resource exploitation in the Anyer Beach tourist area.

Abstract

Meeting the needs of the general public can be met by public services. Therefore, there is a need for public services that are efficient, effective and fair. In achieving this goal, various challenges arise in optimizing good public services. This research then aims to look at how to optimize regulations in public services through a compliance and risk management approach. This research was carried out using a qualitative approach. The data in this research uses various results of previous research and studies. The results of this research then found that an approach that includes compliance, risk management, and regulatory performance evaluation is an important element in the government's efforts to provide better public services to the community. This integration creates a better environment for public services that are efficient, effective, fair and responsive to change. Accuracy in designing regulations, measuring effectiveness, and playing a role in improvement is the key to achieving optimal public service goals. With this holistic approach, the government can meet people's expectations and help create a more prosperous society.

Abstract

Various problems that are currently happening at the Rawa Kucing TPA are that the volume of waste increases every year. The Tangerang City Government issued Regional Regulation Number 2 of 2022 concerning Tangerang City Waste Management as an effort to overcome this problem. This study aims to discuss the Optimization of Waste Management at the Rawa Kucing Final Processing Site (TPA) in Tangerang City (Viewed from Communication Resources and Waste Management). Researchers used a type of qualitative descriptive research that refers to data collection techniques used through observation, interviews, and documentation. Researchers use the theory of Van Meter Van Horn Policy Implementation. The results of the study show that policy sources are not supportive in carrying out waste management so that the waste problem in Tangerang City, especially at the Rawa Kucing TPA, has not been handled optimally. the quality of human resources at Rawa Kucing TPA in terms of minimal education, the budget has not been fulfilled in overcoming waste problems at Rawa Kucing TPA, one of which is the PLTSa program, and in terms of equipment it is still lacking. It is necessary to carry out waste management at the Rawa Kucing TPA, besides that communication between stakeholders is good, but there are still obstacles in external communication as indicated by the low awareness of the community to dispose of waste in its place, and many people who do not know about the policies and existence of PERDA in waste management. To achieve the goals of the waste management policy at Rawa Kucing TPA, cooperation and participation of the target group is needed, namely the community so that the policies made by the government can work and achieve the desired goals.

Abstract

This article provides a critical examination of the complex legal and institutional framework that shapes Nigerian foreign policy, highlighting its evolution, challenges, and implications within the contemporary global context. Positioned as a key player in African affairs, Nigeria's foreign policy is guided by a set of legal foundations and institutional mechanisms that have developed since the country's post-independence era. Through a historical lens, this study traces the key milestones, shifts, and guiding principles that have influenced Nigeria's foreign policy trajectory. The paper offers a comprehensive analysis of relevant laws, treaties, constitutional provisions, and the roles of key governmental bodies and diplomatic institutions. By exploring the interplay between these legal frameworks and institutional structures, this research provides valuable insights into the dynamics that shape Nigeria's interactions on the global stage, contributing to a deeper understanding of the country's role in international relations.

Abstract

One of intellectual property that has legal protection in Indonesia is industrial design. In Indonesia, industrial design is closely related to the handicraft industry. In Indonesia there is already a registration of industrial designs that use handicraft designs such as traditional batik motif designs which are protected by copyright as an expression of traditional culture. This phenomenon is an overlapping and intersecting issue between the fields of copyright and industrial design. For this reason, legal studies are urgently needed to determine whether a traditional cultural expression can have industrial design novelty or not. This article uses a normative juridical approach, in the form of an analysis of legal principles of Indonesia’s law which is related to research problems. Based on the research results, traditional batik motifs fulfill the elements of an industrial design that can be registered and protected by the industrial design legal framework in Indonesia. The principle of novelty of industrial design can be implemented to filter the novelty of industrial design in selecting registration of traditional batik motifs as industrial designs. The legal protection of traditional batik motifs based on the Industrial Design Law has not been regulated comprehensively and clearly, the legal protection is only regulated as a disclosure of pre-existing industrial designs. A theoretical approach is needed in applying the articles regarding provisions for checking the novelty and registration of industrial designs related to communal intellectual property using the legal principles and theories that underlie the formation of the Industrial Design Law in Indonesia.

Abstract

This research aims to determine the relationship and influence between Competency and Performance of Bhabinkamtibmas police officers. The research was carried out using a quantitative approach by collecting data using a questionnaire from 103 Bhabinkamtibmas officers from a total of 139 officers. The questionnaire used has met the Validity and Reliability criteria very well. The results of the analysis carried out show that there is a significant relationship and influence of Competency on Performance. The influence value (R-Square) obtained was 0.768 or 76.8%, which is included in the strong category. This value shows that Competency is able to predict variations in Performance of 76.8% while the remaining 23.2% is predicted by other variables not used in the model. The regression equation obtained is Y = 0.613 + 0.846X, indicating that for every 1 point added to X, Y will increase by 0.846. In general, it can be concluded that to improve the performance of Bhabinkamtibmas, competency increases are needed and it would be very good if this improvement was carried out consistently to maintain the performance of Bhabinkamtibmas officers.

Abstract

Electronic procurement of goods and services, or e-procurement, enables innovation in government and leverages technology platforms to obtain better information, better cost performance, greater efficiency, and maximize the effectiveness of e-procurement. It is an information system that transforms. The purpose of this study is to determine the "implementation of e-procurement in the support of goods and services in the public works and spatial planning sector of Tangerang Municipality". A qualitative research method was used in this study. The data sources used are primary data from interviews and observations and secondary data from documents and relevant regulations. The variables used are a) efficiency, b) effectiveness, c) competitiveness, d) transparency, and e) accountability. The survey shows that the implementation of e-procurement to support the procurement services for goods and services at the Tangerang PUPR office is on track and provides greater transparency to the public. Human resources as well as facilities and infrastructure are one of the factors that influence the process of conducting e-procurement for the public to be successful, but if the effort still causes disruption to the system. there is. Abstract

There has been a transformation of the public service sector at the Office of Religious Affairs in Indonesia, which was initially undertaken manually to become digital in order to improve more responsive services. This study aims to analyze the public services of the Office of Religious Affairs (KUA) in West Java Province from the perspective of Responsive Governance. This study uses a quantitative approach. This research uses a descriptive type of research. The locus taken in this study was the Office of Religious Affairs (KUA) in West Java Province. Technically, the researchers will divide it into four different clusters spread across the East, West, North, and South of West Java. In this study, primary data was obtained through the distribution of questionnaires. Secondary data is obtained through several studies of documents and other published materials, such as journal articles, theses, dissertations, research reports, other textbooks, and official office documents, such as annual reports, statistical reports, and other appropriate official documents. This study indicates that the implementation of public services at the Office of Religious Affairs in many areas of West Java Province can be said to be heading in a responsive direction. This research concludes that if the public service of the Office of Religious Affairs does not pay attention to the principle of responsiveness, given the development of an increasingly modern and dynamic era, it will have an impact on the emergence of dissatisfaction and even public skepticism.

Abstract

This study aims to determine the effectiveness of System Merit in State Civil Apparatus Management in Riau Islands Province to increase apparatus productivity in quantity and quality. The study uses descriptive research methods with a qualitative approach. The result of this research is that there needs to be a high spirit of work to provide excellent service by applying a merit system. Development is required in the form of evaluation of institutional structuring, assessment of performance achievement, employee attendance discipline, and strategy and program Implementation of the Regional Merit System in Riau Islands Province. This research recommends that implementing a merit system in A.S.N. management in Riau Islands Province can improve A.S.N. competence and as strong leverage in performance improvement and transformation of government organizations with simplification of bureaucracy, work models, organizational culture, and strategic values developed.
