Abstract

The purpose of this study is to find out how the state of cash flow in the cash flow statement in the Bekasi City Government during 2018-2020. The Cash Flow Statement is made to find out the movement of cash real money from the beginning of the year to the end of the year, in addition to knowing how much cash is used, and to find out one year of cash operation used for anything. In this study, the research method used is descriptive qualitative with the focus of the object being the Bekasi City Government, especially in the Regional Financial and Asset Management Agency (BPKAD) as the body tasked with managing assets contained in local governments and preparing financial reports. The official website of the Bekasi City Government is the secondary data used in this study. The results of this study showed that overall cash flow growth in 2018-2020 from operating activities, investment activities and financing activities showed that the state of financial performance in the Bkeasi City Government was not good and from the analysis of free cash flow obtained results in 2018-2020 there was a decrease in free cash flow which decreased as the existence of decreased free flow indicated that the Regional Government had financial difficulties.Keywords : operating activities, investment activities and financing activities

Abstract

In order to improve public services, the City of Bandung as one of the cities in Indonesia that has implemented a smart city is increasingly trying to optimize its services, including health services, one of which is in dealing with the problem of stunting. Where in 2020, the stunting rate in the city of Bandung increased to 8.86%. To that end, the Bandung City government created the Bandung Tanginas program (Tanggap Stunting Dengan Pangan Aman Dan Sehat) which is a program aimed at enabling the City of Bandung to become a City with Zero News Stunting. Therefore, the goal to be achieved in this research is to find out how to optimize the Tanginas Program in Bandung City from a Smart city Perspective. This research is descriptive with a qualitative approach. The results of this study indicate that the optimization of the Tanginas program in the city of Bandung seen from the smart city perspective is still not optimal. This is based on the limited amount of healthy food intake, population density, lack of green open space and the lack of use of information technology.

Abstract

This research was motivated by the realization of the budget at the Secretariat DPRD City Of Bandung in 2018-2020 which had not yet reached the budget target that had previously been set. This study aims to find out how the effectiveness, efficiency, adequacy, leveling, responsiveness, and accuracy refer to William N. Dunn's theory in planning and managing the budget of the Apparatus Facilities and Infrastructure Improvement Program in the Secretariat DPRD City Of Bandung. The method in this study is a descriptive method based on a qualitative approach. Data collection techniques used by researchers are through interviews, observation, and documentation. Based on the research that the researcher has done, it is found that the budget for the Apparatus Facilities and Infrastructure Improvement Program in the Secretariat DPRD City Of Bandung has been carried out well although there are still some problems that occur both in procurement and maintenance. activities in the program, namely the budget is not fully realized, inaccurate in determining the unit price of goods so that the realization does not reach the target, as well as sudden needs from members of the Council resulting in a budget shortage because what is needed is not listed in the pure budget.

Abstract

Indonesian Migrant Workers are every Indonesian citizen who will, are currently, or have done work for wages outside the territory of the Republic of Indonesia, this study was conducted to analyze and determine the role of Supervision of Commission IX of the House of Representatives of the Republic of Indonesia in the Social Security Policy of Indonesian Migrant Workers. This research is a research study using literature which is analyzed from various existing references and processed research materials on the policy of migrant workers in Indonesia related to the authority of the DPR in the supervisory function. The supervisory role carried out by Commission IX of the DPR RI in this regard is quite good and significant in its achievement. However, it has not been said to be optimal, because the problems related to the governance of the implementation of social security for Indonesian migrant workers which were discussed by the Minister of Manpower in a working meeting with Commission IX of the DPR RI, have not been fully resolved in terms of supervision carried out by Commission IX of the DPR. RI.

Abstract

This study aims to evaluate the Village Fund Direct Cash Assistance (BLT) program in Batujaya Village. This research is a qualitative research. By using the program evaluation model according to Stufflebeam which consists of context evaluation, input evaluation, process evaluation, and product evaluation. Sources of data in this study came from primary data sources and secondary data sources with data collection techniques using observation, interviews, and documentation studies. The data analysis technique is done through data reduction, data presentation, and drawing conclusions. The result of the study that this program is indeed needed by the Batujaya Village community affected by the Covid-19. The implementation of the Village Fund Direct Cash Assistance program in Batujaya Village has also been carried out well. However, at the stage of collecting data on potential beneficiaries, there ware problems, namely it was difficult to determine which people really matched the established criteria, and the data in DTKS did not match the current conditions in the community. The limited village fund in the distribution of BLT Village Fund, which are only at least 40% of village fund, make this program not fully equitable. Regardless of that, this program is quite helpful in alleviating the needs of the affected village communities.therefore, there must be regular updating of DTKS data in order to minimize data that is not on target. Keywords: Policy, Policy Evaluation, Village Fund Direct Cash Assistance (BLT), Covid-19.

Abstract

The process that becomes an impediment in budget absorption is due to inadequate budget planning at the Bandung City Fire and Disaster Management Office, budget absorption varies and is still weak in carrying out efficiency. The goal of this study is to assess the Bandung City Fire and Disaster Management Departement efficiency in carrying out budget planning utilizing the dimensions of budget policy formulation and budget operational planning, and it can also be utilized as evaluation material in budget planning efficiency. The method used in this research is a qualitative approach and the type of research is descriptive. Primary and secondary data sources were used in gathering data utilizing a purposive sample strategy using information based on people who contribute information based on experience and expertise. The Miles and Hubberman approach was utilized in data analysis, comprising the steps of data reduction, data display, and generating conclusions. According to the findings of this study, the Bandung City Fire and Disaster Management Office's budget planning efficiency could not be optimized.Keyword : Efficiency, Planning, Budget

Abstract

The purpose of this research is to know the implementation of the principles of good governance in the service of E-KTP and Family Cards in Benda District, Tangerang City, Benda District in the E-KTP and Family Card services. To obtain data in this study, the method used is a qualitative research method. The data collection techniques are observation, interviews and documentation. The results of this study indicate that the Implementation of Good Governance Principles in E-KTP and Family Card Services in Benda District, Tangerang City has not gone well, there are still some things that are still not appropriate, such as the existence of services that prioritize people who have positions and kinship , as well as service employees who still serve with unfriendly looks. The results of this study found that the implementation of the principle of Good Governance in the E-KTP and Family Card services was not in accordance with the principles of Good Governance because there was still injustice in providing services by prioritizing one's position and when performing services if people who had families working there the service would be faster. , but behind that there are several principles of Good Governance that have been in accordance with such as Participation, Rule of Law, Transparency, Responsiveness, Consensus Oriented, Effectiveness and Efficient, Accountability, Strategic Vision.

Abstract

This study aims to determine how effective the collection of Terminal levies at the Majalengka Regency Transportation Service is in 2019-2021. The method used by the author is a type of descriptive research with a qualitative approach. Sources of data come from primary data and secondary data. Data collection techniques used in this study were interviews and Documentation Studies. Data analysis techniques in this study used data analysis techniques according to Miles and Huberman, namely data reduction, data presentation and conclusions. The results showed that the effectiveness of collecting terminal fees at the Majalengka Regency Transportation Service in 2019, was measured using the theory (Wulandari & Iryane, 2017) that the adequacy and elasticity criteria did not meet the effective criteria because although population growth in Majalengka Regency increased, it did not match the increase terminal retribution income and for the overall justice dimension have not met the effective criteria, because justice is only limited to levy collection rates according to the principle of justice, but not with retribution collections that are not in accordance with the benefits received by terminal service users, except for the administrative capacity dimension that meets the criteria effective.

Abstract

Unemployment is one of the issues confronting Indonesia in the labor market. This is due to a lack of jobs, inflation, explosions, or a lack of investment, all of which lead the unemployment rate to rise, particularly in the city of Bandung. As a result, the Bandung City Manpower Service developed the BIMMA application, one of which is to serve as a forum for connecting companies and job seekers in online job fairs in order to reduce unemployment. The purpose of this study is to describe the policies taken by the Bandung City Manpower Service in dealing with numbers in the city of Bandung based on data included in the BIMMA application. Descriptive research using a qualitative approach is used in this study. Following that, data was gathered through structured and semi-structured interviews, observation, documentation, and library research. Data analysis employs a pattern approach from the bottom up in a hierarchical approach, with data triangulation serving as the validity test. According to the findings of the study, the data obtained from the BIMMA application is used as statistical data for reports to local governments and as an indicator or reference for the agency to create work programs the following year in the form of open training or apprenticeship through competency tests on applications that are used to reduce unemployment in Bandung City.Keywords: Job Fair, E-government, unemployment

Abstract

This research uses a descriptive qualitative approach. Data were collected by means of observation, interviews, and documentation. While the research data analysis stage used in this study includes the stage before in the field, the stage while in the field, and the conclusion stage. The theoretical concept used in this study is the Lubis theory. Consists of 5 dimensions, namely, Advocacy, Community Organizing, Capacity Building, Network Development, and Communication, Information and Education. The results of the research and discussion that the researcher has carried out, and based on the dimensions of the research that are the basis for this research, include the standards and objectives of Advocacy, Community Development, Capacity Building, Network and Communication Development, Information and Education. The supporting factors are the support from across sectors, the tenacity and creativity of women there and the development of technology that has improved. The inhibiting factors in this empowerment are high population but low quality of human resources, low per capita income, community economy is still lacking for product marketing. And Knowledge of technology in product marketing.
