Abstract

This study aims to show how electoral governance in verification and the efforts of political parties is carried out by the General Election Commission of the City of Padang. One part of the stages of organizing elections is verification. Verification is a very important stage, considering that at this stage political parties are determined to be participants of the 2019 election. The governance of elections in the registration and verification of political parties by the General Election Commission of Padang City as the election organizer has done its job in verifying political parties, but still far from ideal, both at the level of rule-making and application level. However, at the level of adjudication, the General Election Commission of Padang City has seen several steps taken. The efforts made by the General Election Commission of the City of Padang are the dissemination and technical guidance on regulations regarding the registration process and verification of electoral political parties and making a political party verification assistance desk.

Abstract

In terms of utilization of village funds, if examined more deeply in the period of 2015-2019, the central government has allocated village funds worth Rp.46.9 trillion, double the previous year which was only Rp20 trillion. The village funds were then allocated to 74,754 villages spread across Indonesia, and each village received village funds ranging from Rp. 600 million to Rp. 800 million. Interestingly, based on preliminary data from Indonesia Corruption Watch (ICW), from 2015 to Semester I 2018, cases of corruption in village funds have increased, there are approximately 181 cases of corruption in village funds with 184 corruption suspects and a loss of Rp 40.6 billion. There are three assumptions arising from the above data findings, namely (1) there are cultural factors that are supported by the foundation of social norms that emphasize patron-client joints and negative symbiotic-mutualism relationships between village elites and local groups of village communities; (2) weak institutionalization of political institutionalization at the village level, where bribe money is the norm in establishing a development project; (3 The management of village institutional institutions after the issuance of Law No. 6/2014 on Villages, is not comparable with the ability of local elites and government at the local level in describing the reality of development and community empowerment, so that it continues to grow the oligarchic practices of elite power that has traditional authority which is wrong One trigger for corruption The solution offered is the Procurement Team from Andalas University conducting training to Nagari officials in Nagari Panyakalan, Solok Regency, on how to build Anti-Corruption Integrity in the utilization of village funds and then the Penggal Team in collaboration with the Nagari Apparatus, the Nagari Deliberation Board (BMN) ) helped initiate the formation of an anti-corruption monitoring group in the nagari.

Abstract

The problem of flooding is serious in the city of Padang. Padang Selatan sub-district is one of the sub-districts that has experienced one of the worst floods in 2018 in Rawang Urban Village each year. Flooding is a disaster that can be prevented and minimized its impact. However, avoiding and overcoming the flood disaster cannot be done by the government alone. The effect of floods on the community not only in the form of loss of property and buildings, also flooding also dramatically affects the community's economy and overall community development, especially health and education. The purpose of this activity is to provide training in increasing the capacity of the population in flood preparedness by using a focused lecture and discussion method by involving all stakeholders (elements of the community) in Rawang Village. The results obtained from this activity are that the community's awareness is still lacking towards flood prevention, This can be seen from the way of life of the population which most of them always do not reflect the culture of clean and healthy living. The community is accustomed to throwing garbage along the river and drainage without caring about the impact. With this activity, it is expected that in the future, the anticipation of flood disasters by increasing community capacity in preparedness. The community was targeted for capacity building because the population was affected by the natural flood.

Abstract

After the enactment of the Village Law which is full of various new policies, it also has implications for the Village Consultative Body (BPD) with changes in the position, duties, functions and authority of the BPD. One of them is the issuance of Permendagri No. 110/2016 concerning BPD, and most recently in the context of West Sumatra the issuance of the Regional Regulation of West Sumatra Province No 7/2018 concerning Nagari. This Perda is claimed to be the first indigenous village regulation in Indonesia that wants to show the existence of Nagari "Asli" vis a vis with the implementation of modern village government in the implementation of public services. On the other hand, the weak role and function of BPD in running village government still occurs, including Nagari Sumanik. This dedication activity was to provide an understanding of the shifting position of BPRN; increase the understanding of BPRN members regarding their roles, functions, duties and authorities; and strengthening the role of BPRN in supporting the administration of the nagari government. The method of implementing community service included 3 (three) stages, namely; 1) Preparation; 2) Implementation; and, 3) Program evaluation or reflection on activities. Not all Regencies / Cities have responded to the policies of the Nagari Government in West Sumatra, including the Tanah Datar District, so this service activity is important for BPRN Sumanik, where not all members have a government background in strengthening their capacity to carry out their duties and functions and anticipate changes in policy.

Abstract

The existence of public services in local governments is facing a severe problem. The implementation of regional autonomy has not been able to encourage the birth of services quickly, cheaply, accountable, and transparently. This is compounded by a slow service culture in the bureaucracy. As a result, the essence of government as a public servant is lost. In that sense, the Ombudsman established since 2008. Based on Law Number 37 of 2008 about the Ombudsman of the Republic of Indonesia, the Ombudsman has a purpose as a bridge between the government and the community in improving public services. In its development, the existence of the Ombudsman is present in areas such as West Sumatra Province. However, there are still many people who have not utilized this institution to its full potential. This article attempts to describe efforts to improve the oversight function of public service delivery through the Ombudsman in Tuapejat Village. The village, located in the Mentawai Islands Regency, is an isolated area in West Sumatra. With the presence of the Ombudsman, it is hoped that public services in the village can improve amid the geographical constraints faced. From the activities carried out, it can be seen that the public is not familiar with the Ombudsman. Community participation in overseeing public service delivery which has been weak so far has also been caused by permissive culture. Therefore, the presence of an ombudsman is felt to be important in increasing public participation in carrying out service supervision in the bureaucracy.

Abstract

This research is motivated by the management of TMSBK assets carried out by the Tourism, Youth, and Sports Office of Bukittinggi City. The existence of asset management that has been carried out has an impact on the increase in PAD in the City of Bukittinggi in the tourism sector. The purpose of this study is to analyze asset management in the management of TMSBK in Bukittinggi City. This study uses the Theory of Five Stages of Asset Management Work proposed by Doli D. Siregar. The type of research used in this research is qualitative research with descriptive data presentation. Data collected through the process of observation, interviews and documentation. The selection of informants was done by purposive sampling technique. To test the validity of the data using source triangulation techniques. Based on the results of the study, it was found that the management of TMSBK assets had been carried out optimally. Among them is the recording of assets which is carried out through recording into the inventory book and recording into the SIMDA BMD application, as for the legal basis that is used as a reference in asset management, namely Permendagri Number 19 of 2016 concerning Guidelines for the Management of Regional Property, asset valuation carried out by PBMD which cooperate with the KPKNL in determining the value of assets for asset write-off and determining the rental value of the TMSBK kiosk. There is a revitalization of the TMSBK area in order to add value and function to these assets, as well as supervision and control carried out by the Inspectorate as the government's internal supervisory agency and the development of an asset management information system through the use of the SIMDA BMD application. Several stages that have not been carried out optimally are the internal recording carried out by the TMSBK sector and the need for a review of abandoned assets.

Abstract

A Health Promotion University is one of the public programs in an effort to create a healthy campus community in a comprehensive manner. Even though it is new, this program has a strategic and systematic role in the development of the community structure of the university environment. The purpose of this study is to find out how the management of a healthy campus program at Andalas University uses the system approach method by Azrul Azwar with input, process, output, impact indicators. The approach used is descriptive qualitative with data collection through document review, observation, interviews, and FGD with purposive sampling. Data were analyzed by codification/reduction, data display, and drawing conclusions. Data validity by source triangulation.                     The results of the study indicate that the management of the Andalas Health Promotion University has not been implemented properly based on; (1) program inputs are generally sufficient, both man, money, and material. Weaknesses are found in the method that has not been specifically formulated for program implementation guidelines at Unand, (2) The process has been carried out by Andalas University as a follow-up to the cooperation agreement with the Ministry of Health, but the work program planning has not been completed as a projection in achieving program goals and has not yet been included. in the Unand Strategic Plan. Organizing the Health Promotion University Management Team has been formed since 2019, but its position in the organizational structure at Andalas University is not yet clear, resulting in less effective coordination and communication in program implementation (3) The output of the Health Promotion University program has begun to be produced, but it is still very minimal because there are no program achievement indicators that should be contained in program planning. (4) The impact of this program can not be felt/measured because it is directly related to the output which cannot be obtained optimally.

Abstract

This study intends to: (1) describe how local government officials' performance in the City of Bukittinggi is affected by their involvement in budgeting. (2) explains how the performance of local government representatives in Bukittinggi City is impacted by the clarity of budget targets. (3) Describe how professionalism affects how local government representatives in the City of Bukittinggi perform. The Regional Apparatus Organization (OPD) in the Regional Government of the City of Bukittinggi is the subject of this study. The 409-person population of the 30 OPD where the questionnaire was distributed was the source of the primary data. The sample in this study was the team responsible for creating the budget, which included the 72-person Regional Government of Bukittinggi City's Head of Service, Head of Planning Sub-division, and Technical Implementation Officers for Activities. utilizing a quantitative strategy and PLS SEM model data analysis. The findings of this study suggest that: (1) Local government officials' performance in the City of Bukittinggi is positively and significantly impacted by their involvement in budgeting. (2) The performance of the local government apparatus of the City of Bukittinggi is positively and significantly impacted by the clarity of the budget targets; (3) The performance of the regional government apparatus of the City of Bukittinggi is negatively and insignificantly impacted by professionalism. ABSTRAK Penelitian ini bertujuan untuk (1) menguraikan pengaruh partisipasi penyusunan anggaran terhadap kinerja aparatur pemerintah daerah Kota Bukittinggi. (2) menguraikan pengaruh kejelasan sasaran anggaran terhadap kinerja aparatur pemerintah daerah Kota Bukittinggi. (3) menguraikan pengaruh profesionalisme terhadap kinerja aparatur pemerintah daerah Kota Bukittinggi. Objek penelitian ini adalah Organisasi Perangkat Daerah (OPD) di Pemerintah Daerah Kota Bukittinggi. Data yang digunakan adalah data primer dengan menggunakan kuisioner yang di sebar pada 30 OPD dengan populasi 409 orang. Sampel pada penelitian ini adalah aparatur yang terlibat dalam penyusunan anggaran yang terdiri dari Kepala Dinas, Kasubag Perencanaa dan Pejabat Pelaksana Teknis Kegiatan pada Pemerintah Daerah Kota Bukittinggi sebanyak 72 Orang. Dengan menggunakan pendekatan kuantitatif dan analisis data menggunakan model SEM PLS. Hasil penelitian ini menunjukkan bahwa (1) partisipasi penyusunan anggaran berpengaruh posistif dan signifikan terhadap kinerja aparat pemerintah daerah Kota Bukittinggi. (2) kejelasan sasaran anggaran berpengaruh posistif dan signifikan terhadap kinerja aparat pemerintah daerah kota Bukittinggi, (3) Profesionalisme berpengaruh negatif dan tidak signifikan terhadap kinerja aparat pemerintah daerah Kota Bukittinggi.

Abstract

The purpose of this study is to test and analyze how the influence of work discipline, compensation and motivation on employee productivity at SMKN 4 Padang both partially and simultaneously. This research is a form of associative research that has a form of variable relationship, namely causal relationships. While the approach used in this study is a quantitative approach. Collection techniques using questionnaires and data analysis using multiple linear regression and data processing using SPSS Version 25. The results of this study concluded that when viewed in the partial test of work discipline on work productivity gave a significant value of 0.000<0.05 with a B value of 0.289 which means that Ha was accepted and Ho was rejected. In the compensation variable, a significant value of 0.075>0.05 with a B value of 0.046, a significant value greater than 0.05 means that there is no compensation relationship to work productivity and it is concluded that Ha is rejected and Ho is accepted. Motivation significant value 0.000<0.05 with a contribution magnitude of 0.661 which means Ha is termed and Ho is rejected. If simultaneously tested, the significant value of the effect of work discipline, compensation and motivation on work pruductivity is 0.000 < 0.05 with a B value of 0.505, which means that there is a significant influence with Ho rejected and Ha received with a contribution value of 50.5%.

Abstract
