Abstract

The Kampung Binaan Keluarga Sakinah (KBKS) Empowerment Program in Buantan Lestari Village, Bunga Raya District, Siak Regency, is an initiative to improve the welfare and empowerment of the local community. This research aims to conduct an in-depth analysis of the effectiveness and impact of the program implementation. The research method used is descriptive qualitative method. Data was collected through interviews with relevant parties, direct observation in the field, and analysis of documents related to the program. The results showed that the KBKS program was carried out in the form of skills training, religious education, and local potential development. The existence of active community participation in various program activities shows the high level of awareness and enthusiasm of residents towards empowerment. The KBKS program also makes a positive contribution to increasing the community movement that lays the foundation for the framework and agenda of socio-cultural development reform in an effort to create a community of faith and devotion.

Abstract

The aging of the population and problems with the welfare of the elderly cannot be separated from Pamekasan Regency as one of the districts with extreme poverty levels in East Java. To realize East Java Provincial Regulation Number 5 of 2007 concerning Elderly Welfare, the first Nawa Bahkti Satya Governor and Deputy Governor of East Java, namely Jatim Sejahterah, was drafted, namely Jatim Sejahterah, which aims to support the realization of planned, directed and sustainable elderly welfare in the form of a Provincial Regional Regulation. East Java. The Family Hope Program Elderly Protection, hereafter in this research, is called (PKH Plus). This research uses a qualitative descriptive research type. Theoretical analysis uses the George C Edward III implementation model. The results of this research show that PKH Plus has been implemented in Pamekasan District, Pamekasan Regency. In its implementation, the Pamekasan Regency Social Service as the district level PKH Plus implementer is assisted by PKH coordinators and assistants to disseminate information, implement programs, and monitor and evaluate the implementation of PKH Plus in Pamekasan District, Pamekasan. Area. Obstacles in implementing PKH Plus are the existence of data on elderly people in the DTKS that is not appropriate, inconsistent implementation techniques, uneven distribution of accompanying tasks, and inadequate facilities. Optimization needs to be done so that poor elderly people can receive assistance evenly.

Abstract

This research aims to analyze and describe the effectiveness of the SIPRAJA application program in digital-based administrative services in Karang Tanjung village, Candi District, Sidoarjo Regency. This research uses a qualitative descriptive method with a technique for determining informants called purposive sampling. The informants who were used as research subjects consisted of the Village Secretary and the Head of the Community and Services Section. Data collection was carried out through interviews, observation and documentation. The method used in this research is descriptive qualitative with a technique for determining informants, namely purposive sampling. The informants in this research were the Village Secretary, Head of the Services and Community Section. Data collection techniques can be obtained through interviews, observation and documentation. The data analysis in this research uses Milles and Huberman's theory, namely data collection, data reduction, data presentation, and drawing conclusions and verification. The research results show that the SIPRAJA Application is said to be not yet effective for the Karang Tanjung Village Community where there is a difference between online and offline applications via the SIPRAJA Application. There is only one human resource as operator, namely the Village secretary and the village head as application verifier. Then the community does not incur any costs for this program, and the community can use the facilities and infrastructure provided at Kanto Village. The number and quality of services are effective, handling each administrative service at SIPRAJA only takes 5-10 minutes. Regarding the service procedures, they are good and correct, but people who still don't understand technology choose to submit administrative applications offline to the Karang Tanjung Village Office.

Abstract

Surabaya is the second largest city in Indonesia with the largest population, this does not make the Surabaya City Government silent, but continues to make breakthroughs, including in fulfilling the rights of children with disabilities so that Surabaya City has managed to excel from other cities by being named a Primary Level Child Friendly City for five consecutive years. The Surabaya City Government inaugurated a house or place of learning for children with disabilities in Surabaya City called "Rumah Anak Prestasi" in September 2022 as a form of fulfillment of the rights stated in Law Number 8 of 2016. Rumah Anak Prestasi (RAP) is the hope of the Surabaya City government for children with disabilities to be able to hone and develop the talents they have and make themselves valuable, both producing work that can be sold, and being able to return to the community with confidence. The method used in this research is descriptive qualitative. The focus of this research is to see, describe, and know the Strategic Management of Rumah Anak Prestasi Nginden in Supporting Persons with Disabilities in Surabaya City based on the theory of Strategic Management from Fred R. David (2016) which has 3 focuses in looking at strategic management, namely strategy formulation, strategy implementation, and strategy evaluation. The data collection techniques used in this research are interviews with informants, direct observation in the field, and documentation. In its implementation, Rumah Anak Prestasi has a reliable structure for children to develop their creativity so that they are expected to be able to compete in the community. The services and coaching carried out are also in accordance with the vision and mission and the existing service edicts.The obstacle in providing guidance to children with disabilities is that the quantity of instructors is not comparable to the quantity of children with disabilities who study there.Evaluation needs to be done so that the number of instructors can be added and coaching activities become more effective

Abstract

This research aims to analyze the coordination role of the West Sumatra government in countering radicalism and terrorism, identify factors that influence coordination, and solutions to overcome them. Although the West Sumatran provincial government's efforts are significant, the index of potential radicalism (IPR) is still high, indicating the need for more effective coordination between government agencies. This quasi-qualitative research uses literature and field studies through interviews, documentation and non-participant observation. The results show that inter-agency coordination is influenced by the factors of unity of action, division of labor, communication, and discipline, and is still constrained by internal and external factors such as the absence of a clear legal umbrella, lack of distribution of data access, and the influence of social media. The conclusion of this study emphasizes the need to strengthen regulations and coordination guidelines, distribute data access, and optimize activity scheduling. The implications of the findings provide recommendations for the provincial government in developing policies and guidelines for more effective coordination.

Abstract

Research on the Strategy of the Bandung City Culture and Tourism Office in increasing the Preservation of Traditional Arts is motivated by the problem of waning public interest in traditional arts. This decline is one of the concerns of the government which has a role in developing, protecting, utilizing and fostering traditional arts. The aim of this research is to improve the preservation of traditional arts in the city of Bandung. Therefore, efforts are needed from the Bandung City Culture and Tourism Department to preserve traditional arts. The method used in this research is a qualitative descriptive approach. Data was obtained through library research and field studies in the form of observations, interviews and documentation studies. Researchers analyze this research through theoretical and legalistic analysis. In this research, researchers found that there were some things that had been optimal and some had not been optimal in efforts to increase the preservation of traditional arts. Judging from the government's strategy stage (Mulgan, 2009), the objective aspect of preserving regional traditional arts is not yet optimal due to limited human resources, from the environmental aspect the contribution of the government and artists is good, but there is a lack of community contribution so it is not optimal, from the direction aspect The government has been optimal in directing increased preservation of traditional arts for arts practitioners and the community. From the action aspect, the government, arts practitioners and the community still feel that it is not optimal because the implementation of arts and development must be improved. From the learning aspect, the evaluation from the previous year is still not implemented optimally. Researchers can conclude that the strategy of the Bandung City Culture and Tourism Office is not optimal in efforts to increase the preservation of traditional arts. Abstract

The city of Surabaya is the capital of East Java Province and one of the largest cities in Indonesia. This of course makes many industries operating in the field of goods and services compete to offer and introduce their products in the city of Surabaya. One of the media to introduce these products is through advertising. These advertisements have various forms, one of which is permanent advertisements which are increasingly appearing in the city of Surabaya. Therefore, the Surabaya City Government formulated a policy in order to maintain order in the erection of permanent billboards in the City of Surabaya, as well as in maintaining the security and aesthetics of the city. In realizing the implementation of the permanent advertising arrangement policy in the City of Surabaya, the Surabaya City Government issued Surabaya City Regional Regulation Number 5 of 2019 concerning the Implementation of Billboards and Surabaya Mayor Regulation Number 43 of 2023 concerning Amendments to the Surabaya Mayor Regulation Number 21 of 2018 concerning Procedures for Organizing Advertisements. This permanent advertisement in the city of Surabaya is spread across several roads, one of which is Jalan Basuki Rahmat, Tegalsari District, which is a city road and is a dense area which includes office areas, shopping, hotels, and so on. This research aims to identify, evaluate and describe the permanent advertising arrangement policies implemented on Jalan Basuki Rahmat, Tegalsari District, Surabaya City. The theory used in this research is the policy implementation model theory from Merilee S. Grindle. The type of research used is qualitative research with data collection techniques in the form of observation, interviews and documentation. The results of the research show that the policy for arranging permanent billboards on Jalan Basuki Rahmat, Tegalsari District, Surabaya City is implemented both from a Policy Content focus and an Implementation Environment focus, but there are still obstacles, namely in the implementing department or human resources which are still not optimal at the Surabaya City Regional Revenue Agency. Another obstacle is that there are still individuals or groups who commit violations in the implementation of permanent advertisements.

Abstract

Taman District provides one of the public service innovations in carrying out population administration, namely the Ready to Serve the Community at Night (SIMMAMAH) program. The SIMMAMAH program was formed and created as a way out of the phenomenon that has occurred in Taman District, namely that people do not have time to carry out population administration during working hours or school hours. This innovation program has been adapted to the Regulation of the Minister for Empowerment of State Apparatus and Bureaucratic Reform of the Republic of Indonesia Number 91 of 2021 concerning the Development of Public Service Innovation. The aim of this research is to measure the effectiveness of SIMMAMAH services in Taman District, Sidoarjo Regency. The sampling techniques used were purposive and snowball. Data collection in this research used was observation, interviews and documentation and data analysis used included data collection, data consolidation, data presentation, as well as drawing conclusions and verification. The results of this research are that SIMMAMAH services have been runninf effectively, although not yet perfect. Due to the obstacles found in these services, namely the lack of availability of KTP forms, damaged KIA printers, village/subdistrict networks that do not use Telkom Orbit and not all villages/subdistricts have KTP recording devices.

Abstract

Public Relations has an important role in managing and improving public information services to the public, especially through Instagram social media. In line with technological developments and changes in people's communication behavior, the Public Relations of the West Java Province Communication and Information Service utilizes Instagram social media to carry out public communication and information services to the community. This phenomenon has a significant impact on the success felt by West Java Public Relations and the community. The aim of the research is to determine the success of public communication carried out by West Java Public Relations to the public in providing information and public services through the social media Instagram @humas_jabar. This research uses qualitative methodology to determine the success of West Java Public Relations public communication in providing public service information to the community via social media Instagram @humas_jabar. Qualitative analysis is used to analyze qualitative data and data collection is carried out through interviews, observation, documentation and literature study. The results of this research show that the public communication carried out by West Java Public Relations in providing public service information to the public via the social media Instagram @humas_jabar has been successful, and it is necessary to provide some education to increase this success so that the public can better understand the use of Instagram social media. as well as increasing clearer information regarding directions to the public to provide advice, responses and suggestions.

Abstract

Election organizers are often difficult to implement due to low public participation in legislative elections. The Tangerang Regency General Election Commission is experiencing the phenomenon of increased political participation in 2024. High political participation is an important indicator in the sustainability of democracy. The purpose of this research is to find out the strategy of the Tangerang Regency KPU in increasing community political participation and the factors that can influence the increase in community political participation in the 2024 legislative elections. The method used in this research is a qualitative method with a descriptive approach, data collection techniques in the form of observation, interviews and documentation. The sources in this research are KPU commissioners and three people from the Tangerang Regency community. The results showed that the strategy carried out by the KPU of Tangerang Regency was effective as evidenced by the increase in political participation and understanding of voters with participation reaching 88.40%, an increase of 9.17% from the 2019 election. the strategy of the KPU of Tangerang Regency in 2024 is divided into four categories, namely organizational, program, resource and institutional strategies. while the factors that support the increase in political participation of the people of Tangerang Regency are public awareness and knowledge about politics, as well as the involvement of legislative candidates and political parties.
