Abstract

This study aims to explain the advocacy strategy through the non-litigation process in the context of reforming the judicial process in Indonesia. Mediation in court is an institution and empowerment of peace (court connected mediation) with a philosophical foundation that is Pancasila which is the basis of the Indonesian state, especially the fourth precept "Popularity led by Wisdom of Wisdom in deliberation/representation". In resolving disputes, there are several dispute resolution mechanisms, namely litigation, non-litigation, and advocacy. The method used in this research is literature study, with the type of qualitative descriptive research. The results explain that alternative efforts and strategies for resolving disputes with the Non-Litigation route can achieve a peace in accordance with the wishes of both parties through Mediation, Advocacy and negotiation. In its application there are two types of obstacles in non-litigation efforts to resolve land grabbing disputes, because mediation is not clearly regulated in Law no. 30 of 1999 concerning Artibrasion and Alternative Dispute Resolution. And the non-litigation efforts are legally less certain because their legality is also not explicitly regulated in Law no. 30 of 1999.

Abstract

After being designated as a locus of stunting in Riau Province in 2017, Rokan Hulu Regency took various policy steps. This effort was actualized by the local government's efforts to build collaborative synergy between regional government apparatus organizations in a stunting integrated This study analyzes and describes the role of cross-sectors in the convergence of the acceleration of stunting reduction in Rokan Hulu district. The approach in this research is qualitative research in the form of field research by collecting primary and secondary data sources through in-depth interviews and document review. The results showed that the Government of Rokan Hulu Regency made efforts to reduce stunting in a structured and comprehensive manner, such as identifying the distribution of stunting, conducting program availability, and constraints in implementing integrated nutrition interventions, developing activity plans to improve the implementation of integrated nutrition interventions, holding stunting, providing certainty. laws for villages to carry out village roles and authorities in integrated nutrition interventions, ensure the availability and functioning of cadres who assist village governments in implementing integrated nutrition interventions at the village level, improve stunting and intervention coverage, measure growth and development of children under five and publish rates stunting review the performance of programs and activities related to stunting periodically. The obstacles in accelerating the reduction of stunting include time synchronization in the planning and implementation of the activities of each regional apparatus organization, the non-implementation of standard budget allocations for the significant acceleration of stunting reduction, and the not yet optimal management of accuracy and data quality in accelerating the reduction of stunting in Rokan Hulu Regency.

Abstract

On September 3, 2022, the price of subsidized fuel (pertalite and diesel) increased. This was determined through a Presidential Regulation on the grounds of the fluctuations in world crude oil prices, plus data showing that the distribution of subsidized fuel which was previously enjoyed by 70 percent was enjoyed by the wealthy, so it was deemed not right on target. This triggered various reactions from the people who were directly affected by the increase in fuel prices. The increase of fuel prices has the potential to increase the unemployment rate which will certainly increase the level of poverty in Indonesia. Because of that, a big question is the extent to which the existence of political parties as a medium for representing the people's voice to express the people's counter attitude to the increase in fuel prices. The method used in this study is a qualitative research method. This research will produce descriptive data in the form of writing. Qualitative descriptive research is research that tries to describe a phenomenon that occurs in the field. Furthermore, the research technique used in this paper is literature study, namely by researching and understanding books, documents or other written sources that are relevant to the study being raised. The results of this study indicate that the function of political parties as a function of political communication has not run optimally. This is evidenced by the majority of the existing political parties not fully voicing the public's contra stance on the increase of fuel prices. Indeed, with this political communication function, all political parties are willing and able to voice the attitudes of the public. This is a manifestation of the people's representation projected by the existence of political parties that are pro to the people. Abstract

This article aims to explore the extent to which the universities under affiliation Muhammadiyah in handling Covid-19. The method in this paper using qualitative explorative with case study approaches. To capture the data and information related to the topic, we assisted by Qualitative Data Analysis (QDA) with NVivo 12 plus software. In this article, we focus on the philanthropic movements carried out by universities under the auspices of Muhammadiyah, taking examples from 6 Muhammadiyah Universities as a study to identify it. On the other hand, this study relies on essential variables from the philanthropic movement to conceptualize Giving, Services, and Association practices. We findings, universities under affiliation Muhammadiyah are taking part in dealing with Covid-19. Various actors are involved, not only from Muhammadiyah University but also from collaborating with other stakeholders such as Government, Community in response to the Covid-19 with various programs and activities initiatives. In Spirit of Giving, Muhammadiyah Universities have the most prominent intensity, with 54% divided on health, education, and social sectors. The Spirit of Service that universities have 20%, where many things initiate various programs and activities. Furthermore, the Spirit of Association with 18%, in which those Muhammadiyah Universities collaborate with other stakeholders such as internal and external actors. That is all in order to accelerate the elimination of the Covid-19 outbreak.

Abstract

The presence of modern markets is considered by various groups to have cornered the existence of traditional markets. This type of market is a market where merchandise is traded at the right price so there is no bargaining activity. This study used a qualitative method using the Cultip and Center communication strategy theory with data collection techniques by means of interviews, observation and documentation. The research subjects were UPT Cik Puan Pekanbaru's communication strategy and the object of research was UPT Pasar Cik Puan Pekanbaru. The results of this study are the fact that there is currently a decrease in visitors to traditional markets. This is caused by several factors such as infrastructure development that has not been completed. the planning that will be carried out by UPT Pasar Cik Puan Pekanbaru is to continue to synergize with Pemko and related parties to continue building the market which is currently still neglected, then the UPT Pasar Cik Puan Pekanbaru also provides education to traders who work with BPOM about food hygiene. in the Cik Puan market in Pekanbaru. Communication established by UPT Cik Puan Pekanbaru market is with the government of Pekanbaru City to follow up on the construction of Cik Puan Pekanbaru market. The current evaluation carried out by UPT Pasar Cik Puan Pekanbaru is more about educating traders and evaluating development plans

Abstract

This study aims to see how the relationship between government spending in Pekanbaru with the number of crimes in Pekanbaru. In this study government spending is used as an independent variable is in the field of education, economy, security and order as well as social protection. In this study using the method of Error Correction Model (ECM) to see the effect both in the long and short term of the regression equation used. Where to make sure there is a linkage in the equation the effect in the long term and short term (cointegration) on the variables of the study. It was found that there is a cointegration relationship and in the long run all independent variables have no real (significant) effect on crime in Pekanbaru. Whereas in the short term, only economic spending and social protection have a significant effect with negative economic correlates to crime and positive social protection correlates to crime.

Abstract

This study discusses Political Education in Increasing Voter Participation by the KPU of Riau Province Ahead of the 2024 Election. The theory used is Ruslan's theory in Prof. Dr. M. Amien Rais, M.A. who put forward several variables, namely the ideological function, the development function, the distribution function, the reward function. While this research is a qualitative research with a descriptive design. The results of this study are that the Riau Province KPU carries out various programs and activities to increase voter participation in the upcoming 2024 elections, the forms of programs and activities carried out are, political education, election outreach and discussions held with participants and other election organizers such as the voters, security forces and other organizers and throughout the process of the election stages that have been carried out well and no election violations have been found by election participants. However, besides that, there are currently obstacles to the Riau Province KPU in increasing voter participation, including the existence of a legal vacuum that requires the KPU to carry out outreach, political education and voter participation in elections. There is a blockage in executive power, the executive's performance is still barren, and it is burdened with the politics of accommodation in carrying out its role. Citizens who do not exercise their right to vote are higher because they do not want to be mobilized compared to those who exercise their right to vote

Abstract

Indonesia, as a maritime country, has many opportunities and threats. It requires greater attention to the sea area. Meanwhile, the Yogyakarta Province which is trying to develop its coastal areas also needs to be implemented in the development of marine infrastructure. This research uses qualitative methods. This article used Geopolitical Theory and Sea Power Theory to conduct the analysis. The data used is primary data in the form of interviews and secondary data obtained from books, journal articles, and online publications. As a result, the Government of Indonesia has issued a policy in the form of a World Maritime Axis. This policy can be the basis for the development of marine management in Indonesia. Meanwhile, the Vision of the Governor of Yogyakarta regarding the Indian Ocean Century must be realized in constructing a new TPI and developing TPI into PPN and PPS to increase productivity and people's welfare. Meanwhile, the collaboration between the community and law enforcement needs to be continued with the support of technology.

Abstract

Nilai demokrasi tertuang dalam pelaksanaan pemilihan umum yang mana pemilihan umum menjadi wadah bagi warga negara untuk ikut berpartisipasi dalam kegiatan politik, baik itu dipilih maupun memilih tanpa adanya keterbatasan gender. Tetapi, sepanjang sejarahnya, perempuan menjadi kelompok minoritas dalam area politik karena asumsi budaya politik dibuat khusus untuk laki-laki, sehingga perempuan yang terjun ke dunia politik dianggap melawan kodratnya dalam dunia domestik. Untuk meminimalisir bias gender dalam pengambilan kebijakan dalam politik, diperlukan keterwakilan perempuan dalam unit terkecil seperti pemerintahan desa. Penelitian ini menggunakan metode penelitian kualitatif yang menggunakan analisis mendalam dengan teknik pengumpulan data yaitu wawancara (interview), catatan lapangan, gambar, foto, rekaman video dan lainnya. Pada penelitian ini ditemukan bahwa kemenangan Amnah sebagai perempuan pertama yang memenangkan pilkades didasari oleh modal sosial yang mendominasi pada permainan strategi politiknya. Dengan memanfaatkan kepercayaan (trust) dari masyarakat dan memberikan aksi nyata dalam membangun sumber daya fisik yang bermanfaat bagi desa, maka terciptalah pengakuan nama atas dirinya yang membuatnya memenangkan pilkades. Dalam hal ini Amnah melawan beberapa calon kandidat laki-laki yang mana pertarungan para calon tersebut terletak pada permainan modal ekonomi dengan bentuk transaksi politik yang melibatkan calon dan masyarakat. Selain itu permainan terhadap modal simbolik (identitas) yang mana digunakan untuk memperoleh suara ataupun dukungan dari kelompok tertentu. Modalitas dan strategi tersebutlah menjadikan Amnah sebagai pemenang pada Pemilihan Kepala Desa Padang Baru Tahun 2022.

Abstract

Community empowerment aims to improve the quality of human resources to achieve a quality standard of living through changes in people's behavior. The existence of MSMEs in each village is one of the vessels in the community empowerment process as one of the efforts to improve the welfare of village communities. Likewise in Bulo Village, Panca Rijang District, Sidenreng Rappang Regency, the existence of the Mabbulo Sipeppa Culinary MSMEs is a hope for the surrounding community in improving their welfare. The research method used was descriptive qualitative. Data were analyzed using Nvivo 12 Plus. The strategy used by the village government based on women's empowerment to increase community income through MSMEs prioritizes policies and decision-making such as budget policies, issuing distribution permits, business licenses, and halal permits. The village government always communicates with all stakeholders to develop the community and the regional potential as a learning process for future business development.
