The Journal of Decentralization and Public Policy (JDKP), with registered number ISSN 2722-5259 (online) is a multidisciplinary scientific journal managed by the laboratory of Decentralization and Public Policy at the Faculty of Social Sciences, Political Sciences, and Law Science at Universitas Serang Raya. JDKP journals are published twice a year, namely in March and September. The JDKP Journal contains articles that discuss issues of decentralization and public policy, such as issues of political decentralization, administrative decentralization, fiscal decentralization, and economic decentralization. This journal also discusses issues of public policy, both at the global, regional, and local levels.

Abstract

The transformation of public governance through digitalization has positioned e-Procurement as a key component in the implementation of e-Government. As a technology-based procurement system, e-Procurement not only enhances procurement efficiency and effectiveness but also strengthens public accountability and transparency. This study aims to map the global scholarly development and dynamics of e-Procurement using a bibliometric approach. The data were drawn from 1,322 scientific publications indexed in the Scopus database during the period 2010–2024 and analyzed using VOSviewer software. The analysis identified five main thematic clusters reflecting the evolution of research directions: digital business efficiency, transparent governance, utilization of data analytics and artificial intelligence, challenges in technology adoption, and the integration of digital innovations such as blockchain. The findings reveal a shift in research focus from technical aspects toward strategic technological integration and multidisciplinary approaches. This study concludes that e-Procurement has evolved into an instrument of digital governance reform that is adaptive, innovative, and collaborative. Therefore, strengthening institutional capacity, enhancing cross-sector and cross-country synergy, and developing data-driven policies are essential to support sustainable and inclusive e-Procurement implementation. Abstract

This study aims to analyze how decentralization and public-private partnerships in the management of Kiara Artha Park in Bandung have led to new forms of commodification of public space, using a Marxist perspective. This research employs a qualitative approach through library research methods. Data were obtained from academic documents, government policies, media articles, and critical theoretical literature. The analysis was conducted thematically using deductive-inductive reasoning, grounded in Marxist theories of capital, space, and power. The findings reveal that Kiara Artha Park has transformed from a democratic public space into a semi- private area governed by capitalist rationality. Commodification manifests through entrance fees, commercialized facilities, and the dominance of local capital in its management structure. The project illustrates how local governments function more as facilitators of capital than protectors of public interest, while local capitalists become dominant actors in the reproduction of spatial value. The study concludes that decentralization without ideological control strengthens spatial inequality and erodes citizens rights to the city. The study recommends anti-commodification regulations and enhanced citizen participation in urban spatial governance.

Abstract

Abstract This study aims to analyze the success of the Griya Bina Karya Regional Technical Implementation Unit (UPTD) in creating public value through a social development program for Social Welfare Service Recipients (PPKS). This study uses a descriptive qualitative approach with a case study method, data collected through observation, interviews and documentation. This study analyzes the effectiveness of the implementation of social development and its contribution to the creation of public value, especially in the dimensions of improving welfare, fulfilling basic rights, and strengthening social integration. The results of the study indicate that the Griya Bina Karya Social Service Center UPTD has succeeded in creating public value through the implementation of development based on work skills, basic education, and a religious approach. This success is supported by collaboration between stakeholders, siding with vulnerable groups, and the existence of periodic evaluations in program implementation. However, challenges such as limited resources and the sustainability of social reintegration are still obstacles that need to be addressed strategically. This study recommends strengthening institutional capacity and expanding partnership networks as strategic steps in strengthening the creation of sustainable public value. Abstract

The principle of good governance requires accountability, transparency, and public participation in every process of public policy that requires every public agency to provide public information services. The government's obligation to implement transparency or openness of public information is then regulated in Law Number 14 of 2008 concerning Openness of Public Information. This study aims to determine the implementation of the public information disclosure policy at the Documentation Information Management Officer (PPID) at the Pandeglang Regency Communication and Information Service Office. The public policy implementation model used according to George C. Edward III includes aspects of resources, communication, bureaucratic structure, and disposition (Tahir, 2014:61). The research method uses a descriptive method with a qualitative approach. The informants of this study consisted of elements of the Pandeglang Regency Communication and Information Service Office, elements of the Pandeglang Regency OPD, and the community as applicants for public information. The results of the study showed that the implementation of the public information disclosure policy at the PPID at the Pandeglang Regency Communication and Information Service Office in general was good and only needed improvement in several factors. There is a shortage in resource factors as indicated by the goods and services expenditure items, namely the absence of printing expenditure for the procurement of banners, and service expenditure for the implementation of outreach to the community.. The communication factor had shortcomings, there was no socialization to the community, both direct and indirect socialization. The Bureaucratic structure factors lack SOP, the service process time limit is considered quite long. Disposition factors lack of updating public information on the PPID Website of Pandeglang Regency

Abstract

The issue of asylum seekers and refugees is a global challenge that has a direct impact on recipient countries, including Indonesia. In DKI Jakarta, the presence of refugees has given rise to social polemics, such as public rejection of illegal refugee tents, which reflects the social impact and pressure on local infrastructure. This study aims to analyze the security dilemma in the management of asylum and refugee immigrant policies based on Presidential Regulation No. 125 of 2016, with a focus on the human security approach that includes positive (inclusive) and negative (exclusive) dimensions. Through qualitative methods with an instrumental case study approach, this study found that the state's position is not biased between the two sides of human security, namely: Inclusive human security, which is oriented towards refugee protection and Exclusive human security, which places citizens as the main priority. Existing policies have not been able to guarantee the protection of basic refugee rights while maintaining social stability. This study recommends a more holistic and collaborative policy approach and full commitment from the government, by looking at the socio-economic integration model of other countries such as Colombia. The implementation of structured, inclusive, and sustainable handling of asylum immigrants and refugees can not only improve protection for refugees, but also support social harmony and national stability, strengthening Indonesia's position in the international arena.

Abstract

This study aims to analyze how decentralization policies can enhance the efficiency of public service delivery through a case study of the Teras Madukara program in Purwakarta Regency. The main focus of this study is to evaluate the extent to which the program realizes the principles of responsive, equitable, and satisfactory public services, based on the public choice theory framework proposed by Dennis A. Rondinelli. Three key indicators are used in the analysis: (1) responsiveness of public institutions; (2) the ability to meet public commodity demands; and (3) the provision of satisfactory public services. This research employs a descriptive qualitative approach through a literature study method, drawing on secondary data from scientific journals, books, policy documents, and official government reports. The findings indicate that the Teras Madukara program effectively addresses the geographical challenges of Purwakarta Regency by delivering 407 types of public services to five sub-districts, including remote areas with limited access. The program has been shown to improve service efficiency and received positive responses from the public, as reflected in a satisfaction index of 87.69% and the recognition of the Bale Madukara Public Service Mall with the Prima predicate by the Ministry of Administrative and Bureaucratic Reform (KemenPAN-RB). Compared to similar programs such as Dokkar Salman in Wonosobo Regency and Cedak Mas in Tuban Regency, Teras Madukara demonstrates advantages in terms of service integration and its mini public service mall (MPP) model at the sub-district level. These findings affirm that decentralization, when implemented adaptively and based on local needs, can strengthen democratic, efficient, and inclusive public service governance. Abstract

This study aims to analyze the role of local government management in the provision of urban park public spaces as part of sustainable Green Open Space (GOS) in Bandung Wetan District, Bandung City. GOS plays a vital role in enhancing environmental quality and urban community well-being. This research employs a descriptive qualitative method using literature review and secondary data documentation obtained from journals, regulations, and visual observation of urban parks. The findings indicate that although the number of urban parks in Bandung Wetan District is relatively high (59 parks), their quality and sustainability in terms of management remain challenging. Several parks have not fully fulfilled their ecological, social, and aesthetic functions in accordance with sustainability principles. Key issues include weak planning that fails to consider environmental carrying capacity, overlapping institutional coordination, limited facilities, and a lack of monitoring and community participation. Therefore, it is essential to strengthen integrated planning, enhance cross-sectoral coordination, optimize the use of governmental resources, and implement participatory oversight to support the sustainability of urban parks as functional and inclusive green open spaces. This study recommends the development of adaptive and collaborative management strategies to address both ecological and social challenges in urban areas. Abstract

This research study explores the implementation of the principles of transparency and accountability in the administration of BOS funds at SDN 021 Bandung City.  The research was conducted using a descriptive qualitative method, with the primary data collection process taking place in 2023. The findings of this study indicate that the implementation of accountability in the management of BOS funds is proceeding satisfactorily, with evidence of community involvement. However, the absence of consistent regulatory frameworks resulted in the emergence of several challenges in the management of BOS funds.

Abstract

Decentralization grants more authority to local governments in Indonesia to manage their affair, including cultural matters. This research aims to understand cultural decentralization in Indonesia and several foreign countries such as Turkey, Serbia, Jordan, Ukraine, and the Czech Republic in terms of managing and developing cultural heritage. This study employs a qualitative research approach with a library research method. Ten (10) articles indexed in Sinta 1-4 and Scopus were selected for analysis in this research. The findings of this study indicate that cultural decentralization in Indonesia and foreign countries, particularly Ukraine, shame similarities, and city branding by highlighting cultural heritage can positively impact economic progress through tourism and increase public awareness of preserving cultural heritage. Additionally, the role of local governments is crucial in determining the success of cultural decentralization in managing cultural heritage in Indonesia, Turkey, and Serbia. In contrast, the comparison of cultural decentralization in Jordan and the Czech Republic shows that centralization remains strong, even though local governments have the authority to manage their regions. Abstract

This study aims to analyze the persuasive political communication style employed by Dedi Mulyadi in his efforts to build a positive public image and gain electoral support as a candidate for Governor of West Java. In the context of local politics, communication style serves as a strategic tool to foster emotional connections with the public, particularly through approaches that emphasize cultural values, simplicity, and social closeness. This research uses a descriptive qualitative method, with data collected through social media content observation and document analysis. The findings reveal that Dedi Mulyadi adopts a humanistic and narrative persuasive communication style, utilizing Sundanese cultural symbols, accessible language, and storytelling that evokes empathy. This strategy not only enhances his visibility and popularity but also strengthens public identification with him as a leader who preserves local traditions and remains close to ordinary people. His political communication reflects a successful integration of local content and a personal approach, proving effective in shaping public opinion and influencing voter preferences.
