The Journal of Decentralization and Public Policy (JDKP), with registered number ISSN 2722-5259 (online) is a multidisciplinary scientific journal managed by the laboratory of Decentralization and Public Policy at the Faculty of Social Sciences, Political Sciences, and Law Science at Universitas Serang Raya. JDKP journals are published twice a year, namely in March and September. The JDKP Journal contains articles that discuss issues of decentralization and public policy, such as issues of political decentralization, administrative decentralization, fiscal decentralization, and economic decentralization. This journal also discusses issues of public policy, both at the global, regional, and local levels.

Abstract

The 2024 general election (election) is the most complex election in the history of elections in Indonesia. One of the reasons for this complexity is that the stages of the election and regional head elections are held in the same year. One of the things that determine the success of holding the 2024 election is determined by the human resources for election supervisors who are qualified, have integrity, and are professional. The sub-district election supervisor is in a strategic position in carrying out election supervision and must coordinate supervisors at the sub-district/village level and polling station supervisors. The aim of the research is to examine the recruitment pattern of sub-district election supervisors in the 2024 elections at the Serang City Election Supervisory Agency (Bawaslu). The method used is a descriptive analysis method approach with data collection techniques using literature studies from various relevant sources. The research results found that the recruitment pattern for sub-district election supervisors in 2024 in Bawaslu Serang City was carried out openly, with a recruitment pattern based on competency and electoral experience. A closed recruitment pattern was not carried out, but an in-depth study of activities in the cadre formation of social organizations from various elements of society was carried out in an unwritten manner. It was found that enthusiastic community participation was seen from the large number of registrants who followed through to the completion of the selection process.

Abstract

This research aims to describe the implementation of the role of Community Health Centers in efforts to prevent stunting through specific nutritional interventions during the 1000 HPK period and identify supporting and inhibiting factors in implementing the role of Pasar Simpang Community Health Center, Kota Agung Timur District, Tanggamus Regency in preventing stunting. This research used a purposive sampling technique so that the subjects of this research were the Pasar Simpang Community Health Center, the Tanggamus District Health Service, Village Midwives, Pekon officials, and the community in the working area of the Pasar Simpang Community Health Center. The results of this research show the implementation of the role of Community Health Centers through specific nutritional interventions during the 1000 HPK period, namely: 1) Providing additional food for KEK pregnant women, 2) Supplementation of blood supplement tablets, 3) Promotion and counseling on breastfeeding, 4) Promotion and counseling on feeding infants and children, 5) Management of malnutrition, 6) Providing additional recovery food for underweight children, 7) Monitoring and promoting growth. The implementation of the role of Community Health Centers in preventing stunting cannot be separated from several supporting factors, including support from related parties, namely the Tanggamus District Health Service and NGOs, as well as integrative coordination and collaboration. However, there are several inhibiting factors in implementing the role of community health centers, namely, limited PMT assistance, the COVID-19 pandemic situation, low awareness of community behavior, and socio-economic and socio-political factors.

Abstract

Policy analysis is a process that can produce instructions or recommendations for problems faced by society. High rainfall in the Pakal area of ​​West Surabaya City can result in flood disasters. The reason the researcher chose the title related to the analysis of government policy in dealing with flood disasters in the Pakal area of ​​West Surabaya was because the researcher was interested in the problems that occurred regarding the community in the city of Surabaya. Apart from that, we want to know whether government policies in Surabaya are running according to the Constitution or vice versa. According to William N Dunn (2000), the theory used is policy analysis. The research method is qualitative. The research results show that the Surabaya City government handled the flood disaster optimally and in accordance with applicable laws

Abstract

The purpose of the study was to see how the Joint Program to Protect Children (Berlian) run by the Sidoarjo District Office of Women's Empowerment, Child Protection, and Family Planning. The study method used is the CIPP model evaluation research method which includes context, input, process and product. Interviews, observations and written notes were some of the ways primary and secondary data sources were used to gather information, knowledge and data on how the Joint Program to Protect Children (Berlian) was used. The data came from policy reviewers in Sidoarjo district who work in family planning, child safety and women's empowerment services. The data also came from teachers at SMPN 1 Wonoayu and SMPN 1 Krembung. Context, input, process and product variables are the four categories on which the research findings are based. The research findings show that while the assessment of input variables is considered highly effective, the assessment of context variables is broadly considered ineffective, the assessment of process variables still requires work, and the assessment of product variables is considered effective.

Abstract

DPRD as part of regional government administration has an important task in increasing efficiency, productivity and accountability in government administration. Quality services from the Bintan Regency DPRD Council Secretariat are very important to ensure effective and efficient DPRD performance. This research aims to determine the service strategy carried out by the secretariat of the Bintan Regency DPRD council. This research uses a qualitative descriptive research method. Primary and secondary data are data sources in research. Research results (1) The implementation of organizational strategy can be seen from the preparation of Standard Operating Procedures (SOP) which provide clear guidance for DPRD members in carrying out their duties. (2) the program strategy is implemented through the implementation of an information management system, provision of better information services, as well as training and guidance for DPRD members. (3) human resources (HR) support strategies are carried out with selective recruitment, continuous training, and development of skills and competencies. (4) institutional strategies are implemented through providing logistical and administrative support, preparing activity agendas, routine coordination mechanisms, and appointing inter-departmental coordinators. In conclusion, the implementation of these strategies has improved the quality of DPRD council secretariat services to members of the Bintan Regency DPRD

Abstract

SATPOL PP plays a role in monitoring and supervising assets at regional government centers, ensuring protection from physical and digital threats, and responding to crises quickly and effectively. In the Riau Islands Province, the government center is consolidated on Dompak Island, which is a strategic location with many administrative activities and public services. This research aims to determine the implementation of the Asset Security and Environmental Security Policy at the Regional Government Center by SATPOL PP and Fire Management in the Riau Islands Province. This research uses a qualitative approach with data collection techniques through observation, interviews and documentation studies. The research results show that SATPOL PP and Fire Management have an important role in monitoring, supervising and protecting assets in regional government centers, especially on Dompak Island, Riau Islands Province. Conclusion, the implementation of asset security and environmental security policies has been carried out in accordance with existing regulations, indicating that there are sufficient efforts to maintain security and order in the area.

Abstract

Surabaya City is one of the cities that provides good quality public services. The Surabaya City Government through the Business Licensing Coaching and Socialization Officer (BLCSO) at the Surabaya City Investment and One Stop Integrated Service Office, provides assistance and socialization related to Business Licensing and Non-Licensing Services for Micro, Small and Medium Enterprises (MSMEs). This activity is carried out to encourage all business actors to have a Business License Number (NIB) as a form of business legality. The purpose of this research is to find out the role and facilities of BLCSO towards business actors in making NIB for MSMEs in Surabaya City. This research was conducted using descriptive qualitative method with data collection through field observation, interviews, and documentation. After that, a SWOT analysis was carried out to improve services. The results of this study indicate that the quality of public services through BLCSO at the DPMPTSP of Surabaya City has been running well. This is evidenced by the 5 dimensions of public service quality, namely tangibles, reliability, responsiveness, assurance, and empathy. Therefore, BLCSO is a strategic platform in facilitating and improving the effectiveness of the business licensing process.

Abstract

The aim of this research is to determine the application of good governance in managing village funds in Matagara Village, Tigaraksa District, Tangerang Regency. This study used qualitative research methods. Data collection uses observation, interviews and documentation methods. The results of this research show that the implementation of good governance in the management of village funds in Matagara Village has gone well based on the principle of accountability, makes an accountability report in the form of LPJ and uses the siskeudes application as a form of accountability for the village head. On the principle of effectiveness and efficiency, various projects or activities are in accordance with the needs of village communities. However, in principle, transparency is not yet optimal because the transparency provided by the government is only through billboards or banners in villages and information regarding budgets and activities in villages is not communicated through other information media such as village websites. In principle, village community participation is always involved by the government in every village meeting to convey input regarding their respective areas. In principle, village government rules and laws apply to activities or projects from the planning stage to accountability in accordance with applicable rules and laws.

Abstract

Permasalahan sampah yang terjadi di Kota Bandung menimbulkan berbagai kebingungan dan dampak negatif akibat penumpukan sampah. Hal ini disebabkan oleh penerapan kebijakan pengelolaan sampah yang tidak tepat oleh Dinas Lingkungan Hidup Kota Bandung, sehingga mengakibatkan menumpuknya sampah dalam jumlah besar di pinggir jalan dan lahan yang belum dikembangkan di Kota Bandung. Permasalahan sampah di Kota Bandung juga disebabkan oleh kurangnya sosialisasi pengelolaan sampah yang dilakukan secara terus menerus oleh Dinas Lingkungan Hidup. Selain itu, sarana dan prasarana pengangkutan sampah di Kota Bandung belum memadai, dan banyaknya sampah yang menumpuk di Kota Bandung menyebabkan kurangnya truk pengangkut sampah di Kota Bandung. Permasalahan lain juga terjadi pada birokrasi jasa lingkungan. Hal tersebut adalah kurangnya kerjasama dan koordinasi dengan organisasi masyarakat Kota Bandung, pemerintah daerah, dan UPT Kota Bandung dalam menangani penumpukan sampah di Kota Bandung. Subyek penelitian ini adalah sektor kebersihan jasa lingkungan yang berhubungan langsung dengan implementasi kebijakan pengelolaan sampah di Kota Bandung. Metode penelitian yang digunakan adalah deskriptif dengan pendekatan kualitatif.Penelitian deskriptif melibatkan identifikasi kondisi atau situasi tertentu dan upaya menjelaskan fenomena sosial tertentu. Hasil yang dicapai dari penerapan kebijakan pengelolaan sampah di bidang pengelolaan limbah padat dan limbah B3 di Dinas Lingkungan Hidup (DLH) Kota Bandung bergantung pada faktor-faktor seperti kebijakan yang diterapkan, upaya pengawasan dan penegakan hukum, serta masyarakat setempat. bisa beragam.

Abstract

The implementation of Tanjungpinang Mayor Regulation Number 70 of 2021 concerning the Implementation of Advertisements has created various dynamics since it was implemented in early 2022. This policy aims to improve the aesthetics, safety and usefulness of advertisements in city spatial planning, as well as encouraging Regional Original Income (PAD). However, its implementation faces challenges in the form of protests from billboard entrepreneurs, especially regarding the sealing of billboards that are considered unlicensed. Through a collaborative governance approach, this research explores the importance of coordination between stakeholders, such as the Public Works and Spatial Planning Department, DPMPTSP, BPPRD, and Satpol PP, to resolve conflicts and increase policy effectiveness. This research uses a qualitative method with a descriptive approach. Data was collected through in-depth interviews, documentation and literature study. Data analysis was carried out thematically by focusing on the dynamics of advertising policy implementation in Tanjungpinang based on collaborative governance theory. The results of research (1) show that increasing human resource capacity, (2) improving communication, and (3) increasing awareness among advertising organizers are very important for the successful implementation of this policy. In conclusion, this research emphasizes the need for a collaborative approach between stakeholders to achieve an orderly, safe and aesthetic urban environment in Tanjungpinang.       Keywords: Implementing policies, organizing advertisements, coordinating stakeholders
