Abstract

The dividend payout ratio is the ratio between the total dividends paid to shareholders and the company's net profit. This study aims to identify the factors that influence the Dividend Payout Ratio (DPR) in 17 companies listed on the Indonesia Stock Exchange. The data used in this study are annual financial reports from the period 2017 to 2020. Multiple linear regression analysis is used to analyze the data by testing the determinant coefficient, simultaneous test (f test), and partial test (t test). The variables studied include Investment, Liquidity, Profitability, Company Growth, Company Size, and Dividend Payout Ratio as the dependent variable. The results of the analysis show that the Profitability and Company Growth variables have a significant effect on the Dividend Payout Ratio, while the Investment, Liquidity, and Company Size variables have no significant effect on the Dividend Payout Ratio.

Abstract

Indonesia is experiencing several cybercrimes mostly in the form of online fraud and extortion, phishing and hacking. Since the Covid-19 pandemic hit, Indonesia has been faced with several hacking cases containing Indonesian people's personal data where this data was traded illegally on internet sites. One case that has received a lot of attention from the public in a longer period of time than usual is the hacking case by a hacker named Bjorka. However, the cyber crime case in the form of hacking and doxing that was carried out by Bjorka actually received support from the majority of Indonesian people rather than criticism. The criticism of the Indonesian people was actually directed at the government and this criticism was getting stronger driven by the hacktivism carried out by Bjorka. The research was compiled with the aim of knowing the background and factors that made the Bjorka cybercrime case different and popular among the public and thus gained support through a criminological perspective. The method used to compile this research is a qualitative method with literature study. This paper concludes that according to the RAT (Routine Activity Theory) Bjorka's cybercrime has succeeded in attracting the attention of the Indonesian people because Bjorka has the right motivation as an actor and target of victims, besides that government agencies are unable to maintain national cyber security with solidity. This study also has the conclusion that Bjorka received public support through his hacktivism on social media.

To analyze the performance of investigators, the performance theory, the law enforcement theory, the resource theory, and information technology theory, were used, along with some relevant Perkapolri and prevailing laws regulations. The results of the study show that the investigators' performance at the investigation and inquiry stage to uncover the cyber fraud crimes has not been optimal. West Jakarta Metro Police has been working to improve the investigators’ performance by implementing PPDLT, specific allocation, and smart policing, but the efforts have not been sufficient. Several factors that hinder the optimal efforts to improve the investigators’ performance are limited personnel, request to increase the budget that has not been approved, no specific methods have been implemented to resolve the stack of cases, and the unavailability of technical SOP. Thus, it is necessary to transform the training and education methods for the investigators to tackle cyber fraud, to reform and trim bureaucratic procedures, and to strengthen the synergy with various parties that can help the investigations and both internally and externally.
