Abstract

Penelitian ini adalah jenis Penelitian Tindakan Kelas (PTK) dengan menggunakan pendekatan Kualitatif. Penelitian ini dilaksanakan terdiri dari 2 siklus dan diterapkan pada materi Ketergantungan Antaruang dan Pengaruhnya terhadap Kesejahteraan Masyarakat. Dalam melihat Keaktifan siswa yaitu dari pantauan observasi berdasarkan instrument yang berisi indikator keaktifan siswa selama kegiatan pembelajaran. Hasil penelitian dari siklus I menunjukkan presentase keaktifan sebesar 40% yang masuk dalam kategori keaktifan cukup baik. Pada siklus II menunjukkan peningkatan sebesar 20% yaitu menjadi 60%. Presentase ini masuk kedalam kategori Baik dari presentase keaktifan minimal siswa dikatakan baik yaitu 50%

Abstract

Information governance is currently being echoed in the field of administrative organization. along with the development of information technology and internet networks that no longer provide time and space limits for each individual in communicating and accessing information. In a public organization, especially in government in the current digitization era, access to public information really needs to be developed and managed access. Information governance encourages the openness of the state apparatus in providing information management and data management services as well as more systematic transparency and accountability of the bureaucratic process. The application of an information governance must be in accordance with the rights and decision specifications and the accountability framework. the aim is to ensure compliance with the assessment, creation, storage, use, archiving and deletion of information in a public organization. Abstract

Komunik asi termasuk dalam ufoisme dan k ebudayaan yang merupak an dua k onsep yang tidak dapat dipisahk an. Pusat perhatian k omunik asi dan k ebudayaan t erletak pada variasi langk ah dan cara manusia berk omunik asi melintasi k omunitas manusia atau k elompok sosial. Pelintasan k omunik asi itu menggunakan k ode-k ode pesan, baik secara verbal maupun nonverbal, yang secara alamiah selalu digunak an dalam semua k onte k s interak si. Pusat perhatian studi k omunik asi dan k ebudayan juga meliputi bagaimana menjajak i mak na, pola -pola tindak an, dan bagaimana mak na serta pola-pola itu diartik ulasik an dalam sebuah k elompok sosial, k elompok budaya, k elompok politik , proses pendid ik an, bahk an lingk ungan tek nologi yang melibatk an interak si antarmanusia. Penelitian ini menggunak an pendek atan k ualitatif, Tipe penelitian yang digunak an adalah desk riptif k ualitatif. Penelitian k ualitatiflebih mungk inuntuk mengek splorasiproses daripada hasil. Riset kualitatif berfokus pada makna pengalaman dengan mengeksplorasi bagaimana orang menjelaskan, menggambarkan, dan metafora masuk akal dari sebuah pengalaman.Tujuan dari penelitiank ualitatif lebihdesk riptif dari padapredictif (Adnan Latief, 2012:26). Dari hasil penelitian yang telah dilak uk an terhadap 5 (lima) pasangan informan, yang terdiri dan 5 informan etnis pendatang Jawa yang melak uk an pernik ahan dengan 5 informan penduduk lok al yang berdomisili di Desa Sumber Rejo dan Desa sumber sari Kecamatan Gedangan Kabupaten Malang sebagai tempat berlangsungnya proses ak ulturasi, mak a k esimpulan yang dapat diambil dari penelitian yang pada pasangan suami istri yang melak uk an pernik ahan beda etnis dan menganalisis prilak u k omunik asi yang terjadi didalamnya.

Abstract

It is a common for public organization to make kinds of reform in achieving the goals. One of basic reform in public organization is administrative reform. This reform is mainly in institutional and personal matters. In conceptual term, this reform is just an early step for public organization to challenge its target. However, many countries especially in developing countries still struggle in this step. So, it is very fruitful for us to study on administrative reform due to the existing need for public organization in terms of bureaucratic and civil service reforms. This study analyze and criticize the existing of bureaucracy and civil service reform in some developing countries. In seven Arab countries institutional and personal reform is still in a piecemeal approach rather than systemic or integrative approach. Civil service is still lack of having information to cope and implement the reform released. In addition, Indonesia as one of the developing country is also still struggle for its administrative reform in terms of its bureaucracy and civil service. Barriers in salary, institution and regulation is challenging for next administrative reform. Lack of prioritizing policy and information gap between levels of civil service to make a better administrative reform should be solved on a near future. Some significant negative matters are still occurred, but we may need time and awareness to go. Good regime, policy from government leadership is a must. Further quality and quantity of bureaucracy and its civil servant is another good thing should exist. Those will be run well if it covered by culture, values and mentality that cope the need for reform.

Abstract

Salah satu fungsi penyelengaraan pemerintahan yang dilakukan oleh aparatur pemerintahan adalah pelayanan publik. Pada dasarnya penerapan ketatapemerintahan yang baik adalah pelayanan publik yang lebih baik kepada masyarakat. Untuk mencapai kecita -cita ideal tersebut di pemerintahan perlu memperbaiki sistim birokrasi yang ada. Karena selama ini birokrasi cenderung tidak seperti apa yang dihrapkan. Birokasi yang ada tidak bisa menciptakan efisiensi dan efektifitas kerja, sehingga birokrasi sering dianggap menjadi pengambat untuk mencapai tujuanpemerintahan. Pelayanan tertentu dibuat dan yang tidak kalah penting ialah hak untuk didengar dan diperhatikan pendapat-pendapatnya. Namun, amat disayangkan sejumlah hak pentimg ini, sering hanya ada dalam atas kertas. Di kebanyakan negara sedang berkembang (tak terkecuali indonesia) hak-hak itu justru kerap ditelikung oleh birokrasi, bahkan dikebiri.

Abstract

This paper wants to build a construction of a new paradigm in the study of th e science of public administration.Discussion of a new paradigm of public administration science essentially evaluative and projections.Evaluation is needed to assess the system, curriculum, teaching methods, and competencies are applied over the years.Whi le projections directed towards the achievement of the implementation of the system and pattern learning/learning outcomes in the university with the development of the situation, whether that is happening in the present or in anticipation of future conditions.Specifically, there are three topics that are relevant and logical according to the author to put forward in this paper.Highlights are: first, the characteristics of the science of public administration, and second, the development of the public admi nistration discipline in Indonesia, and the third, a new paradigm of public administration science studies.

Abstract

Millenium Development Goals (MDGs) are eight goals of development in response to global problems, to be achieved by 20 15.We recognize that the MDGs are quantifiable targets global poverty and other dimensions of poverty, such as hunger, disease, basic infrastructure (water supply, housing / residential) gender equality, education and the environment.Deadline set by the UN Millennium Declaration by 2015 requires the commitment of all stak eholders of the Indonesian nation.Meanwhile, the problem of the global financial crisis, natural disasters, climate change, and public official corruption and accountability are all factor s that need consideration as well as other issues related to the development gap between regions in different parts of Indonesia.

Abstract

This study aimed at investigating the syllabus and materials of Public Administration Departments of the College of social and communication at Stisospol “Waskita Dharma” Malang and to provide solutions to these problems. For this purpose, four research questions were posed and the answers to these questions were provided and discussed. The data for the study were collected via (face-to-face) interviews. The informants of this study were undergraduate students from the College of Social at Stisospol “Waskita Dharma” Malang for the academic year 2014-2015. The findings of the study revealed that the students faced problems in relation to vocabulary register, organization of ideas, grammar, spelling, and referencing. ESP for Public Administration Departments is not developed at Stisospol “Waskita Dharma” Malang. This study is aimed to develop ESP instructional materials with the principles of CTL for undergraduate students of Public Administration Departments. There are two major stages applied in this study namely Research, to discover the needs of the students in needs analysis, and Development, to develop the ESP instructional materials. The development stage covers FGD, writing manuscript, expert judgment, revision, expert validation, and tryouts. It can be said that through the entire steps of Research and Development, the products of materials are trustworthy and appropriate to apply at Public Administration Departments in Stisospol “Waskita Dharma” Malang.
