Journal of Indonesia Road Safety fills that gap by emphasizing safety issues of road. The journal aim is to disseminate advanced research results to educators, researchers, practitioners, and policymakers to enhance road safety with comprehensive and integrated solutions. JIRS provides a discussion forum for the exchange of academic ideas, data, and integrated road safety solutions developed. The journal is supported and directed by an international editorial board of renowned experts in road safety. Abstract

Millennial Road Safety Festival (MRSF) was the one of social campaign Korlantas Polri to give information about safety riding in 2019 in 34 provinces in Indonesia. This research would measure the impact of MRSF on changing drive teenager's behavior in safety riding. Theoretical studies of this research use Cultivation theory from George Gerbner, Uses, and Gratifications theory from Palmgreen dan Rosengreen, and Reaction and Action from Lee for psychology in behavior. Research methodology uses quantitative data analysis for 254 respondents from Polda Metro Jaya 31 respondents, Polda Bali 30 respondents, Polda Jawa Barat 51 respondents, Polda Sulawesi Selatan 41 respondents, Polda Jawa Timur 30 respondents. Finding research talk there were impact MRSF to changing drive teenager's behavior safety reading. The most substantial factor MRSF program for planning media management is the weakness factor for communicator int's mean anchors of MRSF program television. ABSTRAK Millennial Road Safety Festival (MRSF) merupakan salah satu bentuk kampanye sosial Korlantas Polri untuk memberikan informasi seputar safety riding di tahun 2019 pada 34 provinsi di Indonesia. Penelitian ini akan mengukur dampak MRSF terhadap perubahan perilaku berkendara remaja dalam safety riding. Kajian teori dalam penelitian ini menggunakan teori Cultivation dari George Gerbner, teori Uses, and Gratifications dari Palmgreen dan Rosengreen, dan Reaction and Action dari Lee untuk psikologi dalam perilaku. Metodologi penelitian menggunakan analisis data kuantitatif sebanyak 254 responden dari Polda Metro Jaya 31 responden, Polda Bali 30 responden, Polda Jawa Barat 51 responden, Polda Sulawesi Selatan 41 responden, Polda Jawa Timur 30 responden. Berdasarkan hasil penelitian ditemukan dampak MRSF terhadap perubahan perilaku membaca keselamatan remaja drive. Faktor yang paling substansial dari program MRSF untuk perencanaan pengelolaan media adalah faktor kelemahan dari sarana jangkar rata-rata komunikator int di televisi program MRSF.

Abstract

Traffic accidents are the third largest killer in the world under coronary heart disease and tuberculosis. Based on the Indonesia Transportation Outlook, there are four factors that cause accidents, namely the condition of transportation infrastructure, human factors, and nature. However, human negligence is a major factor causing the high number of traffic accidents. Research on the feasibility and effectiveness of methods and educational media for riding safety programs for teenage motorbike users needs to be done. The study was conducted in Jember Regency in four schools which were divided into schools that received intervention on safety riding and not. The results show the method used in the form of counseling with the help of media in the form of power points. There is no difference in attitudes and actions between groups that get intervention and not. However, there are a small number of groups that do not get an intervention that has a bad attitude and behavior. Safety riding counseling at school can increase knowledge so that it is expected to provide behavioral changes to students to drive safely. Kecelakaan lalu lintas merupakan pembunuh ketiga terbesar di dunia di bawah penyakit jantung koroner dan tuberculosis. Berdasarkan Outlook Transportasi Indonesia, terdapat empat faktor penyebab kecelakaan, yakni kondisi sarana prasarana transportasi, faktor manusia, dan alam. Namun demikian, kelalaian manusia menjadi faktor utama penyebab tingginya angka kecelakaan lalu lintas. penelitian mengenai kelayakan serta efektivitas metode dan media edukasi program safety riding pada remaja pengguna motor perlu dilakukan. Penelitian dilaksanakan di Kabupaten Jember pada 4 sekolah yang terbagi menjadi sekolah yang mendapatkan intervensi tentang safety riding dan tidak. Hasil menunjukkan metode yang dipakai berupa penyuluhan dengan bantuan media berupa power point. Tidak ada perbedaan sikap dan tindakan antara kelompok yang mendapatkan intervensi dan tidak. Namun kelompok yang tidak mendaptkan intervensi ada sebagian kecil yang memiliki sifat dan tindakan yang buruk. Penyuluhan safety riding di sekolah dapat meningkatkan pengetahuan sehingga diharapkan bisa memberikan perubahan perilaku pada siswa untuk aman berkendara.

Abstract

According to the Republic of Indonesia National Police data for 2017, an average of 3 people dies every hour due to road accidents, caused by a human, vehicle, infrastructure, and environmental factors. The objective describes traffic behavior in millennial generation. The research method used is a mixed method. The location of the study was conducted in the city of Bandar Lampung and Pesawaran district. This study used a questionnaire and an interview sheet. The Mann Whitney test was used to determine differences between groups. Qualitative data is formulated for the conclusion. The findings of the research data shown there is no difference in driving knowledge scores between program and non-program schools, and there is no difference in knowledge scores about traffic signs between a program and non-program schools. Based on the results of interviews in 4 schools that did not receive the Police Goes to School Education program, 2 of them in the past 3 years did not receive the program, while 2 others have never received the Police Goes to School education program. Menurut data Kepolisian Negara Republik Indonesia tahun 2017, rata-rata 3 orang meninggal setiap jamnya akibat kecelakaan di jalan raya yang disebabkan oleh faktor manusia, kendaraan, infrastruktur, dan lingkungan. Tujuan penelitian mendeskripsikan perilaku lalu lintas pada generasi milenial. Metode penelitian yang digunakan adalah metode campuran. Lokasi penelitian dilakukan di Kota Bandar Lampung dan Kabupaten Pesawaran. Penelitian ini menggunakan kuesioner dan lembar wawancara. Tes Mann Whitney digunakan untuk menentukan perbedaan antar kelompok. Data kualitatif dirumuskan sebagai kesimpulan. Temuan data penelitian menunjukkan tidak ada perbedaan skor pengetahuan mengemudi antara sekolah dengan program dan non-program, dan tidak ada perbedaan skor pengetahuan tentang rambu lalu lintas antara sekolah dengan program dan non-program. Berdasarkan hasil wawancara di 4 sekolah yang tidak menerima edukasi dalam program Police Goes to School, 2 di antaranya dalam 3 tahun terakhir tidak menerima program tersebut, sedangkan 2 lainnya tidak pernah menerima program pendidikan Police Goes to School.

Abstract

Traffic accidents often occurred at toll roads in Indonesia. The free-flow speed and good road conditions indirectly encourage the driver to drive a vehicle at high speed. However, the driver's inability to control the vehicle at high speed can actually increase the probability of a traffic accident. One of the toll roads that are prone to accidents is the Cipularang Toll Road. At the end of 2019, there was a high-fatality crash at KM 91 of the toll road. Moreover, this road section is one of the black spots of the Cipularang Toll Road. Road geometric factors and vehicle conditions are the main factors for accidents. The high number of light and heavy vehicles also increases the chance of accidents given the difference in speed and size between the two types of vehicles. Some recommendations that can be implemented to reduce accidents include the application of incident management tools, installation of chevron markers, and construction of escape ramps. ABSTRAK Kecelakaan di jalan tol bukan hal yang baru di Indonesia. Faktor bebas hambatan dan kondisi jalan yang baik secara tidak langsung mendukung pengemudi untuk memacu kendaraan dengan kecepatan tinggi. Namun, ketidakmampuan pengemudi dalam mengendalikan kendaraan dalam kecepatan tinggi justru dapat meningkatkan probabilitas terjadinya kecelakaan. Salah satu jalan tol yang rawan kecelakaan adalah Ruas Tol Cipularang. Pada tahun akhir tahun 2019, telah terjadi kecelakaan menonjol pada KM 91 tol tersebut. Ruas jalan tersebut merupakan salah satu blackspot dari Tol Cipularang. Faktor geometrik dan kondisi kendaraan menjadi faktor utama terjadinya kecelakaan. Komposisi kendaraan ringan dan berat yang cukup seimbang turut meningkatkan peluang kecelakaan mengingat perbedaan kecepatan dan ukuran antara kedua jenis kendaraan. Beberapa rekomendasi yang dapat diterapkan untuk mengurangi kecelakaan antara lain penerapan alat manajemen insiden, pemasangan marka chevron, dan konstruksi escape ramp.

Abstract

The present study aimed to evaluate the effectivity of the Police Goes to School in order to enhance students’ road safety. The research was conducted in Nusa Tenggara Barat (NTB) province with population is the Region Police of NTB with ten resort police stations. The chosen sample was Resort Police in Mataram and Lombok Barat. We also gathered the data from the schools in the work area of the resort polices with criteria of junior and senior high schools experienced and has no experience related to the Police Goes to School program. The total participants were 340 people consist of 320 students, 16 schools’ officers and 4 polices. The instrument employed in the study was interview sheet for police and school’s officers and questionnaire for the students. The data were analyzed using descriptive qualitative and quantitative methods. From the analysis, it was found that the traffic accident rate in the students’ age range decreased. Furthermore, the students and school’s office view that the program brings a lot of benefits and important to be continued. Tujuan penelitian ini adalah untuk mengevaluasi keefektivan program edukasi Polisi Masuk Sekolah dalam meningkatkan keselamatan berlalu lintas di kalangan pelajar. Lokasi penelitian adalah di Provinsi Nusa Tenggara Barat (NTB) dengan populasi penelitian adalah Polda NTB yang terdiri atas 10 Polres. Sample yang diambil adalah Polres Mataram dan Polres Lombok Barat. Selain itu, dilakukan penelitian ke sekolah dengan kriteria SMP dan SMA yang pernah dan belum pernah mendapat program edukasi Polisi Masuk Sekolah. Total partisipan yang terlibat dalam penelitian ini adalah 340 orang yang terdiri atas 320 siswa, 16 pengelola sekolah dan 4 orang polisi. Instrumen yang digunakan adalah lembar wawancara untuk polisi dan pengelola sekolah dan angket untuk siswa. Data yang diperoleh dianalisis dengan deskriptif kuantitatif dan kualitatif. Dari hasil penelitian diketahui diketahui terjadi penurunan angka kecelakaan lalu lintas di usia pelajar. Selain itu siswa dan petugas sekolah menilai kegiatan ini bermanfaat dan penting untuk dilanjutkan.

Abstract

Traffic accidents in Indonesia each year show an alarming trend. The causes of traffic accidents are many factors. Still, there are dominant factors as the cause of traffic accidents, i.e., the inconsistency of policy implementers as the holder of political authority to implement policy. In this case, Law Number 22 the Year 1999 on Traffic and Road Transportation. Political policy discusses how policy formulation is done through a political process. Its implementation is done with positive intervention by the executor of policy as a party having political authority, so the target group that society receives benefit from implementing policy, which is safety in traffic and road transport in the decrease in traffic accidents. ABSTRAK Kecelakaan lalu lintas di Indonesia setiap tahun menunjukkan tren memprihatinkan. Penyebab kecelakaan lalu lintas banyak faktornya, namun terdapat faktor dominan sebagai hulu penyebab kecelakaan lalu lintas yaitu tidak konsistennya pelaksana kebijakan sebagai pemegang otoritas politik untuk melakukan implementasi kebijakan dalam hal ini Undang-Undang Nomor 22 tahun 1999 tentang Lalu Lintas dan Angkutan Jalan. Politik kebijakan membahas mengenai bagaimana perumusan kebijakan dilakukan melalui proses politik, kemudian implementasinya yang dilakukan dengan intervensi positif oleh pelaksana kebijakan sebagai pihak yang mempunyai otoritas politik, sehingga target group yaitu masyarakat menerima manfaat dari implementasi kebijakan, yaitu keselamatan dalam aktivitas lalu lintas dan angkutan jalan dalam kongkritisasi menurunnya angka kecelakaan lalu lintas.

Abstract

An accident occurred between a bus and a truck on Jalan Pantura Probolinggo-Situbondo. As a result, a fatal accident occurred, ten people died instantly at the scene, and nine others suffered minor injuries. Therefore, the cause of the accident has to be revealed. This research will discuss the main causes that occur prominently. The results showed that some of the factors that became prominent hazards were truck dimensions, bus speed, geometric conditions and road equipment, as well as human factors and driving time. ROH dimensions, rear axle shift and trontoon body dimensions on the truck violate PP No. 55 of 2012 concerning vehicles Article 54. This is exacerbated by the fact that the truckload is 25 tonnes (exceeding the load limit of 18 tonnes). Field investigations show that the bus's last gear transmission is in 6th gear, indicating a high speed in the range 80 s.d. 100 km/hour. In terms of bus condition, the bus body is reconditioned with an iron plate that has undergone corrosion. The road's cross-section (superelevation) condition, which is only 3%, is one of the hazards. The results show that the total time for the bus driver to be was 8 hours. However, there are conditions where the rest time every 4 hours of travel is not fulfilled. Recommendations that can be given are in the form of geometric road improvements and road equipment. ABSTRAK Sebuah kecelakaan menonjol terjadi antara bus dan truk di ruas Jalan Pantura Probolinggo-Situbondo. Akibatnya terjadi kecelakaan fatal, 10 orang meninggal dunia seketika di tempat kejadian dan 9 orang lainnya mengalami luka ringan. Oleh karena itu, investigasi mengenai kondisi jalan serta penyebab kecelakaan tersebut perlu diketahui untuk menurunkan resiko kecelakaan di ruas jalan tersebut. Penelitian ini akan membahas mengenai penyebab-penyebab utama kecelakaan menonjol yang terjadi. Hasil penelitian menunjukkan bahwa beberapa faktor yang menjadi hazard dalam kecelakaan menonjol adalah faktor dimensi truk, kecepatan bus, kondisi geometrik dan perlengkapan jalan, serta faktor manusia dan waktu mengemudi. Dimensi ROH, pergeseran sumbu belakang, dan dimensi bak tronton pada truk menyalahi PP No. 55 Tahun 2012 tentang kendaraan Pasal 54. Hal ini diperparah dengan fakta bahwa muatan truk adalah 25 ton (melebihi batas muatan yaitu 18 ton). Investigasi lapangan menunjukkan bahwa transmisi gigi terakhir bus berada pada gigi 6 yang menunjukkan kecepatan yang tinggi pada rentang 80 s.d. 100 km/jam. Dari segi kondisi bus, bodi bus merupakan rekondisi dengan plat besi yang sudah mengalami korosi. Kondisi kemiringan melintang jalan (superelevasi) yang hanya 3% menjadi salah satu hazard. Hasil investigasi menyebutkan bahwa total waktu mengemudi pengemudi bus adalah 8 jam. Namun, terdapat kondisi dimana waktu istirahat setiap 4 jam perjalanan tidak terpenuhi. Rekomendasi yang dapat diberikan berupa perbaikan geometrik jalan dan perlengkapan jalan.

Abstract

This study aims to describe of the implementation of the Police Goes To School (PGTS) education program and evaluate the effectiveness of the PGTS education program to improve traffic safety among junior and senior high school students, particularly in West Java. The study was conducted using mixed design in schools that received the PGTS program and those who did not get the PGTS program. Interviews were conducted with 4 teachers and 8 police officers. We distributed questionnaires to 202 junior high school students and 173 senior high school students in Bogor and Cirebon, which measured knowledge, attitudes and behaviors related to traffic safety. The results showed that the implementation of the PGTS program to junior high school students is effective in increasing students' knowledge about traffic rules and attitudes towards traffic order. For high school students, the PGTS program is effective in increasing the frequency of safe riding behavior. In the implementation of the PGTS program, there are still limitations in the variety of delivery methods by the police. They use mostly the lecture and simulation methods. On the school side, the efforts made tend to be mainly in the form of appeals. Other approaches such as incorporating curricular learning have not been touched to teach traffic safety to students. Penelitian ini bertujuan untuk melihat gambaran pelaksanaan program edukasi Police Goes To School (PGTS) dan mengevaluasi efektivitas program edukasi PGTS untuk meningkatkan keselamatan berlalu lintas di kalangan siswa SMP dan SMA, khususnya di Jawa Barat. Penelitian dilakukan menggunakan mixed design pada sekolah yang mendapatkan program PGTS dan yang tidak mendapatkan program PGTS. Wawancara dilakukan terhadap 4 orang guru dan 8 orang petugas kepolisian. Penyebaran kuesioner dilakukan pada 202 siswa SMP dan 173 siswa SMA di Bogor dan Cirebon, yang mengukur pengetahuan, sikap dan perilaku yang berhubungan dengan ketertiban lalu lintas. Hasil penelitian menunjukkan bahwa pemberian program PGTS pada siswa SMP menunjukkan efektivitas dalam meningkatkan pengetahuan siswa tentang peraturan lalu lintas dan sikap terhadap ketertiban berlalu lintas. Pada siswa SMA, program PGTS efektif dalam meningkatkan frekuensi perilaku mengendarai sepeda motor secara aman. Dalam pelaksanaan program PGTS, masih terdapat keterbatasan dalam variasi metode penyampaian program yang dilakukan polisi. Pelaksanaan program lebih banyak hanya menggunakan metode ceramah dan simulasi. Di pihak sekolah upaya yang dilakukan juga cenderung hanya berupa himbauan. Pendekatan lain seperti memasukkan dalam pembelajaran kurikuler belum tersentuh untuk mengajarkan keselamatan berlalu lintas pada siswa.
