JIRS provides a discussion forum for the exchange of academic ideas, data, and integrated road safety solutions developed. The journal is supported and directed by an international editorial board of renowned experts in road safety. Abstract

Driving at high speed has negative consequences, namely, the high number of accidents. Several factors have been considered as causes of the increasing severity of victims of traffic accidents, such as a human, vehicle, and environmental factors. The risky driving behavior factor is a factor that needs to be considered in traffic safety studies. This study aims to determine the probability model of speeding behavior based on several driver characteristics and their relationship to accident involvement. This study used a binary logistic regression method to determine the probability of driving behavior exceeding the speed limit and accident involvement. The results showed that the younger a person is, the higher the probability of breaking the maximum speed limit. Furthermore, driving experience also shows a similar trend, where the longer the driving experience of someone, the less likely it is to be involved in an accident. Directions for further research are also presented. Berkendara dengan kecepatan tinggi mempunyai konsekuensi negatif, yaitu tingginya angka kecelakaan. Beberapa faktor telah dipertimbangkan sebagai penyebab dari peningkatan tingkat keparahan korban kecelakaan lalulintas. Faktor tersebut seperti faktor manusia, kendaraan, dan lingkungan. Faktor perilaku berkendara yang berbahaya, menjadi faktor yang perlu diperhatikan dalam kajian keselamatan lalulintas. Penelitian ini bertujuan untuk mengetahui model probabilitas pada perilaku speeding berdasarkan beberapa karakteristik pengendara, serta hubungannya dengan keterlibatan kecelakaan. Penelitian ini menggunakan metode regresi logistik biner untuk mengetahui probabilitas perilaku berkendara melebihi batas kecepatan dan keterlibatan kecelakaan. Hasil penelitian menunjukkan bahwa semakin muda usia seseorang, maka semakin tinggi probabilitasnya dalam melanggar batas kecepatan maksimum. Lebih lanjut diperlihatkan bahwa pengalaman mengemudi juga menunjukkan tren yang serupa. Pengalaman mengemudi seseroang, yang lebih lama akan memperkecil kemungkinan dalam keterlibatan kecelakaan. Arahan untuk penelitian selanjutnya juga ditampilkan.

Abstract

Many factors cause traffic accidents where the driving speed is one of the main causes, and this is known from several studies conducted in universities in the city of Banjarmasin, which chronologically the accident events mostly stated that the vehicles involved in the accident were driven at high speed. The results of recording the speed on the road segment studied violations exceeding the speed limit that is at night before dawn, and this applies to almost all types of vehicles in both directions of the lane at that time the traffic volume decreases. The majority of respondents think that high speed "speeding" is very likely 88.40% resulting in accidents that injure others and themselves. Regarding speed restrictions on all road segments to reduce accidents to the perpetrators, respondents said 83.99% were subject to sanctions, and argued that the potential consequences of behavior beyond the speed limit were very harmful and dangerous, 71.7%. And the main cause of motorists doing "speeding" is to reach their destination on time and even faster, 79.7%. Banyak faktor penyebab kecelakaan lalu-lintas dimana kecepatan berkendaraan merupakan salah satu penyebab utamanya, ini diketahui dari beberapa penelitian yang dilakukan diperguruan tinggi di Kota Banjarmasin yang pada kronologis kejadian kecelakaannya sebagian besar menyebutkan bahwa kendaraan yang terlibat kecelakaan tersebut dipacu dengan kecepatan tinggi. Hasil dari pencatatan kecepatan pada segmen jalan yang diteliti terjadi pelanggaran melebihi batas kecepatan yaitu pada malam menjelang subuh, ini berlaku hampir pada semua jenis kendaraan dikedua arah jalur pada saat itu volume lalu-lintas berkurang. Mayoritas responden berpendapat bahwa berkecepatan tinggi “ngebut” sangat mungkin 88,40% berakibat menyebabkan kecelakaan yang mencederai orang lain dan diri sendiri. Terkait dengan pembatasan kecepatan pada semua segmen jalan untuk mengurangi kecelakaan terhadap pelakunya responden mengatakan 83,99% dikenakan sanksi, serta berpendapat bahwa potensi akibat perilaku melampaui batas kecepatan sangat merugikan dan membahayakan, 71,7%. Dan penyebab utama pengendara kendaraan bermotor melakukan “ngebut” adalah untuk mencapai tujuan tepat waktu dan bahkan bisa lebih cepat, 79,7%.

Abstract

IRSMS data shows the increase in traffic accidents in 2016 reached 11% compared to the events of the previous year, and in 2017 it also increased by as much as 6%. The East Java Regional Police together with other LLAJ stakeholders formulated the "OK BOS" Program (Opén Karo Blackspot) to improve road safety. Regencies / cities are encouraged to be more sensitive to traffic accidents that occur in their areas, and encourage the implementation of road safety activities in an effort to reduce the incidence and fatality of traffic accidents. The results of the evaluation of the implementation of the program show the effectiveness of the program against the decrease in traffic accidents. Reduction in accident rates during program implementation reached 21%. Other evaluation results show that the implementation of the program is still not optimal and has not been evenly distributed, so it is necessary to plan strategies for implementation in 2019. Data IRSMS memperlihatkan peningkatan kejadian kecelakaan lalu lintas tahun 2016 mencapai 11% dibandingkan dengan kejadian tahun sebelumnya, dan tahun 2017 masih meningkat pula sebanyak 6%. Polda Jawa Timur bersama istansi pemangku kepentingan LLAJ lainnya merumuskan Program “OK BOS” (Opén Karo Blackspot) untuk meningkatkan Kamseltibcar Lantas. Kabupaten/kota didorong lebih peka terhadap kecelakaan lalu lintas yang terjadi di wilayahnya, serta mendorong pelaksanaan kegiatan-kegiatan keselamatan jalan sebagai upaya untuk menurunkan kejadian dan fatalitas kecelakaan lalu lintas. Hasil evaluasi implementasi program memperlihatkan efektivitas program terhadap turunnya angka kecelakaan lalu lintas. Reduksi angka kecelakaan selama implementasi program mencapai 21%. Hasil evaluasi lain memperlihatkan bahwa implementasi program masih belum maksimal dan belum merata, sehingga perlu dilakukan perencanaan strategi untuk implementasi pada tahun 2019.

Abstract

Indonesia face a serious problem of high number of death caused by traffic accidents. All this time human error or human negligence are considered as the cause of traffic accidents. The aim ot this study is to analyze the factors of causes and the dynamics of the traffic accidents from the drivers’ cognitive factor. Four wheel vehicles drivers and motorcyclist who were the prepetrators of traffic accidents were interviewed. Result of this study shows that negligence in recognizing situations as well as in making decision while driving becomes dominant factors in human error. The implication of this study is to re-evaluate the policy of driving license requirements, and the socialization program about safety on the road. Tingginya angka kematian akibat kecelakaan di jalan raya merupakan masalah serius yang dihadapi oleh Indonesia. Selama ini human error atau kelalaian manusia seringkali ditunjuk sebagai penyebab terjadinya kecelakaan lalu lintas. Penelitian ini bertujuan untuk menganalisis faktor penyebab dan dinamika terjadinya kecelakaan lalu lintas ditinjau dari faktor kognitif yang ada pada diri pengemudi/pengendara. Wawancara dilakukan terhadap pengemudi kendaraan roda empat dan pengendara sepeda motor yang berperan sebagai pelaku terjadinya kecelakaan lalu lintas. Hasil penelitian menunjukkan bahwa kelalaian dalam mengenali situasi dan kelalaian dalam membuat keputusan bertindak dalam mengemudi/mengendara menjadi faktor dominan dalam human error. Implikasi dari peneltian ini adalah dapat dikembangkannya kebijakan bagi persyaratan perolehan Surat Ijin Mengemudi dan program sosialisasi keselamatan di jalan raya.

Abstract

Speeding behavior is one of the factors that could cause traffic accidents. Speeding is generally carried out based on certain reasons. This study aims to determine speeding behavior in Padang city and the driver's perception of speeding behavior. To get speeding behavior in the field, the spot speed survey was conducted, while to find out perceptions about speeding behavior, an online survey was conducted. The results of the survey data analysis showed that drivers were speeding at peak and not peak hours; the percentage of drivers speeding up even more during the afternoon and evening. The driver was speeding due to internal factors and external factors that simultaneously supported the driver to drive the vehicle with speeding. Perilaku ngebut merupakan salah satu faktor yang dapat menimbulkan kecelakaan lalu lintas, tindakan ngebut pada umumnya dilakukan atas dasar alasan tertentu. Penelitian ini bertujuan untuk mengetahui perilaku ngebut di kota Padang, dan persepsi pengemudi atas perilaku ngebut. Untuk mendapatkan perilaku ngebut di lapangan, dilakukan survai kecepatan setempat, sedang untuk mengetahui persepsi tentang perilaku ngebut dilakukan survai online. Hasil analisa data survai menunjukkan bahwa pengemudi ngebut pada jam puncak dan tidak puncak, persentase jumlah pengemudi ngebut semakin banyak pada saat sore dan malam hari. Pengemudi ngebut disebabkan adanya faktor internal dan faktor eksternal yang secara bersamaan mendukung pengemudi mengendarai kendaraan dengan ngebut.

Abstract

Indonesia on the fifth ranks in the world considering of accident number, after China, India, Afghanistan, and Nigeria, where East Java is the province that has the highest accident in Indonesia. The city of Surabaya as the Capital of East Java Province automatically became the centre of government activities, giving rise to transportation activities that indirectly had an impact on accidents. Therefore, it is necessary to conduct research to obtain the accident rate and the location of black site in the city of Surabaya. In addition, considering that productive age including junior high school (SMP) is the highest contributor on the accidents, the level of understanding of junior high school students on traffic regulations needs to be analysed. From the data obtained at IRSMS, it can be seen that five roads in Surabaya were the highest contributors to accidents in Surabaya, namely Mastrip, Diponegoro, A. Yani, Kenjeran, and Ir. Soekarno, where the five roads are inter-city connecting roads that blend with the road in the city. In addition, from the interview data, there was a relationship between awareness of traffic behaviour and willingness to protect themselves. Indonesia menduduki peringkat kelima, setelah Tiongkok, India, Afghanistan, dan Nigeria. Dan Jawa Timur adalah propinsi yang mempunyai kecelakaan tertinggi di Indonesia. Kota Surabaya sebagai Ibukota Provinsi Jawa Timur secara otomatis menjadi pusat kegiatan pemerintahan, sehingga menimbulkan kegiatan transportasi yang secara tidak langsung berdampak pada terjadinya kecelakaan. Oleh karenanya perlu dilakukan penelitian untuk memperoleh nilai accident rate, serta black site di Kota Surabaya. Selain itu mengingat usia produktif termasuk anak sekolah tingakat Sekolah Menengah Atas (SMP) adalah penyumbang kecelakaan tertinggi, maka tingkat pemahaman para pelajar SMP terhadap peraturan lalu lintas perlu di analisa. Dari data yang didapat pada IRMS, terlihat bahwa lima jalan di kota Surabaya menjadi penyumbang kecelakaan tertinggi di Surabaya, yaitu jalan A. Yani, Mastrip, Diponegoro, Kenjeran dan Ir. Soekarno, dimana kelima jalan tersebut adalah jalan-jalan penghubung antar kota yang berbaur dengan jalan dalam kota. Selain itu dari data wawancara diperoleh hubungan antara niat dengan kepatuhan terhadap peraturan lalu lintas.

Abstract

This Sentiment Analysis is a combination of data mining and text mining. Sentiment Analysis itself is used to process various opinions that the public or experts have given through a variety of existing media. The argument is given to a product, service, or agency. Sentiment Analysis has three types of opinions: negative opinions, positive opinions, and neutral opinions. Based on the test results, the resulting model achieves the highest accuracy of 83.33% when using 80:20 scenario data, while the lowest accuracy of 80.00% is achieved when using the 60:40 scenario data. The higher the precision that will be obtained, whereas using less training data will be slightly unstable. ABSTRAK Sentiment Analysis merupakan perpaduan dari data mining dan teks mining, dimana Sentiment Analysis sendiri digunakan untuk mengolah berbagai macam opini yang telah diberikan oleh masyarakat atau para pakar melalui berbagai media yang ada, opini tersebut diberikan untuk sebuah produk, jasa maupun sebuah instansi. Pada Sentiment Analysis terdapat 3 jenis opini, yaitu opini negatif, opini positif dan opini netral. Berdasarkan hasil pengujian, model yang dihasilkan mencapai akurasi tertinggi yaitu 83,33% saat menggunakan data skenario 80:20, sedangkan akurasi terendah 80,00% dicapai ketika menggunakan skenario data 60:40 Skenario data dapat memengaruhi tingkat akurasi semakin banyak jumlah data pelatihan yang diberikan, semakin tinggi akurasi yang akan diperoleh, sedangkan jika menggunakan lebih sedikit data pelatihan, hasilnya akan sedikit tidak stabil.

Abstract

The present paper evaluates the implementation of the Police Goes to School program in North Sumatra and suggest how public officials (e.g., government and police) could use religiosity and traffic rules exposure to promote safe road behaviors among Indonesian adolescents. The results suggest three main findings. First, the results showed the effectiveness of the Police Goes to School program. Students from the actively implemented schools possessed more positive attitudes toward traffic rules, more knowledge of traffic rules, and engaged in safer traffic behaviors than students from the passively implemented schools. Second, structured interviews revealed that although the police officers and teachers involved in the program expressed their satisfaction concerning the implementation of the program, they also provided suggestions to improve the program. Third, the results also suggest the potential benefit of integrating the socialization of traffic rules into the Indonesian religious education curriculum to promote safe traffic behaviors among adolescents in Indonesia.

Abstract

One of the current programs to realize security, safety, order, and smooth traffic is the Millennial Road Safety Festival (MRSF). The focuses of problems in this research are respondents' views on "Police Goes to School (PGTS) and the proposal of the development design of MRSF. The outputs are the realization of security, safety, order, smooth traffic, and performance of police institutions. The approach used a mixed-method with survey and questionnaire distribution, interview, and document study. The respondents were junior and senior high school students who had never and ever participated in PGTS. The informants were the Principal, Teachers, the administration staff, chief of Departmental Police, deputy chief of Departmental Police, and chief of Traffic Unit, and the traffic unit personnel. The development of MRSF is integrated through four methods: management of road safety knowledge, empowering personnel in traffic functions and millennial communities, the synergy between duty bearers with road safety, and control of the program. ABSTRAK Saat ini salah satu program untuk mewujudkan keamanan, keselamatan, ketertiban, dan kelancaran lalu lintas adalah Millennial Road Safety Festival (MRSF). Fokus permasalahan dalam penelitian ini adalah terkait pandangan responden tentang “Police Goes to School (PGTS) dan Usulan Rancangan Pembangunan MRSF. Outputnya adalah terwujudnya keamanan, keselamatan, ketertiban, kelancaran lalu lintas, dan kinerja institusi kepolisian. Pendekatan yang digunakan adalah metode campuran dengan survei dan penyebaran kuesioner, wawancara, dan studi dokumen. Responden adalah siswa SMP dan SMA yang belum pernah dan pernah mengikuti PGTS. Informannya adalah Kepala Sekolah, Guru, staf administrasi, Kapolda, Wakapolda, dan Kapolres, serta personel unit lalu lintas. Pengembangan MRSF diintegrasikan melalui empat metode: manajemen pengetahuan keselamatan jalan, pemberdayaan personel dalam fungsi lalu lintas dan komunitas milenial, sinergi antara pengemban tugas dengan keselamatan jalan raya, dan pengendalian program.

Abstract

This study aims to evaluate and provide input on the implementation of the "Police Goes to School" program in the region of Central Java. Program evaluation was carried out using Kirkpatrick's rules, namely the level of reaction, learning, and behavior. This study observed eight schools as the subjects, both secondary and high schools that had previously received the program and that never obtained it. The eight schools were purposively selected in the Resort Police of Semarang Regency and Municipality. Each school represented 40 students and 2 teachers / staff to the program. This research found that the students whose schools had received the program were satisfied with the implementation of the program, and the students had significantly higher knowledge and behavior scores to maintain traffic order signs than the students whose schools did not receive the program. Penelitian ini bertujuan untuk mengevaluasi dan memberikan masukan atas pelaksanaan program “Police Goes to School” di wilayah Jawa Tengah. Evaluasi program dilakukan dengan menggunakan kaidah Kirkpatrick yaitu tingkat reaksi, pembelajaran, dan perilaku. Studi ini mengamati delapan sekolah sebagai subyek, baik sekolah menengah pertama maupun atas yang sebelumnya telah menerima program dan tidak pernah mendapatkannya. Kedelapan sekolah tersebut dipilih secara purposif di Polrestabes Semarang. Setiap sekolah mewakili 40 siswa dan 2 guru/staf untuk program tersebut. Hasil penelitian menemukan bahwa siswa yang sekolahnya telah menerima program merasa puas dengan pelaksanaan program, dan siswa memiliki nilai pengetahuan dan perilaku yang secara signifikan lebih tinggi untuk menjaga rambu lalu lintas daripada siswa yang sekolahnya tidak menerima program.
