Abstract

Stunting has emerged as a critical public health challenge threatening human resource quality in Indonesia, with a national prevalence of 21.5% exceeding the WHO tolerance threshold of 20%. Situjuah Limo Nagari Sub-district faces substantial challenges with 110 reported stunting cases and fluctuating maternal participation rates in posyandu programs ranging from 36-60%, indicating a misalignment between service quality and community engagement. This study aims to analyze the influence of posyandu service quality on maternal participation in stunting prevention programs in Situjuah Limo Nagari Sub-district, Lima Puluh Kota Regency. The research employed a quantitative associative approach utilizing simple random sampling of 87 mothers with stunted children, implementing validated instruments measuring five SERVQUAL service quality dimensions and three participation indicators. The analysis revealed a significant influence of service quality on maternal participation with a coefficient of determination R² = 0.580 (58%) and t-calculated = 10.002 > t-table = 1.988 at significance level p < 0.001. The regression equation Y = 10.871 + 0.354X confirms that each unit increase in service quality enhances participation by 0.354 units. These findings provide empirical justification for investing in posyandu service quality improvement as a cost-effective strategy for optimizing community participation and achieving sustainable stunting reduction targets.

Abstract

The territorial dispute between the provinces of Aceh and North Sumatra over four islands in the Aceh Singkil coastal area is not merely an administrative matter, but also reflects tensions rooted in collective political identity. This study aims to analyze the dynamics of the conflict by employing a theoretical framework of political identity, territorial identity, and symbolic-cultural approaches (Anderson, 1991; Donnan & Wilson, 2021). The research adopts a qualitative-descriptive method with a single case study design, using document analysis, digital media sources, and recent academic literature. The findings indicate that the Acehnese community perceives the four islands as integral to their historical memory, cultural heritage, and collective symbolism of the “Tanah Rencong.” In contrast, the central government's technocratic approach, which neglects symbolic and collective memory dimensions, has triggered widespread social resistance. This article underscores the importance of spatial policies that are contextual, deliberative, and sensitive to identity plurality. The study contributes to the development of identity-based public policy analysis and supports conflict resolution strategies that acknowledge the symbolic dimension of territorial governance.

Abstract

The credit point policy for lecturers plays a central role in academic promotion within higher education. However, its implementation often faces multiple challenges, particularly in institutions with limited administrative and digital capacities. This study specifically aims to examine the policy content and implementation context of the credit point system at Nusa Cendana University during 2022–2024, with a focus on identifying the key barriers and enablers shaping academic promotion outcomes. Using a qualitative case study approach, data were collected through interviews, observations, and document analysis involving 15 key informants, including university leaders, faculty administrators, and lecturers. Findings reveal that although the policy is formally grounded in national regulations, its practical application is hindered by limited policy literacy, complex procedural requirements, unequal workload distribution, insufficient technical assistance, and weak institutional support. These barriers have led to ineffective promotion outcomes and underutilization of the policy’s potential. To address these challenges, the study recommends simplifying technical guidelines, enhancing institutional coordination, accelerating administrative digitalization, and fostering a supportive academic ecosystem. A web-based information system is also proposed to assist lecturers in calculating and managing credit points more efficiently. By applying Grindle’s policy implementation framework, this research contributes to the literature on higher education governance by demonstrating how national-level regulatory instruments are mediated by institutional capacity and local contextual realities, particularly in resource-constrained universities in peripheral regions of Indonesia.

Abstract

This study aims to analyze strategies for optimizing community participation in the management of Brayut Tourism Village as part of local public governance to promote sustainability and improve the quality of tourism based on local wisdom. This study uses a qualitative descriptive method with data collection techniques through interviews, observation, and documentation. The results show that community participation is still dominated by certain groups, while other residents are less involved due to limited information, low awareness, inadequate skills, and communication barriers. Therefore, this study proposes a strategy for optimizing more inclusive and equitable participation through strengthening community capacity, organizing integrated training, providing information transparency, and developing two-way communication between the village government and the community. These findings have strategic implications for increasing accountability, transparency, and the effectiveness of tourism village governance as a form of participatory and sustainable public service. Optimal community participation not only strengthens tourism governance but also fosters a sense of ownership, expands the economy, and encourages adaptive and competitive village development. Strategic recommendations offered include increasing community capacity, utilizing information technology, strengthening two-way communication forums, developing multi-stakeholder collaboration, and implementing participation-based local regulations.
