Abstract

Stunting has emerged as a critical public health challenge threatening human resource quality in Indonesia, with a national prevalence of 21.5% exceeding the WHO tolerance threshold of 20%. Situjuah Limo Nagari Sub-district faces substantial challenges with 110 reported stunting cases and fluctuating maternal participation rates in posyandu programs ranging from 36-60%, indicating a misalignment between service quality and community engagement. This study aims to analyze the influence of posyandu service quality on maternal participation in stunting prevention programs in Situjuah Limo Nagari Sub-district, Lima Puluh Kota Regency. The research employed a quantitative associative approach utilizing simple random sampling of 87 mothers with stunted children, implementing validated instruments measuring five SERVQUAL service quality dimensions and three participation indicators. The analysis revealed a significant influence of service quality on maternal participation with a coefficient of determination R² = 0.580 (58%) and t-calculated = 10.002 > t-table = 1.988 at significance level p < 0.001. The regression equation Y = 10.871 + 0.354X confirms that each unit increase in service quality enhances participation by 0.354 units. These findings provide empirical justification for investing in posyandu service quality improvement as a cost-effective strategy for optimizing community participation and achieving sustainable stunting reduction targets.

Abstract

The territorial dispute between the provinces of Aceh and North Sumatra over four islands in the Aceh Singkil coastal area is not merely an administrative matter, but also reflects tensions rooted in collective political identity. This study aims to analyze the dynamics of the conflict by employing a theoretical framework of political identity, territorial identity, and symbolic-cultural approaches (Anderson, 1991; Donnan & Wilson, 2021). The research adopts a qualitative-descriptive method with a single case study design, using document analysis, digital media sources, and recent academic literature. The findings indicate that the Acehnese community perceives the four islands as integral to their historical memory, cultural heritage, and collective symbolism of the “Tanah Rencong.” In contrast, the central government's technocratic approach, which neglects symbolic and collective memory dimensions, has triggered widespread social resistance. This article underscores the importance of spatial policies that are contextual, deliberative, and sensitive to identity plurality. The study contributes to the development of identity-based public policy analysis and supports conflict resolution strategies that acknowledge the symbolic dimension of territorial governance.

Abstract

The credit point policy for lecturers plays a central role in academic promotion within higher education. However, its implementation often faces multiple challenges, particularly in institutions with limited administrative and digital capacities. This study specifically aims to examine the policy content and implementation context of the credit point system at Nusa Cendana University during 2022–2024, with a focus on identifying the key barriers and enablers shaping academic promotion outcomes. Using a qualitative case study approach, data were collected through interviews, observations, and document analysis involving 15 key informants, including university leaders, faculty administrators, and lecturers. Findings reveal that although the policy is formally grounded in national regulations, its practical application is hindered by limited policy literacy, complex procedural requirements, unequal workload distribution, insufficient technical assistance, and weak institutional support. These barriers have led to ineffective promotion outcomes and underutilization of the policy’s potential. To address these challenges, the study recommends simplifying technical guidelines, enhancing institutional coordination, accelerating administrative digitalization, and fostering a supportive academic ecosystem. A web-based information system is also proposed to assist lecturers in calculating and managing credit points more efficiently. By applying Grindle’s policy implementation framework, this research contributes to the literature on higher education governance by demonstrating how national-level regulatory instruments are mediated by institutional capacity and local contextual realities, particularly in resource-constrained universities in peripheral regions of Indonesia.

Abstract

This study aims to analyze strategies for optimizing community participation in the management of Brayut Tourism Village as part of local public governance to promote sustainability and improve the quality of tourism based on local wisdom. This study uses a qualitative descriptive method with data collection techniques through interviews, observation, and documentation. The results show that community participation is still dominated by certain groups, while other residents are less involved due to limited information, low awareness, inadequate skills, and communication barriers. Therefore, this study proposes a strategy for optimizing more inclusive and equitable participation through strengthening community capacity, organizing integrated training, providing information transparency, and developing two-way communication between the village government and the community. These findings have strategic implications for increasing accountability, transparency, and the effectiveness of tourism village governance as a form of participatory and sustainable public service. Optimal community participation not only strengthens tourism governance but also fosters a sense of ownership, expands the economy, and encourages adaptive and competitive village development. Strategic recommendations offered include increasing community capacity, utilizing information technology, strengthening two-way communication forums, developing multi-stakeholder collaboration, and implementing participation-based local regulations.

Abstract

Financial information disclosure by political parties is a key requirement for democratic accountability, particularly at the subnational level where parties receive public funding but face limited public scrutiny. Although Indonesia has established a formal legal framework for party finance transparency, disclosure practices at the Regional Leadership Council (DPD) level remain weak. Existing studies primarily emphasize national-level compliance and overlook the organizational and socio-political dynamics influencing transparency in regional party structures. This study employs a descriptive qualitative case study approach to analyze financial information disclosure by political parties in East Nusa Tenggara Province. Data were collected through in-depth interviews with selected DPD officials, document analysis, and participatory observation, and analyzed using thematic analysis. The findings reveal that transparency is supported by regulatory provisions, individual cadre awareness, external oversight pressure, and reputational considerations, while being constrained by the absence of technical disclosure guidelines, elite dominance, patrimonial political culture, weak public demand, limited institutional capacity, and lack of enforceable sanctions. The study demonstrates that formal regulations alone are insufficient, highlighting the need for technical guidelines, internal capacity strengthening, and enhanced civil society oversight to institutionalize meaningful financial transparency.

Abstract

Fishing communities in Indonesia continue to face structural challenges such as weak institutions, limited technical capacity, and restricted market access. This study analyzes a community empowerment program implemented through institutional strengthening, skills development, and digital marketing in the Bunda Saiyo Culinary Tourism Group in Pesisir Selatan Regency. Using a qualitative descriptive approach, data were collected through in-depth interviews, observations, and document reviews. The results indicate notable progress in four key dimensions: (1) institutional strengthening, evidenced by a clearer organizational structure and increased member participation (up by 65%); (2) technical skills, reflected in a 45% increase in product diversification and improved quality standards; (3) marketing, through the adoption of digital platforms that expanded market reach by approximately 40%; and (4) entrepreneurship, demonstrated by members’ higher initiative and the creation of new business ideas. These changes have contributed to an estimated 35–50% rise in monthly turnover and enhanced household income stability. However, limited access to capital and lingering pandemic effects remain constraints. The findings highlight that sustainable empowerment of fishing groups requires an integrated, multi-dimensional strategy combining institutional, technical, and market-based interventions.

Abstract

This study analyzes the dialectic between political and administrative rationality in the deliberative development planning process in Pentadio Timur Village, Gorontalo Regency. The village planning process is often in tension between political interests (the aspirations of residents and local elites) and administrative rationality (rules, data, and technocratic procedures). Using a qualitative approach and case study method, this study explores the dynamics of the Village Development Planning Meeting (Musrenbangdes) as a deliberation space between political and administrative actors. The results show that political rationality plays a crucial role in maintaining the social legitimacy of village government, while administrative rationality ensures program efficiency, accountability, and sustainability. When both are able to interact collaboratively, the deliberative process produces planning that is inclusive and adaptive to community needs. However, the imbalance between these two rationalities remains a challenge, primarily due to the limited technical capacity of the apparatus and the influence of electoral interests.

Abstract

Cilacap Regency is one of the areas with the highest number of violent cases in Central Java. From 2016 to 2019, there have been 465 cases of violence experienced by women and children. Of the total number of cases, 72 percent of cases were dominated by cases of violence against children. These problems, if left unchecked, will trigger various physical and psychological impacts on victims, which are feared to cause new problems. The purpose of this study is to describe the quality of services for preventing and handling cases of violence against women and children in Cilacap Regency and to analyze the inhibiting and supporting factors of the quality of services for preventing and handling cases of violence against women and children in Cilacap Regency. The research method used in this research is qualitative. The results of this study show the quality of services for handling cases of violence against women and children in Cilacap Regency can be said to be quite good. However, violence prevention services cannot be said to be good because of the five indicators measured, there are three indicators that are not yet good, namely tangibles, reliability, and assurance. Meanwhile, those who already have good service quality are shown by indicators of responsiveness and empathy. Then the supporting factors found are awareness and the rules factors. The inhibiting factors found are organizational and abilities also skills factors.

Abstract

Indonesia, with its abundant natural and cultural wealth, has great potential for ecotourism development. Sade and Tetebatu villages in West Nusa Tenggara are examples of ecotourism implementation with different characteristics. This study aims to identify how ecotourism principles are applied in both villages and to compare their strengths and weaknesses. The research method used is qualitative with a descriptive approach, through observation, interviews, and documentation. The results show that the implementation of ecotourism principles in Sade and Tetebatu consistently involves six key aspects: nature conservation, cultural appreciation, community participation, environmental education, economic empowerment, and sustainability. The difference lies in the approach: Sade emphasizes the preservation of Sasak culture, while Tetebatu focuses on nature conservation and the use of environmentally friendly technology. Local characteristics are determining factors that influence the practice of ecotourism in both villages. The conclusion of this study is that the application of ecotourism principles in Sade and Tetebatu can serve as a model for sustainable tourism development that provides real benefits to local communities while preserving culture and the environment.

Abstract

Public administration is a universal phenomenon, existing since the dawn of world civilization. It continues to evolve alongside changes in world civilization, facing various challenges, including the era of globalization and digitalization. Public administration, as one of the sciences that drives social change, promotes the democratization process of government that favors the powerless people (the poor or vulnerable). The writing employs a literature review approach to outline the role of public administration in addressing global challenges. The role of public administration as the key to modern society, as expressed by Charles A. Beard, who argued that no other subject is more important than administration. In the era of globalization, public administration as an artistic science generally remains important in state management, which aims to improve the standard of living in the nation. The government must address globalization's effects so that its benefits can be maximized and its drawbacks avoided. Therefore, the role of state administrators as public servants is crucial in controlling social life and ensuring the welfare of their people.
