Abstract

This study analyzes the strategies that have been implemented by the Local Government of Padang Panjang City to maintain land sustainability and food security amid the challenges of converting agricultural land to non-agricultural uses. The reduction in agricultural land area in Padang Panjang City from 805 hectares in 2018 to 654 hectares in 2023 has resulted in a decline in local food production, making the city increasingly dependent on food supplies from other regions. This research employs a descriptive qualitative approach, where data is collected through in-depth interviews and documentary studies. The results indicate that the Padang Panjang City Government has implemented various strategies, including the strategy of establishing sustainable agricultural land, increasing food production, educating on the use of technology in agriculture, and promoting agricultural land as a tourist village. However, several challenges remain, such as the lack of community awareness regarding the importance of land sustainability, limited land that can be allocated for agriculture, and insufficient coordination in policy implementation. This study provides recommendations to enhance policy effectiveness and cooperation between the government and the community to maintain land sustainability and food security in Padang Panjang City.

Abstract

This research aims to analyze students' perception and expectation values regarding the quality of academic services, the level of student satisfaction with academic services, as well as the cumulative influence of tangibles, reliability, responsiveness, assurance, empathy, and the quality of academic services on student satisfaction at the FKIP Sriwijaya University. The type of this research is descriptive quantitative. Questionnaires, documentation, and literature studies were used in data collection. 360 students from the FKIP Faculty of Education at Sriwijaya University were used as samples in this study. The SPSS 26 software was used in the data analysis of this research. The findings of the study indicate that tangibility and responsiveness do not have a significant effect on Student Satisfaction. Meanwhile, reliability, assurance, empathy, and service quality cumulatively have a significant effect on Student Satisfaction. The service quality variable has an influence of 67.50% on student satisfaction. FKIP Universitas Sriwijaya is expected to continue improving the quality of service and maintaining the already good service to always ensure student satisfaction at FKIP Universitas Sriwijaya.

Abstract

Students from the Faculty of Social Sciences, Padang State University who take part in the MBKM program are the focus of this research which aims to analyze the implementation of MBKM program policies. This research specifically uses a qualitative descriptive approach. Interviews and documentation are the data collection tools used in this research. Data analysis includes data reduction methods, data presentation, and conclusion tracing. This research uses Grindle theory. which shows that the success of policy implementation is very dependent on existing interests. Based on research results, there are several MBKM programs that are participated in by social sciences faculty students as follows: Independent Student Exchange (PMM), Teaching Campus (KM), Indonesian International Mobility Awards (IISMA), Internships/Work Practices, aspects that help and hinder implementation MBKM program for students at the Faculty of Social Sciences, Padang State University.

Abstract

This study aims to examine the implementation of the Sharia Economic Consumer Cooperative (Kokesra) Roda Dua program by the West Sumatra Province Cooperative and MSME Office in improving community welfare through entrepreneurship, as well as identifying the obstacles faced. The method used is descriptive qualitative, with interviews and documentation studies as data collection techniques, and source triangulation as a method to verify data validity. The results showed that the West Sumatra Cooperative and MSME Agency has implemented the Kokesra program to empower MSMEs in Padang City through several steps. First, providing business capital using a profit-sharing system to MSMEs. Second, implementing savings and loan services managed by cooperative employees. However, in its implementation, there are a number of obstacles. Among others, not all MSMEs are eligible for loans, many businesses do not have official permits, and the limited budget available for the Kokesra program. This research provides an overview of the efforts that the local government has made in encouraging sharia entrepreneurship, but also highlights the challenges that need to be overcome to ensure the sustainability and effectiveness of the program in improving overall community welfare.

Abstract

To Indonesia Emas 2045 vision, the study will investigate bureaucratic methods that combine the concept of smart cities and sustainable infrastructure. The research uses literature analysis and policy documents on smart cities and sustainable infrastructure. Research shows that integrating smart cities and infrastructure can improve resource efficiency, reduce environmental impact, and improve the quality of life of people. This article discusses the role of bureaucracy in creating policies that support cooperation between the public and private sectors as well as improving public services through the use of digital technology. Besides, the problems faced include technological constraints, funding shortages, and discomfort for change. This research found that the sustainable implementation of smart cities relies heavily on governments to make comprehensive and inclusive policies. Using the right bureaucratic approach, smart city integration and sustainable infrastructure can be key pillars in achieving Indonesia’s Golden 2045, where economic growth, environmental sustainability, and social well-being can be achieved simultaneously.

Abstract

This study aims to analyze the impact of tourism on community livelihoods in Fatumnasi Village and Eonbesi Village, South Central Timor District, East Nusa Tenggara. Tourism is recognized as an important sector in local economic development, especially in remote areas with distinctive natural and cultural potential. Nonetheless, tourism development also presents challenges related to the balance between economic benefits and environmental and cultural sustainability. The research method used was a qualitative approach with in-depth interviews, participatory observation, and document analysis. The results show that tourism has a positive impact on increasing income and community awareness of cultural preservation, but the economic benefits are not evenly distributed, causing social inequality. In addition, government involvement in supporting infrastructure and community empowerment is still limited. The novelty of this study lies in the identification of specific factors that support or hinder the sustainability of CBT in remote areas, which makes an important contribution to the development of literature related to tourism and sustainable livelihoods in the Asia-Pacific region. The study also provides strategic recommendations for policymakers to optimize the economic benefits of tourism while maintaining the sustainability of the local environment and culture.

Abstract

The One Nagari One Event Program (SESN) is a policy innovation by the Tanah Datar District Government in efforts to empower the local economy through the development of tourism and cultural potential. This study aims to analyze the role of program innovation in local economic empowerment in Tanah Datar. The research method uses a literature review by analyzing various relevant literature sources over a 3-month period. Data collection techniques were carried out through documentation studies and literature reviews, with data analysis using content analysis methods including categorization, synthesis, and interpretation. The results showed that the SESN program has had a positive impact on the local economy, marked by an increase in the number of events from 30 (2022) to 50 (2023), an increase in visitors from 85,100 to 167,850 people, and an increase in economic transactions from IDR 7.57 billion to IDR 9.035 billion. However, this program still faces challenges in terms of stakeholder coordination, limited human resources and budget, as well as the sustainability of economic impacts after the event. Continuous innovation in this program is needed to optimize local economic empowerment in Tanah Datar.

Abstract

Indonesian democracy currently faces serious challenges in the aspect of meaningful public participation. Amid the availability of procedural participation space through elections and consultation forums, in reality public participation is often pseudo, people are involved symbolically without adequate understanding, access to information, or critical capacity. One of the main factors at the root of this problem is the lack of an inclusive, structured, and easily accessible public policy and legal education system for young people. In fact, Law Number 40 of 2009 concerning Youth firmly affirms the position of young people as strategic actors in national development, including their role as agents of social control in the process of formulating public policy. Policy and legal education is still concentrated in formal and professional academic environments, while the younger generation outside the lecture hall has minimal access to learn and be involved in the legislative process and public policy. With an exploratory-conceptual approach based on secondary data and scientific literature, this study reflects the urgency of inclusive policy literacy as a foundation for substantive participation. The findings and analysis in this study are expected to contribute to the development of alternative educational designs that bridge politics, public administration, and law, as well as being an initial reference for policy makers and education administrators in strengthening participatory democratic governance in Indonesia.

Abstract

Local traditions are often not an integral part of public policy, including in Yahukimo Regency, Highland Papua. One important tradition still practiced by the Mek Tribe is Bakar Batu, a cultural practice with social, economic, and ecological value. This study aims to analyze the role of the Bakar Batu tradition from a public policy perspective and its potential as a supporting element for sustainable development. The method used was descriptive qualitative with participatory observation, in-depth interviews, and document study. Data were obtained from traditional leaders, the community, and government officials, then analyzed using a successive approximation approach. The findings indicate that Bakar Batu plays a role in cultural preservation, conflict resolution, strengthening social cohesion, natural resource management, and improving the local economy. However, government policy support is still limited, particularly in aspects of funding, integration of cultural values in education, and legal protection of customary land. This tradition also has great potential in supporting environmental conservation and the development of cultural tourism based on the creative economy. Therefore, responsive, inclusive, and collaborative public policies are needed between the government, indigenous communities, and stakeholders so that the Bakar Batu tradition can contribute significantly to sustainable development in Highland Papua.

Abstract

This study aims to analyze pentahelix collaboration in waste management in Kupang City, East Nusa Tenggara Province. Waste, particularly household waste, has become a serious problem in almost all major cities in Indonesia, including Kupang. The research employs a qualitative approach using in-depth interviews, participatory observation, and document analysis. The findings reveal significant limitations in human resources, transportation facilities, containers, and budget allocation for waste management. Collaboration among stakeholders remains minimal, with the waste management roadmap yet to be widely socialized. Existing legal instruments are limited to MoUs, cooperation agreements, and temporary decrees. Moreover, public awareness of sorting and disposing of waste properly remains low. The novelty of this study lies in highlighting that waste management cannot be addressed solely by the government but requires pentahelix collaboration involving local government, communities, the private sector, media, and academia. The impact of this research is twofold: it exposes systemic weaknesses in waste governance in peripheral regions while underscoring the importance of cross-actor collaboration. The practical recommendations offered include establishing permanent regulations, strengthening infrastructure, ensuring sustainable budget allocation, and promoting environmental literacy, starting from families to educational institutions. Thus, this study not only identifies problems but also provides concrete policy directions for strengthening sustainable waste governance in Kupang City.
