Abstract

West Sumatra Province has a high risk of tsunami disaster. From this situation description, an appropriate and relevant Contingency Plan is needed so that it can be used effectively when a disaster occurs. This research explains the evaluation of West Sumatra Province's tsunami contingency planning policy based on the descriptor of public policy responsiveness proposed by William Dunn. The approach used in this research is descriptive qualitative with purposive sampling to determine informants. Meanwhile, the data analysis technique uses the triangulation method. The results of the research show that from the descriptor of the responsiveness of West Sumatra's tsunami contingency plan policy, there is doubt about its readiness to face this disaster. This is because the necessary measures have not gone through a review process to adapt them to the threats and required resource requirements. From the research findings, it can be explained that the responsiveness descriptor, namely focusing on crucial issues and intensity of preferences, has not been implemented in the West Sumatra tsunami contingency plan policy.

Abstract

This study analyzes the problem of overlapping spatial utilization in Kotawaringin Timur Regency, Central Kalimantan, which is an essential challenge in realizing the vision of Golden Indonesia 2045. The study aims to identify the causes of spatial overlap and develop strategies to resolve it. Then, using a qualitative approach, this study collected data through interviews, observations, and a review of related documents. The study results revealed that the leading causes of spatial overlap are the limited quality of human resources who master geospatial information, low budget capacity, and weaknesses in regulations in the licensing mechanism. In 2023, the mismatch between licensing and land rights reached 50.89% of the area of 1,556,540 hectares, and although it decreased to 38.24% in 2024, this problem is still significant. Differences in map standards between Kotawaringin Timur Regency and Central Kalimantan Province and the lack of transparency regarding information regarding spatial utilization triggered this conflict. This study recommends increasing human resource capacity in managing geospatial information, adequate budget allocation, and better regulatory arrangements. Joint commitment from the central, provincial, and regional governments is also needed to resolve this issue, ensure planned spatial utilization, and support future sustainable development.

Abstract

Coastal tourism as a form of natural tourism has a very promising development in Indonesia, but unfortunately it is not accompanied by ecological maintenance. Several coastal tourist destinations have experienced a decline in ecological quality, such as the problem of waste that is not managed properly and seawater pollution due to activities on land. The purpose of this study was to analyze whether the development of Karangjahe Beach tourism is in accordance with the principles of sustainable development (Economic Sustainability; Ecology Sustainability & Social Sustainability). The research method used is descriptive qualitative with primary data collection techniques through interviews and Focus Group Discussions, while secondary data is obtained from electronic mass media, previous research results and from related agency report documents. The results of the study indicate that Karangjahe tourism in terms of economic sustainability has been able to provide economic benefits to both the local community and regional income, in terms of Environmental Sustainability the tourist destination is able to change the coastal conditions to be greener, while in terms of social sustainability it is shown from the manager's concern in maintaining local culture. There are several weaknesses in each of these sustainability parameters, so it can be said that the achievement of sustainability has not been optimally achieved. Therefore, it is recommended to the local government and to the managers of tourist destinations to pay more attention to all aspects of sustainability.

Abstract

Zakat, Infak, and Sedekah (ZIS) have the potential to be an extensive resource that has not been fully utilized. Government support is vital because it is in line with the national goal of achieving social justice and equitable development. Based on Law Number 1 of 2022 and Government Regulation Number 1 of 2024, regions are allowed to use creative financing patterns, including funding synergies, to fund their priority programs. In this case, qualitative descriptive methods are used to describe and interpret funding synergies as a solution to improve the results of poverty and unemployment management programs. It also helps overcome the fiscal gap of the APBD and the challenges of Baznas Cilegon in optimizing ZIS collection. To ensure the effectiveness of funding synergies, a SWOT analysis is used to evaluate internal and external factors that influence this strategy. Based on this analysis, the recommended steps include: establishing clear regulations, integrating data, synergizing planning and implementation, optimizing ZIS collection through the Zakat Collection Unit (UPZ), establishing an effective work team for coaching and supervision, and increasing public literacy and transparency through the use of information technology. These steps aim to increase public trust in Baznas and the Cilegon City Government and ensure accountability and transparency in ZIS management.

Abstract

The number of public participants in motor vehicle testing at the Pangkalpinang City Transportation Service has decreased. This decline resulted from multiple factors, one among them being the level of quality of service provided. The goal of the research is to determine the quality of motor vehicle testing services at the Pangkalpinang City Transportation Service based on five dimensions, including real dimensions, reliability, responsiveness, guarantee, and empathy. The employed research method is descriptive, utilizing a quantitative approach. The analysis of data employed is the Servqual method. The research results show that the real dimension gap value is -0.316 or negative, with the weakest indicator being the availability of supporting facilities and infrastructure. The reliability dimension gap value is 0.000 or positive, with the weakest indicator being officer accuracy. The positive responsiveness dimension gap value is 0.074, and the weakest indicator is the officer's level of concern. The positiv e guarantee dimension gap value is 0.117, with the weakest indicators being the officers' skills and knowledge. The gap value for the positive empathy dimension is 0.138, with the weakest indicator being intense and effective communication. A positive gap value indicates that the dimension is in line with customer expectations, while a negative gap value indicates that the dimension is not in line with customer expectations.

Abstract

The review explores the significance of the SAKIP System, focusing on the Secretariat General of the Indonesian House of Representatives, examining both practical and theoretical aspects. An accountability index of 67.46 emerged, resulting in a "B" predicate. This finding reveals a notable discrepancy compared to the target of 75.00, highlighting a gap between theoretical frameworks and practical implementation of accountability. The research employs a qualitative descriptive methodology, utilizing a desk study to analyze audit data and interpret the findings. Results emphasize the necessity for a collaborative approach to enhance transparency and accountability in the internal audit process. Such attributes play a vital role in strengthening the virtue of programs or outputs produced through audits. The study suggests that accountability goes beyond formal procedures, representing a dynamic interaction among institutions that can bolster legitimacy in practice. Additionally, it fosters a culture of continuous improvement in Government performance. Ultimately, this research contributes to the discourse on accountability by promoting a more integrated and participatory approach within Government operations.
