Abstract

To manage with Covid-19, the Governor of Central Java took a policy by issuing Governor's Instruction Number 1 of 2020 concerning Community Empowerment in Accelerating Covid-19 Response at the Community Unit Level (RW) through the Establishment of the Jogo Tonggo Task Force. This article aims to analyze the Implementation of the Jogo Tonggo Program in Tempelan Village, Blora Regency. The Jogo Tonggo movement developed and officially became a community activity unit to overcome the Covid-19 pandemic at the village level in Central Java Province. Tempelan Village is one of the villages with a relatively high positive case of Covid-19. This research uses qualitative research and data collection techniques through observation, interviews, and documentation. The results of this research are as follows: (a) Communication Aspects, the delivery of tiered information between the bureaucracy is good (b) Aspects of Resources, the parties involved in the implementation of Jogo Tonggo in Tempelan Village are the Head of hamlet as the head of the task force, with representatives being all heads of a neighbourhood, PKK, youth organizations, Linmas and all residents (c) The attitude of the implementers of Jogo Tonggo in Tempelan Village is good, supports each other and coordinates (d) Aspects of Bureaucratic Structure. The jogo tonggo task force characteristics are social and humanitarian, cooperation, and work non-permanently, meaning that the Jogo Tonggo task force exists only during a covid-19 pandemic. Cooperation and coordination run smoothly, both government and non-government/private institutions. For this reason, it is necessary to further develop the implementation of community empowerment-based policies in order to further strengthen social cohesion capital.

Abstract

Since 2018 the Tanjungpinang City Government has started developing e-Government. e-Government development efforts are also a target in the 2018-2023 RPJMD of Tanjungpinang City in 2022 with the coordinator are Dinas Communication and Information of Tanjungpinang City . The purpose of this study is to find out how the strategy carried out by the Dinas Communication and Informatics in developing e-Government in the city of Tanjungpinang. The method used in this study was a qualitative descriptive method with 5 informants and data collection techniques and tools in the form of observation, interviews, and documentation with the research locus is Dinas Communication and Informatics Tanjungpinang City. The results of this study using the ITPOSMO theory from Hungger and Whalen are, (1) Information, The state of the Information owned by Diskominfo is by having the official website of the Tanjungpinang city government and SIPA Kominfo, (2) Technology, The state of the technology that exists at Dikominfo is a lack of network capacity, (3) Processes, As for the process carried out in the development of e-Government by providing network capacity and SIPA Kominfo, (4) Objective and Value, the situation to be achieved is the integrity of public services and employment archive, but for now what has started to have integrity is only the employment archive application (5) Staff and Skills. The condition of the staff and also the skills possessed by the Ministry of Communication and Informatics is that they still have incompetent human resources in the ICT field (6) Management and Structure, with the presence of Mayor Number 8 of 2022 and the existence of applications staffing formed by Pemko who are able to provide assistance in carrying out e-Government development in the city of Tanjungpinang (7) Others, the most influential resources are funds and time, Diskominfo is still experiencing a lack of funds due to post-Covid-19 economic recovery which causes all E-Government development efforts are hampered. The conclusion of this study is that the Tanjungpinang City Communications and Informatics Office in developing e-Government does not yet have its own innovative strategy due to unexpected obstacles such as Covid-19.

Abstract

The large number of sociopreneurships in Indonesia is still felt to be insufficient to fulfill government programs. Nara Synergy is here to be part of sociopreneurship in Indonesia. This study uses a qualitative research method, which is based on the philosophy of postpositivism. The analysis in this study discusses several research sub focuses including 1) the main factors of sociopreneurship, 2) sociopreneurship stakeholders, and 3) the effectiveness of sociopreneurship. The results of the research show that the Berkah Usaha Bersama (BUB) Garbage Bank has been running effectively in line to establish the Garbage Bank.

Abstract

Implementation of public information disclosure policy in the Public Information and Documentation Office (PPID) of Serang City. Public information disclosure in Indonesia is governed by the Public Information Transparency Act (UU KIP) Number 14 of 2008, and in the PPID of Serang City, it is implemented to fulfill the rights of public officials to carry out their roles transparently. The study adopts a quantitative approach with 70 respondents as the sample, and data is collected through questionnaires. The implementation policy model used is Merilee S. Grindle's model, which includes content of policy and context of policy variables. Data analysis is conducted using multiple linear regression, coefficient of determination, T-test, and F-test. Based on the research results using VOSviewer 1.6.16 software with Scopus database, it was found that there is a significant influence between the content and context of policy variables on the implementation of public information disclosure policy. The content of policy variable plays the most dominant role with an influence rate of 99%, while the context of policy variable has an influence rate of 84.83%.

Abstract

Halal tourist destinations are currently the target of many tourists, therefore the Pasuruan Regency government is developing halal tourism in the Banyubiru natural bath located in Sumber Rejo Village, Winongan District, Pasuruan Regency. The development of halal tourism is carried out to further develop a unique and better tourism industry, and benefit the local community's economy. This research was conducted to describe the development of halal tourism in the natural baths of Banyubiru in improving the local community's economy. The research method used is descriptive qualitative research method. Data collection techniques were carried out by field observations, interviews, and documentation. The results of the study show that the development of halal tourism in improving the local community's economy is by developing facilities and infrastructure in Banyu Biru tourism, developing halal tourism in providing new jobs, developing halal tourist attractions. In tourism development will experience the impact of tourism development such as in terms of economic, social and cultural. The supporting factors for tourism development are community participation and a unified community while the inhibiting factors are inadequate road access and public transportation, lack of public awareness and the absence of investors as well as the emergence of similar tourism. The aim of developing halal tourism is also to add new jobs as well as attract many tourists to tour the Banyubiru natural baths.

Abstract

Conflicts in the name of religion in various parts of the world are currently escalating, and Indonesia is no exception. Cilegon City is known as one of the intolerant cities. This article was conducted to identify stakeholders in the governance of religious harmony in Cilegon City, then categorize them and look at interactions between stakeholders. The study was conducted with a qualitative approach. Data collection by interviews, observation and documentation studies while still carrying out the obligation to triangulate data sources and techniques. This study found that there are six stakeholders namely: government, social organizations, mass media, academics, private sector, and quasi-NGOs with six different roles, namely as (1) regulator; (2) facilitators; (3) implementers; (4) evaluators; (5) advocates; and (6) beneficiaries and have four different interests, namely (1) economy; (2) social; (3) politics; and (4) religion. The researcher encourages further studies on the potential and consensus strategies for local wisdom in fulfilling the right to houses of worship in Banten.

Abstract

The creative industry is the main pillar in developing the creative economic sector which has a positive impact on Indonesia. It is possible that the government has hopes for the Indonesian economy to rise, compete and achieve excellence in the global economy. For this reason, in order to achieve this goal, intervention from various actors is needed, as stated in the Sound Governance perspective, namely the state, civil society, business and international powers. These four important actors will later be analyzed for their interventions in the development of creative industries in Indonesia. This aims to find out how these 4 important actors have an impact on the development of the creative industry in Indonesia. This research was conducted using qualitative research methods. Meanwhile, the type of research used is library research or literature study, where researchers rely on various literature to obtain research data. The conclusion obtained is that of the 4 important actors from the Sound Governance perspective, each has a role and sustainable impact on the development and progress of the creative industry in Indonesia. For this reason, the Government in the concept of Sound Governance must be able to identify the 4 stakeholders who will later be able to develop relationships between the parties involved to obtain the intended results. So that later there will be effective coordination and there will be no disagreements in any political relations written from the SG perspective.

Abstract

This study aims to provide an in-depth investigation of implementing the pollution and environmental devastation management program in the Batang Arau River. The investigation is motivated by the significant levels of waste contamination in the Batang Arau River, primarily caused by industrial and home garbage. The contamination of the Batang Arau River leads to floods during the rainy season, adversely affecting public health and severely impacting the fishing industry in Padang City. In addition, the Padang City Government aims to enhance the water quality of the Batang Arau River from level IV to level II to make it suitable for tourism purposes. In order to address this issue, the Padang City Environmental Service has created a program to control pollution and environmental degradation in the Batang Arau River. The research employs Merilee S. Grindle's implementation theory and utilizes a qualitative methodology. The research findings indicate that the execution of the Environmental Pollution and Destruction Control Program in the Batang Arau River by the Padang City Environmental Service is now underway, however it has not yet reached its maximum effectiveness. This is because the program encountered various impediments, including limited funding, insufficient public awareness regarding the preservation of the Batang Arau River's ecology, and the failure to attain the program's primary benefits. Nevertheless, the program's implementation has been executed proficiently.

Abstract

This research aims to determine the instillation of knowledge about fire disaster mitigation from an early age carried out by the Baubau City Fire and Rescue Service. The method used in this research is a qualitative method. The results of this research are that the Baubau City Fire and Rescue Service held training and education on fire disaster preparedness and response. This activity was divided into two sessions, the first session presented educational material introducing fire disasters, the second session focused on fire education and continued with a simulation of how to deal with fire disasters using basic fire extinguishers including wet sacks and light fire extinguishers (APAR). Apart from that, the Baubau City Fire and Rescue Service also provides a fire engine and allows students to ride it. Baubau City Fire and Rescue Service offers training to improve the skills of all students. When the Baubau City Fire and Rescue Service deploys resources in the school environment, it is important to know the steps that must be taken in the event of a disaster and the losses that will be suffered. The Baubau City Fire and Rescue Service routinely involves school students, local communities and other organizations to conduct outreach and training regarding fire prevention and management. This was done to reduce the number of fires that occurred in Baubau City.

Abstract

This research investigates the dimensions of public accountability related to the services of the Social Security Administering Agency (BPJS) at the Ciamis District Hospital, West Java, by applying a descriptive qualitative approach and desk study methods. Then, data was collected through news sources and related documents to understand the context of BPJS health services from the government and community perspective. The research results highlight non-optimal accountability in health services as the main problem, which requires strengthening the controlling function by RSUD through steps such as audits and inspections to ensure compliance with service standards. Then, efforts to increase transparency and community participation are also considered fundamental by taking initiatives to socialize participants' rights and obligations and establishing participation forums. Finally, government firmness is needed in determining sanctions and incentives for RSUDs that do not comply with regulations by ensuring strict supervision during the implementation of BPJS services. In conclusion, this research emphasizes the urgency of understanding public accountability in the BPJS health service dimension, with an emphasis on the role of the government and the Ciamis District Hospital in the perspective of vertical and horizontal accountability.
