Abstract

The Banyumas Regency government intends to develop the potential of economy creative in their region through the Banyumas Regent Decree No.050/462/Year 2018 about creative economy committee. In connection with the stipulation of the policy, was reviewed the process of selecting the Banyumas Regent Decree Number 050/462/Year 2018 concerning Banyumas Creative Economy Committee as a regional policy, the election of the Banyumas Regent Decree Number 050/ 462/Year 2018 concerning the Banyumas Creative Economy Committee based on criteria technical feasibility; political viability; economic and financial possibility; and administrative operability, and to find out whether there are other criteria used by the Banyumas Regency Government when determining the Banyumas Regent Decree Number 050/462/Year 2018. The research method used in this study is a qualitative method. The selection of informants uses purposive sampling and snowball sampling. Data is collected through in-depth interviews, observation and documentation. The data analysis method used is an interactive analysis method. To accomplish the validity of the data, the criteria for the degree of trust, transferability, dependability and certainty were used. The results showed that the alternative policy was chosen based on the criteria for selecting the alternative policy: 1) Technical feasibility, it was found that the purpose of establishing KEK was as a forum for ecraf’s actors. 2) Economic and financial, KEK doesn’t receive any special funds and no goals have been achieved. 3) Political viability, this policy doesn’t contradicting with the applicable regulations. 4) Administrative Operability policy is realistic, but the support from the nine offices has not been maximal. 5) The criteria chosen are based on the success of the other regions and then it is adopted. It is the main criteria in the process of selecting and determining KEK as an alternative policy for the development of creative economy potentian in Banyumas Regency

Abstract

The aim of this study was to analyse the implementation of regional regulations No 1 of 2019 on Retribusi Jasa Umum dalam Pengelolaan Retribusi pasar di Pasar Raya Padang. Background of this study is because several problems were found in market retribution of Pasar Raya Padang that is, a collection that does not give a ticket or evidence of payment of retribution. Limited market management capabilities to provide a place, there are still traders who do not pay retribution. As well as a lack of oversight from Padang city trade service. Formulation of the problem in this study is how the implementation of regional regulations No 1 of 2019 on Retribusi Jasa Umum dalam Pengelolaan Retribusi pasar di pasar Raya Padang. What are the constraints in the implementation of regional regulations. This study was qualitative with descriptive method. Selection of informants was done with Purposive for decided key informants and next decided with SnowballSampling technique. This observation data collection techniques was interview and documentation study. For data analysis was done by data collection, data reduction, presentation of data, and conclusions. Then the validity of this data is tested by Triangulasi Sumber which is then analysed with data analysis techniques. Measurement toward the implementation of regional regulations No 1 of 2019. The researcher used measure of policy implementation according George C. Edward III, there are four policy implementation indicators such as, communication, resource, disposition, and bureaucratic structure. This study reveal that implementation of the collection of market retribution was carried out by Dinas Perdagangan Kota Padang to traders who sell in Pasar Raya Padang. Based on findings and discussion The Implementation of Regional Regulations No 1 of 2019 on Retribusi Jasa Umum dalam Pengelolaan Retribusi Pasar di Pasar Raya Padang was influenced by communication, resource and attitudes of the bureaucracy and implementers. Constraints faced in the implementation of the management of market retribution in Pasar Raya Padang is less awareness of traders in paying market retribution, so that many causes arrears on market retribution and the target was not achieved.

Abstract

The e-retribution public service innovation by the Surakarta City Trade Office is a new concept regarding the online levy payment system. First launched in mid-2016, E-retribution as part of the implementation of smart government is included in the smart city indicator. This study uses the typology theory of public service innovation Muluk (2008). Research location in the city trade office Surakarta, with a qualitative descriptive method. The data collection technique was obtained by purposive sampling through informant interviews, observations and documents. The results show that the public service innovation with the e-retribution program can simplifying public services and saving more time, costs and human resources, ensuring accountable transactions. In addition, E-retribution has an impact on increasing Solo Local Revenue every year.

Abstract

Village funds which have become a pendulum for village development provide quite a formidable task for village village administrators to make the best use of them. The involvement of public and community actors at the local level is a strategic step in managing village funds to provide a transparent and accountable effect, as mandated by the collaborative governance model so that the results of development become more beneficial for the citizens. This research uses a qualitative method. The technique of taking informants is done by snowball sampling while maintaining independence in expressing opinions. Data collection methods with in-depth interviews, observation and document analysis. Data analysis was carried out interactively, starting from data collection, data condensation, data appearance, and research conclusions drawn and combined with the appearance of descriptive data. The results showed that the collaborative process had proceeded well as seen from face-to-face dialogue, building trust, community commitment and various understandings of the development had an impact on effective development outcomes both physical and non-physical in nature.

Abstract

Pulau Penyengat is designated as a leading area for halal tourism development. The development of halal tourism on Pulau Penyengat requires cooperation and support from many parties. The less optimal role of stakeholders in tourism development cooperation makes the reason for the importance of this research being carried out. The purpose of this research is to identify the stakeholders involved, analyze the roles of stakeholders, analyze the relationships between stakeholders, and analyze supporting and inhibiting factors. The method uses a qualitative descriptive approach, with data collection techniques combining online interviews, documentation and observations. The results show that the development of the island's halal tourism destinations involves stakeholders with the pentahelix concept, consisting of academics, business, community, government and mass media. There are 38 stakeholders involved and classified into primary, key and secondary stakeholders. The role of stakeholders is reflected in the roles of policy creators, coordinators, facilitators, implementers and accelerators. The relationship between stakeholders is seen from the form and activities. Value and communication are supporting factors in the development of halal tourism destinations, and trust and policies are inhibiting factors. The suggestions conveyed are the issuance of halal tourism regulations, the formation of a special tourism agency for Pulau Penyengat ,increased coordination between stakeholders, increasing the role of academic and community stakeholders, improving halal tourism support facilities, and promoting halal tourism through digital channels.

Abstract

Bekasi Regency is the area with the largest industrial area in Southeast Asia, where there are 16 industrial areas with relatively large land area. In addition, there are also seven large industrial zones or industrial zones on an international scale, in line with this, the problem of public service delivery in the Bekasi District Government must be carried out properly to the public. In optimizing the public services, various innovative ideas and ideas are needed to create synergy and efficiency in the provision of these public services. In this study, the innovation system is a unified component that influences the direction of development and speed of innovation, diffusion, and learning processes in the development, mastery, advancement and application/utilization of science and technology. How sub-subsystems (elements / factors) play their roles, their interrelations (including policy coherence), and the dynamics of their interactions determine or influence the dynamic performance of innovation systems. Strengthening the innovation system means structuring the system (holistic, simultaneous, systemic issues) in a structured way. In a policy perspective, strengthening innovation systems means remedial steps that need to be directed to address systemic failures. Therefore, policy strategies need to be developed as a unified innovation policy framework (KKI) to strengthen the system.

Abstract

This article discusses about effectiveness of service on DPMPTSP of the Lebak district as well as barriers and solutions in implementing services. In practice, public considers the procedure of IMB’s licensing are hard to understand and complicated so that public and business actors have not processed building permits. The method used in this research is descriptive qualitative method, this research uses data collection methods in the form of observation, interviews and documentation. The result showed that the performance of DPMPTSP’s employees are quite good. This can be seen from the increase in the number of people applying for IMB’s licensing because public trust in the government, especially on DPMPTSP of the Lebak district who has served them well. However, there are some people and business actors who also have minimal information regarding IMB’s licensing so that this becomes tasks for local governments to increase development and local revenue through permissions available on DPMPTSP of the Lebak district.

Abstract

This study aims to find out how the Implementation of the Implementation Policy for the Implementation of Private Indonesian Manpower Placement (PPTKIS) in the Banten Province Manpower and Transmigration Office (Study in Serang District) and what are the supporting and inhibiting factors in supervising the Supervision of the Implementation of Private Indonesian Manpower Placement ( PPTKIS) in the Banten Province Manpower and Transmigration Office (Study in Serang District). In this study using descriptive qualitative. With the research location in the Banten Province Manpower and Transmigration Office in Serang District Supervision, data collection techniques used interviews, observation, and documentation. This study uses the widodo theory (2018) 4 (four) public policy supervision factors, namely: (1) Actors controlling the implementation of policies, (2) Standard operating control procedures, (3) Financial resources and equipment, (4) Scheduling of Control Implementation. From the results of research using Widodo's theory (2018) Supervision on PPTKIS has not been running optimally because there is no synergy between internal control and external control actors, the agency also has no control schedule, the socialization is quite good but there are still complaints from the community.

Abstract

Policy implementation is the implementation of a policy so that the objectives of the policy can be achieved. Implementation in terms of reducing slum area is one of the problems in Indonesia. The problem in this study was motivated by the lack of fulfillment of clean water needs, the people who participated less in the implementation of the KOTAKU program, and the absence of policies that supported the KOTAKU Program in the Purbalingga Kidul Village. This study aims to determine how much influence the idealized policy, target group, implementing organization and environmental factors have on the successful implementation of the No Slum City Program (KOTAKU) in the Purbalingga Kidul Village. The research method used was quantitative associative with a sample of 116 respondents and the sampling technique used the census method or total sampling. The analytical method used is Kendall Tau-c Correlation, Kendall W Concordance Coefficient and Ordinal Regression Analysis. The results of the study show that: (1) There is a positive and significant influence between the idealized policy on the success of the implementation and the regression coefficient of 0.608. (2) There is a positive and significant influence between the target group on the success of the implementation with a regression coefficient of 0.413. (3) There is a positive and significant influence between implementing organization on the success of implementation with a regression coefficient of 0.645. (4) There is a positive and significant influence between the environmental factors on the success of the implementation with a regression coefficient of 0.706. (5) There is a positive and significant influence between idealized policy, target group, implementing organization and environmental factors on the success of implementation with a regression coefficient of 0.824.

Abstract

Since the 2017/2018 school year the Banyumas Regency government has been organizing Acceptance of New Students at the junior high school level, one of which uses the zoning system. This is motivated because the quality of education in Banyumas Regency especially at the JHS level is uneven, as evidenced by the naming of favorite and non-favorite schools in the community. Since the implementation of the zoning system in Banyumas Regency has created new problems. This study aims to evaluate the implementation of education zoning policies in JHS 2 and 7 Purwokerto based on the applicable policy guidelines and to determine the supporting and inhibiting factors of JHS 2 and 7 Purwokerto in achieving the objectives of the education zoning system policy. The method used in this research is qualitative. The selection of informants uses purposive sampling technique. Data collection uses in-depth interviews, observation and documentation study. Data analysis method used is an interactive analysis method. The results showed that JHS 2 Purwokerto as a favorite school and JHS as a non-favorite school had complied with the applicable policy guidelines, there were supporting factors which were the decentralization of power from the central government to regional governments and there were inhibiting factors namely the presence of blank spots and the desire of the community to enter favorite schools. The findings of the study are that JHS 7 Purwokerto as a non-favorite school has not been able to capture children of good quality because it is inferior to the 15% quota for achievement paths so that children who have good grades prefer to enroll in schools that are considered favorites. The school should also do active socialization and publication related to the achievements obtained to prospective students and parents of students, it is hoped that in this way it can generate trust to attend school at the school.
