Abstract

Micro, Small and Medium Enterprises (UMKM) have an important and strategic role in national economic development, UMKM in Serang City have the potential to drive the regional economy of UMKM into one of the economic pillars that drives the wheels of the economy in Indonesia. Based on data from the Serang City Industrial, Trade and Cooperatives Office, the total number in each district of the city and district of Serang reaches 10,132 UMKM, 499 MSMEs that have a small micro business license (UMK). This proves that the awareness of MSME entrepreneurs on the importance of a business permit, the importance of a brand in a product is still minimal. On this basis, we make a program called law weekend, which is a legal approach to the public or business people so that they can understand the importance of copyright, the importance of brands and contribute to trademark registration in order to protect UMKM.

Abstract

Kota Tanpa Kumuh (KOTAKU) program is national program to increase infrastructure acces and basic service in urban slum area. Desa Sokaraja Kidul is one of the areas implementing KOTAKU program. The purpose of this research is to find out how the implementation of KOTAKU program at Desa Sokaraja Kidul using What’s Happening perspective by Ripley and Franklin. This research is using qualitative descriptive method. The results of this study indicate that the Implementation of Program KOTAKU (KOTAKU) in Desa Sokaraja Kidul based on dimensions in the perspective of What’s Happening by Ripley and Franklin hasn’t optimal. The following results of the research based on the perspective dimensions of What’s Happening: 1) The Profusion of actors, found that the role of actors at the community level such as BKM and KSM has not been optimal. 2) The Multiplicity and vagueness of goals, The purpose of the KOTAKU Program are understandable and implementing actors understand the program's purposes. 3) The Poliferatin and complexity of government programs, coordination and communication have been effective, policy changes that occur but didn’t have significant impact on the program implementation, Guidelines for program implementation have been made but actors at the community level are not aware of the guidance, the sustainability step in the implementation procedure has not optimally implemented. 4) Community Participation, the people of Desa Sokaraja Kidul support and participate in the implementation of the program. 5) Influencing factors, the funds allocated have not been able to solve all slum problems and social and cultural conditions are factors driving implementation while economic conditions are becoming obstacles to implementation.

Abstract

Implementation is a process of policy administering that affects the execution, contents, and the impacts. In order to find out whether or not a program is able to reach its goal, there needs to be a study on the policy implementation. A revolving fund loan program is a program that helps small, micro, and medium enterprises in Banyumas Regency in which the loan can be pulled back. The goal of this program is to strengthen the interest aspect for these enterprises to increase the potential of a productive society, the growth of the local economy, to spread out working opportunities that will impact on poverty alleviation in that society. This research focuses on the implementation of the revolving fund loans for the small, micro, and medium enterprises. Method that is used in this research is a qualitative method. This research is done in Banyumas area. The data analysis is done by using an interactive analysis. The result of the implementation shows that this program has not been implemented well. The receivers of this program think that it is a helpful one, especially in helping them grow their business. However, bad credits in this program are still taking place, and there has not been a proper solution up until today. This situation happens because the receivers of the fund are often disobedient in paying their credit. Furthermore, there is no intense supervision after the revolving funds are distributed to those enterprises.

Abstract

Hubungan antara Yang Memerintah dengan Yang Diperintah menciptakan tiga relasi: 1) Yang Memerintah sebagai pelayan kepada warga negara dan Yang Diperintah sebagai penerima layanan publik; 2) Yang Memerintah sebagai penjual barang-barang publik dan Yang Diperintah sebagai pembelinya secara gratis; dan 3) Yang Memerintah sebagai penguasa yang tidak bertanggung jawab dalam memberikan layanan publik dan layanan civil dan Yang Diperintah sebagai korban. Pembentukan pemerintah desa di bawah UU No.6/2014 menciptakan relasi antara Yang Memerintah dengan Yang Diperintah dimana Yang Diperintah (rakyat desa) sebagai korban. Hal ini terjadi karena desain dan struktur organisasi yang dibangun tidak menjadikan Pemerintah Desa sebagai instrumen pelayanan publik di desa tapi hanya sebagai perantara (tussenpersoon atau mediator) antara Yang Memerintah dengan Yang Diperintah. Pemerintah Desa tidak mempunyai organ yang melayani rakyat desa. Akibatnya rakyat desa tidak mendapatkan pelayanan kesehatan, pendidikan, irigasi,pertanian, perikanan, transportasi publik perdesaan, industri, dan perdagangan. Kegiatan Pemerintah Desa secara aktual hanya mengeluarkan Surat Keterangan, memobilisasi rakyat untuk membangun infrastruktur melalui lembaga korporatis buatan Negara (RT, RW, PKK, LPM, P3A, dan Karang Taruna), menarik pajak, membuat laporan penduduk, dan melaksanakan proyek Pemerintah Atasan. Untuk itu, Pemerintah Desa perlu direformasi menjadi pemerintah lokal otonom modern dengan fungsi menyejahterakan rakyat yang dilakukan dengan cara memberi layanan publik dan layanan civil kepada rakyat desa.

Abstract

Public services have become an important issue in Indonesia for more than a decade. One of them is health services, which is one of the basic needs whose provision must be held by the government as mandated in Article 28 H of the Constitution. For this reason, the Social Insurance Administration Organization (Badan Penyelenggara Jaminan Sosial, BPJS) was established on 1 January 2014. Are services to patients covered by BPJS satisfiying enough? This paper answers this question through literature studies and observations, comparing four hospitals in Java and two outside Java. It was found that there were still many problems in this service, and the most prominent was the queuing system that was unsatisfactory and too few staff and medical personnel and rooms compared to the increasing number of BPJS patients. In order to maintain public trust, the government needs to resolve this problem immediately

Abstract

Triple helix merupakan konsep kolaborasi yang mendukung dalam pembangunan wisata bahari melalui hubungan dua arah antara government,business, dan academia. Peran government memiliki porsi yang lebih besar untuk mempersiapkan payung regulasi dalam perencanaan sektoral yang akan dilaksanakan oleh business dan academia. Penelitian ini digunakan metode kualitatif deskriptif bertujuan untuk mendeskripsikan secara jelas masalah penelitian tentang potensi kolaborasi triple helix serta implikasi bagi wisata bahari di Indonesia. Government berperan dalam menyediakan kerangka regulasi (RPJM dan Perda); business memberikan bantuan finansial dalam program CSR; sedangkan academia menyusun master plan pemberdayaan sekaligus menjadi fasilitator dalam lingkup kegiatan pengabdian kepada masyarakat.

Abstract

Maladministration is an inapropriate behavior which is not compatible with the principle of a good public service. Citizens often unsatisfied with the service they received. Number of public service executors do not give the procedural sevice, take too much time, do the illegal extraction, and there are numbers of aladministration happened in public service execution. Indonesian Republic’s Ombudsman is a vice Ombudsman in Middle Java fuctioned to monitor and prohibit maladministration in Middle Java. In monitoring, Ombudsman takes action in finishing the report from the citizens through clarification, investigation, and create a conclusion and decision in form of recomendation and suggestion. The aim of this research is to analyze the work and the factors involves Indonesian Ombudsman’s work in Middle Java in handling the report. The theory used in this research is work by considering the Productivity, Service Quality, Responcivity, Responsibility, and Accountability. This research used Qualitative research method with Descriptive data processing. The data was collected by using interview, observation, and documentation. By using core informant as the main sourse and triangulation technique as the source of valid data. After the research, the Indonesian Republic’s Ombudsman in Middle Java is ategorized to good. But it can’t be said as an optimal one because there are some obstacles in finishing the report for human resources, material, facility, and the agency, and the citizens’ undertstanding about Ombudsman right is still bad.

Abstract

The significant growth of urban population gives impact to the increasing waste production. One of main concern of Local Government of Magelang is the waste management. Waste volume in Magelang increasing significantly become 160,58 M (2015) with 136,75 M transported waste which equal to .85,16% and 96% of population have been served by waste management network. This paper uses descriptive approach. Main focus of research is Responsiveness of Environment Unit on Waste Management in Magelang. Research’s result explain that Environment Unit waste management responsiveness manifest at (1) Potential responsiveness, involving community to create waste management policy, (2) actual responsiveness, fulfilment of community interest in waste management, (3) Resources Commitment responsiveness in waste management by integrated institution aspect, technical, and funding.

Abstract

Fisherman Village Development in Tambak Lorok is one of the maritime tourism destinations which is the step of the Semarang City Government to improve the welfare of the people in Tambak Lorok Village. This study aims to examine the implementation of tourism policies in the village of Tambak Lorok, Tanjung Mas Village, Semarang City. The method used: qualitative descriptive research methods, gathering information using observation and interview techniques, determining informants using snowball sampling technique. The results of the study: (a) The government has facilitated the establishment of marine tourism villages in Tambak Lorok (b) patterns of community behavior are difficult to change so that it can hinder development and (3) cooperation between actors in the development of maritime tourism is not optimal. The recommendations that an be given are: the need for an increase in joint commitment and subsequent researchers are advised to take a different focus from this research.

Abstract

Proses penyaluran dana BOS dinilai belum terimplementasi dengan baik sehingga muncullah keluhan dari sekolah-sekolah. SMA Negeri 1 Halut misalnya menjelaskan berbagai dampak yang muncul akibat keterlambatan pencairan. Sesuai dengan Peraturan Menteri Pendidikan dan Kebudayaan Republik Indonesia Nomor 3 Tahun 2019 tentang Petunjuk Teknis Bantuan Operasional Sekolah Reguler, bahwa penyaluran dana BOS Reguler di awal triwulan I (untuk penyaluran triwulanan) dan semester I (untuk penyaluran semesteran), namun kenyataannya selalu mengalami keterlambatan setiap tahunnya. Tujuan penelitian untuk menganalisis: 1). Faktor-faktor apa saja yang mempengaruhi keterlambatan proses pencairan dana BOS; dan 2). Seperti apakah dampak yang muncul karena keterlambatan dana yang masuk di SMA Negeri 1 Halmahera Utara. Ada beberapa variabel penting yang harus diperhatikan agar kebijakan dapat terimplemtasi dengan baik.
