FOKUS, Jurnal Ilmu Sosial dan Politik, kali ini memulai tampil dalam kemasan baru. Tampilan dan gaya baru bukanlah berarti menafikkan eksistensi dan substansi keilmuan, terutama ranah kajian administrasi publik. Terbitan ke 17 nomor 1, Maret 2019, tentunya banyak harapan dan tantangan yang masih harus dibenahi oleh Tim Penyunting. terutama yang berkaitan dengan isi, dimana edisi Jurnal kali ini belum dapat menyatukan tulisan dalam satu tofik (monograf). Namun demikian, tidaklah berarti mengurangi telaah substansi pembahasan sebuah persoalan keilmuan. Kritik yang bermanfaat sangat dihargai, namun bukan berarti kritik yang tidak bermanfaat tidak dihargai, hanya barangkali cara menempatkan kritik itu yang berbeda. Sebab semua kritik tentulah bermanfaat terlebih untuk Jurnal FOKUS ini. Semoga Jurnal FOKUS kedepan akan tampil semakin sempurna dan mampu menggugah kesadaran untuk menampilkan tulisan yang sangat erat terkait dengan ruang lingkup Ilmu Administrasi Publik dan mencapai tujuan bernegara yang bermuara pada penyelesaian persoalan publik (masyarakat), tentunya kontribusi yang tidak sebatas ide semata, namun yang sangat utama tentulah aksi-aksi (actions) konkrit.

Abstract

Abstrak This study aims to identify and analyze the role of the village head in implementing development in Empakan Village, Kayan Hulu District, Sintang Regency. This study uses a qualitative approach with descriptive methods. Data collection techniques were conducted through in-depth interviews, observation, and documentation. Informants in this study consisted of the village head, village officials, the Village Consultative Body, community leaders, and the Empakan Village community. Data analysis was carried out through the stages of data reduction, data presentation, and conclusion drawing and verification. The research results indicate that the Village Head's role in village development planning has been quite effective through the implementation of village deliberations involving various community elements. In implementing development, the Village Head acts as the coordinator and person responsible for development activities, both physical and non-physical. Village development is monitored through direct monitoring and collaboration with the Village Consultative Body, although implementation is not yet fully optimal. Obstacles faced in implementing village development include limited human resources within the village apparatus, budget constraints, geographical conditions, and uneven community participation. Based on these research results, it can be concluded that the Village Head's role in implementing development in Empakan Village, Kayan Hulu District, Sintang Regency has been quite effective, but still needs improvement, especially in the areas of oversight and community empowerment to achieve sustainable village development

Abstract

Abstract: The main problem examined in this research is the development of road infrastructure in villages in Sintang Regency. Therefore, the objectives of this study are to determine, describe, and analyze the development of road infrastructure in villages in Sintang Regency. This research method uses descriptive research. The subjects were the Village Head, Hamlet Head, and the community. The research techniques used for data collection were observation, interviews, and documentation studies, with data analysis using qualitative descriptive analysis methods. The results of this study indicate that the majority of residents support the improvement of village road infrastructure in planning village road development to facilitate daily activities and economic progress. Community participation in road infrastructure development has been effective in decision-making, implementation, and utilization. The conclusion of this study is that village road development planning has been carried out through the construction of new roads and repairs to facilitate daily activities and economic progress. Community participation in road infrastructure development has involved all elements of the community. Coordination has been established.

Abstract

Accountability is a crucial pillar in realizing good governance that determines the credibility of public institutions. This study aims to analyze in depth the implementation of accountability at the Department of Community Empowerment and Village Government (DPMPD) of Sintang Regency, covering program, financial, and performance aspects. This research employs a descriptive qualitative approach. Data were collected through field observations, in-depth interviews with key informants (Head of Department, Head of Human Resources Division, and relevant staff), and documentation studies. The data analysis technique uses the Miles and Huberman interactive model, which includes data reduction, data display, and conclusion drawing. The results show that DPMPD Sintang Regency has transformed its accountability system through integrated administrative mechanisms and the initiation of service digitalization. This is evidenced by the utilization of various digital platforms such as SIPADES, SISKEUDES, SIKADES, and other supporting applications that function as transparency instruments and consultation channels for village governments. Although institutional systems and technology are already in place, the effectiveness of accountability in the field still faces structural challenges, including limited HR competence at the village level in operating digital systems, the vast geographical reach of the region, and low community participation in public oversight. The conclusion of this study is that DPMPD already possesses a strong systemic accountability foundation but requires continuous harmonization through the strengthening of village official capacity and the equalization of technological infrastructure to achieve ideal government governance.

Abstract

Abstract: This study discusses the implementation of the Sintang Regent’s Circular Letter policy on the termination of single-use plastic usage and its replacement with environmentally friendly containers. This policy was issued as an effort by the local government to reduce the negative impacts of plastic waste on the environment and public health. The research employed a descriptive qualitative method, with data collected through interviews, observations, and documentation. Data analysis was conducted through data reduction, data presentation, and conclusion drawing. The results of the study indicate that the implementation of the policy to discontinue the use of single-use plastics in Sintang Regency has been carried out, but has not yet been optimal. This is due to a lack of socialization, low public awareness, and limitations in supervision and sanctions. On the other hand, supporting factors include the commitment of the local government and the increasing environmental awareness among some members of the community. It is recommended that the local government enhance continuous socialization efforts, strengthen supervision, and provide incentives to business actors who use environmentally friendly containers in order to support the successful implementation of the policy. Abstract

Abstract: Abstract This research aims to analyze and describe the service of the Keling Kumang Digital (KKD) application for members of the CU Keling Kumang Central Office Branch. The rapid growth of digital users, reaching 1,004 members by 2025, necessitates an evaluation of service quality. The research focuses on three main aspects: application features, ease of access, and member satisfaction. The method used is descriptive qualitative, with data collection through observation, interviews, and documentation. Preliminary findings indicate that while the application provides comprehensive features such as balance checks, transfers, and bill payments, technical issues like network dependency and the absence of QRIS features remain challenges. This study provides recommendations for the IT department to improve system reliability and feature updates to enhance user satisfaction. Abstract

The development of information and communication technology has encouraged cooperative institutions to transform their service systems to remain competitive and relevant in the digital era. Many cooperatives still experience limitations in administrative management, transaction recording, and service delivery due to manual systems. This study aims to analyze cooperative digitalization as an effort to improve service effectiveness. The research employed a descriptive qualitative approach involving cooperative managers, employees, and members as research subjects. Data were collected through interviews, observations, and documentation. Data analysis was conducted through data reduction, data presentation, and conclusion drawing. The results indicate that cooperative digitalization has been implemented through information system utilization in managing membership data, financial transactions, and service delivery. Digitalization contributes to improving service effectiveness, particularly in service speed, data accuracy, service accessibility, and transparency of cooperative management. Members can access financial information and conduct transactions more efficiently through digital systems. However, several challenges remain, including limited human resource competencies, inadequate technological infrastructure, and member adaptation to digital services. Therefore, continuous training, infrastructure development, and member education are necessary to optimize digital service implementation. This study concludes that cooperative digitalization is a strategic effort to improve service effectiveness and strengthen cooperative competitiveness in the digital transformation era. Abstract

Empowering women to occupy leadership positions is necessary because women have equal rights and opportunities as men to participate in development and governance, including in strategic positions. The government has established various policies and programs aimed at achieving gender equality and justice. However, in practice, these policies have not been fully implemented optimally. This condition is reflected in the low representation of women in leadership positions compared to men. Various efforts have been made to encourage the empowerment of female civil servants, one of which is by providing equal opportunities for women to occupy positions that were previously dominated by men. However, in percentage terms, the number of women in leadership positions is still relatively low. Therefore, women strive to improve their capacity through education and knowledge development, both formally and informally. In addition to improving their competence, women also strive to create a conducive, supportive work environment and develop their potential in carrying out their duties and responsibilities. Active participation in meetings and decision-making processes is an important part of these empowerment efforts. On the other hand, women are still faced with the dual roles of being workers and household managers, which often causes them to feel overwhelmed.

Abstract

This study examines the implementation of Indonesia's 3 kg subsidized LPG policy and the mechanisms producing localized access inequality. Utilizing a qualitative case study approach, data were gathered through in-depth interviews and field observations with street-level actors—agents, distributors, retailers—and low-income households. Findings reveal a significant implementation gap, where formal policy objectives are subverted by the discretionary practices of frontline bureaucrats. Operating within conditions of chronic supply scarcity, weak oversight, and complex social pressures, these actors enact selective distribution, personalize access, and set prices above official rates. Consequently, access is determined not by formal eligibility but by an individual's social capital, personal networks, economic means, geographic location, and bureaucratic literacy. The analysis demonstrates that inequality is not a passive outcome but is actively produced and normalized through these everyday administrative practices. This systematically excludes the most vulnerable, often forcing them back to traditional fuels. Thus, the subsidy is transformed from a tool for social justice into an arena for negotiating and entrenching local power relations. The study concludes that the policy's failure is socio-political, rooted in micro-level implementation politics that reinforce the very disparities the policy aims to reduce. Effective reform therefore requires moving beyond technical fixes to strengthen local governance, curtail arbitrary discretion, and foster inclusive oversight and community participation to ensure equitable distribution.

Abstract

This research examines how the implementation of technology in the Integrated Dynamic Archiving Information System (SRIKANDI) at the Regional Secretariat of Sekadau Regency has changed the way archives are managed. The purpose of this study is to evaluate how well SRIKANDI functions in improving transparency and efficiency in archive management, speeding up document searches, and digitizing archives to support more efficient government administration. This research was conducted thru a descriptive qualitative field study with interviews with relevant sources, such as the Regional Secretary, Head of the General Affairs Section, and the SRIKANDI Administrator. Research shows that SRIKANDI successfully reduced the time spent manually searching for documents. Documents and archives can be stored digitally with this system, improving security, ease of access, and data transparency. Additionally, SRIKANDI accelerates decision-making and optimizes administrative processes. However, there are issues such as employes not yet understanding digital technology and disruptions due to unstable internet connections. These obstacles add to the time required to complete administrative tasks and disrupt the smooth operation of the system in some areas. This study found that SRIKANDI helps modernize archive management in the Regional Secretariat of Sekadau Regency, although there are some issues that need to be addressed. Therefore, continuous training and improvement of technological infrastructure are needed for this application to work better in the future to support effective and transparent government administration.

Abstract

The improvement and development of apparatus resources are carried out through education and training, such as in the field of administration, which includes education in archiving and letter writing. In the field of government, it includes making letters and determining letter numbers related to sub-district government, as well as financial management, such as general cash books, auxiliary cash books for receipts, and expenditure cash books. Additionally, in the field of community affairs, it includes procedures for making population reports, population data collection, and making letters such as certificates of obtaining identity cards, family cards, birth certificates, and certificates of economic inability (poverty). Besides government training, there are also training for civil servants and promotion training. With education and training, it can add experience and skills or expertise in carrying out tasks, thereby increasing efficiency and reducing costs. This study aims to describe and illustrate the improvement and development of apparatus through education and training, as well as motivation and coaching for employees. This type of research uses qualitative descriptive research, which describes the actual situation in the field, while the research subjects are the Head of Sub-district and the Head of Employee Development Section. Data collection tools used are interview guidelines, observation, and documentation. Based on the research findings, it can be concluded that the development of apparatus resources has been carried out through training and education, as well as good coaching and work motivation. The suggestion that can be proposed is that education and training, motivation, and coaching should be carried out continuously and maintained.
