FOKUS, Jurnal Ilmu Sosial dan Politik, kali ini memulai tampil dalam kemasan baru. Tampilan dan gaya baru bukanlah berarti menafikkan eksistensi dan substansi keilmuan, terutama ranah kajian administrasi publik. Terbitan ke 17 nomor 1, Maret 2019, tentunya banyak harapan dan tantangan yang masih harus dibenahi oleh Tim Penyunting. terutama yang berkaitan dengan isi, dimana edisi Jurnal kali ini belum dapat menyatukan tulisan dalam satu tofik (monograf). Namun demikian, tidaklah berarti mengurangi telaah substansi pembahasan sebuah persoalan keilmuan. Kritik yang bermanfaat sangat dihargai, namun bukan berarti kritik yang tidak bermanfaat tidak dihargai, hanya barangkali cara menempatkan kritik itu yang berbeda. Sebab semua kritik tentulah bermanfaat terlebih untuk Jurnal FOKUS ini. Semoga Jurnal FOKUS kedepan akan tampil semakin sempurna dan mampu menggugah kesadaran untuk menampilkan tulisan yang sangat erat terkait dengan ruang lingkup Ilmu Administrasi Publik dan mencapai tujuan bernegara yang bermuara pada penyelesaian persoalan publik (masyarakat), tentunya kontribusi yang tidak sebatas ide semata, namun yang sangat utama tentulah aksi-aksi (actions) konkrit.

Abstract

Social conflict in Sintang Regency, West Kalimantan, arises from the region’s ethnic, religious,and socio-economic diversity, as well as its complex history of disputes. Notable incidents, includingreligious tensions and land boundary conflicts, underscore the urgency of a systematic approach to conflictresolution. This study aims to analyze the implementation of collaborative governance in addressing socialconflict in Sintang, using three indicators proposed by Ansell and Gash: initial conditions, thecollaborative process, and facilitative leadership. A qualitative descriptive method was employed, involvingfield studies, interviews, observations, and documentation. The findings reveal that synergy among localgovernment— through the National Unity and Political Agency (Kesbangpol), the Community EarlyWarning Forum (FKDM), religious and traditional leaders, and other community stakeholders— plays avital role in facilitating early conflict detection, building mutual trust, and fostering inclusive dialogue.Challenges such as sectoral egos, limited resources, and ineffective communication can be mitigatedthrough active community engagement, the use of information technology, and the enhancement of localleadership capacities. Consequently, collaborative governance proves to be an effective approach forpromoting social stability and harmony in Sintang Regency

Abstract

Raja Ampat, known as the world's ecotourism paradise for its rich marine biodiversity, now faces a major dilemma between nickel mining exploitation and the preservation of sustainable tourism. On one hand, the increasing global demand for nickel makes this region a target for the expansion of the mining industry. On the other hand, the tourism sector has proven to make a significant contribution to local revenue and the well-being of the local community. This research aims to analyze the tension between these two development interests, as well as their impact on the environment and indigenous communities. Using a qualitative descriptive method with a literature study approach, the study results show that mining activities have a negative impact on the marine ecosystem, customary laws such as "sasi," and the local social structure. Conversely, sustainable tourism can promote environmental conservation while providing long-term economic benefits. However, tourism also brings its own challenges, such as coral reef degradation due to tourist activities and a lack of regulation for managing visits. Therefore, strengthening conservation policies, engaging indigenous communities, and rejecting mining are strategic steps in maintaining the ecological and developmental balance of Raja Ampat.

Abstract

Technically, the Puskesmas is tasked with providing services that include treatment, prevention, health improvement, and health recovery services aimed at all residents in its working area. The research objectives can be analyzed and described the principles and concepts of Excellent Service at Puskesmas by conducting Descriptive research. Data collection techniques used are, indepth interviews with purposive informants, observation and documentation studies. The principles and concepts of Excellent Service at Puskesmas are prioritizing the community/patient, an effective system, serving with conscience, making continuous improvements and empowering the community/patient. The implementation of Excellent Service at the Health Center is a renewal of service design through several activity steps, namely determining the type of service, appreciating community/patient activities and designing service processes. It is recommended that Puskesmas apply the Health Service Process Model as a whole, especially formulating goals and objectives as guidance in the implementation of health service policies provided.

Abstract

Management of Village-Owned Enterprises (BUMDes) as an effort by the village government to increase Village Original Income through independent businesses with capital participation sourced from village original income. The results of the study indicate that BUMDes management is carried out by forming a management structure that aims to organize administration and regulate business management. Community participation in BUMDes is by being directly involved as clean water customers and being willing to pay monthly fees that are used for maintenance costs and capital for other business developments. The conclusion of the study is that BUMDes management is carried out in accordance with management guidelines through the formation of a management structure that is responsible to the village government as a capital provider in BUMDes businesses. Community participation in the utilization of BUMDes is directly involved in maintaining BUMDes assets and businesses. Suggestions Maintain the BUMDes management system that has been running so far and improve administrative management based on work performance. Increase community participation in various participations both directly and indirectly on the performance of village administrators and governments.

Abstract

in Sekadau Regency. The objectives of this study are to understand, describe, and analyze the implementation of Child Identity Cards in Sekadau Regency. This research method used descriptive research. The subjects were the Head of the Civil Registration Service, the Head of the Population and Civil Registration Services Division, and several community members who received services. The research techniques used for data collection included observation, interviews, and documentation studies, with data analysis using qualitative descriptive analysis. The results of the study indicate that information dissemination and outreach related to the Child Identity Card Program have been implemented, with partnerships established with other institutions in education and health, and outreach efforts at the village level, as well as the use of social media. Resources are sufficient, supported by legal instruments as a basis for implementation, human resources, facilities, infrastructure, and a budget provided by the government, enabling services to be implemented in the Child Identity Card Program. Dispositions have been implemented, with the implementation of core tasks and functions, particularly in the field of population registration services, as a commitment to issuing Child Identity Cards. However, community support is still needed. The researcher recommends the following: Information dissemination and outreach related to the Child Identity Card Program should be continuously improved, particularly through social media and websites. Resources need to be optimized as a basis for service delivery in the implementation of the Child Identity Card Program in Sekadau Regency. The disposition for continued optimization requires support from discipline and active community cooperation for the success of the government program.

Abstract

This study investigates the role of Gawai Dayak Festival in Sintang as a crucial arena for thereconstruction of Dayak ethnic identity. Using a qualitative approach and case study method, data wascollected through participatory observation, in-depth interviews with traditional leaders, organizers,attendees, and visual documentation. The findings show that beyond the usual harvest thanksgivingcelebration, the Gawai Dayak Festival is utilized as a strategic platform for demonstrating both thesustainability and the evolution of Dayak culture. The festival not only visually articulates ethnic identitythrough traditional clothing, dance, and music, but also embodies political and social statements that affirmDayak presence and resistance within a context of modernization and cultural plurality. Moreover, Gawaiserves as a cultural stage for negotiating values between tradition and modernity, the sacred and thecommodified, and local and national identity. Thus, Dayak identity is presented not as something static orfixed concepts, but as a construct that is continuously changing, produced, and negotiated throughcultural practices taking place in public space. This study contributes to advancing the theoreticalunderstanding of cultural identity as a discursive and performative process embedded within contemporarysocial and political contexts. The research recommends the need to sustain such festivals due to theiressential role for indigenous communities in responding to the dynamics of modernity. Further studies canbe directed towards exploring the comparative dimension of this process across various indigenous culturalfestivals in the regional area, to obtain a more comprehensive understanding of the construction andnegotiation of cultural identity in a contemporary context.

Abstract

The Purpose of the research was to identify, how the role of social capital was in the development of a credit union of “Keling Kumang” that consisted of the Strategy of the board of the Credit Union in developing a trust, network development, and the establishment of a shared value. The data for the research was collected through interview, observation, as well as documentation. Based on the result of the interviews, it was concluded that social capital has been taken into account in the development process of “Keling Kumang” Credit Union. The element of social capital in the forms of trust, networks and shared value have been fundamental for the Credit Union of “Keling Kumang”. The strategy that have been applied to raise trust was by the implementation of open and transparant management of the credit union; in the process of the networks development, the strategy was by the application of cooperation with institutions, both domestic and foreign ones, and also developing a member enterpreneurs whereas in the development of a shared value, was through education and undergoing some activities of “Keling Kumang” Credit Union which were based on the shared value.The indicators of the development of the Credit Union of „Keling Kumang” were the raising number of members, raising amount of savings, as well as the assets of the Credit Union of „Keling Kumang”.

Abstract

Public service is one of the essential aspects of governance that plays a role in meeting the needsof society. This study aims to analyze the performance of public services in the issuance of electronic IDcards (e-KTP) at the District Office of Pulau Haruku, Central Maluku Regency. This research employs aqualitative descriptive method, utilizing data collection techniques such as observation, interviews, anddocumentation. The findings indicate that public service performance at the Pulau Haruku District Officestill faces several challenges, including limited infrastructure, a lack of skilled technical personnel, and anadministrative system that is not yet optimal. However, efforts to improve services continue throughenhancing staff competencies and providing more transparent information to the public. Based on theresearch findings, it is recommended that the local government allocate a budget for improving serviceinfrastructure, increase training for service personnel, and accelerate the integration of digital systems toenhance efficiency in e-KTP issuance. With these measures, it is expected that the quality of public servicesin Pulau Haruku District can be optimized and meet the expectations of the community

Abstract

Penelitian ini bertujuan untuk mengetahui Pengaruh Kepuasan Kerja dan MotivasiTerhadap Komitmen Organisasional Pegawai Negeri Sipil Dinas Pemberdayaan Masyarakat danPemerintahan Desa Kabupaten Sintang. Jenis penelitian ini adalah penelitian asosiatif denganpendekatan deskriftif kuantitatif. Sampel peneltian ini sebanyak 35 orang yang terdiri dariPegawai negeri Sipil Dinas Pemberdayaan Masyarakat dan Pemerintahan Desa KabupatenSintang. Dalam penelitian ini terdapat dua variabel bebas yaitu motivasi dan kepuasan kerja (X1dan X2) dan satu variable terikat yaitu komitmen organisasional (Y1). Hasil dari penelitian inimenunjukan bahwa Kepuasan Kerja dan Motivasi secara simultan berpengaruh signifikanterhadap Komitmen Organisasional pada. Selanjutnya dari hasil uji parsial bahwa Kepuasan kerjaberpengaruh secara parsial terhadap Komitmen Organisasional namun motivasi tidak berpengaruhsecara parsial terhadap komitmen organisasional pada Dinas pemberdayaan masyarakat danPemerintahan Desa Kabupaten Sintang.

Abstract

This study aims to determine and analyze the influence of training and career opportunities on employee work motivation at the Head Office of KSP CU Usaha Kita in Sekadau Regency. Data collection was conducted using questionnaires. The population consisted of employees at the Head Office of KSP CU Usaha Kita in Sekadau Regency. The sample size was 28 respondents. The analysis used was multiple linear regression assisted by SPSS version 26. The results of the study, based on validity and reliability tests, indicated that all items were valid and reliable. The multiple linear regression model to predict the variables of training (X1) and career opportunities (X2) affecting the work motivation variable (Y) is formulated as follows: Y = -0.544 + 0.334 X1 + 0.682 X2. The obtained probability value (sig F change) and Pearson's correlation coefficient were 0.756 and 0.856, respectively. The correlation table shows that the relationships between variables X1, X2, and Y are in the strong category. The t-test results show significance levels of 0.021 and 0.000, both less than 0.050. The hypothesis of this study is that training (X1) and career opportunities (X2) have a significant effect on work motivation (Y). The F-test results with a significance level of 0.000 < 0.05 indicate that training and career opportunities significantly influence work motivation (Y). The coefficient of determination results show a value of 78.5%.
