FOKUS, Jurnal Ilmu Sosial dan Politik, kali ini memulai tampil dalam kemasan baru. Tampilan dan gaya baru bukanlah berarti menafikkan eksistensi dan substansi keilmuan, terutama ranah kajian administrasi publik. Terbitan ke 17 nomor 1, Maret 2019, tentunya banyak harapan dan tantangan yang masih harus dibenahi oleh Tim Penyunting. terutama yang berkaitan dengan isi, dimana edisi Jurnal kali ini belum dapat menyatukan tulisan dalam satu tofik (monograf). Namun demikian, tidaklah berarti mengurangi telaah substansi pembahasan sebuah persoalan keilmuan. Kritik yang bermanfaat sangat dihargai, namun bukan berarti kritik yang tidak bermanfaat tidak dihargai, hanya barangkali cara menempatkan kritik itu yang berbeda. Sebab semua kritik tentulah bermanfaat terlebih untuk Jurnal FOKUS ini. Semoga Jurnal FOKUS kedepan akan tampil semakin sempurna dan mampu menggugah kesadaran untuk menampilkan tulisan yang sangat erat terkait dengan ruang lingkup Ilmu Administrasi Publik dan mencapai tujuan bernegara yang bermuara pada penyelesaian persoalan publik (masyarakat), tentunya kontribusi yang tidak sebatas ide semata, namun yang sangat utama tentulah aksi-aksi (actions) konkrit.

Abstract

This study was motivated by the importance of social media platforms such as WhatsApp, TikTok, and Instagram as effective promotional tools in business competition. FW Modelling School and Performance Academy stands as the only modeling and traditional dance school in Sintang that employs administrative staff to manage its visual promotions. However, the institution faces a decline in student enrollment due to low brand awareness, a shortage of professional instructors, limited administrative expertise, and the business owner’s lack of digital marketing knowledge. The research question is: What is the Social Media Promotion Strategy at FW Modelling School and Performance Academy in Sintang? Scope: content quality, building trust, interaction and community, ad targeting, collaboration, and monitoring and evaluation. This study employs a descriptive qualitative method. Data collection: interviews, observations, and documentation. Informants: business owners, administrators, and students. Data collection techniques: interviews, observations, and documentation, as well as tools such as interview guidelines, observation checklists, and documentation instruments. Data analysis was conducted in four stages: collection, reduction and classification of raw data, data presentation, and drawing conclusions. This study reveals that the use of Instagram and WhatsApp through aesthetically pleasing visual content—such as photos and videos—effectively increases brand awareness, two-way interaction, and audience trust. The success of these promotional efforts is supported by prompt responses from administrators, the formation of digital communities, and strategic collaborations with external partners that boost the institution’s credibility. However, content management still requires greater creativity, consistency in posting schedules, and optimization of paid advertising to expand market reach. On the other hand, the implementation of a monitoring and evaluation system has proven to contribute positively to maintaining the accuracy of information, service quality, and building a long-term reputation. To improve digital marketing, administrators should increase behind-the-scenes content, regularly post cost details, and create interactive educational content on social media. Additionally, management should participate in paid advertising training, expand partnerships with local influencers, and implement a consistent weekly posting schedule.

Abstract

This study aims to analyze the performance of village officials at the Village Office. The research participants consisted of the Village Head, the Village Secretary, and the Chairperson of the Village Consultative Body (BPD). This study employed a descriptive qualitative approach, with data collected through interviews, observations, and documentation. The findings indicate that the performance of the village officials has been carried out effectively. This is reflected in their ability to prepare the Village Revenue and Expenditure Budget (APBDes) and the Village Government Work Plan (RKPDes), as well as to implement various planned programs. Furthermore, the village officials have performed their duties and functions in accordance with their assigned responsibilities. Their accountability is also demonstrated through the provision of public services characterized by professionalism, timeliness, and dedication in completing every task. Based on the research findings, it can be concluded that the performance of the village officials has been in accordance with their primary duties and functions. Nevertheless, efforts are still needed to improve the quality of human resources, particularly in updating population data on a monthly basis and ensuring the timely input of the village financial management system. In addition, enhancing discipline, professionalism, and work commitment is essential to further improve the quality of public services provided to the community.

Abstract

Abstract: This study aims to describe the implementation of digital transformation at LPP RRI Sintang in terms of the aspects of transmission, clarity, and consistency based on George C. Edwards III's policy implementation theory. This study employed a descriptive qualitative research approach. Data were collected through observation, interviews, and documentation, while data analysis was conducted using an interactive model consisting of data collection, data reduction, data presentation, and conclusion drawing. The findings indicate that the implementation of digital transformation at LPP RRI Sintang has been carried out fairly well. In terms of the transmission aspect, information regarding the digital transformation policy has been communicated through coordination meetings, briefings, socialization activities, and internal communication media, although the dissemination of information has not yet reached all employees evenly. Regarding the clarity aspect, the objectives, procedures, and implementation mechanisms of digital transformation have been clearly communicated through socialization programs and technical assistance. However, some employees still require further explanation regarding updates to the digital system. Meanwhile, in terms of the consistency aspect, the management has continuously conducted monitoring, evaluation, and provided regular guidance to ensure that the implementation of digital transformation remains aligned with organizational policies, although differences in employees' levels of compliance and adaptation to technological changes are still evident. Abstract

This study aims to examine the role of the customary leader in resolving land disputes that frequently occur between the community and companies or among community members. The role of the customary leader is highly strategic, as they possess knowledge of land ownership history and can foster community trust throughout the various stages of dispute resolution. The study seeks to describe the role of the customary leader in resolving land disputes at the village level. The findings indicate that the village customary leader plays a strategic role during the mediation phase between disputing parties; this mediation process involves coordination with the village head, the disputing parties, and sub-district and district government authorities.

Abstract

The aim of this thesis is to analyze the degree of effectiveness of the work of the Complaint Management Team at the Investment and One-Stop Integrated Services Office (DPMPTSP) of Melawi Regency and to explain the reasons why the office receives a small number of complaints from the public. The problems that this research are the absence of guidance/evaluation by the superiors to the Complaint Management Team of DPMPTSP Melawi Regency, inadequate training of the team on how to handle complaints, and the low number of complaints that are submitted to the office. This study aims to determine the level of effectiveness of the performance of the Complaint Management Team and to determine the factors that contribute to the low number of complaints received by the Investment and One-Stop Integrated Services Office (DPMPTSP) Melawi Regency. The study is descriptive qualitative. The data were collected by means of interviews and documentation. The analysis of the data was founded on the theory of Duncan that comprises goal achievement, integration, and adaptation to assess the effectiveness of the performance of the Complaint Management Team at DPMPTSP Melawi Regency. The results indicate that the Complaint Management Team at DPMPTSP Melawi Regency is not yet effective in the following aspects: Goal attainment: The goals of complaint management have not been met completely. Integration: The degree of socialization and outreach to the population is low. Adaptation: The adoption of Presidential Regulation No. 76 of 2013 and Regulation of Ministry of State Apparatus Utilization and Bureaucratic Reform No. 3 of 2015 has not been ideal. Some of the reasons why DPMPTSP Melawi Regency received few complaints are: poor human resource quality, poor facilities and infrastructure, poor community engagement, the absence of direction and appraisal by seniors, lack of enforcement of Regulation of Ministry of State Apparatus Utilization and Bureaucratic Reform No. 3 of 2015.

Abstract

Waste management in Ngabang District, Landak Regency, has become a primary concern for the local government due to increasingly complex challenges. The rising volume of waste due to population growth and economic activities, limited infrastructure, and low public awareness regarding waste disposal are key issues that need urgent resolution. The Landak Regency Government has issued Regional Regulation No. 3 of 2015 on Waste Management; however, its implementation remains suboptimal. Various obstacles persist, including institutional weaknesses, limited understanding among stakeholders, and challenges in on-the-ground application. This research aims to analyze the implementation of waste management policies in Ngabang District using Charles O. Jones' theoretical framework, which emphasizes three main variables: organization, interpretation, and application. Through a qualitative approach, this study will deeply explore the organizational structure and coordination among relevant agencies, the extent of understanding and consistency in interpretation among implementers and the community, as well as the policy application process on the ground, including technical and operational challenges faced. The research findings indicate that, organizationally, the structure of the Landak Regency Environmental Agency (DLH) is clear but hindered by limited infrastructure and budget constraints. In terms of interpretation, the DLH has conducted socialization efforts, though their frequency and intensity remain limited, resulting in uneven public understanding of the policy. Regarding application, policy implementation is suboptimal due to an imbalance between waste volume and transportation capacity, as well as the application of administrative sanctions, which are still limited to warnings.
