FOKUS, Jurnal Ilmu Sosial dan Politik, kali ini memulai tampil dalam kemasan baru. Tampilan dan gaya baru bukanlah berarti menafikkan eksistensi dan substansi keilmuan, terutama ranah kajian administrasi publik. Terbitan ke 17 nomor 1, Maret 2019, tentunya banyak harapan dan tantangan yang masih harus dibenahi oleh Tim Penyunting. terutama yang berkaitan dengan isi, dimana edisi Jurnal kali ini belum dapat menyatukan tulisan dalam satu tofik (monograf). Namun demikian, tidaklah berarti mengurangi telaah substansi pembahasan sebuah persoalan keilmuan. Kritik yang bermanfaat sangat dihargai, namun bukan berarti kritik yang tidak bermanfaat tidak dihargai, hanya barangkali cara menempatkan kritik itu yang berbeda. Sebab semua kritik tentulah bermanfaat terlebih untuk Jurnal FOKUS ini. Semoga Jurnal FOKUS kedepan akan tampil semakin sempurna dan mampu menggugah kesadaran untuk menampilkan tulisan yang sangat erat terkait dengan ruang lingkup Ilmu Administrasi Publik dan mencapai tujuan bernegara yang bermuara pada penyelesaian persoalan publik (masyarakat), tentunya kontribusi yang tidak sebatas ide semata, namun yang sangat utama tentulah aksi-aksi (actions) konkrit.

Abstract

This study discusses the role of education and training management in improving the quality of public services in government agencies. The background of this study stems from the need to improve the competence of civil servants so that they are able to provide fast, accountable services that meet the demands of modern society. The purpose of this study is to determine how training management, from planning and implementation to evaluation, affects the improvement of ASN capabilities and professionalism. The method used is descriptive qualitative with a literature study and official document analysis approach. The results show that good training management can improve employees' technical knowledge, social skills, and professional attitudes. In addition, the use of participatory and technology-based learning methods such as e-learning has been proven to increase the effectiveness of training. Continuous evaluation is also an important factor in ensuring the success of training programs. Overall, this study confirms that professional training management oriented towards competency development is a long-term investment in efforts to improve the quality of public services and realize good governance.

Abstract

Abstrak: Keamanan pangan merupakan isu krusial dalam kesehatan masyarakat karena kualitasmakanan yang dikonsumsi masyarakat sangat dipengaruhi oleh praktik higiene dan sanitasipada proses penyajian serta pengolahan makanan. Di wilayah Banjarmasin Tengah, pedagangmakanan jalanan dan usaha kecil kuliner berkembang pesat, namun banyak praktik yang belummemenuhi standar keamanan pangan seperti penggunaan plastik tidak layak konsumsi,pengolahan makanan tanpa alat pelindung, serta minimnya sanitasi peralatan. Penelitian inibertujuan mengevaluasi pelaksanaan promosi kesehatan lingkungan oleh Puskesmas dalammendukung penerapan praktik keamanan pangan di kalangan pedagang makanan. Metode yangdigunakan adalah pendekatan kualitatif dengan teknik wawancara mendalam, observasilapangan, dan dokumentasi. Temuan penelitian menunjukkan bahwa Puskesmas telahmelakukan beberapa upaya seperti sosialisasi, penyuluhan, dan monitoring, tetapipelaksanaannya belum konsisten, belum merata di seluruh wilayah, dan belum disertaidukungan kebijakan daerah yang kuat. Hambatan utama berasal dari keterbatasan tenagasanitarian, minimnya anggaran, serta rendahnya kolaborasi lintas sektor. Meskipun demikian,pedagang menunjukkan respons positif ketika diberikan edukasi yang bersifat aplikatif dan didukung dengan alternatif bahan yang lebih aman. Hasil penelitian ini menegaskan bahwakeberhasilan promosi kesehatan lingkungan memerlukan pendekatan berkelanjutan, dukunganregulasi, pemberdayaan masyarakat, serta kolaborasi antarlembaga agar peningkatan praktikkeamanan pangan dapat dicapai secara optimal.

Abstract

This study aims to analyze the implementation of Smart City policy in improving public service quality in Ambon City as an archipelagic urban area. A descriptive qualitative approach was employed, with data collected through observation, in-depth interviews, and documentation. The research informants included officials from the Ambon City Communication and Information Office and community members as service users. Data were analyzed inductively through data reduction, data display, and conclusion drawing. The findings indicate that Smart City implementation in Ambon City has promoted digital transformation in public services, particularly within the smart governance dimension. However, its effectiveness remains limited due to constraints in human resource capacity, uneven digital infrastructure, insufficient inter-organizational coordination, and varying levels of digital literacy among citizens. Moreover, archipelagic geographical conditions and socio-cultural characteristics significantly influence the adoption of digital services. This study concludes that Smart City success depends not only on technological advancement but also on institutional capacity, implementers’ attitudes, bureaucratic structure, and the broader social, economic, and political environment. The results provide insights for developing more adaptive and sustainable Smart City policies in archipelagic regions.

Abstract

This study aims to analyze the influence of career development on organizational citizenship behavior through work engagement mediation on employees of the Housing and Settlement Service of Maluku Province. This study uses a descriptive-quantitative approach with a causal correlation type, meaning that the relationship between the independent variable and the dependent variable is a causal relationship. The population used in this study were all ASN of the Housing and Settlement Service of Maluku Province totaling 62 people. The sampling method is full sampling. Data were analyzed using path analysis. The results of the study concluded that (1) Career development has a positive and significant effect on employee OCB, (2) Career development has a positive and significant effect on employee work engagement, (3) Work Engagement has a positive and significant effect on employee OCB and (4) Career development has a positive and significant effect on OCB through Work Engagement of employees of the Housing and Settlement Service of Maluku Province.

Abstract

This study aims to formulate a strategy for preventing and handling stunting with a pentahelix approach assisted by analysis hierarchy process in West Seram District. This study was designed in a quantitative form and used a survey method. The respondents of this study consisted of officers involved in the strategy for preventing and handling stunting in West Seram District, as many as 5 academics from the field of social welfare science and the field of public administration as many as 5 people, stunting observer communities as many as 2 people, the government (1 Health Office and 1 Bappeda) and 2 information media. . The data analysis used was AHP analysis which is an analysis method used to determine the priority order of a plan. The results of the study concluded that preventing and handling stunting in West Seram District requires a holistic and strategic approach, considering the complexity of the challenges faced. Weaknesses such as ineffective coordination, inaccurate data, and low public awareness must be addressed immediately through short-term strategies such as strengthening multi-sectoral cooperation, public awareness campaigns, and data updates. These steps will provide a strong foundation for broader interventions, while increasing public participation in supporting stunting programs. Cross-sector collaboration involving the media, celebrities, the private sector, and local communities is also key to driving rapid and effective behavioral change.

Abstract

The title of this research is: Implementation of the Web-Based Academic Information System (Siakad) Policy among the students of Universitas Kapuas Sintang (Kapuas University in Sintang). The problem lies in the fact that not every student and lecturer has sufficient technological skills to use Siakad optimally, and the training and socialization processes concerning the use of Siakad among students, lecturers, and academic staff are still scarce. This study aims to describe and analyze the implementation process of the web-based Academic Information System (Siakad) policy among students at Universitas Kapuas Sintang, through the aspects of organization, interpretation, and application. The research findings indicate that in terms of organization, the structure and human resources are ready, but not optimized, especially in terms of human resources preparedness in mastering technology. In terms of interpretation, the policy has been socialized through training and guidelines, but there are still differences in perception in terms of system utilization. Meanwhile, in terms of application, the system has been applied and utilized in academic procedures, including completing the Study Plan Card (KRS) and obtaining the Study Outcome Card (KHS), even though technical and network access issues still occur. This research concludes that the web-based Siakad policy at Universitas Kapuas Sintang has been implemented, although it requires optimization in terms of human resource training, infrastructure improvement, and regular review of the system. It is recommended that the University should improve internal coordination and technical support to users to make this policy implementation more effective.

Abstract

This study aims to analyze efforts to increase sales at the Tupperware Store in Sintang District, Sintang Regency. The rapid development of the business world has encouraged companies, including household plastic product retailers, to continuously improve their marketing strategies in order to remain competitive. This research uses a qualitative descriptive approach to understand sales improvement efforts through service quality, business capital management, and the use of social media as a marketing tool. Data were collected through interviews, observations, and documentation involving store owners, employees, and customers. The results show that service quality plays an important role in creating customer satisfaction and loyalty, although employee understanding of promotional details still needs improvement. Business capital management using own capital provides flexibility in operations and stock availability, but stock shortages still occur during certain periods. Social media marketing through Instagram and Facebook has proven effective in increasing brand awareness and customer engagement, although competition with large online stores remains a challenge. Overall, improving employee training, optimizing stock management, and strengthening digital marketing strategies are key factors in increasing sales at the Tupperware Store in Sintang District.

Abstract

This study analyses the factors that influence the improvement of apparatus capacity in the digital era at the Sintang Regency Regional Secretariat through a qualitative approach with an interpretative framework. Digital transformation in bureaucracy is understood not only as the application of technology, but as a social and institutional process that involves changes in competence, policy, organisational culture, leadership, and supporting infrastructure. The results show that the digital competence of the apparatus is the most dominant factor, which includes technical skills, data literacy, and adaptation to technology-based work systems. However, the level of competence is still uneven across departments. The results show that the effectiveness of capacity building is greatly influenced by human resource development policies that are integrated with the digital transformation agenda, an organisational culture that supports innovation, and visionary and transformational leadership. On the other hand, the availability and equitable distribution of information technology infrastructure are key prerequisites for the optimal use of technology by civil servants. These factors interact with each other and determine the success of capacity building in the context of government digitalisation. This study concludes that increasing the capacity of state apparatus in the digital era requires a holistic approach that integrates individual competencies, organisational policies, bureaucratic culture, leadership, and technological infrastructure. Without comprehensive integration, digital transformation has the potential to produce partial and unsustainable impacts. These findings contribute theoretically to the development of public administration studies and have practical implications for the formulation of strategies to strengthen the civil service in the digital age. It is hoped that increasing the capacity of the civil service in the digital era at the Sintang Regency Secretariat can only be achieved effectively if all supporting elements of individual competencies, organisational policies, bureaucratic culture and leadership, and technological infrastructure are strengthened simultaneously and in an integrated manner, so that they can become a strategic basis for directing the digital transformation of government towards adaptive, innovative and sustainable governance.

Abstract

Abstract: Informal beliefs and education in longhouses are a social fact that sounds strange today. The emergence of modern religions and formal education with superior accreditation has shaped the public's belief that this is the only way to educate. Different beliefs are considered heretical, which ultimately leads to judgmental behavior. Informal education is considered a 'lower' class education and is not taken into account. Informal beliefs and education in longhouses illustrate that in an era that glorifies technology and formal education, informal education can still be found that is effective in educating the longhouse generation in morals, ethics, mutual cooperation and concern for others. It turns out that the longhouse community is able to show concern, is more capable of working together, working together, and is not individualistic. The beliefs they believe in are true to themselves, they do not impose their beliefs on others, let alone judge the beliefs of others.

Abstract

Penelitian ini bertujuan untuk mengetahui dan mendeskripsikan implementasiProgram Bantuan Langsung Tunai (BLT) di Desa Tanjung Perada, Kecamatan Tempunak.Metode penelitian yang digunakan adalah pendekatan deskriptif kualitatif. Subjek penelitianterdiri atas Sekretaris Desa, Kaur Kesejahteraan Rakyat, kepala dusun, serta keluarga penerimaBLT. Teknik pengumpulan data dilakukan melalui wawancara, observasi, dan dokumentasi.Hasil penelitian menunjukkan bahwa implementasi Program BLT dilaksanakan melalui kegiatansosialisasi guna memberikan pemahaman kepada masyarakat terkait tujuan dan manfaatprogram. Sosialisasi tersebut bertujuan untuk membangun pemahaman masyarakat terhadapsubstansi kebijakan sehingga dapat mendukung pelaksanaan kebijakan secara optimal. Selaindukungan anggaran, keberhasilan implementasi program juga ditentukan oleh ketersediaansumber daya manusia, khususnya perangkat desa yang berperan langsung dalam pelaksanaanprogram. Tanpa dukungan sumber daya yang memadai, kebijakan publik yang telahdirumuskan dengan baik berpotensi mengalami kendala dan tidak mencapai tujuan yang telahditetapkan.
