FOKUS, Jurnal Ilmu Sosial dan Politik, kali ini memulai tampil dalam kemasan baru. Tampilan dan gaya baru bukanlah berarti menafikkan eksistensi dan substansi keilmuan, terutama ranah kajian administrasi publik. Terbitan ke 17 nomor 1, Maret 2019, tentunya banyak harapan dan tantangan yang masih harus dibenahi oleh Tim Penyunting. terutama yang berkaitan dengan isi, dimana edisi Jurnal kali ini belum dapat menyatukan tulisan dalam satu tofik (monograf). Namun demikian, tidaklah berarti mengurangi telaah substansi pembahasan sebuah persoalan keilmuan. Kritik yang bermanfaat sangat dihargai, namun bukan berarti kritik yang tidak bermanfaat tidak dihargai, hanya barangkali cara menempatkan kritik itu yang berbeda. Sebab semua kritik tentulah bermanfaat terlebih untuk Jurnal FOKUS ini. Semoga Jurnal FOKUS kedepan akan tampil semakin sempurna dan mampu menggugah kesadaran untuk menampilkan tulisan yang sangat erat terkait dengan ruang lingkup Ilmu Administrasi Publik dan mencapai tujuan bernegara yang bermuara pada penyelesaian persoalan publik (masyarakat), tentunya kontribusi yang tidak sebatas ide semata, namun yang sangat utama tentulah aksi-aksi (actions) konkrit.

In the era of globalization, mastery of foreign languages has become an essential aspect in facilitating various cross-border activities in the fields of education, business, and social interaction. Along with the rapid economic growth of China, the demand for Mandarin language proficiency has significantly increased worldwide, including in Indonesia. Singkawang City, known for its strong interest in learning Mandarin, has experienced a notable rise in the number of language training institutions, one of which is the Lembaga Kursus dan Pelatihan (LKP) Sinar Abadi. This study aims to analyze the influence of Advertising Attractiveness and Electronic Word of Mouth (e-WOM) on the Interest in Using Services at LKP Sinar Abadi Singkawang. The research employed a quantitative approach, with data collected through questionnaires distributed to 100 respondents who were familiar with or had used the institution’s services. The collected data were analyzed using multiple linear regression analysis to examine the relationship between independent and dependent variables. The findings reveal that both Advertising Attractiveness and Electronic Word of Mouth have a positive and significant effect on the Interest in Using Services at LKP Sinar Abadi Singkawang. These results highlight the importance of implementing appealing promotional strategies and effective digital communication to enhance potential students’ interest in enrolling in language courses.

This study aims to determine and analyze the influence of the COD (Cash on Delivery) payment method on purchase interest among Shopee customers among students of the Faculty of Social and Political Sciences at Kapuas Sintang University. Data collection was conducted using questionnaires, observation, and documentation. The population consists of students from the Faculty of Social and Political Sciences at Kapuas Sintang University. The sample size includes 53 respondents who are active students and users of Shopee COD. Analysis was calculated using the IBM SPSS Statistics 20 program. This research will conduct validity tests, reliability tests, simple linear regression hypothesis testing, correlation tests, t-tests, and coefficient of determination (R²) tests. The results of this study indicate that the instruments used for variables X and Y are declared valid because r-count > r-table and reliable because Cronbach's alpha (ɑ) for variable X = 0.850 and Y = 0.870, both greater than 0.6. The simple linear regression hypothesis test yielded the regression equation Y = 1.6804 + 0.442X. The correlation test results show a Pearson correlation value of 0.520, indicating that the COD payment method (X) and purchase interest (Y) fall into the moderate category (0.40 – 0.59). The t-test results indicate that t-count is greater than t-table (4.346 > 1.674), meaning that the COD payment method (X) has a significant influence on purchase interest (Y). The coefficient of determination test results show an R Square value of 0.256, meaning that the COD payment method influences 25.6% of the purchase interest among Shopee customers among students of the Faculty of Social and Political Sciences at Kapuas Sintang University, while the remaining 74.4% is influenced by other variables not examined in this study.

The title of this research is: Implementation of the Additional Income Policy to Civil Servants at the Secretariat of the Regional House of Representatives (DPRD) of West Kalimantan Province. The problem was caused by the small amount of money that the local government offered to fund extra income of the Secretariat staff and by the complicated, time-consuming administrative process of applying and receiving the additional income. This study aims to describe and analyze the process of implementing the additional income policy to Civil Servants at the Secretariat of the Regional House of Representatives (DPRD) of West Kalimantan Province, through the stages of organization, interpretation, and application. The results indicate that the implementation process consists of three stages. The organizational or institutional level has not yet completely alluded to the standards of the policy since some Civil Servants still seem to lack work discipline. The understanding of the Civil Servants about the policy is low, which is the interpretation stage. The implementation phase has been implemented but not in the best way and is not fully in line with West Kalimantan Governor Regulation No. 2 of 2023. It is recommended that the concerned agencies should improve outreach, technical knowledge, and standardized SOPs.

Pemberdayaan masyarakat sebagai salah satu bentuk pembangunan bertujuan untukmeningkatkan berbagai produktivitas ekonomi masyarakat dengan memanfaatkan potensi sumberdaya alam yang tersedia. Pemberdayaan masyarakat memerlukan pendekatan yang sesuai dengankarakteristik masyarakat sehingga dapat diterima dan di implementasikan secara berkelanjutan.Penelitian ini bertujuan untuk mengungkap permasalahan Pelaksanaan PemberdayaanMasyarakat di Desa Sukamaju Kecamatan Tanah Pinoh Kabupaten Melawi. Metode penelitiankualitatif dengan pendekatan deskriptif analisis. Hasil penelitian menunjukan Dalamimplementasi pemberdayaan masyarakat, membentuk kelompok kerja atau kelompok tani danmemiliki lahan yang dapat dikembangkan menjadi lebih luas agar lebih produktif. Sedangkanpengawasan secara teknis pelaksanaannya melibatkan peran BPD dan juga secara eksternal dariinspektorat kabupaten dan lebih pada aspek administrasinya setelah proses pelaksanaan selesaisesuai dengan batasan waktu yang telah dijadwalkan
