FOKUS, Jurnal Ilmu Sosial dan Politik, kali ini memulai tampil dalam kemasan baru. Tampilan dan gaya baru bukanlah berarti menafikkan eksistensi dan substansi keilmuan, terutama ranah kajian administrasi publik. Terbitan ke 17 nomor 1, Maret 2019, tentunya banyak harapan dan tantangan yang masih harus dibenahi oleh Tim Penyunting. terutama yang berkaitan dengan isi, dimana edisi Jurnal kali ini belum dapat menyatukan tulisan dalam satu tofik (monograf). Namun demikian, tidaklah berarti mengurangi telaah substansi pembahasan sebuah persoalan keilmuan. Kritik yang bermanfaat sangat dihargai, namun bukan berarti kritik yang tidak bermanfaat tidak dihargai, hanya barangkali cara menempatkan kritik itu yang berbeda. Sebab semua kritik tentulah bermanfaat terlebih untuk Jurnal FOKUS ini. Semoga Jurnal FOKUS kedepan akan tampil semakin sempurna dan mampu menggugah kesadaran untuk menampilkan tulisan yang sangat erat terkait dengan ruang lingkup Ilmu Administrasi Publik dan mencapai tujuan bernegara yang bermuara pada penyelesaian persoalan publik (masyarakat), tentunya kontribusi yang tidak sebatas ide semata, namun yang sangat utama tentulah aksi-aksi (actions) konkrit.

Abstract

In the era of globalization, mastery of foreign languages has become an essential aspect in facilitating various cross-border activities in the fields of education, business, and social interaction. Along with the rapid economic growth of China, the demand for Mandarin language proficiency has significantly increased worldwide, including in Indonesia. Singkawang City, known for its strong interest in learning Mandarin, has experienced a notable rise in the number of language training institutions, one of which is the Lembaga Kursus dan Pelatihan (LKP) Sinar Abadi. This study aims to analyze the influence of Advertising Attractiveness and Electronic Word of Mouth (e-WOM) on the Interest in Using Services at LKP Sinar Abadi Singkawang. The research employed a quantitative approach, with data collected through questionnaires distributed to 100 respondents who were familiar with or had used the institution’s services. The collected data were analyzed using multiple linear regression analysis to examine the relationship between independent and dependent variables. The findings reveal that both Advertising Attractiveness and Electronic Word of Mouth have a positive and significant effect on the Interest in Using Services at LKP Sinar Abadi Singkawang. These results highlight the importance of implementing appealing promotional strategies and effective digital communication to enhance potential students’ interest in enrolling in language courses.

Abstract

This study aims to determine and analyze the influence of the COD (Cash on Delivery) payment method on purchase interest among Shopee customers among students of the Faculty of Social and Political Sciences at Kapuas Sintang University. Data collection was conducted using questionnaires, observation, and documentation. The population consists of students from the Faculty of Social and Political Sciences at Kapuas Sintang University. The sample size includes 53 respondents who are active students and users of Shopee COD. Analysis was calculated using the IBM SPSS Statistics 20 program. This research will conduct validity tests, reliability tests, simple linear regression hypothesis testing, correlation tests, t-tests, and coefficient of determination (R²) tests. The results of this study indicate that the instruments used for variables X and Y are declared valid because r-count > r-table and reliable because Cronbach's alpha (ɑ) for variable X = 0.850 and Y = 0.870, both greater than 0.6. The simple linear regression hypothesis test yielded the regression equation Y = 1.6804 + 0.442X. The correlation test results show a Pearson correlation value of 0.520, indicating that the COD payment method (X) and purchase interest (Y) fall into the moderate category (0.40 – 0.59). The t-test results indicate that t-count is greater than t-table (4.346 > 1.674), meaning that the COD payment method (X) has a significant influence on purchase interest (Y). The coefficient of determination test results show an R Square value of 0.256, meaning that the COD payment method influences 25.6% of the purchase interest among Shopee customers among students of the Faculty of Social and Political Sciences at Kapuas Sintang University, while the remaining 74.4% is influenced by other variables not examined in this study.

Abstract

The title of this research is: Implementation of the Additional Income Policy to Civil Servants at the Secretariat of the Regional House of Representatives (DPRD) of West Kalimantan Province. The problem was caused by the small amount of money that the local government offered to fund extra income of the Secretariat staff and by the complicated, time-consuming administrative process of applying and receiving the additional income. This study aims to describe and analyze the process of implementing the additional income policy to Civil Servants at the Secretariat of the Regional House of Representatives (DPRD) of West Kalimantan Province, through the stages of organization, interpretation, and application. The results indicate that the implementation process consists of three stages. The organizational or institutional level has not yet completely alluded to the standards of the policy since some Civil Servants still seem to lack work discipline. The understanding of the Civil Servants about the policy is low, which is the interpretation stage. The implementation phase has been implemented but not in the best way and is not fully in line with West Kalimantan Governor Regulation No. 2 of 2023. It is recommended that the concerned agencies should improve outreach, technical knowledge, and standardized SOPs.

Abstract

Pemberdayaan masyarakat sebagai salah satu bentuk pembangunan bertujuan untukmeningkatkan berbagai produktivitas ekonomi masyarakat dengan memanfaatkan potensi sumberdaya alam yang tersedia. Pemberdayaan masyarakat memerlukan pendekatan yang sesuai dengankarakteristik masyarakat sehingga dapat diterima dan di implementasikan secara berkelanjutan.Penelitian ini bertujuan untuk mengungkap permasalahan Pelaksanaan PemberdayaanMasyarakat di Desa Sukamaju Kecamatan Tanah Pinoh Kabupaten Melawi. Metode penelitiankualitatif dengan pendekatan deskriptif analisis. Hasil penelitian menunjukan Dalamimplementasi pemberdayaan masyarakat, membentuk kelompok kerja atau kelompok tani danmemiliki lahan yang dapat dikembangkan menjadi lebih luas agar lebih produktif. Abstract

This study aims to analyze strategies to improve business profitability at Grafis Studio Foto Sintang. Increasing competition in the photography and digital printing industry requires business actors to continuously improve service quality, customer satisfaction, communication media, and promotional strategies to maintain competitiveness. This study employed a qualitative descriptive approach. Data were collected through interviews, observations, and documentation involving the manager, employees, and customers of Grafis Studio Foto Sintang. Data were analyzed using data reduction, data presentation, and conclusion drawing. The findings indicate that service quality has been maintained through employee training, responsiveness to customer feedback, and the use of modern technology. Customer satisfaction is achieved through quality photo results, friendly service, and timely completion of orders. Social media, particularly Instagram, has become an effective communication medium to expand market reach, although its utilization has not been fully optimized. Promotional activities have been conducted through digital marketing and community participation; however, consistency in content publication and customer engagement remains a challenge. The study concludes that improving service quality, strengthening customer relationships, optimizing digital marketing, and enhancing promotional consistency are strategic efforts that can increase business profitability at Grafis Studio Foto Sintang

Abstract

This study aims to analyze and describe the capacity of village officials in Merpak Village, Sintang Regency, in the administration of village governance. The capacity of Human Resources (HR) among village officials is a crucial factor in the effectiveness of public services and the implementation of development policies at the village level. This research employed a qualitative method with a descriptive approach. Data were obtained through in-depth interviews, observation, and documentation studies involving the Village Head, Village Secretariat, village officials, the Village Consultative Body, community leaders, and the Village Facilitator. The data were analyzed descriptively through data reduction, data presentation, and conclusion drawing, resulting in a comprehensive picture of the officials' capacity. The findings indicate that the capacity of Merpak Village officials in administering village governance has not yet reached an optimal level, as reflected in limited understanding of the latest regulations, inadequate technical skills in financial management and village information systems, and inefficiencies in planning and reporting. The main constraints include insufficient structured training and competency development, uneven educational qualifications among officials, and limited supporting facilities and infrastructure. Nevertheless, significant supporting factors exist, namely the strong commitment of the Village Head and officials to learn and improve themselves, as well as active support from the Village Consultative Body (BPD) and community participation in development. The study concludes that targeted policy interventions are needed, particularly sustainable training programs to optimize human resource capacity, along with strengthening supporting facilities and infrastructure, so that village governance becomes more effective, professional, and accountable Keywords: Human resources, Village governance.

Abstract

Abstract: This study aims to determine and describe the Public Service Performance at the Sintang District Office, Sintang Regency. The results of this study indicate that in general the Public Service Performance at the Sintang District Office has been running well, related to clear Service Standards, ease of service and speed of service and supported by the quality of Human Resources seen from the employee status of 16 Civil Servants and 5 Honorary, Sintang District Office employees also apply ethical standards of smiles, greetings, greetings to the community. In addition, adequate facilities and infrastructure also contribute positively to improving public services at the Sintang District Office such as physical facilities in the form of additional computers, printers and fast internet services and building facilities such as the condition of the Office service room that is clean, comfortable and safe, and the place is not too close to the highway so as to reduce noise from vehicles. This study is also based on the 2023 public satisfaction index (IKM) report which received a value of 81.76%. bb. It can be concluded that the Public Service Performance at the Sintang District Office has been carried out well, which refers to its easy and straightforward service standards.However, services at the Sintang District Office are often delayed due to administrative delays from the public and the availability of the Sintang District Head at the office to sign documents. Therefore, the public is advised to pay more attention to their administrative completeness, and the Sintang District Office staff are advised to improve their quality, skills, and abilities so that the Sintang District Office can develop and progress further. Abstract

Pelayanan kesehatan primer merupakan pintu masuk utama sistem kesehatan dan fondasi bagi tercapainya cakupan kesehatan semesta (universal health coverage/UHC). Berbagai negara, termasuk Indonesia, terus melakukan reformasi kebijakan pada fasilitas pelayanan kesehatan tingkat pertama (FKTP) untuk memperkuat mutu, pembiayaan, sumber daya manusia (SDM), dan tata kelola layanan. Artikel ini bertujuan mengkaji secara naratif kebijakan pelayanan kesehatan di fasilitas pelayanan primer berdasarkan literatur ilmiah lima tahun terakhir. Penelusuran dilakukan pada basis data Scopus, PubMed, Web of Science, Wiley, dan EBSCO, dengan kata kunci terkait kebijakan, mutu, pembiayaan, SDM, dan digitalisasi layanan kesehatan primer. Hasil kajian menunjukkan bahwa penguatan kebijakan pelayanan primer bertumpu pada empat pilar utama, yaitu tata kelola dan kerangka regulasi, pembiayaan yang berkeadilan, ketersediaan serta distribusi tenaga kesehatan, dan transformasi digital. Di Indonesia, kebijakan tersebut tercermin dalam transformasi layanan primer sebagai pilar pertama transformasi kesehatan nasional, revisi standar tarif kapitasi, integrasi pelayanan kesehatan primer berbasis siklus hidup, serta penguatan regulasi teknis Puskesmas. Tantangan yang masih dihadapi meliputi kesenjangan mutu antarwilayah, keterbatasan dan distribusi tenaga kesehatan yang tidak merata, implementasi akreditasi yang belum menyeluruh, serta adopsi teknologi digital yang belum merata. Kajian ini merekomendasikan penguatan koordinasi lintas kebijakan, insentif pembiayaan berbasis kinerja, serta pemantauan mutu berkelanjutan agar transformasi layanan primer dapat memberikan dampak yang berkeadilan bagi masyarakat.

Abstract

The digital transformation of the bureaucracy represents a systemic paradigm shift toward Digital-Era Governance, aimed at improving the quality of public services and government transparency. However, the implementation of the Electronic-Based Governance System (SPBE) in the Sintang Regency Local Government still faces challenges in the form of low digital literacy, a resistant organizational culture, and rampant sectoral ego (silo system). This descriptive qualitative study aims to analyze digital transformation strategies through the strengthening of human resource (HR) capacity among civil servants as the primary driving force. The results of the study indicate that the success of digitization is not determined by technological sophistication, but rather by the readiness of human resource capacity and changes in work culture within the Sintang Regency Local Government. From a public administration perspective, capacity building must be carried out in an integrated manner through competency mapping, upskilling and reskilling programs, and the implementation of knowledge management. Meanwhile, from a political standpoint, digital transformation serves as a strategic tool to strengthen the capacity of the Sintang Regency Government and its legitimacy through public trust. This study concludes that the Sintang Regency Government must demonstrate political commitment to harmonizing regulations and ensuring budgetary proportionality in order to fund the development of digital talent among civil servants within the Sintang Regency Government. Strong digital leadership is required to guide change management in order to realize a bureaucracy that is adaptive, professional, innovative, and oriented toward public values.

Abstract

This study aims to describe and analyze women's empowerment programs implemented by the Population Control, Family Planning, Women's Empowerment and Child Protection Office (DP2KBP3A) of Melawi Regency. The research focuses on work program planning, program implementation, resources, and performance achievements. This study employed a descriptive qualitative approach. Data were collected through interviews, observations, and documentation involving key informants consisting of the Head of the Agency, the Head of the Women's Empowerment Division, the Head of the Women's Empowerment Subdivision, and women from the community. The findings indicate that work program planning has been carried out by considering the needs and aspirations of women through coordination with community organizations such as PKK, Dharma Wanita, and the Women's Organizations Association. The implementation of women's empowerment programs includes education and literacy activities, health and nutrition programs, skills training, economic empowerment initiatives, as well as gender equality and women's protection campaigns. However, the implementation process still faces several challenges, particularly limited human resources, operational budgets, facilities and infrastructure, and accessibility to remote areas. The performance achievements of the women's empowerment programs are considered fairly satisfactory, as reflected in the increased participation of women in economic and social activities and improved access to training and capacity-building opportunities. Therefore, greater resource support, stronger inter-agency coordination, and broader community outreach are needed to optimize the implementation of women's empowerment programs.
