Tax Literacy and Leadership Agility: Indigenous Peoples Awareness in Paying Taxes
Over the last ten years, the world has been gripped by rapid, wide ranging changes. The world today is a society that is experiencing and living a new world order, which many today refer to as the “global and digital society”. Rapid advancements in information technology have made territorial boundaries no longer relevant in relations among nations. Today global values can easily permeate the society in remote areas. Consequently, marginalized people, who are often considered to be very far from the center of power, also have access to drivers of global developments. Local population has easy access to information on global politics taking shape in other countries. Meanwhile, local phenomena is easily picked up by international community to become international issues. The most recent issues such as terrorism, human trafficking, cybercrime, are examples of some of the issues that can be regarded as being global and local at the same time. Within the context of the above change, what is the actual position and role of public administration? Based on the general perception of public administration science experts, public policy is often regarded as the product of the interaction among domestic actors such as bureaucrats, politicians, members of business and civil society community who conduct their work based on conventional mechanisms. The reality is that there many international actors who play various roles in public policy process of any given country. Donor agencies (IMF and World Bank), Multi-National Corporations, international non-governmental organizations, regional bloc organizations (ASEAN, AFTA, etc) are institutions that often influence policy in a certain country. To that end, issues and problems which any government face today have changed as well. What problems do governments face today?; which public will influence and be influenced by policy?; what institutional mechanisms can be used to solve social problems that governments face today?; To what extent can local institutions collaborate with global institutions in resolving public problems? The International IAPA Conference will attempt to explore and delve into the above issues in order to enrich extant research on this theme in the realm of public administration science. Studying and Learning Public Administration: Global Perspective Studying and learning public administration needs to be brought into the broader domain, namely in the global context. This global context will open insight into the theory and practice of public administration based on learning from across state-nations. This panel will discuss studying and learning public administration in a global and international context. Ethics and Integrity in the Digital Era The digital revolution has changed the way people live and communicate. It has an influence on various aspects including in public administration study. Beside offers benefits, the digital era has negative excesses that will affect the ethics and integrity in governance. To reduce the negative impact, policy and regulation of the cognitive and affective aspects of the state civil apparatus need to be discussed and created. This panel discusses how ethics and integrity in the digital era. Accountability and Performance in Public Service In governance and particularly in public services, accountability and performance play importance role. With the existence of clear principles of accountability and performance, a better, cheaper, faster and smarter public service could be provided. This panel discusses theory and practice of accountability and performance in public services. Politics, Administration and Governance Relations in Globalized World Public administration can never be released from a broader context, especially in the context of politics and governance. Politics, administration and governance are always inseparable and interrelated. What is the current and future issue of politics, administration and governance relations particularly in the globalized world? This panel will strengthen the understanding and identification of interlinkage between politics and administration to build a more democratic and effective government. Artificial Intelligence (AI) and the Future of Government The development of AI is in line with the objectives of creating a better performance and consistency of government. AI will slowly change the way civil servants do their jobs, from paperwork to IT based work. Artificial intelligence (AI) is more than just technology. AI is the road to public administration transformation. This panel discusses AI and the future of government. Best Practice and Lesson Learned of Public Sector Reform in Asia Public sector reform becomes a necessity and a prerequisite for the success of a development process. It could enhance accountability, capability and improving public services provision. This session will discuss specifically related to the best practice and lesson learned from public sector reform in Asia.

This study aims to look at how entrepreneurship in tourism captures opportunities in the Covid-19 phenomenon that is endemic in Indonesia, and explains the essence and orientation of opportunities to develop the potential of leading entrepreneurship-based tourism. The approach used is quantitative and qualitative techniques, related to philosophical considerations, the application of quantitative and qualitative approaches, and the mixing of these two studies in one study. The results showed: 1. Tourism potential in Sinjai Regency, 2. The development of local and foreign tourists in Sinjai Regency. Tourism potential and tourism development in Sinjai need to be supported by the tourism industry based on entrepreneurship in each tourist destination, through several functions, such as preparing various breakthroughs in preparing and overcoming various unexpected problems both now and in the future, such as: regulating the tourism industry by planning activities operational and procedures in carrying out activities with international standards by formulating standardization policies, recommendations and technical guidance, evaluation, reporting and implementation in the development of the tourism industry, also provides professional facilities in the tourism industry with guidance and technical guidance for tourism businesses regarding standardization, norms, criteria and verification, ease of business by mapping and promoting business investment in the tourism industry through coordination, cooperation, in the context of smooth implementation of tasks. Local governments, entrepreneurs and the wider community are expected to capture the various opportunities available to increase sources of income in supporting development.

This article analyses the political drama of the fall Soeharto's government in May 1998, after 32 years in power, has made a new era of this country democratic life. The fall of the Soeharto’s government which gave to a new era of democratization has changed of political landscape from the authoritarian system to the transition of democracy. The democratic transition has had an impact on the almost uncontrollable political dynamics. It also provides an opportunity for central and local political actors to consolidate power and reposition themselves to capture of power institutions and democratic institutions through contestation of local elections. In the capitalization democracy, political pragmatism structured in democratic behavior has spawned the costly cost of democracy. Therefore, it has become a fact in the current reality of democracy that political actors who occupy the stage of democracy are people who have capital (money) or background as entrepreneurs. The involvement of mine bosses in the local elections in South Kalimantan as sponsors of political fund or as candidats local rulers has spawned a black market of democracy characterized by political concessions and transactions through a network of political patronage. South Kalimantan is known as a coal mining product, mining issues in the local election became political marketing to build political patronage networks among local actors. In the context of open competition in local elections, the issue of political funding becomes the most crucial in the democratic transition. The political brokers will position themselves as shadow government after local election in government and become as a controler in policy government, especially mining policy. The mine bosses have of bergaining position in the political landscape and political patronage network to place the people who occupy the position of the local head by power money and oligarchy of political party. The heads of political parties or political elites in South Kalimantan are majority as mine bosses. Thus, the existence of political parties has been taken drive by capitalist . The cartelization politiacal parties became clearer in the lead up to the elections in which party institutions had become the arena of conspiracy between party regimes and local ruling candidates or local power.

This study focuses on the efforts made by the government to make MSMEs survive and their products accessible to consumers in this pandemic era. The real problem for MSMEs in this pandemic era is rebuilding a sluggish economy due to a number of policies that require people to be at home to reduce the spread of the Covid-19. The research method used in this research is descriptive exploratory qualitative research method. This study uses a desk study and interview technique. Desk studies are carried out through secondary data tracking. Interviews were conducted with regional apparatus organizations (OPD) which handle MSMEs and MSMEs’ actor. From the research conducted, it is known that SiBakul Jogja Free Shipping is enough to be the answer to reviving the economy for MSMEs who are still struggling through the Covid-19 pandemic to get their market back, without visiting consumers or making conventional transactions.

The development of science and technology is now so rapid, globalization, industrial revolution 4.0, e-Government etc. Affect the functioning of the current bureaucracy, various efforts taken by the government to be able to adapt to changes, bureaucratic reform, good governance and various other approaches focusing on professional institutional development and bureaucratic human resources, until now the approach has continued and continues to look for various approaches that are deemed feasible in increasing the professionalism of bureaucratic human resources, especially at street-level bureaucracy which is directly in contact with the community.Corporate University approach (CU) in increasing the professionalism of street-level bureaucracy, what is offered by the CU approach and how this approach can develop street-level bureaucracy. Village-owned enterprises (BUMDES) are village business institutions that are managed by the community and village government in an effort to strengthen the village economy and be formed based on the needs and potential of the village. In fact there are some villages that have succeeded in running and developing BUMDes, but there are still many BUMDES that are stagnant and even unproductive in Indonesia. The purpose of this study is to determine the conditions and governance of BUMDes that are successful and growing. The method used is a qualitative approach, this type of research uses literature studies by looking for theoretical references relevant to the case or problem found. The results of this study indicate that the Empowerment of Village Communities by the government through the Village Owned Enterprises (BUMDes) program is an appropriate and relevant effort to Indonesia which is geographically very broad and has diverse potential in each region and village. BUMDes can be the main wheel of economic drivers in the village. But, the acceleration is still not optimal, if seen from the number of BUMDes that succeed with the Number of Villages in Indonesia, it needs to be a common concern in order to improve and achieve goals

The Covid-19 pandemic has plagued various countries in this hemisphere. The spread of this pandemic has a significant impact on all aspects of life in various countries, including Indonesia. Various efforts have been made by both the central and regional governments in dealing with this problem, but in the process they are often faced with problems of differences in views and attitudes between levels of government, for example difference understanding that occurs between the Central Government and the Provincial Government of DKI Jakarta. This problem occurs because of weak inter-governmental coordination in making public policies. This ineffective inter-governmental relationship, of course, can cause public confusion in complying with all existing policies so that it will lead to not achieving the goal of handling cases. The purpose of this study is to analyze how inter-governmental relations in handling Covid-19 in Indonesia, especially between the Central Government and the Provincial Government of DKI Jakarta. The research method used in this research is literature study. While the data from the literature study is coded based on the indicators of the main theory. Result shows that there are a number of problems regarding the relation between central government and the government of DKI Jakarta Province in which most of the problems lie more on institutional and demographic factors rather than the other four factors.

Smart Kampung is a concept of community development in a community to do something smart / wise in overcoming various problems with the ability of resources that are available efficiently in an area. Smart village aims to encourage the development of rural areas by integrating development of productive economic activities, creative and socio-cultural activities, improving public services, improving the quality of education, improving the quality of health services and alleviating poverty by utilizing the use of information and communication technology. Constraints that occur in smart village program from the network with limited quota and lack of human resources for service operators. This study aims to examine and analyze related policy networks in the implementation of the Smart Village program in Banyuwangi Regency. The theory used in this research is the Policy Network theory from Frans Van Waarden. The method used is a qualitative research method. The results of the study show that the actors involved in the implementation of the Smart Kampung program consisted of government and community elements. Research recommendations on the need for other actors involved in implementing smart village programs such as the social community, the private sector and academics.

The world has now entered the digital era. Rapid technological developments spur the transformation from the manual era to the digital era. A series of trends in this era are present such as high-level usage of the internet, the birth of social networks, the development of various applications, and fast amount of information dissemination. This trend has brought a series of changes to various sector including the public sector. The presence of digital tools in this era has changed the way Indonesian government in providing public services. This era has also changed the community's approach to interact with the government through online platforms. The transformation into the digital era also influences the process of drafting public policies, from the agenda settings, policy formulation, implementation, until evaluation. Privacy and data security issues are also present in this era. This paper analyzes how the digital era has transformed the public sector in Indonesia and the obstacles and challenges faced by the Indonesian government. This paper will also provide recommendations to overcome these obstacles and challenges. This research is conducted by using qualitative and quantitative method. In analyzing data, researcher do three simultaneously activities based on Miles and Huberman model.

Direct regional head elections are in the process of recruiting leaders in regions that can guarantee the representation of local people through a democratic process. In this process, theoretically and constitutionally political parties have important and strategic roles and functions. Unfortunately, the oligarchic practice that engulfed almost all political parties has internally and externally recognized the basic principles of democracy in the process of recruiting prospective leaders in the region. The democratic process is only procedural, not substantial. So far it is strongly suspected that the process of regional head elections is more colored by transactional politics. This paper aims first, to obtain an overview of the recruitment process of candidates by political parties in the regional head elections in the Malang Raya region. Second, to obtain a description that is the power of money not only in choosing candidates for the regional head, but also able to lull constituents and voters in determining the choice of regional heads. Third, to obtain an explanation of the impact of the transactional political process and the use of the power of money as well as the impact on the relationship between political parties and their constituents in the Malang Raya region.
