Tax Literacy and Leadership Agility: Indigenous Peoples Awareness in Paying Taxes

Over the last ten years, the world has been gripped by rapid, wide ranging changes. The world today is a society that is experiencing and living a new world order, which many today refer to as the “global and digital society”. Rapid advancements in information technology have made territorial boundaries no longer relevant in relations among nations. Today global values can easily permeate the society in remote areas. Consequently, marginalized people, who are often considered to be very far from the center of power, also have access to drivers of global developments. Local population has easy access to information on global politics taking shape in other countries. Meanwhile, local phenomena is easily picked up by international community to become international issues. The most recent issues such as terrorism, human trafficking, cybercrime, are examples of some of the issues that can be regarded as being global and local at the same time. Within the context of the above change, what is the actual position and role of public administration? Based on the general perception of public administration science experts, public policy is often regarded as the product of the interaction among domestic actors such as bureaucrats, politicians, members of business and civil society community who conduct their work based on conventional mechanisms. The reality is that there many international actors who play various roles in public policy process of any given country. Donor agencies (IMF and World Bank), Multi-National Corporations, international non-governmental organizations, regional bloc organizations (ASEAN, AFTA, etc) are institutions that often influence policy in a certain country. To that end, issues and problems which any government face today have changed as well. What problems do governments face today?; which public will influence and be influenced by policy?; what institutional mechanisms can be used to solve social problems that governments face today?; To what extent can local institutions collaborate with global institutions in resolving public problems? The International IAPA Conference will attempt to explore and delve into the above issues in order to enrich extant research on this theme in the realm of public administration science. Studying and Learning Public Administration: Global Perspective Studying and learning public administration needs to be brought into the broader domain, namely in the global context. This global context will open insight into the theory and practice of public administration based on learning from across state-nations. This panel will discuss studying and learning public administration in a global and international context. Ethics and Integrity in the Digital Era The digital revolution has changed the way people live and communicate. It has an influence on various aspects including in public administration study. Beside offers benefits, the digital era has negative excesses that will affect the ethics and integrity in governance. To reduce the negative impact, policy and regulation of the cognitive and affective aspects of the state civil apparatus need to be discussed and created. This panel discusses how ethics and integrity in the digital era. Accountability and Performance in Public Service In governance and particularly in public services, accountability and performance play importance role. With the existence of clear principles of accountability and performance, a better, cheaper, faster and smarter public service could be provided. This panel discusses theory and practice of accountability and performance in public services. Politics, Administration and Governance Relations in Globalized World Public administration can never be released from a broader context, especially in the context of politics and governance. Politics, administration and governance are always inseparable and interrelated. What is the current and future issue of politics, administration and governance relations particularly in the globalized world? This panel will strengthen the understanding and identification of interlinkage between politics and administration to build a more democratic and effective government. Artificial Intelligence (AI) and the Future of Government The development of AI is in line with the objectives of creating a better performance and consistency of government. AI will slowly change the way civil servants do their jobs, from paperwork to IT based work. Artificial intelligence (AI) is more than just technology. AI is the road to public administration transformation. This panel discusses AI and the future of government. Best Practice and Lesson Learned of Public Sector Reform in Asia Public sector reform becomes a necessity and a prerequisite for the success of a development process. It could enhance accountability, capability and improving public services provision. This session will discuss specifically related to the best practice and lesson learned from public sector reform in Asia.

Abstract

Pekanbaru City as one of the cities in Indonesia that is experiencing rapid development and growth in the development of various fields. This reality shows that the City of Pekanbaru must be ready to face all forms of population problems that will arise, one of which is the housing needs of the urban poor. The purpose of this study is to comprehensively analyze regional development policies through housing programs for the community in Pekanbaru City. This type of research is qualitative research with a case study approach that uses key informants and supplementary informants as a source of information. Data collection is done through observation and interviews, then after the data collected will be used triangulation methods with data sources and then analyzed and interpreted by providing conclusions. The results of the study found that the form of housing policy for the people in Pekanbaru City consisted of the livable housing program (RLH), the city program and the house renovation program. Furthermore, the implementation of housing policy for the people in Pekanbaru City has run quite well. This means that every urban poor community is indeed a priority for the Pekanbaru City Government as a target group that must accept programs in the housing sector. However, the constraints of housing quota intended for the poor have not been able to fully meet the existing needs, so the Pekanbaru City Government has to make a turn system so that all urban poor communities can receive housing programs provided.

Abstract

This study analyzes Collaborative governance in the earthquake and tsunami Disaster Risk Reduction Policy (DRR). Collaborative governance analysis in disaster risk reduction policy uses Ratner's Collaborative Governance Stages (2012) theory, which includes Identifying Obstacles and Opportunities, Debating Strategies for Influence and Planning Collaborative Actions Disaster Risk Reduction for Earthquake and Tsunami Disasters has been carried out in the City of Bengkulu which is located on the west coast of the island of Sumatra. Various institutions have developed DRR, with their respective patterns and limited coordination. Collaborative governance foundation has been carried out and needs to be developed strategically as an alternative implementation and development of more effective policies and management. The findings in this study that Collaboration on DRR The earthquake and tsunami in Bengkulu City were in the pilot stage, which provided the initial foundation for developing DRR policy implementation. There are obstacles in DRR implementation and management, which require strategic collaboration for the development of DRR effectively and equitably and continuously. Collaborative follow-up needs to be done with the establishment of a permanent forum that is needed flexibly, by avoiding a strict hierarchical structure or using organization horizontally, so that it can accommodate and utilize various stakeholders' potential optimally.

Abstract

Environmental change encourages the birth of a contextual policy (adaptive policy) that is not only a passive reaction to external pressure but also a proactive approach to innovation, contextualization, and execution. New ideas also result in a contextual policy (adaptive policy) can be executed and generate dynamic governance. Boon and Geraldine formulated Dynamic Governance as "how these choosen paths, policies, institutions, and structures adapt to an uncertain and fast changing envinronment so that they are relevant and effective in achieving the long-term desired outcomes of society. Public administration reform is closely linked to the concept of dynamic governance, because public administration reforms are oriented towards changes among others in the implementation of public policy. Dynamic Governance is a concept to maintain and develop the existence of a government / organization to survive (survive) to face rapid and uncertain global change. Other government / organizational organizations should not be static, successes of policies, strategies, and programs in progress or past does not guarantee future success. Therefore it is necessary spirit / dynamics to always adjust policies, strategies, and programs with future developments through thinking ahead, thinking again, and thinking across. The results show that the application of dynamic governance concept in Siak Regency has been done with good result. It is proved that throughout the year 2017, as many as 24 awards and achievements they achieve both at the level of Riau Province and at the national level. Of the 24 awards, it can be said that every month two awards are achieved in the former Malay kingdom of Islam. Based on the achievements achieved by the local government of Siak Regency shows the ability of the government to adjust the policy to the rapid and uncertain global environment changes so that the established objectives can be achieved as proof that the application of dynamic governance concept has been done by Siak Regency Government very well.

Abstract

During the Covid-19 pandemic, the Indonesian Government has implemented Work from Home policy for government employees, including teachers. The duties and obligations of teachers are unique compared to other government employees who provide more administrative services. The teacher must deliver learning to students, whose ultimate goal is to measure student’s abilities on the curriculum. This paper will describe the readiness of teachers in implementing the Work from Home Policy. This study uses the Readiness for Organizational Change theory with four readiness dimensions, namely appropriateness, management support, change-specific efficacy, and personal valence. This study uses quantitative approach by online survey, through accidental sampling, which is analysed with different tests, Mann-Whitney U Test and Kruskal-Wallis H Test. The results show that all dimensions of readiness are at moderate level, and there are differences in the level of teacher’s readiness when compared by regional and age, and there is no difference in the level of teacher’s readiness when compared by education level.

Abstract

The study of local government innovation in arts development aims to comprehensively reveal and explain the forms of innovation applied by the Bantaeng Regency Government in accelerating agricultural development in the fields of horticulture, plantations and animal husbandry. This study uses a descriptive qualitative approach with phenomenological research to describe and explain the contribution of agricultural innovation in improving farmer welfare and food security in Bantaeng Regency. To obtain valid information, informants are determined by purposive sampling.To government officials and farmer groups involved in the fields of horticulture, plantations and animal husbandry with the hope that the interviewed informants and the implementation of the FGD understand the substance of the problem. The results of the study show that there are two main reasons for local governments to innovate in the agricultural sector, including the increasing population of 187,626 people. and agricultural land is increasingly limited, covering an area of 27,074.45 hectares. There are thirteen innovations implemented in accelerating agricultural development in Bantaeng Regency. these agricultural innovations include: regency producing seed technology based movement cropping systems legowo-21, agro-area development, enterprises owned by village , agricultural products processing, development engineering insemination cattle, utilizing waste livestock for biogas in rural areas, utilizing food waste for livestock feeding, breeding Bantaeng taro, cultivating special durian without aroma and season, cattle business insurance, rice planting insurance, guaranteed availability of fertilizers and seeds.

Abstract

Constitutional had been mandated in which every citizen had the right to get education and the state had the obligation to provide the facilities for each citizens who wished to enhance their education with the hope that there were not any children who would not go to school and dropped out. However, based on BPS data of Palangka Raya city, there were 0.36% or 936 people in Palangka Raya city dropped out. Because of that, Palangka Raya City Government through the Department of Education and Culture established a partnership with the PKBM Lutfillah Foundation to carry out an Equivalence Education program for people who dropped out. The purpose of this paper was to analyze the policy implementation for Enhancing Equivalence Education Cooperation Model in Palangka Raya city. This research method was carried out with a descriptive qualitative approach, data collection was carried out through observation, interviews and documents and also the analysis technique was with the interactive analysis model. The result of the reseach indicated that the cooperation model which was carried out for conducting socialization, implementing learning and conducting examinations. The government, the policy-maker, provided the budget and set the time for conducting the exam while the Luthfillah Foundation provided the facilities for the place of learning implementation and facilities for conducting examinations and socialization.

Abstract

The purpose of this study was to analyze and determine strategies for improving the work discipline of village officials in Sidenreng Rappang Regency. This research was conducted in Carawali Village, Sidenreng Rappang Regency. The method used in this research is a qualitative approach (qualitative research). Data collection was carried out by means of observation and in-depth interviews. The primary data source in this study consisted of key informants, namely the Head of the Carawali Village and the informants in this study were officials / employees of the Carawali Village, Sidenreng Rappang District, obtained through the purposive sampling method. The data analysis technique uses the SWOT analysis method which is one of the methods used to describe the condition of a problem, and evaluate the problem, which is based on internal and external factors, namely Strengths, Weaknesses, Opportunities and Threats which then create a matrix. and assessment to find out the most appropriate strategy. Based on the results of this study, the most appropriate strategy to improve the work discipline of the Carawali Village Officials in Sidenreng Rappang District is to improve village apparatus services by conducting leadership training, utilizing human resources to participate in training in improving quality to use information system technology, improving coordination and supervision of village heads with other village officials, making clear SOPs on the rules and salary system to be applied.

Abstract

This study aims to determine (1) the effectiveness of the Kawi Smara Innovation Program in improving the quality of public services at Klungkung Regency (2) factors are the inhibitors of the effectiveness of the Kawi Smara Innovation Program in improving the quality of public at Klungkung Regency. This study employed the qualitative descriptive methodology. The results of this study indicate that (1) the implementation of Kawi Smara's innovation program has been effective in terms of service quality, this innovation program has proven to greatly facilitate the public to obtain a marriage certificate, this innovation program has advantages in terms of the speed of the marriage certificate. the solution for the people who want to do their marriage ceremony right away is to get their marriage certificate. The Kawi Smara program is not maximally in quantity, the target of Kawi Smara's innovation program has not been maximally achieved, this is evidenced by the still low percentage of people who follow Kawi Smara's innovative program services. (2) Factors that hinder the effectiveness of the Kawi Smara innovation program at Klungkung Regency based on the results of the study are Lack of socialization, low public awareness and budget constraints.

Abstract

Indonesia is a disaster-prone area, both due to geological disasters, climate change, and human activities which as a whole require prevention, preparedness, emergency response and recovery as disaster management or disaster management. These activities have been determined by various policies and the establishment of disaster management institutions and organizations. This research is directed at strengthening the institutional capacity of the Regional Disaster Management Agency in Garut Regency which has not been effective Research uses qualitative research methods with organizational case study approaches. Qualitative case study research is a research strategy in which researchers investigate carefully a program, event, activity, process, or group of individuals (Creswell, 2016: 23). The researcher collects complete information by using various procedures for collecting data based on a predetermined time. Research shows that many factors inhibiting the strengthening of BPPD institutional capacity in Garut Regency so that it is not effective are as follows: There is no training on disaster in the BPBD environment, routine training has not been programmed to improve the ability of BPBD employees, salary or wages rely on APBD and there have been delays in salary payments which results in low employee morale. The current recruitment system is only quantity fulfillment, not yet talking about quality. The incentive system is not specifically regulated for organizations that have a high escalation such as BPBD. The personnel is very limited so the BPBD head has difficulty using the personnel. The leader in the BPBD should not be the same as the head of the SKPD in general. Not yet functional staff who can become professionals in carrying out their duties. Therefore, changes in policies and legal regulations are needed, there is no change in policy and legal rules in the face of emergency response conditions. It is also necessary to reform the institutional system carried out at the time of the disaster, before the disaster. To overcome this, several strategic steps are needed.

Abstract

Public policies are purposed, basically, to solve public problems and for the sake of public welfare. They should, therefore, be made thoughtfully, implemented successfully, and give pleasant impacts to the target groups. This article is related to the dynamics transformation of public policy making in indonesian democracy. In centralistic political system, national government (executive body) controlled more essential public affairs. As the result, most public policies were much engineered and directed, mostly, to the needs of the in power. The tendentious public policies were abused for personal, group, and cronies’ interests of the in authority officials. The people were left behind, served as object of development, and stayed poor. It happened for decades. The people could not stand it any longer and struggled for a reformed government resulting in regional autonomy. Regional autonomy seems promising for the people’s prosperity. In this era, legislative body tends to control power. The people set hopes and wait for happiness. In fact, some members of parliament only show power. They control many walks of lives. They represent themselves rather than the people. They somewhat abuse power and make public policies for their own gains. The people are left behind again and still get disappointed. Here, a paradox occurs. The paradox must be sorted out well. The hot discussion begins. The actors blame to one another.
