Abstract

Penelitian ini bertujuan menganalisis perencanaan sumber daya manusia kesehatan (SDMK) Puskesmas dengan menghitung beban kerja, kebutuhan jumlah dan kompetensi setiap unit dan kategori SDMK Puskesmas serta kebutuhan pengembangannya di Kabupaten Lombok Barat. Penelitian ini merupakan penelitian deskriptif dengan pendekatan kuantitatif dan kualitatif. Analisis data kuantitatif menggunakan metode Workload Indicators of Staffing Needs (WISN). Analisis data kualitatif menggunakan metode dari Miles dan Huberman melalui analisis kebutuhan organisasi, pekerjaan dan personal. Sampel Puskesmas dan informan penelitian dipilih dengan metode purposive sampling. Puskesmas Gunung Sari dan Meninting terpilih menjadi sampel penelitian. Seluruh SDMK Puskesmas yang berjumlah 168 orang dijadikan responden dan 10 orang diantaranya dipilih menjadi informan penelitian. Teknik pengumpulan data yang digunakan adalah dokumentasi, angket, wawancara mendalam dan Focus Group Discussion (FGD). Hasil penelitian menunjukkan 8 unit kerja dan 8 kategori tenaga di Puskesmas Gunung Sari serta 7 unit kerja dan 7 kategori tenaga di Puskesmas Meninting memiliki beban kerja tinggi (rasio WISN<1). Beban kerja rendah (rasio WISN>1) didapatkan pada 4 kategori tenaga di Puskesmas Gunung Sari serta 1 unit kerja dan 4 kategori tenaga di Puskesmas Meninting. Kebutuhan seluruh SDMK Puskesmas Gunung Sari sebanyak 114 orang, yang tersedia sebanyak 98 orang sehingga terdapat kekurangan 16 orang. Puskesmas Meninting membutuhkan 87 orang tenaga, yang tersedia 70 orang sehingga masih terdapat kekurangan 17 orang. Hasil analisis kebutuhan pengembangan SDMK menunjukkan kebutuhan peningkatan pendidikan Diploma III bagi perawat, pelatihan kegawatdaruratan dan penunjang diagnostik bagi dokter umum dan perawat. Pelatihan manajemen dibutuhkan oleh bendahara dan tenaga pengadaan barang dan jasa. Pelatihan administrasi pelayanan dibutuhkan oleh seluruh staf Puskesmas. Penelitian ini merekomendasikan Puskesmas untuk membuat perencanaan perekrutan, rotasi antar unit kerja dan pengembangan SDMK sesuai dengan hasil analisis WISN dan kebutuhan pengembangan SDMK Puskesmas di Kabupaten Lombok Barat.

Abstract

Accounting fraud occurred in the form of misstatement of financial statements, abuse of authority by denying or concealing information by the management accounting in the public sector. This study aims to determine the effect of asymmetry of information, internal control, perception of suitability compensation, individual morality and adherence to accounting rules on the accounting fraud in Central Lombok regency government. A sample of 90 respondents was determined by proportional stratified random sampling consisting of Echelon II, III and IV accounting manager directly or indirectly. Data were analyzed using multiple regression formula with the help of SPSS applications. The study concluded that the asymmetry of information and significant positive effect which means increasing the chances of fraud. Internal control, perception of suitability compensation, individual morality a significant negative effect, it can reduce the chances of accounting fraud effectively. While the observance of accounting rules do not affect the accounting fraud due to the lack of reward and punishment accounting manager of the implementation of the rules set. Suggestions in the study for the government of Central Lombok district need their superiors ketegasam in enforcing a rule to be applied to the subordinates, where there needs to be a clear reward and punishment on the performance of subordinates. For further research is expected to explore other factors that may affect the Accounting Fraud and expand into other areas of research objects that may get different results.

Abstract

That which looks like a road to Directorate General of Highways is a lifeline to citizens, a framework for development for regional government, and a source of livelihood in road construction. These four different perspective of stakeholders form the basis of innovative collaboration in the acclaimed Provincial Road Improvement Program (PRIM) in NTB. Quality of regional roads and road maintenance has vastly improved through the program, and its success lies in collaboration. This paper presents the four perspectives of the collaboration and concludes with lessons learnt. Representatives of each will be present at the IAPA conference presentation. (1) Local government of West Lombok will report how PRIM has resulted, in more productive investment in roads, and also how civil society engagement adds value and how managerial support improves regional government capacity. Local government will also indicate how the grant mechanism, hibah jalan, provides a valuable incentive to improve design and construction quality. (2) A representative of the Forum Lalu Lintas dan Angkutan Jalan, will describe the social inclusion aspects of PRIM, and how the outcomes satisfy real community needs. (3) A representative of the local engineering profession will demonstrate how PRIM enables them to be more professional and how it helps construction companies to gain a better business reputation. (4) The Head of Bina Marga’s subdirectorate for facilitating regional roads describes how observing the excellence of PRIM has led to plans to adopt PRIM practices nation-wide.

Abstract

Penelitian ini bertujuan untuk menguji dan menemukan bukti empiris pengaruh struktur audit, gaya kepemimpinan, konflik peran, pengalaman dan independensi terhadap kinerja auditor internal. Sampel penelitian ini adalah auditor internal baik Jabatan Fungsional Auditor (JFA) maupun Pengawas Penyelenggaraan Urusan Pemerintahan di Daerah (P2UPD) pada Inspektorat se-Pulau Lombok di Provinsi Nusa Tenggara Barat (NTB). Penelitian ini menggunakan pendekatan kuantitatif dengan populasi seluruh fungsional baik fungsional auditor (FA) dan fungsional pengawas penyelenggaraan urusan pemerintah di daerah (P2UPD) di Inspektorat sepulau Lombok berjumlah 141 auditor internal. Teknik sampling yang digunakan adalah sensus dengan metode analisis regresi linier berganda. Hasil penelitian menunjukkan bahwa struktur audit, pengalaman dan independensi berpengaruh positif signifikan terhadap kinerja auditor internal. Penelitian ini juga menemukan bukti bahwa konflik peran mampu mempengaruhi kinerja auditor internal tetapi dengan arah negatif, sedangkan gaya kepemimpinan tidak berpengaruh terhadap kinerja auditor. Implikasi dari penelitian ini yaitu memberikan kesempatan kepada APIP di pulau Lombok untuk lebih memberikan perhatian atas faktor-faktor yang mampu meningkatkan kinerja auditor seperti dengan cara mengatasi terjadinya konflik peran, mengefektipkan penggunaan struktur audit, meningkatkan pengalaman dan independensi auditor internal.

Abstract

ABSTRAKPariwisata menjadi topik yang diagendakan di Indonesia seperti di Bali dimana pembangunan ekonomi yang didukung oleh master rencana untuk ekspansi dan percepatan pembangunan ekonomi indonesia tahun 2011-2025. Hal ini disebutkan dalam koridor pembangunan nomor 5 disebut koridor pariwisata dan sumber pangan nasional di mana bali termasuk ke kawasan wisata pembangunan. Dalam mengembangkan pariwisata berkelanjutan di Bali diperlukan strategi pembangunan ekonomi, inovasi bermain peran penting. Oleh karena itu , tujuan penelitian ini adalah untuk mengidentifikasi inovasi  di dalam industri kerajinan cluster indonesia sebagai salah satu bagian industri pariwisata. Kerangka survei perusahaan untuk diidentifikasi adalah perusahaan yang melakukan kegiatan inovasi di dalam cluster. Survei 33 pemilik perusahan dan eksekutif dengan menggunakan kuesioner dan teknik in-depth interview digunakan untuk mengeksplorasi tingkat kegiatan inovasi. Hasil penelitian mengidentifikasi banyak  jenis inovasi dilakukan. Inovasi telah banyak didukung oleh banyak lembaga dalam industri cluster kerajinan di Bali. Jejaring yang kompleks telah menyiapkan lebih banyak pengetahuan dan teknologi bagi cluster industri kerajinan di Bali. Oleh karena itu, temuan dalam penelitian ini adalah adanya hubungan diantara lembaga maupun institusi kerajinan  di Bali. Kata Kunci: Cluster, Inovasi,  UMKM, Industri Kreatif, Industri KerajinanABSTRACTTourism has became topical agenda in Indonesia as well as in Bali Economic development which is supported by the Master Plan for Expansion and Acceleration of the Indonesia Economic Development 2011-2025. It is mentioned in corridor of development number 5 called Tourism & Food National Support Corridor where Bali is included to the tourism area development. In order to develop sustainable tourism for the Bali economic development strategy, innovation play important role. Therefore, aim of this research is to identify innovation activities in the Indonesian craft industrial cluster as one of the broad tourism industry players. A framework of company survey was taken to identify their innovation activities in the cluster. Survey of 33 company owners and executives using quessionaires and in-depth interview technique explores their level of innovation activities. Thus research result found many types of innovation presented on the paper. Those types of innovation has been supported by many institutions in the Balinese craft industrial cluster. The more complex network has been set up the more knowledge and technology flows into the Balinese craft industrial cluster. Therefore, new types of inter-relationship among institutions in the Balinese craft industry is called innovation in the research .Keywords: Cluster, Innovation, SMEs, Creative industry, Handicraft industry

Abstract

This study aims to analyze the effect of workload and job satisfaction on turnover intention, analyze the effect of workload and job satisfaction on work stress, and analyze the effect of work stress on turnover intention on contracted health workers in the Mataram City Regional General Hospital. Population of this study is all health workers with contract employment status on duty at the Mataram City General Hospital, amounting to 492 people with a total sample of 216 health workers determined based on the Isaac and Michael formula with an error rate of 5%. Collecting data in this study using survey research methods, data collection techniques using a questionnaire with a questionnaire with a Likert scale. Sampling techniques using Proportionate Stratified Random Sampling. This research uses structural equation modeling (SEM analysis) with AMOS software. The results showed that workload and work stress had a significant positive effect on turnover intention, workload had a significant positive effect on job stress, while job satisfaction had a significant negative effect on turnover intention and work stress. Hospital management is expected to pay attention to facilities and infrastructure in supporting work as well as guaranteeing safety and comfort in work so that health workers do not feel their workload is high and can reduce the level of turnover intention.

Abstract

The purpose of this study is to analyze the HR Development Needs to Improve Employee Performance in the Implementation of ISO 9001: 2015 QMS in BKP Class I Mataram. This research is a qualitative research, the informant criteria used in this study is someone who has the authority to regulate, supervise, audit and implement directly related to the continuation of the implementation of ISO 9001: 2015 QMS in BKP Mataram. Qualitative data analysis consists of three activities that are carried out simultaneously, namely data reduction, data presentation and drawing conclusions. The results showed that BKP Class I Mataram had developed HR and implemented the ISO 9001: 2015 QMS to improve employee and organizational performance, efforts to improve theperformance were carried out starting: 1). organizational development (OD) in the form of implementing work systems through the implementation of Quality Management Standards through ISO 9001: 2015, SNI ISO 17025 for laboratory of accreditation and ISO 37001 on anti-bribery management systems; 2) Non-Apparatus Development through the quarantine socialization; 3) Apparatus of Development through increasing the level of education to a higher level; 4) Apparatus through quarantine basic training and Training Center; 5) Apparatus of Training in the form of training activities, in-house training, workshops and mental development of employees.

Abstract

This research is aimed at analyzing the effect of leadership on work satisfaction, the effect ofcompensation on work satisfaction, the effect of training and development on work satisfaction, theeffect of leadership of productivity, the effect of compensation on productivity, the effect of trainingand development on productivity, and the effect of work satisfaction on productivity of the ofemployees of national land agency of West Nusatenggara.This research is quantitative-associative causal study. The respondents are the civil servant ofland agency of West Nusatenggara who had been working for at least 5 years and have the positionof the head off sub-division (echelon IV) in provincial and district office in West Nusatenggara. Theyare 79 respondents from who the data collected through questionnaires. The data were analyzed withPartial Least Square (PLS) using software of SmartPLS version 3.The research showed that leadership has positive but not significant effect on work satisfaction,compensation has positive and significant effect on work satisfaction, training and development haspositive and significant effect on work satisfaction, leadership has positive but not significant effecton productivity, compensation has negative and not significant effect on productivity, training anddevelopment has positive but not significant effect on productivity, work satisfaction has positive andsignificant effect on productivity of employees of national land agency of West Nusatenggara.Compensation has dominant effect on work satisfaction, and work satisfaction also has dominanteffect of the productivity of employees of national land agency of West Nusatenggara.Keywords: leadership, work satisfaction, compensation, training and development, and productivity.

Abstract

This research was aimed at determining the effect and level of trend of effect offactors affecting organizational effectiveness consisting of leadership, organizationalstructure, human resource capability, and motivation on the effectiveness of organization indistrict offices of BPS in West Nusa Tenggara. This research was quantitative descriptivestudy with 128 respondents. The data were collected through close questionnaires. The datawere analyzed using logical regression analysis with SPSS 20.0. The research showed that:(1) leadership had positive but not significant effect on organizational effectiveness, (2)organizational structure had positive and significant effect on organizational effectiveness,(3) human resource capability had positive and significant effect on organizationaleffectiveness, (4) motivation had positive and significant effect on organizationaleffectiveness, (5) good organizational structure , good human resource capability, and highmotivation had the trend of effect on how good organizational effectiveness subsequentlyas 14.22, 10.47, and 9.96 times comparing to the other side. This research recommendedthat: (1) stakeholders need to improved the quality of organizational structure, humanresource capability, and motivation for better organizational effectiveness, (2) furtherresearch need to considered other independent variables in the analysis.Keywords: organizational effectiveness, leadership, organizational structure, humanresource capability, motivation

Abstract

This research is aimed at analyzing the work load and the need of human resources development in the provincial office of Population and Family Planning Agency of West NusaTenggara. This research is descriptive-qualitative study supported by qualitative data. The data were analyzed with Workload Indicator of Staffing Needs (WISN) and Force-Field Analysis (FFA). The samples were 72 respondents selected from 94 populations. With the WISN analysis, the research showed that there is different workload of each unit; 4 units are lack of human resources and 2 other units are surplus of human resources, and 1 unit had sufficient workload and human resources. With the FFA analysis of human resources development, the research showed that formal education, trainings, and workshops were needed to upgrade the knowledge and skills in equipment and drug for contraception, public speaking, partnership and information technology. This research recommended that authority do mutation, take outsourcing, and make partnership to balance the workload in each unit and develop human resources by making policy in terms of education, trainings, and workshop that support the job description.Keywords: workload, WISN, FFA, Human resources development.
