Abstract

Sea Highway is one of the Indonesian government’s programs that aimed at reducing price disparities that occur between the West Indonesia (especially Java) and the East Indonesia with the use of sea transport. The government appointed PT Pelayaran Nasional Indonesia (PELNI) to run the Sea Highway program started from November 2015 by providing ships with the scheduled system from the western of Indonesia to the eastern of Indonesia and vice versa. This study was held to analyze the implementation of the PT PELNI’s Sea Highway program especially in aspects of routes, frequency, and volume of the transported vessel, which only restricted from Surabaya to Eastern Indonesia’s route. The results show that the route and frequency of Sea Highway are running consistently, while the volume is increasing if it’s compare with the first time it started. The 3 aspects of Sea Highway (route, frequency, volume) influence each other; therefore it’s suggested for government to improve the efficiency of those three aspects so the Sea Highway’s purpose in reducing price disparities in Eastern Indonesia can be achieved maximally. Moreover, the research results also show that Sea Highway program never takes the private shipping company’s commercial route.

Abstract

Bengkalis District is one of the districts in Indonesia which has ferriage services using roll-on roll-off ships connecting two districts: Sungai Pakning on the side of Sumatra Island and Air Putih on the side of Bengkalis Island. Since the issuance of Local Regulation No. 13 of 2011, port entrance admission has not increased yet even though there are numerous investment and infrastructure improvements on the route. The study aims at dtere The study aims to determine if tariff adjustment is required to balance the port income with its expenditure. The method used is cost and investment analysis, specifically time value of money concept. The result shows that not all consumer groups need tariff increase. Only passengers, class III vehicles, class IV-passengers, and class IV goods increased below Rp. 1,000 which need tariff adjustment while class II vehicles and class V goods increased above Rp. 1,000. The results of these calculations can be used to revise the local regulations in the future.

Abstract

This paper aims to explain the development of aviation safety in Indonesia prior to the removal of the ban on flights of Indonesian Airlines by the European Commission during the 2007-2018 period, and to examine the diplomatic steps taken by the Indonesian government concerning the removal of the ban.  This article employs a qualitative approach which is a literature study. Data were obtained from various official documents and reports, as well as articles and news related to the issue of Indonesian airline's flight ban by the European Commission. The results exhibit a lengthy diplomacy process that took place in the year 2007-2018, illustrating the weakness in the aviation safety aspect of Indonesia's aviation that must be improved. The Indonesian government must continue to strive for the independence of the country's national aviation sector so that it is able to take a prominent role internationally and not to heavily depend on the global transportation business. Economic integration in the aviation sector with all ASEAN countries must also be strengthened to balance the strength of the aviation industry in the European countries and the United States, especially following the horizontal agreement. With such integration in the aviation sector, it is hoped that Indonesia will be able to focus on regional market forces.

Abstract

The purpose of this paper is to examine the vision of Indonesia as a maritime axis of the world. This vision is important, in addition to its worldwide scale content, and also directly addressed by the President of the Republic of Indonesia Joko Widodo at the East Asia Summit in Nay Pyi Taw, Myanmar on November 13, 2015. This vision is increasingly important because there are still many of our marine problems, particularly those relating to security and economic issues, are suspected to weaken that vision. Using heuristic technique and eclectic method, philosophical study of this qualitative descriptive type will center on the President's speech and the national newspaper coverage of maritime problems, which likely raises the ethical problems of nation and state. As a result, Indonesia's vision as a maritime axis of the world should be manifested with a critical note.

Abstract

Abstract

Sea security means that the sea can be controlled and safely used by users to be free from threats or disturbances to its use. The Navy Base is an integral part of the Integrated Armed Weapon System (SSAT) which has an additional function to carry out security in its work area in the form of limited sea security operations (opskamlatas). The Lombok Strait is one of the important Choke Points with heavy shipping traffic, so security in the strait needs to be guaranteed by sea control by the Navy's base elements. The purpose of this study was to analyze the effect of the ability of limited sea security operations to control the sea in the Lombok Strait with the presence of a Navy Base patrol boat in the Lombok Strait. The method used in this study is a quantitative method with population at the Navy base in the Lombok Strait. The results of the research that have been carried out are the significant influence of the presence of patrol ships of the Indonesian Navy Base on sea control in the Lombok Strait.

Abstract

The study’s objective is to analyze the relationship of the documents service quality (X1) and the speed of loading and unloading of general cargo (X2) with service user satisfaction (Y) in Tubagus Jaya PT Maritim, either individually or jointly. Research using quantitative methods, with a population of consumers Tubagus Jaya PT Maritim many as 67 people and the determination of a sample of 30 people. Data were analyzed by using multiple regression and multiple linear regression, simple correlation and partial correlation. Results: 1. There is a correlation between the quality of service of documents by the service user satisfaction is r of 0.794 means there is a very strong relationship and the direction (positive), and the regression hypothesis there is no significant relationship to thitung greater than t table (10.529> 1.669) or hypothesis H1 be accepted. 2.Hasil correlation between the speed of loading and unloading of general cargo with service user satisfaction obtained r of 0.651 means a strong relationship and the direction (positive), and the hypothesis of regression showed a significant relationship that is greater than ttable thitung (6.914> 1.669) or hypothesis H2 be accepted. 3. Results of correlation between the quality of service of documents and speed of loading and unloading of general cargo together with service user satisfaction obtained r of 0.814 means the relationship is very strong and direct (positive), and F count larger than F table (62.871> 3.140) or the research hypothesis H3 is received.

Abstract

In the last ten years airline industry has grown rapidly and has made airport ramp or apron busier with its activities. The work time in this area is relatively short, causing the work pressure higher than other areas. It is not surprising that accidents and incidents are more potential to happen here. By identifying the hazard and risk, and then doing a risk analysis, the level of risk can be known using a qualitative method referring to the Australian/New Zealand Standard or AS/NZS 4360:2004. It is clear that the highest risks of ramp activities are noise, being struck by operational vehicles, and being squeezed by GSE equipment. Meanwhile, the activities with high risk include fatique, dust, being squeezed by hydraulic during preparation, being scratched by iron, improper body position when putting mannual GSE, being struck down by things, falling down, and getting lavatory water splashed on.
