The existence and advancement of organizations, whether in the public or private sector, relies heavily on the strategic role of Human Resources (HR) as the main driving force. This study aims to analyze the effect of Work Environment and Workload on Employee Performance, with Job Satisfaction as a mediating variable, at the Population and Civil Registration Office of West Papua Province. A quantitative approach was employed, with a total population of 39 employees from the Secretariat Division. The sampling technique used was saturated sampling, where all members of the population were included as samples. Data analysis was conducted using Structural Equation Modeling with the Partial Least Square (SEM-PLS) method. The results show that the Work Environment has a positive and significant effect on both Employee Performance and Job Satisfaction. Workload has a negative and insignificant effect on Employee Performance, but a negative and significant effect on Job Satisfaction. Furthermore, Job Satisfaction has a positive and significant effect on Employee Performance. The mediation analysis reveals that Job Satisfaction partially mediates the effect of the Work Environment on Employee Performance, but does not mediate the effect of Workload on Employee Performance.

Abstract

This study aims to analyze the responsiveness of bureaucracy in public services at the Regional Disaster Management Agency (BPBD) of Kupang Regency, especially in responding to community needs during and after a disaster. The primary concern raised is the extent to which BPBD is able to provide services that meet community expectations in emergencies and identify the factors that support and inhibit this. This study employs a qualitative approach, utilizing a case study method. Data collection techniques are carried out through in-depth interviews, direct observation, and documentation studies. Informants were selected purposively, consisting of BPBD officials and residents affected by the disaster. The study focuses on three main aspects: response-ability (officer understanding and clarity of communication), speed of service (utilization of time and technology), and accuracy of service (suitability of services and procedures). The results of the study indicate that flooding is the most dominant and broad-impact event in the study area. Flat topographic factors, infrastructure damage, and inadequate drainage systems cause the vulnerability of this area. Field findings indicate that three main aspects influence the responsiveness of the Kupang Regency BPBD in handling flood disasters: the aspect of response-ability identified limitations in technical understanding among officers due to their low disaster education background and a minimal training budget.

Abstract

This study aims to analyze the effect of self-efficacy and reward on employee performance at Bank NTT Head Office, with work motivation as a moderating variable. The main problems discussed include how the relationship between self-efficacy, reward, and motivation to improve employee performance directly and indirectly. The method used is a quantitative approach with an explanatory research type, involving 188 respondents from a population of 354 employees of Bank NTT Head Office. Data collection was carried out through questionnaires and documentation, and analyzed using the Partial Least Square (PLS) technique. The results of the study indicate that self-efficacy, reward, motivation, and employee performance are in the good category. Self-efficacy and reward have a significant direct influence on employee performance, as well as motivation. However, work motivation has not been shown to moderate the influence of self-efficacy and reward on performance. This finding indicates the importance of strengthening psychological aspects and reward systems in supporting employee productivity. The conclusion of this study confirms that direct interventions on self-efficacy and reward are more effective than using motivation as an intermediary variable. Therefore, human resource development should be focused on increasing self-confidence and a fair reward system to optimize organizational performance.

Abstract

This study aims to analyze the performance of cooperation of Nusa Cendana University in the last five years (2019–2023), and to identify factors that support and hinder the effectiveness of the implementation of the cooperation. The study used a qualitative approach with an instrumental case study method, and was conducted at Nusa Cendana University, Kupang. Informants were determined purposively from three faculties representing the categories of high (FKIP), medium (FST), and low (FISIP) cooperation performance. The results of the study show that in general, Nusa Cendana University has established various forms of cooperation at the university, faculty, and study program levels. However, there are disparities in the performance of cooperation between work units, as reflected in the number of cooperation documents and the level of implementation of cooperation agreements (MoU, MoA, IA). The most dominant cooperation is carried out in FKIP, while FISIP and postgraduate programs show relatively low achievements. Factors that influence cooperation performance include ability and motivation factors at the study program level. Supporting factors include: faculty leadership initiatives, availability of regulations and guidelines for cooperation, collaborative experience, and active partner networks. Inhibiting factors include the lack of an integrated coordination system, limited human resources, low administrative literacy, and no specific cooperation budget. The study recommends strengthening institutional systems, enhancing HR capacity at the study program level, and developing measurable follow-up strategies. Optimizing these aspects is expected to improve Nusa Cendana University's cooperation performance more effectively and sustainably.
