Jurnal Diplomasi Pertahanan bertujuan untuk mempublikasikan pemikiran akademis mencakup masaalah diplomasi pertahanan seperti, misi damai militer ke luar negeri, hubungan kerjasama, negosisasi, komunikasi, resolusi konflik keamanan antar negara, lingkungan regional dan Global. Strategi berupa upaya upaya-upaya meningkatkan kepercayaan antara negara dan peningkatan kapasitas pertahanan suatu negara menjadi perahatian utama. Kegiatan dilakukan antara lain tinjauan masalah perang, perdaiaman, kepemerintahan golobal, cyber diplomacy, penanganan pasukan pemelihara perdamaian (peacekeeping force), penegakkan keamanan (peace enforcement), perundingan, embago, resolusi, peningkatan industri pertahanan, promosi good-governance, tanggap bencana, penyeludupan narkoba, human trafficking, melindungi Hak Asasi Manusia, dll

Abstract

This article describes a paradigm shift in security studies through the International Relations (HI) approach, which over the years International Relations has focused its discussion on the political-military theme, where the state is the main actor in this study. This tradition is known as realism. Over time, the golden age of the realism paradigm came to an end becauseit was unable to solve the complex problems facing the international community. That is why HI has begun to broaden and deepen the object of discussion into non-military topics, such as economy, politics, social and the environment. In short, HI's discourse moves from state security to human security. As already explained, the economy is one of the areas that has received the most attention because this theme is related to human activities in meeting their basic daily needs. However, this activity has an unwanted impact on the environment, suchas global warming which must be addressed as soon as possible. This prompted the international community to start paying attention to this issue in the last decade. Global warming as one of the biggest problems in environmental security is the trigger. This topic also makes environmental issues the focus of studies on HI approaches and other aspects, such as defense, security, economics and politics.Keywords: International Relations, security studies, environmental issues.

Abstract

World Maritime Axis is one of Indonesia’s policy to reach a new stage in the international system. One of World Maritime Axis’s pillars is Maritime Diplomacy which Indonesia Invites all countries to reduce the sources of conflict at the sea. There are influence betweet World Maritime Axis and the relationship between Indonesia and other countries, especially those with geographical proximity. Australia is one of the countries that have a geographical proximity with Indonesia. This studies using SWOT Analysis by Kearns and the concept of bilateral relations. Research method that used in this studies is content analysis. Based on the literatue researches conducted by researcher, it can be concluded that the opportunities and impacts of the World Maritime Axis affect bilateral relations between Indonesia and Australia as countries that have historical and geographical proximity.

Abstract

The South China Sea dispute has escalated since China claimed 80% of the South China Sea area. This is in conflict with the interests of many countries, one of which is Malaysia. China's claims regarding Malaysia's EEZ area that can endanger Malaysia's national interests. In addition, the United States is also involved in this region and threats to Malaysia come from all sides. This can be a threat to Malaysia's national interest Malaysia is a small country that is building its military strength and relies heavily on trade. In overcoming this threat in the South China Sea, Malaysia seeks to increase mutual trust with related countries, especially China and Malaysia as major countries involved in the SCS region. Malaysia is also consistent in carrying out its foreign policyand actively promotes security in the South China Sea with ASEAN through ASEAN Plus One, ASEAN Regional Forum (ARF), East Asia Summit (EAS), ASEANDefense's Minister Meeting/ASEAN Defense's Minister Meeting-Plus (ADMM/ADMM-Plus) and track II workshops. ASEAN has the same view, which isnot agreeing to China's claims in the South China Sea.

Abstract

Neo-realist approach towards national security is still applicable even until now. The current changes in strategic environment of the world has just made living as a state even more complex. The ever-changing situation is growing rapidly, and the a certain strategic approaches is needed to fully grasp and deal with the situation. This article aims to describe the neoreailsm approach towards the study of national security. Content analysis method will be used in this article. According to Kenneth Waltz, power is the most important factor in international relations. The competition between states is just a product of the current structure of international system. From more than 20 articles referenced here, it can be summarized that changes in strategic environment is heavily affected by the latest industrial revolution. Thus, from neorealist approach, the security dilemma is even bigger than it was decades ago. New threats and opportunites come together and raised the bar even higher in modern times.Keywords: Neo-realism, National Security, security dilemma

Abstract

This article discusses one of the government's efforts in handling the Papuan separatist movement. The Separatism Movement is a movement to gain sovereignty and separate from a territory or group of people from each other (or another country). In Papua, there is a group of people who want to be sovereign and break away from the Republic of Indonesia. A group of people called themselves Free Papua Organization (OPM). Papua de facto and de jure is one of the regions of Indonesia, so the Indonesian government prohibits anyone or any group that seeks to secede from the Republic of Indonesia (The Unitary State of The Republic of Indonesia). In Papua until now, there are still frequent conflicts related to political, economic, or socio-cultural issues. This research aims to find out how the government overcomes the separatist movement so that a group of people who call the OPM movement (Free Papua Organization) aware and return to the lap of the NKRI (Unitary State of the Republic of Indonesia)

Abstract

China's reclamation and infrastructure development in the South China Sea area poses a threat to countries around the region, including Malaysia. China also carried out illegal actions that violated state borders around the South China Sea, one of which was the maneuver of the Chinese air force inside Malaysia's sovereign territory on June 1, 2021. One of Malaysia's steps in dealing with this problem is to use defense diplomacy efforts, both bilateral and multilateral. Bilaterally, Malaysia can cooperate with Vietnam to strengthen maritime security, which is expected to be potential bilateral cooperation to reduce disputed claims in the South China Sea. Meanwhile, within the framework of multilateral cooperation, Malaysia can maximize existing cooperation forums such as through the ASEAN Regional Forum (ARF), ASEAN Plus Three (APT), East Asia Summit (EAS), ASEAN Defense Ministers' Meeting (ADMM), and ADMM-Plus. In dealing with problems in the South China Sea region, Malaysia has the pillars of a national defense strategy, namely concentric deterrence, comprehensive defense, and credible partnerships.

Abstract

The development of the internet and digital technology is a representation of the 4.0revolution. The industrial revolution 4.0 shifts the role of humans and industrialmachines which characterized the Industrial Revolution that occurred before. Theeconomic policies of these countries to colonialization by Western European countries such as Britain, France and Germany and the United States were also the effects of the industrial revolution. Abstract

The concept of defense diplomacy does not have a universally recognized definition; therefore, each country tends to have its definition, which is then included in its defense white paper. The concept of diplomacy for Malaysia itself is defined as creating stable international relations with other countries. Malaysia has a defense diplomacy strategy known as quiet diplomacy. One of the problems that threaten Malaysia's maritime economy and sovereignty that continues to this day is the South China Sea conflict. This conflict occurred because of a unilateral claim made by the Chinese government with theissuance of a map that later contained a nine-dash line. In dealing with this problem,Malaysia then implemented the concept of defense diplomacy in the multilateral realm,namely through official forums, namely the ASEAN Defense Ministers' Meeting (ADMM) and the ASEAN Defense Ministers' Meeting Plus (ADMM Plus). This report was prepared using a descriptive-narrative method obtained through interviews with resource persons and a literature study. The purpose of this report is to serve as a theoretical reference for the concepts and practices of Malaysian defense diplomacy.

Abstract

The NATO intervention in Libya was one of the most contentious conflict in 2011. The permission given by the UNSC for NATO to intervene in Libya led to a debate that said intervention carried out in Libya was not based on the humanitarian objectives but for US national interest. This situation is strengthened by several NATO activities that show their involvement is for the US interest. Some of the US interest are protecting their territorial sovereignty from terrorism, oil interest and democracy campaign or ideology. Ideology is counted as their long-range or important interest. Previous studies have explained the other US interest in Libya such as the oil interest and terrorism. However, there are not many studies that precisely portray the importance of liberalism in this operation. Therefore, this research is questioning on the importance of democracy campaign during operation by NATO for the US. The main argument in this study is that US did not only launch the operation for humanitarian reason but for its own interest and that democracy liberal ideology interest hold the same importance as the other interest of US.

Abstract

This research is about interpretation picture given by the lecturer of foreign policy analysis about Japan pacifism in between of China and North Korea. The central research-problem focuses on the factors that how Japan facing the security challange amid to real threats between the raise of China and the Widening of Nuclear from North Korea, that will affects a state’s foreign policy decision in the field of security, power stucture through defense procurement. This research is build by foreign policy analysis concept, also the rational choice approach. The result shows that the output that will be obtained from the changing of foreign policy will make it easier for Japan to take a part in bilateral and multilateral military exercise with countries other than the United States, including Southeast Asia countries such as the Philippines which has maritime disputes with China and welcoming Japan’s expanded security role.
