Jurnal Diplomasi Pertahanan bertujuan untuk mempublikasikan pemikiran akademis mencakup masaalah diplomasi pertahanan seperti, misi damai militer ke luar negeri, hubungan kerjasama, negosisasi, komunikasi, resolusi konflik keamanan antar negara, lingkungan regional dan Global. Strategi berupa upaya upaya-upaya meningkatkan kepercayaan antara negara dan peningkatan kapasitas pertahanan suatu negara menjadi perahatian utama. Abstract

Abstrak – Penetapan garis batas darat Indonesia – RDTL didasarkan pada asas Uti Posidetis Juris yaitu Perjanjian Belanda – Portugis 1904 dan Permanent Court of Arbitration (PCA) 1914. Berdasarkan kesepakatan RI – UNTAET pada tahun 2001, dibentuk TSC-BDR untuk melakukan demarkasi batas kedua negara. Pada tahun 2005, proses penegasan batas menghasilkan Provisional Agreement 2005 yang masih menyisakan tiga unresolved segment yaitu Bijaelsunan-Oben, Noelbesi-Citrana dan Dilumil-Memo. Pada tahun 2013, unresolved segment Dilumil – Memo berhasil diselesaikan. Oleh karena itu penelitian ini bertujuan untuk mengidentifikasi proses penyelesaian unresolved segment Dilumil – Memo. Untuk mencapai tujuan tersebut, penelitian ini dilakukan dengan menggunakan metode kualitatif dengan pendekatan studi kasus. Teknik pengumpulan data yang dilakukan melalui observasi di lapangan, wawancara, studi pustaka dan studi dokumen. Untuk menganalisis penelitian ini digunakan teori diplomasi, teori peran, boundary making theory, konsep diplomasi pertahanan, konsep kepentingan nasional dan konsep negosiasi sebagai pisau analisis. Teknik analisis data dalam penelitian ini dilakukan dengan kondensasi, penyajian data hingga membuat kesimpulan. Hasil penelitian menunjukkan bahwa proses penegasan batas darat Indonesia - RDTL melibatkan institusi diplomasi pertahanan. Aspek diplomasi pertahanan yang digunakan dalam penyelesaian unresolved segment Dilumil – Memo adalah Confidence Building Meassures (CBMs) dengan menyamakan pendapat menggunakan median line sebagai win-win solutions dan Kerjasama yang diwujudkan melalui pertemuan bilateral kedua pemimpin negara serta political will melalui mandat Presiden kepada Institusi Diplomasi Pertahanan seperti JMC, JBC, TSC-BDR dan SWG untuk berkomitmen menyelesaikan masalah perbatasan dengan tujuan mempertahankan hubungan bilateral yang baik serta mencapai kepentingan nasional seperti menjaga pertahanan dan keamanan bagi masing-masing negara.Kata kunci: Diplomasi Pertahanan, Unresolved Segment, Perbatasan Darat Abstract – The delimitation of Indonesia dan RDTL land boundary is based on Uti Posidetis Juris principle namely Dutch – Portuguese Treaty 1904 and Permanent Court of Arbitration (PCA) 1914. Based on RI – UNTAET agreement in 2001, TSC-BDR was formed to demarcate the borders of the two countries. In 2005, the demarcation process resulted Provisional Agreement 2005 that still leaves three unresolved segments, Bijaelsunan-Oben, Noelbesi-Citrana and Dilumil-Memo. In 2013, Dilumil - Memo successfully solved. Therefore, this research aims to identify the unresolved segment Dilumil - Memo settlement process.To achieve this objective, this research uses qualitative method with case study approach. Data collection techniques conducted through field observations, interviews, literature studies and document studies. To analyze this research the theory of diplomacy, role theory, boundary making theory, the concept of defense diplomacy, the concept of national interest and the concept of negotiation are used as a knife analysis. Data analysis technique in this research is done by condensation, data display until make conclusion. The result of research shows that the demarcation process of Indonesia and RDTL land boundary involving defense diplomacy institutions. Aspect of defense diplomacy used in solving unresolved segment Dilumil - Memo is Confidence Building Meassures (CBMs) by equating opinion using median line as win -win solutions and Cooperation that realized through the bilateral meeting of the two leaders of the state and political will through the President's mandate to the Defense Diplomacy Institution such as JMC, JBC, TSC-BDR and SWG to committed solving border issues that aims to maintaining good bilateral relations and achieving national interest such as maintaining defense and security for each country.Keywords: Defense, Diplomacy, Unresolved Segment, Land Boundary.

Abstract

Abstrak -- Diplomasi pertahanan merupakan kajian baru dalam ilmu HI, utamanya diplomasi. Hal ini membuat kajian-kajian yang berkembang dalam diplomasi pertahanan masih minim dan didominasi oleh konsep-konsep western. Padahal hal ini berpotensi menimbulkan bias teoretis jika diterapkan di negara-negara timur. Filsafat timur sesungguhnya memberikan banyak pilihan konsep terkait diplomasi dan ilmu pertahanan, seperti dalam Arthashastra karya Chanakya. Penelitian ini membahas mengenai analisa konsep diplomasi pertahanan negara dalam pandangan Chankya melalui karyanya, Arthashastra. Rumusan masalah dalam penelitian ini adalah bagaimana konsep pemetaan ancaman, statecraft dan juga diplomasi dalam Arthashastra dapat menjadi dasar strategi dan paradigma dalam Diplomasi Pertahanan. Penelitian ini bertujuan untuk memberikan gambaran mengenai konsep pemetaan ancaman, statecraft dan diplomasi dalam Arthashastra sebagai dasar strategi dan paradigma dalam diplomasi pertahanan. Metode yang digunakan adalah analisa isi kualitatif menggunakan analisis wacana kritis dan hermeneutika Gadamer. Konsep Diplomasi pertahanan dalam Pandangan Chanakya digali dari beberapa teori besar dalam Arthashastra mengenai pemetaan ancaman (Teori Mandala); mengenai statecraft (Teori Saptanga); dan mengenai Diplomasi (Teori Mantrashakti, Ṣāḍguṇya dan catur upaya). Pemetaan ancaman dalam teori mandala dipandang masih tradisional dan bersifat military heavy. Konsep statecraft dalam teori saptangga sebagian besar masih relevan, walau ada satu elemen yang perlu dimaknai kembali. Konsep diplomasi dalam teori mantrashakti, Ṣāḍguṇya dan catur upaya sebagian besar masih relevan dan dapat dijadikan dasar dalam paradigma diplomasi pertahanan. Secara umum konsep diplomasi pertahanan chanakya memiliki banyak kemiripan dengan diplomasi militer, sehingga dapat digunakan sebagai acuan dalam strategi diplomasi militer. Namun untuk bisa diaplikasikan pada diplomasi pertahanan saat ini diperlukan penyesuaian terutama mengenai keterlibatan elemen nir-militer.Kata kunci: Diplomasi Pertahanan, Chanakya Arthashastra, Teori Mandala, Teori Saptanga, Mantrashakti, Ṣāḍguṇya, Catur Upaya. Abstract -- Defense diplomacy is a new study in International Relations science, mainly diplomacy. This makes studies that develop in defense diplomacy are still mildly and dominated by western concepts. Even though this has the potential to cause theoretical bias if applied in eastern countries. Eastern philosophy actually provides many choices of concepts related to diplomacy and defense science, such as in Chanakya's Arthashastra. This study discusses the analysis of state defense diplomacy concept in the course of Chankya through his work, Arthashastra. The research questions in this study are how the concept of threat mapping, statecraft and diplomacy in the Arthashastra can be the basis of strategies and paradigms in Defense Diplomacy. This study aims to provide an overview of the concept of threat mapping, statecraft and diplomacy in Arthashastra as the basis of strategies and paradigms in defense diplomacy. The method used is qualitative content analysis using critical discourse analysis and Gadamer’s hermeneutics. The concept of defense diplomacy in the course of Chanakya was explored from several major theories in the Arthashastra concerning the mapping of threats (Mandala Theory); regarding statecraft (Saptanga Theory); and the Diplomacy (Theory of Mantrashakti, Ṣāḍguṇya and catur upaya). Mapping threats in the mandala theory is seen as still traditional and military heavy. The concept of statecraft in the saptangga theory is still largely relevant, although there is one element that needs to be reinterpreted. The concept of diplomacy in the mantrashakti, Ṣāḍguṇya and catur upaya theory is still largely relevant and can be used as a basis in the defense diplomacy paradigm. In general, the concept of defense diplomacy has many similarities to military diplomacy, so that it can be used as a reference in military diplomacy strategies. However, to be applied to defense diplomacy, adjustments are currently needed, especially regarding the involvement of non-military elements.Keywords: Defense Diplomacy, Chanakya Arthashastra, Mandala theory, Saptanga theory, Mantrashakti, Ṣāḍguṇya, Catur Upaya.

Abstract

Abstrak -- Situasi politik global cenderung bersifat dinamis. Setiap negara di dunia dituntut untuk selalu siap dalam mengambil tindakan demi memperjuangkan kepentingan nasionalnya. Tindakan setiap negara cenderung mengikuti tren dan situasi tataran global yang tengah terjadi. Untuk itu setiap negara dituntut untuk selalu siap dalam menghadapi segala tantangan, termasuk potensi ancaman. Bentuk ancaman pun kini menunjukkan pergeseran, dari ancaman tradisional yang bersifat militer, menjadi ancaman nontradisional yang lebih kompleks. Dalam menyikapi bentuk ancaman-ancaman tersebut Indonesia memiliki sistem pertahanan semesta,  yang berarti memadukan segala sumber daya nasional sebagai unsur kekuatan pertahanan. Tidak hanya kekuatan militer saja yang diperlukan, kekuatan nirmiliter juga memiliki peran tersendiri dalam sistem pertahanan negara. Penelitian ini bertujuan untuk melihat bagaimana peran IACS yang merupakan program tahunan Kementerian Luar Negeri RI sebagai kekuatan pertahanan nirmiliter, dapat mendukung upaya pencapaian kepentingan nasional. Disamping itu, analisis pada kontribusi terhadap pertahanan negara, khususnya pertahanan nirmiliter yang diberikan program IACS ini juga menjadi tujuan penelitian ini. Penelitian ini disusun menggunakan metode kualitatif, sementara data yang dibutuhkan diperoleh melalui rangkaian wawancara dan studi literatur. Hasil penelitian menunjukkan bahwa IACS mendukung pencapaian kepentingan nasional dengan membentuk citra positif negara, mempererat bahkan membangun hubungan bilateral maupun multilateral, hingga mendukung upaya perwujudan perdamaian dunia. Dari perspektif pertahanan negara, IACS berkontribusi melalui aktifitas people to people contact yang meningkatkan kesepahaman antara Indonesia dengan negara-negara lain, sehingga meminimalisir terjadinya konflik. Selain itu, aktifitas people to people juga meningkatkan CBM yang dimiliki Indonesia dengan pihak internasional, serta membantu terciptanya kerjasama. Meski begitu, masih diperlukan adanya koordinasi dan sinergitas antara Kemenlu dengan stakeholder terkait agar program ini lebih efisien, efektif, dan tepat sasaran.Kata kunci: CBM, Diplomasi, IACS, Kebudayaan, Kemenlu, Kepentingan Nasional, Pertahanan Abstract -- The global politic that we’re having is always dynamic. Thus, every single nation should be very prepared in taking any action in order to defend its national interest. Moreover, each nation must be able to face any form of challenges, including the potential threat. A shifting in terms of threat is also found, where a traditional threats that mostly come up in a form of military threats, turn into a non-traditional threats which are more complex if it’s compared to the other one. As a response to this reality, Indonesia uses its total defense system, which involving all the national resources as their defense force essential. Aside from military force, nonmilitary force holds a significant role for the national defense system as well. Therefore, this research is conducted to see how IACS, an annual program brought by the Ministry of Foreign Affair of Indonesia, takes role as a non-military defense force in supporting the national interest. Other than that, this research aims to reveal how IACS contributes in the national defense, specifically as a non-military force. The method used in this study is qualitative, while numbers of interviews and literature studies are have been taken in order to obtain the data. The result shows that IACS supports Indonesia’s national interest by constructing positive image of Indonesia to worldwide, strengthening and even creating the bilateral and multilateral affair, and also the embodiment of world peace. From the perspective of national defense, people to people contact activity resulted by IACS increases better understanding among nations, which minimizes the potential of conflicts. Furthermore, people to people contact activity contributes in escalating Indonesia’s CBM, which led to international cooperation. Nevertheless, the writer thinks that a better coordination and synergy between the Ministry of Foreign Affair of Indonesia and related stakeholders are needed, so that this program could run more efficiently, effectively, and hit the target perfectly. Abstract

Abstrak -- Media massa merupakan salah satu medium efektif untuk mempublikasikan sebuah informasi, dengan media framing yang dapat digunakan untuk mengarahkan satu sudut pandang dari sebuah isu besar berdasarkan pada fakta yang ada, sedangkan pada praktiknya foto jurnalistik hanya digunakan untuk melengkapi sebuah pemberitaan. Oleh karena itu penulis mencoba untuk melihat potensi lain dalam kaitan antara media framing dan foto jurnalistik dengan diplomasi pertahanan yang menghasilkan efek penangkalan (deterrence effect), untuk kemudian dapat diaplikasikan sebagai salah satu strategi pertahanan negara. Tulisan ini membahas mengenai analisa konsep diplomasi pertahanan negara sebagai tujuan akhir dari penggunaan media framing dan foto jurnalistik. Rumusan masalah yang dihadirkan adalah bagaimanakah pengaplikasian media framing dan foto jurnalistik untuk dapat menjadi potensi dalam mendukung diplomasi pertahanan, serta bagaimanakah hubungan antara media framing dengan foto jurnalistik penenggelaman kapal illegal fishing sebagai potensi terhadap diplomasi pertahanan. Metode yang digunakan adalah metode penelitian kualitatif, dengan menggunakan analisis wacana kritis sebagai pisau analisis dalam kondensasi data, penyajian data, dan penarikan kesimpulan. Hasil penelitian menunjukkan bahwa pengaplikasian media framing dan foto jurnalistik memiliki potensi untuk mendukung diplomasi pertahanan, selama konsep diplomasi dan pertahanan menjadi konsep dasar dari pembuatan framing dan foto jurnalistik itu sendiri. Bagaimana hubungan antara media framing dan foto jurnalistik dengan diplomasi pertahanan, dapat tergambar melalui dampak berupa penurunan angka illegal fishing sebagai efek penangkalan dari pengaplikasian media framing dan foto jurnalistik. Kesimpulan dari penelitian ini adalah, pengaplikasian media framing dan foto jurnalistik memiliki potensi untuk mendukung diplomasi pertahanan, dengan kajian lebih lanjut yang perlu dilakukan sebagai rekomendasi dari penelitian ini.Kata Kunci: diplomasi pertahanan, media framing, foto jurnalistik, soft power diplomacy, analisis semiotika, deterrence effect Abstract -- Mass media is one of the effective mediums for publishing information, with framing media that can be used to direct a point of view from a large issue, while still adhering to the facts, while in practice, photojournalism is used to complement a news report. Therefore, researchers try to see another potential in terms of media framing and photojournalism, with defense diplomacy, to produces deterrence effects, which can then be applied as one of the country's defense strategies. This study discusses the analysis of the concept of national defense diplomacy as the ultimate goal of using framing media and photojournalism. The formulation in this research is how the application of media framing and photojournalism can be a potential in supporting defense diplomacy, and how is the relationship between framing media and photojournalism of sinking illegal fishing vessels as a potential for defense diplomacy. The method used is a qualitative research method, using critical discourse analysis as an analysis in condensing data, presenting data, and drawing conclusions. The results showed that the application of media framing and photojournalism had the potential to support defense diplomacy, as long as the concept of diplomacy and defense became the basic concept of making framing and photojournalism itself. How the relationship between media framing and journalistic photos with defense diplomacy can be illustrated through the impact of reducing the number of illegal fishing as a deterrent effect from the application of framing media and journalistic photos. The conclusion of this research is that the application of media framing and photojournalism has the potential to support defense diplomacy, with further studies that need to be done as recommendations from this study.Keywords: defense diplomacy, media framing, photojournalism, soft power diplomacy, semiotic analysis, deterrence effect

Abstract

Abstrak -- Stabilitas ASEAN adalah alasan bertumbuhnya ekonomi di ASEAN. stabilitas tersebut tidak terlepas dari upaya regionalisasi ASEAN yang hingga kini menuju Komunitas Masyarakat ASEAN. Hal yang paling penting adalah konsensus dari ASEAN Way terus menciptakan guidance bagi hubungan yang berlangsung di ASEAN. Rivalitas Amerika Serikat dan Cina dalam upayanya memperebutkan pengaruh di ASEAN telah memberikan beberapa ancaman seperti tidak tercapainya konsensus di tahun 2012, Malaysia yang keluar dari join declaration di Myanmar tahun 2017, dan CoC Laut Cina Selatan yang masih terus digalakkan yang tentunya berhadapan dengan kepentingan para major power khususnya Amerika Serikat dan Cina. Penelitian ini untuk menjelaskan strategi diplomasi pertahanan Indonesia dalam menjaga stabilitas kawasan ASEAN dan strategi diplomasi pertahanan Indonesia tersebut melalui konsep dynamic equilibrium. Penelitian ini akan dikaji melalui teori-teori strategi terutama Terry L Deibel dan kesesuain konsep Dynamic Equilibrium dengan konsep diplomasi pertahanan. Penelitian ini dilakukan dengan pendekatan kualitatif. Data dihimpun dengan cara wawancara, lalu disandingkan dengan studi literatur. Kemudian data tersebut dianalisis berdasarkan teori-teori di atas. Hasil penelitian ini menunjukan bahwa kepentingan Indonesia dalam regional masih dalam bentuk kepentingan membangun postur pertahanan Indonesia. Sehingga, konsep Dynamic Equilibrium bisa menjadi alternatif untuk mencegah fragmentasi ASEAN oleh rivalitas para major powers.Kata kunci: diplomasi, diplomasi pertahanan, strategi, asean, rivalitas kekuatan Abstract -- ASEAN stability is the reason for the economic growth in ASEAN. More importantly this is inseparable from the efforts to regionalize ASEAN which is now heading towards the ASEAN Community.The most important thing is the consensus of ASEAN Roads continues to guide the ongoing relations in ASEAN. Rivalry between the United States and China in its efforts to compete for influence in ASEAN has provided several problems such as the lack of consensus in 2012, Malaysia coming out of a joint declaration in Myanmar in 2017, and the ongoing South China CoC which can deal with the interests of the big special powers of the United States and China. This research is to explain Indonesia's defense diplomacy strategy in the ASEAN defense region and Indonesia's defense diplomacy strategy through the concept of dynamic balance. This research will be examined through the popular strategy theories of Terry L Deibel and the compatibility of the concept of Dynamic Equilibrium with the concept of defense diplomacy. This research was conducted using qualitative. Data is collected by means of interviews, then juxtaposed with literature studies. Then the data is analyzed based on the theories above. The results of this study indicate that Indonesia's interests in the region are still in the form of interests in building Indonesia's defense posture. Considering, the concept of Dynamic Equilibrium can be an alternative to prevent ASEAN fragmentation by the rivalry of the main forces.Keywords: diplomacy, defense diplomacy, strategy, asean, rivality

Abstract

Post-World War II to 1945, United Nations (UN). Present and become an inter-state organization that then aspires to help maintain world peace. Up to the Department of Peacekeeping Operation (DPKO), the United Nations, Indonesia is a very active country participating in maintaining world peace. The TNI Peacekeeping Mission Center (PMPP TNI) is then a means to carry out planning and preparation of TNI personnel in assignments, training and education related to UN peacekeeping work, both at home and abroad, and how to preparePMPPTNI to be a peacekeeping training center Southeast Asia. Then the purpose of the research is to analyze how the PMPP-TNI readiness and the factors that influence the TNI PMPP to become the main peacekeeping training center in Asia. This research is done by using qualitative method. Primary data were obtained through interviews with 7 informants including academics, practitioners and experts in related fields, while secondary data were obtained from literaturesuch as books, journals, scientific papers and mass media. This study uses the concept of CCP development and the concept of defense diplomacy.The results of this study show that, Indonesia's involvement in Peace Operation is an active role of the State in carrying out Defense Diplomacy. Almost every country that becomes an active contributor to peacekeeping forces has a training center that actively continues to prepare and train the troops to be deployed on the task of peacekeeping operations. With all the advantages possessed through data comparison, the TNI PMPP can be said to be one of the peacekeepingtraining centers in Southeast Asia that has the largest and most comprehensive facilities in line with the UNDPKO standards on the practice area. Abstract

The complexity of the South China Sea issues has sparked overwhelming international attention, whereas overlapping claims between various countries and the presence of external interest result in the instability of the South China Sea itself. When it comes to the South China Sea, its significance as one of the main global trade routes and its nature as a geographically blessed region with an abundant amount of natural resources is certainly inseparable. With that in mind, the presence of the South China Sea is considered a significant advantage for the countries around it, especially ASEAN (Association of Southeast Asian Nations) countries that are now considered as an emerging power in the Asia – Pacific Region. Thus, this research provides a broader understanding of how ASEAN as the epicenter of civilization in the South China Sea could maximize the utilization of its diplomatic corridors, such as the ASEAN Defence Ministers’ Meeting (ADMM) and ADMM Plus as a form of realizing and ensuring stability and security in the region. This is considered a part of an ASEAN effort to establish one of the pillars of ASEAN, which is ASEAN Political-Security Community, in which through ADMM might projects a clear vision of ASEAN to create a more united and cohesive actor regionally and internationally.

Abstract

The threat of terrorism as an international political agenda has become a specialconcern in the discussion of all global institutions in the world in the field of defenseand security. In an effort to deal with the threat of counterterrorism, Indonesia as acountry is also involved in facing the threat of terrorism. For more than 20 years,Indonesia has pursued policies to tackle counterterrorism. This article discusses andevaluates how Indonesian policies address terrorism and its implications for thedevelopment of counterterrorism in Indonesia. The author departs from theassumptions and theories of terrorism, counter terrorism, and realism in the review ofnational security. The author concludes that there needs to be an interdisciplinarystudy involving both military and non-military aspects, strategic efforts in makingcounter-terrorism policies, and the existence of resolutions that make terrorism afactor.Keywords: decolonialization, defense diplomacy, national security, counter terrorism

Abstract

The case of human trafficking is not only a threat to human security but also national and international security. The development of human trafficking cases increasing the awareness that security is one of the factors that can affect the prosperity and stability of a country and region. So that countries are encouraged to cooperate, especially regional cooperation through the ASEAN Regional Forum. The results of this study indicate that the implementation of ARF in handling human trafficking cases in Southeast Asia is still lacking. This can be seen in the lack of projects that have been implemented and regular meetings to discuss the handling of cases of human trafficking in Southeast Asia. The research method used in this study is a qualitative research method with data collection techniques in the form of literature studies obtained from books, journals, news, and other related literature.Keywords: ASEAN Regional Forum (ARF), Human Security, Human Trafficking, Regional Cooperation.

Abstract

Intrumen penting dalam hubungan luar negeri adalah kebijakan luar negeridalam membela kepentingan nasionalnya. Kepentingan Nasional Malaysiamenganggap pembelaan kepentingan nasional sebagai dasar kedaulatan dankemerdekaannya. Sejalan dengan itu, tujuan utama kebijakan PertahananNegara adalah untuk melindungi dan mempertahankan kepentingan danwilayah Malaysia dari ancaman domestik dan luar negeri. Dalam penelitian inimenyimpulkan bahwa malaysia adalah salah satu negara yang memilikimasalah yang sangat dilematis karena kerjasama ekonomi Malaysia denganChina begitu erat dan sangat menguntungkan Malaysia, namun di sisi lainsengketa LCS membuat Malaysia menahan diri dengan melaksanakandiplomasi lembut dengan berbagai pertimbangan demi hubungan kedua negaratetap terjaga.
