Jurnal Diplomasi Pertahanan bertujuan untuk mempublikasikan pemikiran akademis mencakup masaalah diplomasi pertahanan seperti, misi damai militer ke luar negeri, hubungan kerjasama, negosisasi, komunikasi, resolusi konflik keamanan antar negara, lingkungan regional dan Global. Strategi berupa upaya upaya-upaya meningkatkan kepercayaan antara negara dan peningkatan kapasitas pertahanan suatu negara menjadi perahatian utama. Abstract

Abstrak -- Penelitian ini bertujuan untuk menganalisis partisipasi female peacekeeper Indonesia dalam misi United Nations Interim Forces in Lebanon tahun 2015-2017 dan dampaknya terhadap diplomasi pertahanan Indonesia. Hal ini dihadapkan dengan adanya Resolusi Dewan Keamanan PBB No. 1325 Tahun 2000 tentang Women, Peace and Security, dan target gender 15% untuk personel militer perempuan dalam mewujudkan misi pemeliharaan perdamaian yang ramah gender. Penelitian ini menggunakan metode kualitatif dengan pendekatan deskriptif analitis melalui teknik pengumpulan data wawancara dan studi literatur. Hasil penelitian menunjukkan partisipasi female peacekeeper Indonesia dalam misi UNIFIL tahun 2015-2017 mengalami peningkatan secara kuantitas dengan jumlah 100 personel dari total 134 yang tersebar di sembilan misi. Namun, posisi penugasan female peacekeeper Indonesia masih mendominasi satuan tugas kontingen daripada posisi military staff. Untuk meningkatkan partisipasi, Indonesia masih mengalami hambatan utamanya berkaitan dengan kurang siapnya institusi militer dalam menyiapkan Wan-TNI termasuk kurangnya pendidikan dan pelatihan, aturan terkait ijin suami/atasan, dan absennya kebijakan. Akhirnya, partisipasi female peacekeeper Indonesia berdampak terhadap bargaining power Indonesia dalam menjalankan diplomasi pertahanan untuk meningkatkan Confidence Building Measures dan membantu capacity building Wan-TNI dalam hal profesionalisme tugas.Kata Kunci: Partisipasi, female peacekeeper Indonesia, UNIFIL, Diplomasi Pertahanan Abstract -- This research aims to analyze participation of Indonesian female peacekeeper in United Nations Interim Forces in Lebanon year 2015-2017 and its impact to Indonesia’s defense diplomacy. It is correlated with the existence of United Nations Security Council Resolution No. 1325 year 2000 about Women, Peace, and Security, as well as gender target of 15% female military personnel to implement gender based mission. This research uses qualitative research method and descriptive analytic approach, with interview and literature study as the data collection technique. The results show that participation of Indonesian female peacekeeper year 2015-2017 are increasing in quantity with 100 personnel out of total 134 females around nine missions. However, their job positions were still dominating task forces in contingent rather in military staff position. In order to increase participation, Indonesia still experiences obstacles that mainly related to the lack of preparedness of military institution  in preparing female military personnel including the lack of education and training, regulation about permit from officer and/or husband, and the absent of gender composition policy. Finally, participation of Indonesian female peacekeeper affected to Indonesia’s bargaining power in conducting defense diplomacy to enhance Confidence Building Measures and help female’s capacity building in term of task professionalism.Keywords: Participation, Indonesian Female Peacekeeper, UNIFIL, Defense Diplomacy

Abstract

Abstrak -- Implementasi kebijakan kerja sama program KFX/IFX mengalami penundaan dikarenakan adanya kendala pada ketersediaan anggaran pertahanan. Meskipun telah dilakukan evaluasi, program harus tetap dilanjutkan karena menyangkut pencapaian kepentingan nasional di bidang pertahanan pertahanan udara. Oleh karena itu, terdapat dua rumusan masalah yang diangkat dalam penelitian ini, yakni bagaimanakah kepentingan Indonesia dalam kerja sama program KFX/IFX Indonesia-Korea Selatan? dan bagaimanakah peran diplomasi pertahanan terhadap implementasi kebijakan kerja sama program KFX/IFX Indonesia-Korea Selatan, khususnya dalam melancarkan program tersebut yang sempat tertunda?.Penelitian ini dilakukan dengan menggunakan pendekatan kualitatif. Data dihimpun melalui proses wawancara dengan informan dari berbagai Kementerian/Lembaga terkait. Kemudian didukung dengan studi literatur. Proses analisis data di dalam penelitian ini dilakukan dengan membandingkan lima teori dan konsep yang digunakan, yaitu peran, kepentingan nasional, strategi, negosiasi internasional dan diplomasi pertahanan. Hasil penelitian menunjukkan bahwa kepentingan Indonesia dalam program ini melibatkan banyak sektor pada Kementerian/Lembaga nasional. Sehingga, dalam upaya memenuhi tujuan akhir kemandirian pertahanan nasional maka setiap sektor tersebut memiliki andil dalam menentukan aspek-aspek yang akan dinegosiasikan ulang terhadap pihak Korea Selatan. Dengan demikian, bentuk diplomasi pertahanan Indonesia dalam upaya melanjutkan program kerja sama KFX/IFX adalah dengan membentuk Tim Renegosiasi. Tim Renegosiasi bertugas sebagai aktor dalam upaya menjalankan diplomasi terhadap DAPA, JPMO dan KAI. Tim terdiri dari K/L dan konsultan hukum serta industri yang berperan secara tertutup dalam merumuskan aspek-aspek yang perlu direnegosiasi, kemudian peran terbuka untuk secara langsung melakukan diplomasi terhadap pihak Korea Selatan.Kata Kunci: peran, diplomasi, program KFX/IFX, tim renegosiasi, kepentingan nasional Abstract -- The policy implementation in KFX/IFX cooperation programme has been delayed due to the problem in defense budget availability. However, after the evaluation to the programme has been done. It conclude that the programme shall be continued in case to achieve the national interest of defense sector through Minimum Essential Force fulfillment, specifically in air defence. Therefore, there are two research question appear in this research. Firstly, how is the national interest of Indonesia in KFX/IFX cooperation between Indonesia-Republic of Korea, specifically in purpose to reinforce the delayed programme and how is the role of defense diplomacy in policy implementation of KFX/IFX cooperation programme Indonesia-Republic of Korea .This research used qualitative approach. Data has been collected through interview process with informants from various related Ministry/Institution. The research then supported by literature study. The process od data anlaysis in this research has been done with comparing the five used theories and concepts, which are Role, National Interest, Strategy, International Negotiation and Defense Diplomacy. The result showed that national interest of Indonesia in this programme involves many sectors in Ministry/Institution. Therefore, in the effort to fulfil the goalof the independency of national defense industry, so every sector has their own contribution on determining the aspects of renegotiation with Republic of Korea’s side. Finally, the form of Indonesia’s defense diplomacy in continuing KFX/IFX cooperation programme is by building a renegotiation team. Renegotiation team is in charge as an actor for committing diplomacy action with DAPA, JPMO and KAI as RoK representative. The team consists of related Ministry/Institution, Law and Industry consultant. It played part as covert role in constructing the renegotiations aspects, yet as overt role in holding the diplomacy way to the Korean side. (izna.fachrurrozi@gmail.com)Abstrak -- Minimum Essential Forces adalah kebijakan pembangunan postur pertahanan negara yang dicanangkan oleh pemerintah Indonesia pada tahun 2010 yang terdiri dari tiga renstra hingga tahun 2024. Kebijakan tersebut dicanangkan atas dasar dinamika lingkungan strategis, ancaman, dan kekuatan nasional. Dalam kondisi saat ini dimana pengembangan pertahanan negara merupakan hal yang vital, oleh karena itu realiasi terhadap hal tersebut adalah hal yang vital. Diplomasi Pertahanan sendiri sebagai sarana non-violence use of military power menjadi salah satu instrumen dalam perwujudan hal tersebut. Bagaimana Diplomasi pertahanan berperan dalam realisasi hal tersebut menjadi focus pada penelitian ini melalui fungsi dari diplomasi pertahanan itu sendiri yaitu, confidence building measure, defense capabilities, dan Industri pertahanan. Analisa data akan dilakukan secara deskriptif kualitatif dengan mengumpulkan data sebanyak – banyak untuk kemudian dilakukan reduksi dan Analisa terkait data yang relevan dalam penelitian ini. Hasil yang ditemukan adalah Diplomasi Pertahanan memberikan dampak yang signifikan dalam realisasi kebijakan MEF, dimana Diplomasi Pertahanan dapat menjembatani pengelolaan pandangan yang didalamnya melalui hubungan sipil militer domestik, dan militer asing – domestik serta kemajuan teknologi dan pengetahuan terkait bidang pertahanan. Yang kemudian dapat digunakan sebagai bahan acuan untuk pilihan strategi pengembangan pertahanan negara menuju ke arah yang Ideal (Essensial Forces)Kata kunci: diplomasi pertahanan, kualitatif, minimum essential force Abstract -- Minimum Essential Force is Indonesia’s policy in term of building defense postur which in motion since 2010 consist of three strategic planing untill 2024. Said policy undelining several aspects from the dynamic of strategic environment, threat, and national power. Realizing the importance of managing and improving defense capabilities, realization of said policy is vital. Defense Diplomacy as non – violence uses of military power become one of the instrumen that contribute greatly which become the focus of this research through its function in confidence building measure, defense capabilites, and defense industry. Data analysis conducted with qualitative method to collect then reduce to obtain relevant data. This research concluded that defense diplomacy contributes greatly in realization of MEF whereas Defense Diplomacy able to bridge perception in civil – military relation and foreign military relation and contribute to improvement in defense technology and knowledge. In days to come, Defense Diplomacy as an instrument will continue its role in establisihing Indonesia’s Defense Capabilities to Ideal level.Keywords: defense diplomacy, minimum essential force, qualitative

Abstract

Abstrak – Pasca insiden penangkapan kapal pencuri ikan nelayan China di perairan Kepulauan Natuna, berbagai upaya dilakukan oleh pemerintah Indonesia untuk menyampaikan pesan bahwa perairan Natuna adalah milik Indonesia yang sah dan berdaulat. Salah satu kegiatan yang dilaksanakan di Natuna pasca insiden tersebut adalah pelaksanaan Latihan Puncak Angkasa Yudha yang diselenggarakan oleh Tentara Nasional Indonesia Angkatan Udara (TNI AU). Latihan Puncak Angkasa Yudha adalah latihan rutin dan tertinggi yang dimiliki oleh TNI AU. Dengan menggunakan metode penelitian kualitatif dan pendekatan studi kasus, tesis ini akan mengkaji tentang peran dan bentuk Diplomasi Pertahanan yang terkandung dalam pelaksanaan Latihan Puncak Angkasa Yudha dalam rangka turut menciptakan pertahanan dan keamanan di kawasan perairan Natuna. Teori yang dipakai dalam tesis ini ialah teori kekuatan udara, teori deterensi non-nuklir, dan konsep diplomasi pertahanan. Kesimpulan dari penelitian ini adalah Latihan Puncak Angkasa Yudha memiliki peran sebagai diplomasi pertahanan Indonesia dalam menjaga pertahanan dan keamanan perairan Natuna, serta adanya deterrence effect atau daya gentar yang berbentuk pengurangan angka pelanggaran batas wilayah hukum oleh China di wilayah tersebut sebagai bukti peningkatan kapasitas (capacity building) dan peningkatan kepercayaan (confidence building measures/CBMs) sekaligus meningkatkan hubungan harmonis dengan negara China yang sempat tegang akibat insiden tersebut.Kata kunci: China, deterrence effect, Diplomasi Pertahanan, Latihan Puncak Angkasa Yudha, Natuna Abstract – After the incidents of Chinese illegal fishing boat arrests in the Natuna Islands waters, various attempts were made by the Indonesian government to convey the message that Natuna waters’ sovereignty is owned legitimately by Indonesia. One of the activities carried out in Natuna after the incident was the Grand Exercise Angkasa Yudha which was organized by the Indonesian Air Force. Angkasa Yudha Exercise is the annual exercise and the highest form of exercise of Indonesian Air Force. This study uses qualitative research method and study case approach that will examine the role and and forms of defense diplomacy contained in the exhibition of Angkasa Yudha Exercise. Theories used in this thesis are air power theory, deterrence theory (non-nuclear deterrence), and defense diplomacy concept. From this study, it could be concluded that Angkasa Yudha Exercise has a role as Indonesia’s defense diplomacy in maintaining the defense and security of Natuna waters in terms of capacity building and confidence building measures (CBMs), also it gives deterrence effect in the form of reducing the number of Chinese’s violations in the area, this effort also aims to increase harmonious relations with the once-tensed relation with China after the incident.Keywords: Angkasa Yudha exercise, defense diplomacy, deterrent effect, China, Natuna

Abstract

Current global and regional conditions have an influence on policies so that in conducting interactions between countries, they will relate to the surrounding countries. Countries in the Southeast Asian region as in ASEAN have the same foundation in achieving their national interests so that it will affect the interactions that occur in this era of information technology. This aim is not solely done to create mutual trust, but to prevent conflicts and disputes. The development of information technology will certainly affect state interactions so that the state in achieving its interests must be based on existing interactions. Countries in ASEAN have relationships and interactions that exist within them, be it in the economic, social, cultural, educational and even political fields. The purpose of this research is to study, know and analyze the influence of interaction between ASEAN countries in the Information Technology Age. This research method uses qualitative research methods with descriptive analytical research type so that the authors participate in analyzing the problems that occur. The results of this study indicate that there is an influence of interaction that exists between ASEAN countries in the Information Technology Age so that in achieving their interests, ASEAN countries interact in these various fields.

Abstract

As of October 29, 2020, WHO stated that Covid-19 had infected more than 43 millionpeople worldwide with 400 thousand new cases every day and had caused more than 1 millionpeople to die. The Covid-19 pandemic has changed the nations’ views of security concept and hasimplications for global and regional communities’ defence diplomacy. This paper uses a contentanalysis research method based on Mayring's theory and focuses on defense diplomacyimplemented by 10 regional security organizations in the world based on Bailes and Cottey’s work,namely AU, Arab League, ASEAN, APEC, CARICOM, EU, OAS, OIC, SADC, and NATO.From the analysis of related content, it can be concluded that the Covid-19 pandemic hasimplications toward the form of defense diplomacy carried out by international organizations.Defense diplomacy carried out during the pandemic focused on the commitment and assistancemade to reduce the spread of Covid-19 and the nations’ economic recovery in the form of healthdiplomacy and economic diplomacy. This is in line with the complexity in the concept of securityand the variety of areas of cooperation that can be accomplished in the concept of defense diplomacy.Keywords: Covid-19 pandemic, defence diplomacy, security, regional organizations

Abstract

Abstrak: Jurnal ini membahas kerjasama Kementerian Pertahanan Republik Indonesia (Kemhan RI) dan United States Defense Institutional Reform Initiatives (U.S. DIRI),  fokus pada penyelenggaraan international best practise sharing dalam bidang manajemen sumber daya pertahanan. Kajian-kajian terdahulu belum banyak menggunakan teori Kebijakan Luar Negeri ‘Model Pilihan Rasional’ untuk menganalisa pertimbangan Indonesia dalam kerjasama, begitu juga konsep Diplomasi Pertahanan untuk menganalisis kontribusi kerjasama bagi hubungan Indonesia dan Amerika Serikat. Lebih jauh, penelitian ini dapat mengklarifikasi polemik yang muncul dikalangan masyarakat dan elit. Hasil penelitian menunjukkan bahwa Indonesia menyadari adanya dua kepentingan utama dalam memutuskan kerjasama dengan U.S. DIRI, yaitu capacity building dan trust building sebagaimana tercantum dalam Buku Putih Pertahanan Indonesia 2015. Capacity building dimaksudkan untuk meningkatkan sumber daya manusia (SDM) bagi Kemhan RI dan TNI. Trust building ditujukan bagi peningkatan kepercayaan kedua negara. Peningkatkan kepercayaan yang ditunjukkan melalui aktivitas dalam kategori CBMs memiliki implikasi pada keinginan kedua negara untuk melakukan kerjasama yang lebih luas.Kata Kunci: Kerjasama, International Best Practise Sharing, Diplomasi Pertahanan Abstract: This research journal discusses the cooperation between Indonesian Ministry of Defense of the Republic of Indonesia (Kemhan RI) and United States Defense Institutional Reform Initiatives (U.S. DIRI), focused on international best pratise sharing in defense resource management. Previous studies of cooperation between Indonesia and U.S. did not yet employ the theory of Foreign Policy Analysis ‘Rational Choice Model’ to analyze the Indonesian consideration in the cooperation, also this research utilizes Defense Diplomacy as conceptual framework to analyze the contribution of cooperation for Indonesia and U.S relation. Furthermore, It clarifies the evoked polemic among Indonesian public and elites as well.  The result shows that Indonesia considered two main interests for making decision with U.S. DIRI, namely capacity building and trust building based on Indonesian Defense White Paper 2015. The capacity building aimed at improving human resources of Ministry of Defense and Indonesian Army.  Trust building interest that was harmoniously gained within the cooperation has been contributing to Indonesia and U.S. confidence building measures. Confidence building between two countries has increased, demonstrated by activities in the category of CBMs. This implies the desire of both countries to carry out wider cooperation.Keywords: Cooperation, International Best Practise Sharing, Defense Diplomacy

Abstract

Abstrak - ZEE Indonesia di perairan Kepulauan Natuna merupakan wilayah Indonesia yang kaya akan sumber daya alam, diantaranya perikanan. Wilayah ini juga berbatasan langsung dengan Laut China Selatan yang sedang dipersengketakan oleh China dan beberapa negara ASEAN. China berupaya mengklaim LCS termasuk ZEEI perairan Natuna sebagai traditional fishing ground China. Perbedaan persepsi tersebut menimbulkan gangguan keamanan maritim yang terlihat melalui adanya berbagai insiden yang terjadi ketika aparat penegak hukum Indonesia berupaya melakukan penindakan hukum terhadap nelayan China yang melakukan pelanggaran illegal fishing di ZEEI perairan Kepulauan Natuna. Tujuan dari penelitian ini adalah untuk menganalisis diplomasi maritim Indonesia dalam menyelesaikan kasus illegal fishing yang dilakukan oleh nelayan China di ZEEI perairan Kepulauan Natuna pada kurun tahun 2009 hingga 2016. Selanjutnya, dengan menggunakan diplomasi maritim sebagai unit analisis, penelitian ini berupaya merumuskan bentuk diplomasi maritim Indonesia terhadap masalah illegal fishing oleh nelayan China di ZEEI perairan Kepulauan Natuna. Studi ini menggunakan metode kualitatif dengan desain studi kasus, dengan metode pengumpulan data diantaranya melalui wawancara dengan sebelas narasumber. Berdasarkan hasil olah data dengan menggunakan metode analisis SWOT dan metode analisis data Miles dan Huberman ditemukan bahwa upaya diplomasi maritim terhadap kasus illegal fishing oleh nelayan China di ZEEI perairan Kepulauan Natuna dapat diperankan oleh maritime forces dan pemerintah. Adapun diplomasi maritim yang dapat diimplementasikan antaralain dalam bentuk cooperative maritime diplomacy dan persuasive maritime diplomacy.Kata kunci: Diplomasi maritim, Penangkapan ikan ilegal, ZEEI, Nelayan China Abstract - Indonesian Exclusive Economic Zone in the Natuna Islands waters is rich in natural resources, including fisheries. The area is also directly adjacent to the South China Sea that now is being disputed by China and several ASEAN countries. China is attempting to claim Indonesian EEZ in Natuna waters as China's traditional fishing grounds. The perception differences cause instability to Indonesian maritime security, that is visible through the various incidents occurred when Indonesian law enforcement officials attempted to taking legal action when Chinese fishermen practicing illegal fishing in the Indonesian EEZ in Natuna Islands waters. The purpose of this study is to analyze the efforts of Indonesia to resolve cases of illegal fishing by Chinese fishermen in the Indonesian EEZ in Natuna Islands during the period of 2009 to 2016. Using maritime diplomacy concept as its unit of analysis, this study seeks to define what kind of form of maritime diplomacy that can be implemented by Indonesia to solve the problem of illegal fishing by Chinese fishermen in the Indonesian EEZ in Natuna Islands waters. This study uses a qualitative method with case study design, data collection method such as through interviews with eleven speakers. Based on the results using SWOT analysis method and the data analysis of Miles and Huberman method can be found that maritime diplomacy efforts on cases of illegal fishing carried out by Chinese fishermen in the waters of Natuna Islands ZEEI can be played by maritime forces and the government. The maritime diplomacy can be implemented in the form of cooperative maritime diplomacy and persuasive diplomacy.Keywords: Maritime diplomacy, Illegal fishing, ZEEI, Chinese Fishermen

Abstract

Abstrak -- Salah satu bagian penting dari kepentingan strategis AS di Asia terletak di kawasan Asia Tenggara, yang semakin terancam oleh pengaruh dan dominasi China; sementara cengkeraman Cina di wilayah ini menguat, AS tampaknya melonggarkan cengkeramannya. Setidaknya ada dua isu utama yang berkontribusi terhadap perubahan ini. Yang pertama adalah ketidakpastian dalam persengketaan di Laut Cina Selatan (LCS); tekanan AS pada Tiongkok baik secara diplomatis maupun kehadiran militer hanya menunjukkan dampak terbatas, dan kurang meyakinkan bagi para pemimpin di Asia Tenggara. Dan yang kedua adalah strategi AS yang tidak jelas untuk mengimbangi peningkatan hubungan ekonomi China dengan kawasan ini. Kebijakan AS dalam dua masalah ini akan menentukan masa depan hubungan antara AS dan kawasan Asia Tenggara, dan secara signifikan mempengaruhi strategi rebalancing AS di Asia, makanya, harus ditangani dengan tepat. Studi ini menemukan bahwa AS harus mengadopsi strategi TAMPIL BESAR tetapi DAMAI di Laut Cina Selatan, dan menjadi mitra LEBIH BAIK untuk negara-negara Asia Tenggara. Inilah strategi kemenangan AS yang lebih mungkin terhadap Asia Tenggara, dan yang akan menopang strategi rebalancing AS di Asia Pasifik.Kata Kunci: Strategi Kemenangan dan Penyeimbangan, Wilayah Asia Tenggara, Kekuasaan dalam Hubungan Internasional Abstract -- An important part of the U.S.’ broader strategic interests in Asia lays in the Southeast Asian region, which is increasingly threatened by China’s growing influence and domination; while the China’s grip on the region is strengthening, the U.S seems to be loosening its grip. At least there are two central issues that have contributed to the change. The first is an uncertainty in the South China Sea (SCS) dispute; the U.S.’ pressures on China both diplomatically and by military presence have shown only a limited impact, and have been less convincing to the Southeast Asian leaders. And the second is an unclear strategy of the U.S. to balance against the growing importance of China’s economic ties with the region. The outcome of these two issues would determine the future relations between the U.S. and the Southeast Asian region, and significantly affect the U.S. rebalancing strategy in Asia, therefore, should be properly addressed. The study found that the U.S. should adopt the strategy of going BIG but PEACEFUL in the South China Sea, and being a BETTER partner for the Southeast Asian countries. This seems more possible to be a winning strategy towards Southeast Asia, and critical to sustain the U.S.’s rebalancing strategy in Asia Pacific.”Keywords: Winning and Rebalancing Strategy, Southeast Asia Region, Power in International Relations

Abstract

Abstrak -- Indonesia telah lama menjalin hubungan diplomatik dan kerjasama dengan kelima negara anggota FPDA (Inggris Australia, Selandia Baru, Malaysia, dan Singapura), namun hubungan ini masih ditandai dengan ketidakpercayaan dengan munculnya kasus penyadapan dan ketegangan hubungan diplomatik. Kehadiran FPDA sendiri juga menjadi salah satu batu sandungan sebab landasan awal FPDA dibangun untuk “mengimbangi Indonesia” belum berubah. Hal ini menjadi ganjalan bagi kerjasama yang lebih baik. Permasalahan dalam penelitian ini adalah bagaimana diplomasi pertahanan dan kepentingan Indonesia kepada kelima negara anggota FPDA (2000-2017) dengan menggunakan teori diplomasi, politik luar negeri, kepentingan nasional serta konsep kerjasama pertahanan dan diplomasi pertahanan. Penelitian ini menggunakan metode kualitatif dengan cara deskriptif-analitikal. Penelitian menyajikan bahwa diplomasi pertahanan Indonesia telah dilakukan secara aktif pada periode 2000-2017 dengan memprioritaskan pada  pembangunan kepercayaan (CBM) dengan melaksanakan 5 bentuk diplomasi pertahanan kepada FPDA (kerjasama bilateral dan multilateral, penempatan athan, pelatihan dan pemberian keahlian, kontak dan pertukaran, penugasan personal, serta latihan militer). Namun demikian, insiden ketidakpercayaan tetap saja muncul karena kelima negara anggota FPDA memilki pandangan yang salah tentang Indonesia dimana Indonesia dipandang sebagai ancaman. Indonesia juga memiliki kepentingan kepada FPDA maupun negara anggotanya, yakni: mengubah pandangan FPDA terhadap Indonesia, membangun CBM, meningkatkan kerjasama bidang maritim, meredam isu separatisme Papua, dan menjaga sentralitas ASEAN. Kata Kunci: Diplomasi Pertahanan, FPDA, Kepentingan Nasional Abstract -- Indonesia has been long established her diplomatic relation and cooperation with the five member states of FPDA (UK, Australia, New Zealand, Malaysia and Singapore), but these relations are still marked by mistrust with the appearance of tapping incidents and raising tensions on diplomatic relations. The presence of FPDA itself has also become one of the stumbling blocks because the initial foundation of FPDA was built to "offset Indonesia" has not yet changed and this has become an obstacle in making better cooperation. The problem of this research is how does  Indonesian defense diplomacy and interest to the five member states of FPDA (2000-2017) by using the theories of diplomacy and foreign policy, national interest and the concepts of defense cooperation and defense diplomacy. This research uses qualitative method with descriptive-analytic method. The study shows that Indonesia's defense diplomacy has been held actively in the period 2000-2017 by prioritizing on trust building (CBM) by carrying out 5 forms of defense diplomacy to the FPDA (bilateral and multilateral cooperation, appointmen of defence attache, training and expertise, contacts and exchanges, personal assignments, and military exercises) . Nevertheless, the incidence of distrust persists because of the five FPDA member states have a false view of Indonesia where Indonesia is seen as a threat. Indonesia also has a vested interest in FPDA and its member states: changing the FPDA's view of Indonesia, building CBM, enhancing maritime cooperation, reducing the issue of Papuan separatism, and maintaining the centrality of ASEAN.Keywords: Defence Diplomacy, FPDA, National Interest
