Abstract

National development is the government effort in achieving prosperity for the community who live in a city or a village. National development done from the smallest unit is developing village. The government stimulates rural development by Village Funds Allocation (ADD) and Village Funds. In this development context, community participation is needed. An example of the community involvement is giving some relevant suggestion related to budgeting and programming. The aim of this research is to explain the practices of community participation at each stage of budgeting for village development. The villages in the Sub District of Brati, the Regency of Grobogan is the research taken place. The method used in this study is a qualitative method performed by providing interpretation of the data obtained. The steps undertaken in this analysis starting with data reduction, data presentation with charts and text and then drawn some conclusions. Based on the results of the analysis, it can be concluded that the practice of participatory budgeting in the using of village funds in Brati Sub District was still less than the maximum by involving the community, especially at the budgeting stage.

Abstract

One of the forms of bureaucratic reform in public services is to improve the quality of services, faster, cheaper, easier, and higher quality. In the health sector, hospitals owned by the Government of Central Java Province have developed electronic-based services. The purpose of this study is to describe the implementation of information technology-based services, identify supporting and inhibiting factors, and identify the contribution of information technology use to bureaucratic reform. This research is descriptive with a qualitative approach. Research subjects were 7 hospitals owned by the Government of Central Java Province. The informant is the manager of hospital services as well as the maker of the system application. Data analysis techniques using the model of Miles and Huberman, the collection, processing and presentation of data simultaneously. The conclusions of this study are: 1) Information technology-based services develop according to their capacities and resources Systems built independently are more developed and sustainable, and are low cost. 2) Supporting factors are good work culture, commitment, education, professionalism, responsibility, egalitarian, transparent and constructive. Internal barriers in the form of commitment, competence, and facilities. External barriers are accessibility and lack of public understanding. 3) The contribution of information technology-based services is speed of service, certainty of waiting time, transparency, and fairness. Benefits for hospitals improve work efficiency, speed and ease in providing services.

Abstract

Data from the Indonesian Ministry of Health as of April 2019 shows that Central Java Province is one of the provinces that has a number of new cases of leprosy as much as 1,445 or 8.49 percent of the total number of cases in Indonesia. Kelet Hospital as one of the referral hospitals for leprosy patients needs to improve the quality of service for leprosy patients even though it has switched to a hospital. Therefore, it is necessary to conduct research on the consequences of the spread of leprosy on leprosy patient services in Central Java Province and how the quality of service to leprosy patients and the general public. and how the strategy of Kelet Hospital in improving the quality of patient care. The research method used is descriptive qualitative, with data collection methods through document review, observation, FGD and in-depth interviews. The location of this research is in Kelet Hospital, Jepara Regencyand several regency/ cities with detected cases of leprosy (Blora, Brebes, City of Pekalongan, etc.) The results of the study show that the impact of the spread of leprosy on leprosy patient services in Central Java currently causes leprosy services in health facilities to be not optimal due to the referral system levels, access to referral hospitals is too far away, management and care for leprosy patients in health facilities is still inadequate and there is a negative stigma from the community. The change in the status of the special hospital for leprosy to become RSUD Kelet for leprosy services does not have a negative impact, but instead is able to become a supporting system for leprosy patient services and is able to have a positive impact on increasing the income of Kelet Hospital. The future development strategy is to develop Kelet Hospital as a center of excellence, a cancer research center hospital and a research-based leprosy hospital and integrate health, environment and tourism with the development of the area around RSUD Kelet Jepara.

Abstract

This study aims to study the social capital role of poor fishermen's activities and to study the social network of fishermen communities and their institutions. This research uses mixed method, namely qualitative and quantitative. The results showed that natural capital in the eleven sample villages is coastal and oceanic, and the majority of the population with formal education has not graduated from elementary school (SD) and low incomes, Smooth interactions between the rulers and laborers are supported by social relationships based on neighborhood, kinship and religious ties, power transfer only occurs in the level of local institutions that is dominated by close groups of power; and there is relatively no social learning process, because the program activities are more economical. The strength of non-material culture or social capital is an important factor in why the people in the eleven sample villages can still survive. The meaning of mutual trust is the result of interactions involving (at least three) community members in a neighboring group, hamlet level associations, village level organizations, and the development of a social network system across village boundaries. (f) Empowerment programs in poverty reduction efforts are influenced by the strength of social capital generated by a number of values ​​(composite) that form networks of mutual trust, mutual respect and mutual benefits.Recommendations that can be given: (a) strengthening social capital such as shame / self-esteem, empathy, honesty, trustworthiness, altruism, being forward-looking and being rational are important; while the driving force for material progress is hard and diligent work, frugal, passionate about innovation, respect for work performance, visionary, and rational. The two combined values, namely for strengthening social capital on the one hand and for driving progress or strengthening material capital on the other hand, collectively (synergistically) are needed in the management of sustainable programs in rural areas. (b) empowerment of rural communities, especially poor fishermen, through strengthening social capital needs to be put in the framework of the transformation or sustainable development of rural communities (c) the development of coastal areas must pay attention to social relations in fishing communities, so as not to lead to social polarization. (d) the factor of village leadership and extension officers is important for the sustainability of an empowerment program in providing guidance for the productive economic business of the fishing community in the form of technical guidance and business management. (e) need post-program “coaching” by the competent agency; (f) the need for empowerment of the poor through increased coordination between poverty alleviation agencies.

Abstract

Pati District has many villages whose potentials optimally have not developed yet. The existence of Village-owned enterprises (BUMDes) is expected to accelerating rural potentials then to elevating the economics. This study aimed (1) to portray the existing condition of BUMDes in Pati District and (2) to identify the factor hampered BUMDes development based on their performance evaluation. Qualitative and quantitative approaches were used together in this study. Observations were conducted on the data of 401 BUMDes based on the criteria released by The office of village community empowerment, regional population, and civil registration of Central Java Province. Then, the data of observation were confirmed by interviewing several relevant informants. Then, they were analyzed qualitatively and quantitatively to answer the research questions. This study concluded: (1) The development of BUMDes has not optimized yet that was proved by majority BUMDes were on a basic level. Saving and loan was the business unit chosen by the greater number of BUMDes, while only a few BUMDes run local potential-based businesses. (2) The obstacles of BUMDes management were found in all dimensions, namely the lack of capital and asset, unsystematic reporting and administration, weak effect of BUMDes on village community, inappropriate BUMDes management and business development, weak BUMDes legality. (3) Furthermore, those obstacles were rooted in the lack of capacity of BUMDes management, the current political constellation in the villages, lack of support from the village government, and business unit selection that was not based on a local potential review.

Abstract

Increasing local potential is an important aspect to improve local competitiveness. Therefore, the establishment of Village-Owned Enterprises (BUMDes) is one model of village financial capacity utilization to utilize the potential and needs of the village. However, in the course of its implementation the BUMDes still found problems in achieving the objectives of using the village's potential and needs. The purpose of this study is to find the right approach in supporting efforts to improve the performance of BUMDes in managing village potential. The results of the study show that the management of the BUMDes has not been based on the needs analysis and mapping of the potential of the local village. Management of BUMDes needs to be directed towards optimizing the role of stakeholders through a governance approach.

Abstract

The price difference was received by farmers and the price was paid by consumers indicates that the price paid by consumers is not the price received by farmers. This study aims to analyze the price fluctuation and elasticity of price transmission potato in Magelang Regency. This research have secondary data during 156 weeks on 2016 until 2018. An instrument analyze used coefficient of variation for price fluctuation and simple linier regression for elasticity of price transmission. The results of research revealed that value coefficient of variation 15,70% this mean price fluctuation potato in Magelang Regency was high, and elasticity of price transmission potato was small (ƞ = 0,950) is inelastic (E <1) which means the sensitivity of price changes at the farm level is smaller than the price change at the merchant level. Decreasing potato in production was resulted in impact of the price of potato which was uncertain from season to another season. The long marketing chain affects elasticity of price transmission. Farmers who act as price taker, only received the price that has been given by the village collectors.

Abstract

This research was purposed to analyze added value on tofu and tempeh home industry and analyze comparison of added value on tofu and tempeh home industry in Purwodadi District, Grobogan Regency. The method used in this research was survey with total of respondents is 11 tempeh home industry and 5 tofu home industry. The data analysis method used is descriptive analysis to find out an overview of the tofu and tempeh home industry and quantitative analysis using the Hayami and the Mann Whitney analysis test using SPSS. From the research, it is known that the process of making tempe takes longer, namely 3-4 days in one production time compared to the process of making tofu wich is only one day in one production. The added value of the tofu and tempeh home industry is classified as high, namely Rp. 64,800 / kg of soybeans and Rp. 37,300 / kg of soybeans, respectively, but the ratio of added value to the tofu home industry is 49.09%, relatively lower than the tempeh home industry of 74.6%. The results of the Mann Whitney test analysis on the added value of tofu and tempeh that there is a difference with a significance value of 0.000.

Abstract

This research was aimed to examine dry matter digestibility (DMD), organic matter digestibility (OMD) and total digestible nutrients (TDN) in balibul lambs which received complete feed supplemented with different levels of buffalo rumen contents as probiotic. Material used in this study were 16 heads of thin-tailed lamb males aged under 5 months with initial average body weight of 11.52 ± 0.78 kg. Experimental design used was completely randomized design (CRD) with 4 treatments dan 4 replications. Treatments applied were T0 (complete feed without buffalo rumen content), T1 (complete feed with 5% buffalo rumen contents), T2 (complete feed with 10% buffalo rumen contents) and T3 (complete feed with 15% buffalo rumen contents). Parameters observed were DMD, OMD and TDN. Result of the research showed that feeding of complete feed containing different level of buffalo rumen content as probiotic did not significantly affect DMD and OMD in lambs (P > 0.05), but significantly affected TDN values in lambs ​​(P < 0.05). It was concluded that different level of buffalo rumen contents as probiotics did not significantly affect on DMD and OMD values. TDN value of feed increased with the use of 5% buffalo rumen contents as probiotics compared to more than 5% level of buffalo rumen contents as probiotics.

Abstract

The growth of milk consumption in Indonesia amounted to 5.09% is still higher compared with production with 3,17%. The low production is caused by not optimal in milk production with an average of 8,82 litres/head/day, in addition there are fluctuations in production. These fluctuations mark the presence of production risk, make a new issue for the dairy cows development. The production risk becomes important to be studied in order to improve the productivity and development of dairy cattle business. The purpose of this study is to analyze the level of risk and the risk agents as well as a mitigation strategy to handle it. This research was conducted in the month of March 2020 in the Getasan District because it is one of the dairy centers in the Semarang Regency. The determination of the location of the Dairy Cattle Farmers Association (DCFA) is determined purposively taken the Rias DCFA in the Kopeng Village with consideration to have a suitable location for the cultivation of dairy cows and is the group with the number of cattle is highest in the Kopeng Village. The determination of the sample using the census method by the respondents as many as 34 people. The primary data obtained through interviews farmers based on questionnaires and direct observation. The secondary data obtained through the study note that there is at the Rias DCFA and relevant literature. Data analysis using quantitative calculation value of the Coefficient of Variation (KV) and House of Risk (HOR) method. The results showed that the level of production risk as very high and experienced the extreme fluctuations with the KV value of 22.39%. Based on the HOR phase 1 there are 9 risk agent the main cause of the risk events that become priority to be addressed. The results of the HOR phase 2 achieved 3 mitigation strategy priority to be applied to handle 9 of these risk agents.
