Abstract

In order to support the National Economic Recovery (PEN) program in dealing with the impact of the COVID-19 pandemic, the Provincial Government of Central Java provides financial assistance to farmers to increase productivity and welfare of farmers, especially small farmers who have limited land with maximum land area of 1 (one) hectare and provides credit facilitation for commodity cultivation farming (on a farm). This government support is realized in the form of an interest subsidy program for agricultural sector loans to be implemented in 2022. This paper aims to 1) describe the implementation of the loan interest subsidy program in the agricultural sector between targets, achievements, program technical guidelines, and obstacles in program implementation; 2) analyze the factors of government support in influencing farmers' attitudes towards the loan interest subsidy program and its effect on the empowerment of farmers in Central Java Province. The research method used was a census using a questionnaire as a data collection instrument. The research locations were carried out in three districts as pilot project locations for the agricultural sector loan interest subsidy program in Central Java. Respondents are farmers who have received information about the interest subsidy program. The study results show that the support factor of the government has a significant influence on farmers' attitudes toward implementing the interest subsidy program. The author recommends that the government continue to provide adequate support for the interest subsidy program for agricultural sector loans in Central Java. This support can be in the form of providing clear and easy-to-understand information about the program, providing an adequate budget, good cooperation with financial institutions, providing guidance and assistance in program implementation. In addition, the government also needs to improve inter-agency coordination and encourage collaboration between stakeholders to strengthen the interest subsidy program. Abstract

The holding of elections in Indonesia in 2019 is indicated to be tainted by money politics. Many actors can play a role in preventing money politics, including the Election Supervisory Board (Bawaslu), the Honorary Board of Election Organizers (DKPP), formal and non-formal educational institutions, as well as non-governmental organizations (NGOs), including Karang Taruna. This study aims to determine the role and constraints of Karya Muda cadets in preventing money politics and SARA issues in the 2024 election. This research uses a qualitative approach with a descriptive method, and the location of the research is Karang Taruna Karya Muda in Kedungjambal Village, Tawangsari District, Sukoharjo Regency. Data collection techniques include in-depth interviews, observations, and document studies. The data analysis technique used is interactive data analysis. The results showed Karya Muda's role in anticipating money politics and SARA issues to succeed in the 2024 elections through several activities, namely holding regular meetings with community leaders, Halal Bi Halal activities, 3) socialization with the neighbourhood community, commemorating Indonesian Independence Day, recitation, and sports. The obstacles experienced by Karya Muda are that there are still people doing money politics, there is intervention from village officials to choose one of the leadership candidates, and there are still some Karya Muda members who are influenced by money politics.

Abstract

program initiated by the Ministry of Transportation of the Republic of Indonesia with a service purchase scheme from operators both from private companies and state/regional owned companies with a work contract system for a predetermined time. The Ministry of Transportation provides requirements for operators to meet minimum service standards and standard operational procedures in providing these services. The accountability and sustainability of this program is still a serious consideration. The Buy The Service scheme was implemented in 2020 in 5 old cities, namely Denpasar, Palembang, Surakarta, Medan and Jogjakarta and in 2021 followed in 5 new cities, including Banyumas, Surabaya, Bandung, Banjarmasin and Makasar. Accountability is a very important aspect from the procurement process to program implementation because it uses the State Revenue and Expenditure Budget (APBN). With large initial capital, this program is a tough challenge for BTS service operators. Purchases of vehicles, IoT (Internet of things) equipment, bicycle racks, workshop and office equipment and other facilities that have been prepared by Operators and Regional Governments will certainly be in vain and detrimental to many parties if the continuation of this program is stopped. It is hoped that commitment from all stakeholders can collaborate with each other in the ongoing process of this buy the service program.
