Abstract

The small pelagic in Jeneponto is highly potential, but since 2001-2004 years there are degradation indication of haul activity wich marked by degradation of mini purse seine number. The objectives of the research are: 1) to estimate the level of MEY exploiting of small pelagis becoming target of mini purse seine, and 2) to determine production factors which is playing a part in improvement of productivity of mini purse seine. The production surplus method, Gordon Schaefer model and multiple regression analysis were used in this study. The result from bio-economic analysis showed that at actual condition have come near optimum level for exploiting of small pelagic. The optimum catch of small pelagic is 3.783.376,09 kilo grams per year with standard effort of 8.723 trip per year. Specially far mini purse seine, optimum effort is 47% from standard effort or equivalent by 26 unit of gears. Production factors that give signifiront effect to fish production of mini purse seine are machine strength, mini purse seine length and number of lamp.Keywords: optomization, mini purse seine, bio-economic

Abstract

The background of choosing this topics is to realize that unfavorable condition is occur in the national sea transports in which is a very weak competitiveness in having a cargoes share. Archipelagic state of Indonesia comprises 17,506 islands, has 5.8 million kilometers square of waters, and a large amount of market cargoes, however national armada just only can contribute a small number of national incomes, that marked by reaching only five percent share of the total export-import cargoes and only fifty percent share of the total domestics cargoes, in which the rest of them are occupied by foreign armada. Those are caused of the maritime sector income loss that in amount of U5D 18,4 millions yearly that consist of USD 12,4 millions in cargoes share and USD 6 millions in transhipment oportunities. The purpose of this study is to obtain the capability of Indonesian sea transport within globalization era by formulating a design the empowerment strategy to support decision making policy in sea transportation solving problem. The dilta are collected from interviewing and filling the polling by eighteen competence officers of the maritime stakeholders that come from three maritime institutions such as the regulator, the actors, and the users. SWOT analysis, computerized influence / dependence (I/D) matrix, and importance and performance analysis (IPA) methods are used for analyzed data. The results of this study is showed that the influence on and the dependency of the five key factors in technoware, the six key factors in humanware, the four key factors in infoware, and the five key factors in orgaware are founded to high, and should be developed. Abstract

This paper explains the quality of static stability of The Research Training Vessel Stella Maris from the variation of vertical centre of gravity (G) and variation of draft values point of view. This explanation started with the influence of the main dimension ratios, and then continued by the explanation of the hydrostatic parameters and ended with the main explanation of the static stability of the ship. The analysis result of themain dimension ratios shows that few ratios give different effect to few abilities of the ship. The analysis result of the hydrostatic parameters gives informations about static body descriptions of Stella Maris and also the pruperness of its design. The result shows that her static stability has been fulfilled the international safety rules by International Maritime Organization (IMO). The critical value of static stability from the variation of KG is at KG 2,1 m, meanwhile there is 1W critical value for all draft variation. The critical value for the draft could be above the maximum draft in this analysis.Keywords: static stability, hydrostatic parameters, main dimention ratios

Abstract

Indonesia, an archipelago of 17,508 islands has an abundant of marine resources and also strategic position in international sea-traffic. MCS should be applied to protect Indonesia from illegal activities at the sea. The purpose of this research is to design a national monitoring control and surveillance system in developing Indonesian maritime. Benchmarking analysis was chosen as the preferred analysing method to compare the Indonesian MCS activities with 24 other countries. In order to determine the key factors of Indonesian MCS system, an expert survey was performed. The analysis result shows that the Indonesian MCS activities still operates in a low level compared to the MCS activities of many countries, such as Canada, Australia, and America. Thus, in order to reach a more preferred level, lndonesia has to improve their MCS operation base and furthermore also improve their MCS performance. In order to improve the Indonesian MCS system, factors such as legislation and permission should be more heavily considered, while the performance level of other factors relating to MCS should also be increased. Further research conducted through the SWOT and statistical analysis is still needed in order to determine the system development model of Indonesian MCS.Key words: MCS, benchmarking analysis, design system, prospective analysis.

Abstract

The capture offisheries sustainability is management and the utilization off fish resources which can guarantee the availability of that resources continuously. In this research, the sustainability status offisheries in Manado city has been examined through ecological, economic, sociological, technological, and ethical approaches by employing RAPFISH technique. The status of the purse seine fishery in this region is 53% of the fisheries sustainability which is classified as good fisheries. Meanwhile, tuna long pole­-lines and gillnets fisheries status are 57.5% and 60.1 %, respectively, of the good fisheries sustainability. Improvement of this status can be carried out by improving the several attributes qualities, among others: wage, other income and sector employment (economy); socialization offishing, environmental knowledge and kin participation (social); pre-sale processing, gear selectivity and fishing power (technology); alternatives and just management (ethics).Key words: sustainability, fisheries status, coastal city

Abstract

This paper will explain the result of cetacean reconaissance survey including investigation of abundance and diversity of cetacean related to the designing of a co­ management Marine Protected Area (MPA) in Berau, East Kalimantan. Berau islands consist of 31 very small islands that have high marine biodiversity including mangrove, coral reefs, sea grass. It has been found by this survey that Berau waters is a corridor for cetacean migration route, beside as home for green turtles and manta ray aggregation sites in Indonesia. This reconaisance survey in the frame oj Rapid Ecological Assessment using visual and acoustic method, indicated that cetacean existence is closely related to the coral reef ecosystem and small islands. Berau islands is an integral part of 'Coral Triangle' within marine mega biodiversity area, and it is inhabited by at least 10 species ofcetacean.Conservation of marine cetacean in the frame work of MPA will ensuresustainable marine resource use, including tourism and fisheries, for the benefit of local communities. The strategies pursuant to this goal will be arrived upon through the linkage of partnerships that have been created, and the objective will be achieved by establishing a large, co-managed Marine Protected Area that will include extractive use zones, non-extractive use zones and fully protected (no-take) zones. Partnership amongstgauernment and NGOs has already been innitiated in Berau. Currently the MPA boundary covers an area of 1.2 million Hectars of Berau waters, including corridor of cetacean migration, that has been formalized through District Decree No.31/2005.Keywords: Marine Protected Area, Rapid Ecological Assessment, Marine Cetacean.

Abstract

The Subang district is located in the north coast of Java Island. One of its economic sources is fisheries. Fifty percent of its production comes from sea. Women  have multiple roles in fisheries activities, such as trader, fish-processor, and financial administrator, but their roles are not documented. This research is aimed (1) to analyze whether the Subang District coastal-fisheries activities have been gender responsive, and (2) to make a coastal-fisheries action plans which is gender resporuive. The data analyses using Gender Analysis Pathway (GAP) and Moser Analysis. The results of  research show that (1) coastal-fisheries activities of Subang District have not yet gender  responsive, and (2) the action plans consist of capacity building, increasing education level, fostering community participaticm, improving local-based fisheries technology, and increasing employment opportunity.Key words: coastal-fisheries activities, gender, small-scale fishermen,

Abstract

As mandated in Fisheries Act No. 31/2004 about Fisheries, it is stated thatfisheries resources management aimed to improve community welfare especially fishermen and to conserve the fisheries resources and its environment. To keep the capture fisheries bussiness system sustainably efficient and profitable. Beside marketing guarantee, optimalization between fisheries resources stock and fishing effort in each of fishing area. The improvement of capture fisheries must be held based on the existing condition, ie: marketing in determining the priority comodity, maximum sustainable yield and fisheries resources utilization level to determine limit of fisheries resources utilization chance, fishing technology and socio-economic condition to identify the fishermen's earns and absorbtion of labours related to capture fisheries sector. Based on the marketing aspect analysiS, it is determined that the kinds of priority comodity in Southern of West Java Province are lobster, shrimp, tuna, skip jack tuna, and layar. Hence, the potency (MSy) and fisheries resources utilization level of the priority comodity still has very large chance to improve, except lobster has large enough chance.Based on the scoring approach, combined from many technical aspects, financial aspects and social aspect can be concluded that the proper fishing technology in southern waters of West J/lVa Province are: (1) Purse seine, (2) Denish saine, (3) Lines, (4) Gillnet, (5) Trammel net, (6) Boat lift net. To improve the management and utilization of  fisheries resources in southe-rn waters of West Java Province or in Hindia Ocean, it is recommended to implement the improvement of proper fishing technology based an technical aspects, financial aspects, environmental and social aspects.Keywords: the proper fishing technology, Southern waters of West Java Province, fisheries resources

Abstract

In arder to have better understanding about small scale fisheries characteristic, the study about reliltionship between moon's cycle and daily dynamic ofblue swimming crab (Portunnus pelilgicus) has conducted in Bandet, Cirebon. The study has carried out by following fishermen fishing activity during 28 days moon's cycle. The result shows that the catch of blue swimming crab (in number) is highest during full moon's cycles than others. However, individual weight of blue swimming crab is highest during new moon's cycles than others. The other result also sJwws that sex-ratio of blue swimming crab is lowest during dark moon's cycles than others.Keywords: blue flying crab, daily catch dynamic, moon's cycle.
