Abstract

Public - Private Partnership (PPP) offers many potential benefits for the government in providing infrastructure facilities. However, the implementation of the Public Private Partnership project is not easy. Infrastructure Development is one of the development priorities in developed and developing countries, including Timor-Leste. As one of the priorities of national development, cost limitations are the main problem faced by the government. Therefore, to overcome the lack of funding, the government can involve the private sector in terms of providing funds to finance the construction of infrastructure facilities.The Government of the Democratic Republic of Timor-Leste (RDTL) must have good regulations to achieve the goals of Timor-Leste in the future through cooperation between the government and the private sector. Good regulation is one of the best ways for good cooperation between the government and the private sector.In this study, the chosen location is the Tibar Bay Port in Timor-Leste. Based on the results of research that has been done, infrastructure development efforts do not have to rely on the Timor-Leste government as a single actor, the involvement of other parties such as the private sector is also needed for infrastructure development. The Government of Timor-Leste is fulfilling a big dream for the the future through the development of infrastructure in accordance with the strategic development plan for 2011-2030 to come, because the Government of Timor-Leste prepares a bright future for a country to become a developed country like other countries.

Abstract

E-Marketplace is a place in cyberspace where prospective buyers meet each other to conduct transactions electronically through the internet medium. Like the market in the conventional sense, namely a meeting place for sellers and buyers, in the E-Marketplace, various companies in the world also interact without being limited by the territory of space (geography) and time. Therefore, an analysis of the performance of the website is needed to ensure the performance of the Bireuen emarketplace (meukat.com) website can run effectively in the future. The role of this emarketplace is very important, therefore in building emarketplace we must pay attention to several factors, namely: performance, information, economic, control, efficiency, and service, which is better known as the PIECES method. To analyze the performance of our self-developed emarketplace, was done by PIECES method. While the testing method in the performance analysis of the website uses the GTMetrix and Google Transparency applications. The results of the PIECES questionnaire on the dimensions of Information, Economy, Efficiency, and Service. The average score for the all dimensions is moderate, it is ranging from 42.8% to 51.45% and is in line with the expectations. The GTMetric test results of the Emarketplace website, shows that the average performance grade is 66% or grade D. This means that the quality of the Emarketplace website based on the index generated by Google is still low. It should be improved to provide good quality of service for users in future. The Emarketplace are also being analyzed by the Google transparency report, the result is “no unsafe content” was found, means this website is safe to visit. There are no applications that harm the users.

Abstract

Cyclone separator is equipment used to control emissions  from gas flow in industrial processes. The principle of removing particulates from the gas flow in this tool is to use the centrifugal force. The centrifugal force generated from the rotating flow will make dust       particles wasted into the cyclone wall where the dust will then fall into the hopper. Adsorption is a series of processes for the accumulation of a substance (adsorbate) on the surface of another substance (adsorbent). Adsorption can occur because of the energy on the surface and the attraction force on the surface. This study aims to obtain a good CO2 adsorption efficiency from modifying the cyclone separator using an adsorption column, analyzing the CO2 gas adsorption process produced from the biomass system at the utility unit boiler station at the Palm Oil Mill (PMO) using a modified cyclone. This simulation was carried out using the Autodesk Inventor Professional 2017 (Student Version) application for the descripction of the tool as a preprocessor and Ansys 2019 R3 (Student Version) applications as a processor and post processor. The variations that were applied included the adsorption column bed height of 3100 mm and 4650 mm, respectively, CO2 gas flow rates of 10, 12.5, 15, 17.5, 20, 22.5 dan 25 m/s and mass loading 0,001 kg/s. The results obtained in the most optimal modification of the cyclone separator are at a bed height of 3100 mm with the highest adsorption percentage 93.437%, the highest flow 91.974% with a pressure drop of 1000 Pa.

Abstract

Islam as religion that applies universally and etemally encourage its people to have a positive and constructive attitude  towords the development of science and technology (Science and technology),as long as science and technology is in line with Islamic law. The issue of genetic engineering the most recent isuue of cloning has become a hot ethical polemic in the west. This paper explores the Islamic view around the issue of cloning. According to Islamic law, it tums out that is no clear information that regulates this isuue.Among the mujtahids there is no question cloning animals, but if this is applied to human it will cause problems. Because cloning  without the need for male sperma/husband. Without going through marriage, marriage guardian issues and  other. This discourse is still developimg, but to arrive at a fatwa that allows it is still waiting for the continuation of the human cloning process in the future.

Abstract

Utilization of wind energy sources provides advantages in terms of being environmentally friendly, and it can be energy source is realible. The analysis of wind mill control using Neural Network model for Uncertain Variables or abbreviated as the VTP model is expected to provide a solution in solving the windmill control case. And the Neural Network model for Uncertain Variables uses probability techniques, degree of membership, logical OR function, linear programming and    euclidean distance to reduce the learning process In this research, wind mill control uses variable air pressure and duration of sunshine to determine whether the wind mill is moving or not. Finally, this research tries to analyze windmill control, which in the future is expected to produce a smart wind mill control system. And the Neural Network model for Uncertain Variables can be used to control windmills with the different of input data

Abstract

Membrane application in reverse osmosis (RO) membrane is getting more attention especially in producing drinking water. However, RO membrane faces challenges that reduces its performance such as its permeation flux, salt rejection, additional energy demand, lifetime decrease, extra pre-treatment process, cleaning and maintenance. The challenge is the formation of fouling. RO membrane fouling can happen inside or outside the membrane and the characteristics of membrane fouling differs from one type to other types, depending on the nature and location of membrane fouling. There are several types of RO fouling, which are Biofouling, Organic Fouling, Inorganic Fouling and Colloidal Fouling. The causes of RO membrane are different from one to another. The properties and materials of the  solution entering RO membrane are important as it affects the type of fouling of RO membrane fouling. All of the RO membrane foulings need to be considered during membrane usage and demand solution to be controlled. In order to control the fouling in Reverse Osmosis membrane, there have been several control solutions discovered to the membrane fouling challenges. The control solutions are specified to each one of the fouling, in spite of wide applications for some of it. The control solutions are pre-treatment, which has many methods such as photo oxidation, coagulation, scale inhibitor, ion exchange resins, granular media and membrane    treatment, membrane monitoring, membrane cleaning, surface modification, and material addition to membrane or novel membrane   material. With various control solutions discovered, the RO membrane still faces fouling issue and is still demanding some more    advanced applicable control solutions.

Abstract

The implementation of the National Health Insurance starting in January 2014 made a change in the payment system from the Retrospective Paymant System to the Prospective Payment System with INA-CBG's rates. The difference in INA-CBG's rates and hospital rates is a fundamental problem so that hospitals must make efforts to achieve quality and cost control. the purpose of this research was to determine the Analysis of Differences in Tariff for Health Service Based on sustability of Diagnosis on the admision and discharge summary form (RM1) with INA-CBGs Verification at Hospital Dr. Reksodiwiryo Padang. The results of the study found that the accuracy of disease diagnosis and patient medical treatment was on the RM1 form (21.7%), on the INA-CBGs verification (56.5%). Differences in disease diagnosis and patient medical treatment on RM1 form with INA-CBGs verification (63.0%), and differences in health service fees based on accuracy of patient diagnosis and medical treatment on RM1 form with INA-CBGs verification (63.0%) . There is a significant relationship between the difference in the Tariff of health services with the accuracy of diagnosis on the RM1 form and the INA-CBGs verification which is quite large, due to the discrepancy in writing the diagnosis on RM1 with the INA-CBGs verification.

Abstract

Technological developments have an influence on education, one of which is the development of online learning or more commonly known as e-learning. Technological developments in e-learning have long developed but significant developments occurred during the current Covid-19 pandemic where the education sector carried out online learning. This causes the existence of e-learning in both formal and non-formal education to be an important factor in the success of educational attainment. People in this era of globalization still have inconsistent attitudes in financial management individually, this causes the financial literacy of each individual to be different. This   difference in financial literacy is one of the factors caused by different lifestyles. This study aims to see patterns of financial literacy in the development of e-learning where access to financial literacy learning is more developed in online channels. In addition to assumptions in financial literacy that are currently starting to develop online, this study also aims to determine the extent to which lifestyle will affect financial literacy. This study uses primary data and quantitative research methods approach using Confirmatory Factor Analysis (CFA). The results show that in e-learning, financial literacy is currently running and lifestyle has a significant effect on financial literacy. One of these lifestyle changes is the existence of E-Learning which shifts the lifestyle pattern of face-to-face learning to online learning. This can provide novelty in educational technology in the application of E-learning, especially in the case of financial literacy. In addition, e-learning can still support the achievement of education in financial literacy. Repair and improvement of e-learning facilities as the main learning media must be carried out. It is hoped that with this research, e-learning can be used in financial literacy learning, both through formal and non-formal education in the community and public web seminars during the Covid-19 pandemic.

Abstract

Rice straw is one of material containing cellulose to produce Carboxymethyl Cellulose (CMC). CMC is a non toxic polysaccharide that produces from cellulose that widely used in the pharmaceutical, food, textile, detergent, and cosmetic products industries. There are two stages usually use to produce CMC which are mercerization and esterification processes. Rice straw waste is one of the materials to produce CMC, it has a cellulose content of 37.7%, hemi-cellulose 21.99%, and lignin 16.62 %.  BPS Aceh shown that the total rice harvested area was 310.01 hectares, with a total production of 1.71 million tons, and rice produced at 982.57 thousand ton. This study aims to reduce waste and environmental pollution caused by rice straw and collects information of rice straw as a basic material to produce of carboxymethyl cellulose and to increase the economic value of rice straw.  The effects of various wieght parameters sodium monochloroacetate on chemical properties of CMC that produce from rice straw were investigated in this research. Rice straw was collected from a rice field in Nisam, North Aceh. The research conducted by synthesizing 5 grams rice straw for 5.5 hours using NaOH and Sodium Monochloroacetate solutions. With variations weight of sodium monochloroacetate are 5,6,7,8 and 9 grams. The characterization of CMC was carried out by Fourier Transform Infrared (FTIR), CMC yield, DS, Viscosity, water content, pH. The result shows that addition of sodium monochloroacetate was significant factors influence the chemical properties on CMC. The CMC that produced in this study achieved to National Indonesia Standard (SNI).

Abstract

The study aims to determine the price fluctuations and their effects on patchouli farm and patchouli oil production in Aceh Province. The Research Method used survey method with an explanatory research as an approach. The location of the study was conducted in Aceh Province, in Aceh Jaya Regency and Aceh Barat Regency. The fluctuations of patchouli oil price have an affect to the motivation of farmers in developing patchouli farming. Farmers in the study location tend to do patchouli farming when the price of patchouli oil is high, instead farmers do not do patchouli farming when the price of patchouli oil decreases. The fluctuations in patchouli oil prices determined by the quality of patchouli oil and market demand have a dominant influence on the development of production and the productivity of patchouli in Aceh. Standardization of patchouli oil quality at the agro-industry level will increase the price of patchouli oil at the farmers level and increase farmers' income. The price of patchouli oil fluctuates depends on Patchouli Alcohol (PA) levels. This is the main reason for traders at the district and provincial levels to reduce prices at the farm level. Aceh Patchouli has oil quality that qualified with basic export standards. But there is still a need for cultivation techniques and better application of refining technology to improve the quality of patchouli oil at the farmer level so that it can increase the price of patchouli oil at the farmer level while  simultaneously increasing the income and welfare of farmers. The phenomenon of patchouli oil price fluctuations in high has an important role in the development of patchouli oil agro-industry.
