Abstract

This research aims to analyze the Indonesian government’s policy of rejecting repatriate Indonesian citizen ex-combatants of the Islamic State Iraq and Syria (ISIS) in 2020. Repatriation issue becomes a dilemma for the government. Other hand, the government must be committed to protecting the human right of Indonesian ex-ISIS. Other hand, the government considers the security and safety aspects of millions of citizens from potential threats of Indonesian ex-ISIS. This study uses qualitative method in analysing the case study of government policy. By collecting various secondary dates in journals, media, and legal documents. The result indicates that the calculation of profit and loss between repatriate or not repatriate has been passed by the Indonesian government. In the process, the government finally rejected that Indonesia ex-ISIS has a goal for Indonesia’s national interest to protect the security of millions of citizens from the threat of terrorism.AbstrakPenelitian ini bertujuan menganalisis kebijakan pemerintah Indonesia menolak repatriasi warga negara Indonesia (WNI) eks Islamic State Iraq and Syria (ISIS) dari Suriah tahun 2020. Isu repatriasi ini menjadi dilema bagi pemerintah Indonesia. Di satu sisi pemerintah harus komitmen terhadap perlindungan hak asasi manusia (HAM) WNI eks ISIS. Di sisi lain mempertimbangkan aspek keamanan dan keselamatan warga negaranya dari potensi ancaman WNI eks ISIS. Penelitian ini menggunakan metode kualitatif dalam menganalisis studi kasus kebijakan pemerintah tersebut. Dengan menghimpun berbagai data-data sekunder yang tersebar di jurnal, media, dan dokumen-dokumen legal. Hasil penelitian ini menunjukkan bahwa kalkulasi untung rugi antara kebijakan memulangkan atau tidak memulangkan telah dilakukan oleh pemerintah Indonesia. Dalam proses pengkajian, pemerintah akhirnya menolak WNI eks ISIS karena lebih menguntungkan. Pertimbangan penolakan repatriasi WNI eks ISIS memiliki tujuan untuk kepentingan nasional Indonesia yakni untuk menjaga keamanan jutaan warga negara dari ancaman terorisme.

Abstract

The village government is one of the institutions that has an important role in equitable distribution of development and prosperity in Indonesia. Seeing the importance of the village's role in realizing development and welfare, the central government made a law that recognized village autonomy authority, namely Law No. 6 of 2014 concerning Villages (Village Law). This law gives the widest possible rights to villages to manage their own territory. This paper will examine village development after Law No. 6 of 2014 concerning Villages. Development, especially in terms of building democracy at the village level as well as developing infrastructure and the village economy. It was found that in terms of village development, the Ministry of Villages has established several indicators that make it easy for villages to find out how far the level of village independence is. This instrument is known as the Development Village Index (IDM). Meanwhile, to become an advanced and independent village, there are several programs and innovations that can be developed by the village. Village independence and democracy are tools to achieve the welfare of the Village people. Both pave the way for the village to have the right to manage natural resources or allocate funds for improving basic services and developing the local economy. Some things that need to be done in optimizing village development according to the Village Law are continuing to strengthen village democracy through the level of community participation, increasing village IDM, and being able to create competitive products.AbstrakPemerintah desa merupakan salah satu lembaga yang memiliki peran penting dalam pemerataan pembangunan dan kesejahteraan di Indonesia. Melihat pentingnya peran desa dalam mewujudkan pembangunan serta kesejahteraan, pemerintah pusat membuat undang-undang yang mengakui kewenangan otonomi desa yaitu UU no 6 Tahun 2014 tentang Desa (UU Desa). Undang-Undang ini memberikan hak seluas-luasnya pada desa untuk mengatur wilayahnya sendiri. Tulisan ini akan mengkaji tentang pembangunan desa pasca Undang-Undang No 6 Tahun 2014 Tentang Desa. Pembangunan terutama dalam hal pembangunan demokrasi di tingkat desa maupun pembangunan infrastruktur dan ekonomi desa. Ditemukan bahwa dalam hal pembangunan desa, Kemendes telah menetapkan beberapa indikator yang memberi kemudahan kepada desa untuk mengetahui sejauh mana tingkat kemandirian desa. Instrumen tersebut dikenal dengan istilah Indeks Desa Membangun (IDM). Sedangkan untuk menjadi desa maju dan mandiri ada beberapa program dan invovasi yang dapat dikembangkan desa. Kemandirian dan demokrasi Desa merupakan alat untuk mencapai kesejahteraan rakyat Desa. Keduanya membuka jalan bahwa desa berhak untuk mengelola sumberdaya alam atau alokasi dana bagi perbaikan pelayanan dasar dan pengembangan ekonomi lokal. Beberapa hal yang perlu dilakukan dalam optimalisasi pembangunan desa sesuai UU Desa ialah terus memperkuat demokrasi desa melalui tingkat partisipasi masyarakat, meningkatkan IDM desa, serta mampu menciptakan produk yang berdaya saing.

Abstract

This paper aims to provide an analysis of the readiness of South Papua Province as one of the provinces resulting from the expansion of Papua Province in its readiness for the upcoming 2024 general election.  This paper finds that the need for a New Autonomous Region Province, one of which is South Papua Province, is preparing various things towards the success of the upcoming simultaneous general elections in 2024. The important thing needed in welcoming this democratic party is to prepare human resources for election organizers, election participants and also prepare the people of South Papua to get to know well the electoral region and constituency in the upcoming election. In addition, the people of South Papua also need to prepare themselves to participate directly in this general election contestation so that they can bring the aspirations directly of the region. This paper uses exploratory qualitative research methods, namely explaining the data obtained through secondary data, namely through journals, online mass media and government regulations, then the data is triangulated to get the truth. The output of this paper is the importance of the readiness of the South Papua Provincial government as a new autonomous region in preparing human resources and supporting tools for orderly implementation towards a democratic party in 2024. The need for orderly administration of organizers and active socialization to the community as participants in voting rights in elections so that people know their representatives from each constituency and the seats represented can bring the aspirations of the people in the new autonomous region of Papua as well as South Papua Province.AbstrakTulisan ini bertujuan memberikan analisa terkait kesiapan Provinsi Papua Selatan sebagai salah satu Provinsi hasil pemekaran Provinsi Papua dalam kesiapannya menuju pemilihan umum 2024 mendatang.  Tulisan ini menemukan bahwa perlunya Provinsi Daerah Otonomi Baru salah satunya adalah Provinsi Papua Selatan mempersiapkan berbagai hal menuju suksesnya pemilihan umum serentak tahun 2024. Hal penting yang diperlukan dalam menyongsong pesta demokrasi ini adalah mempersiapkan sumber daya manusia penyelenggara pemilihan umum, peserta pemilihan umum dan juga mempersiapkan masyarakat Papua Selatan untuk mengenal dengan baik wilayah pemilihan dan daerah pemilihan dalam pemilu mendatang. Selain itu masyarakat Papua Selatan juga perlu menyiapkan diri untuk berpartisipasi secara langsung dalam ajang kontestasi pemilihan umum ini sehingga dapat membawa langsung aspirasi dari wilayahnya. Tulisan ini menggunakan metode penelitian Kualitatif eksploratif yaitu menjelaskan data yang didapatkan melalui data sekunder yaitu melalui jurnal, media massa online maupun peraturan pemerintah kemudian data ditriangulasi sehingga mendapatkan kebenaran. Luaran dari tulisan ini adalah pentingnya kesiapan pemerintah Provinsi Papua Selatan sebagai daerah otonomi baru dalam mempersiapkan sumber daya manusia dan perangkat pendukung untuk tertib penyelenggaraan menuju pesta demokrasi tahun 2024.  Perlunya tertib administrasi penyelenggara dan sosialisasi aktif kepada masyarakat sebagai partisipan pemilik hak suara dalam pemilu sehingga masyarakat mengenal wakilnya dari setiap daerah pemilihan dan kursi yang diwakili dapat membawa aspirasi masyarakat di wilayah daerah otonomi baru Papua seperti halnya Provinsi Papua Selatan.

Abstract

This research aims to analyze Japan's motives for signing the Reciprocal Access Agreement(RAA) with Australia. Using qualitative descriptive method and secondary data collectionfrom literature studies, the analysis is based on Stephen M. Walt's Balance of Threat theory.The study reveals that Japan's decision to enter the RAA is influenced by the perceived threatfrom China, encompassing four critical aspects. Firstly, China’s superior military, economic,and population strength compared to Japan. Secondly, the geographical proximity, withthe closest distance between Japan and China being 603 km. Thirdly, China’s offensivecapabilities, highlighted by its development and test launches of hypersonic missiles. Lastly,the aggressive intentions perceived by Japan, viewing China as a potential threat to securityand peace in the Indo-Pacific region. In response to these threats, Japan has chosen to balancewith Australia, influenced by three main factors. Firstly, Japan's relatively stronger militarycapabilities compared to Australia. Secondly, the strategic alignment and availability of allies,with Japan recognizing shared interests with Australia. Thirdly, the current period of peace,despite the looming threats, has prompted Japan to solidify its security posture through theRAA with Australia. This strategic alliance is seen as a measure to enhance Japan’s securityand stability in the face of potential Chinese aggression.

Abstract

This research aims to explore the relationship between young voters, especially Generation Z (Gen Z), and political campaigns through social media in the context of the 2024 Election. Gen Z has been chosen as the subject because they are the dominant voters. This study uses a quantitative approach to understand phenomena according to the research objectives that can be measured numerically, with the population of people in Java island and using a purposive sampling technique with a sample size of 2,700 respondents of Gen Z first-time voters. This study reveals the role of social media in shaping the attitudes and political actions of Generation Z, highlighting the importance of creative and relevant campaign content in increasing theirpolitical participation. Additionally, this research also highlights that the level of political awareness, politician's image, and an understanding of important political issues are crucial in shaping the attitudes and preferences of first-time voters. This understanding provides newinsights into how social media influences the political participation of Generation Z and the importance of appropriate strategies in utilizing it.

Abstract

On August 17, 2024, Indonesia released a new passport design themed on the archipelago'sfabrics. The public felt that strengthening the power of Indonesia's passport was more importantthan changing the design. The public even compared the power of Indonesia's passport, whichis weaker than those of neighboring countries. In the discourse of the passport's power, it isunclear whether the ‘power’ in question refers to the passport as a document or the countrythat issued the passport. This research aims to explore whether the passport's power is directlyproportional to the material power of the issuing country and criticize the meaning of thepassport's power. To reveal the meaning of passport power, this paper uses the concept ofpower in a constructivist perspective, which is then compared with material power attributes.Comparation reveals that the material power of a country does not always reflect the powerof its passport. Indonesia's passport is weaker because the visa granting policy is based onideational aspects in bilateral interactions between countries and not solely on the country'smaterial capabilities. The passport power narrative has a political dimension by benefitingcertain parties in the discourse. The word ‘power’ will justify hegemonic structures and reinforcediscrimination against low-ranking countries.

Abstract

Why does electoral reform rarely occur in Indonesia? Several experts believe thatpoliticians are the main actors behind electoral reform in the world. With a varietyof background motivations, electoral reform usually occurs because of the interestin achieving or perpetuating power. On the other hand, this article sees that not allelectoral reforms that occurred were initiated by politicians. Several electoral reformphenomena occurred based on pressure from the public, judges, and experts. Weargue that electoral reforms initiated by actors other than politicians are a responseto the failure of the electoral system. We illustrate this view using a case study ofelectoral reform in Indonesia in the period 2004-2023.

Abstract

Deputy regional heads have duties and functions to assist the running of a government.Following the election of Hendri Septa as the definitive Mayor of Padang City, replacingMahyeldi Ansharullah who won the 2021 regional election for Governor of West Sumatra,the position of Deputy Mayor of Padang for the 2019–2024 period remained vacant for twoyears. The process of filling vacancy for the Deputy Mayor position, which remained stagnantfor two years, raised significant question about the role of the coalition parties in carrying outthe process. This study aims to analyze the role of coalition parties in the process of fillingthe vacancy for the Deputy Mayor of Padang City for the remainder of the 2019-2024 termusing the John Gaventa's power cube theory. This study used a qualitative approach with acase study design, collecting data through interviews. The findings showed that the coalitionparties played role in driving the election process in the Padang City DPRD. The processwas hampered for due to the difficulty in reaching a consensus between the coalition parties,namely PAN and PKS, which prioritized their own power rights. However, at the end of2022 until the beginning of 2023 the process of filling the vacant position of Deputy Mayorof Padang City began to take place following the submission from each party. Currently, theelected Deputy Mayor of Padang City for the remaining term of 2019-2024 is Ekos Albarfrom PAN.

Abstract

This research examines the process of internalization of norms on the fulfillment of children'sparticipation rights by the ASEAN Children's Forum (ACF) in Indonesia and the role ofACF in promoting the fulfillment of these rights through the National Children's Forum in the2018-2022 period. The background of this research is the significant increase in the fulfillmentof children's participation rights in Indonesia during this period and the strategic position ofACF as the only forum in Southeast Asia that directly engages children in discussions relatedto their rights and protection, potentially influencing policies at the regional and nationallevels. The method used is descriptive qualitative research through interviews and literaturestudies, which aims to describe and analyze phenomena based on empirical data. The resultsshow that the process of internalizing children's participation rights norms through the ACF inIndonesia has reached the stage of internalization, although it is mostly driven by Indonesia'sinitiative and commitment to the Convention on the Rights of the Child. In addition, the roleof ACF is reflected in the implementation of National Children's Forum programs that refer toACF outcomes, although the impact is relatively smaller compared to other ASEAN countries.

Abstract

The Israel-Palestine conflict has seen a notable escalation following the armed attack by Gaza militias on multiple targets in Israel on October 7, 2023. This event prompted a substantial retaliatory response from Israel, which aimed at both militias and civilian locations in Gaza, further exacerbating an already critical humanitarian crisis in the region. This study aims to analyse the role of the Committee for Inter-Parliamentary Cooperation (BKSAP), the House of Representatives, Republic of Indonesia. (DPR RI) in advocating for Palestinian rights and in efforts to mitigate the escalating conflict from the third quarter of 2023 through 2024. Employing the framework of parliamentary diplomacy, the research investigates the initiatives undertaken by BKSAP in this context. Utilising a descriptive methodology, the research incorporates both primary and secondary data, with a qualitative analysis aimed at providing a comprehensive understanding of the parliamentary diplomatic activities relevant to the Israel-Palestine conflict. The analysis indicate that the parliamentary conducted by BKSAP DPR RI in addressing the de-escalation of the Israel-Palestine conflict proves to be notably effective. The findings reveal that BKSAP’s parliamentary diplomacy functions through bilateral and multilateral channels, adhering to three central principles: Access, Trust, and Flexibility. These principles enhance constructive engagement and underscore the effectiveness of Indonesia’s parliamentary approach in addressing multifaceted geopolitical challenges. Through this dual-channel approach, BKSAP aligns its diplomacy with the human security dimension, highlighting its relevance in resolving conflicts and supporting Palestine’s pursuit of sovereignty.AbstrakKonflik Israel-Palestina mengalami peningkatan eskalasi yang signifikan menyusul serangan bersenjata oleh milisi Gaza terhadap sejumlah sasaran di Israel pada 7 Oktober 2023. Serangan ini memicu respons balasan dari Israel yang menyasar milisi serta wilayah sipil di Gaza, sehingga memperburuk krisis kemanusiaan yang telah berlangsung di kawasan tersebut. Penelitian ini bertujuan untuk menganalisis peran Badan Kerja Sama Antar-Parlemen (BKSAP) DPR RI dalam memperjuangkan hak-hak Palestina dan upaya meredakan eskalasi konflik pada periode kuartal ketiga tahun 2023 hingga 2024. Dengan menggunakan pendekatan diplomasi parlementer, penelitian ini mengeksplorasi inisiatif-inisiatif yang dilaksanakan oleh BKSAP dalam mendukung resolusi konflik. Penelitian ini mengadopsi metode deskriptif dengan memanfaatkan data primer dan sekunder, serta menerapkan analisis kualitatif untuk memberikan pemahaman yang mendalam terkait peran diplomasi parlementer dalam konteks konflik Israel-Palestina. Hasil analisis menunjukkan bahwa diplomasi parlementer yang dilakukan oleh BKSAP DPR RI memiliki efektivitas yang signifikan dalam mendukung upaya de-eskalasi konflik. Diplomasi parlementer BKSAP diimplementasikan melalui jalur bilateral dan multilateral yang berlandaskan tiga prinsip utama: akses, kepercayaan, dan fleksibilitas. Ketiga prinsip ini memungkinkan terwujudnya keterlibatan yang konstruktif dan memperkuat posisi pendekatan parlementer Indonesia dalam mengatasi tantangan geopolitik yang kompleks. Melalui strategi dual-channel, diplomasi parlementer BKSAP secara konsisten diselaraskan dengan dimensi keamanan manusia, sehingga mempertegas kontribusinya dalam mendukung penyelesaian konflik serta memperjuangkan kedaulatan Palestina.
