Jurnal Tunas Agraria diterbitkan oleh Program Studi Diploma IV Sekolah Tinggi Pertanahan Nasional (STPN), Yogyakarta. JTA dipublikasikan berkala 3 kali setahun (Januari, Mei, September) yang secara khusus memfasilitasi publikasi karya dosen, mahasiswa, peneliti, dan praktisi yang tertarik dengan isu-isu agraria. JTA bertujuan untuk meningkatkan pemahaman dan penyebarluasan atas persoalan dan isu-isu Agraria-Pertanahan. Topik jurnal berkisar pada beberapa isu seperti Penataan Agraria, Pemberdayaan Masyarakat, Politik dan Kebijakan Agraria, Tatat Ruang, Perubahan dan Penataan agraria, Pengukuran dan Pemetaan, Manajemen Pertanahan, dan Administrasi Pertanahan.

PTSL targets are increasing every year. Limited human resources to finish this project make the government issued a policy based on Article 42 paragraph (1) ATR / BPN Regulation No. 6 year 2018 regarding the implementation of PTSL activities that can be carried out based on community participation (PTSL+PM), and Technical Guideline Number: 002 /JUKNIS-300.UK.01.01 /II /2019 dated February 1, 2019 concerning Complete Systematic Land Registration Activities Based on Community Participation (PTSL+PM). This research objectives are: 1) to find out the implementation of PTSL activities involving the community in Ngestiharjo Village, 2) to find out the constraints and solutions in implementing PTSL+PM activities in Ngestiharjo Village, and 3) to find out the benefits of SIAP and SANTRI PTSL+PM applications in the implementation of PTSL+PM activities in Ngestiharjo Village. In conducting this research, the researcher applied qualitative method. The benefit of using the SIAP application is, it facilitates to collection of juridical data in the form of nominative lists and the data integration process. It also produces output in the form of a complete registration file.

Land archive is the living archive of that must be fully maintained. As things goes, Sleman Land Office does digitalization archives to Gambar Ukur, Surat Ukur, Buku Tanah and Warkah by using a web-based application system which is called the Laris application. The research is aimed at finding out the reason why the office is doing digitalization with Laris application and finding out wheter this digitalized archive has been able to replace the original file in the form of paper. This research was conducted with a qualitative method with a descriptive approach Based on research results, obtained information that the digitalization of land records carried out in the Sleman’s Land office which has been done since year 2014 not solely done to change the format of analog files to digital files, but is expected to able provide more comprehensive benefits related to the acceleration of land services so that in practice it uses the Laris application. However, the existence of this digitalized archive still not able to replace the position of analog archive in manner so that the analog archive is still maintained. Therefore, its important to authentication and legalization so the archive of digitalization result legally strong.

Complete Systematic Land Registration (PTSL) is a government program in accelerating mass land registration with a complete map concept. This program is expected able to overcome the delays of previous mass land registration program through the scheme of ajudication and PRONA. To achieve the goals, throughout the year, the target is high and always increase. Because of this high target, Land Office in Bantul District implement some innovations, especially in juridical data collection. This research aimed to explain the strategy in collecting juridical data in Palbapang Village, and find obstacles in data collection. Qualitative descriptive research was used for this research. The results of the research showed that: 1) the strategies used by Land Office is the use of SIAP application for juridical data input and involved several teams in the collection of juridical data such as puldatan team, village government and the community; 2) there are constraints on the implementation, including lack of human resources in carrying out tasks as a juridical task force, and there were still many villages that collect documents near the end of the fiscal year.

The success of the Badung Regency Land Office in issuing HT-el Certificate, the first in Indonesia cannot be separated from the support of the Creditors and PPAT as the main users of HT-el Services. This innovation is an effort to realize the digitalization of services and overcome various existing weaknesses. Creditors and PPAT as the main users are important instruments in providing an overview of HT-el service quality, because basically the success of an organization in providing a service depends on how well the perception of service users will reflect the level of user satisfaction and the profitability of the organization. HT-el Service User Perception (Creditor and PPAT) assessed using the e- Govqual Method illustrates that the Quality of HT-el Services at the Badung District Land Office is very good, this is evidenced by positive responses to the Efficiency, Trust and Realibility as well as Citizen Support. This is an effort to create excellent service in the land sector based on the principles of efficiency and effectiveness in implementing activities.

Land certificate as a result of Complete Systematic Land Registration Program (PTSL) provides an opportunity for the society, especially small and micro businesses to utilize it as assurance obtaining business capital. Sidorejo Village is one of the villages that became PTSL location in Madiun Regency in 2017 with total of 1,088 land parcels that had been certified. This study purpose to determine the utilization of business people who received PTSL certificates in order to increase business capital. This research is limited to 30 informants, using descriptive qualitative research methods to obtain an in-depth knowledge of the utilization of these business people then to know various obstacles encountered in obtaining loan funds. The results obtained are 16 business people who have used land certificates to obtain capital loans, but only 4 of these business people who have prospects of increasing business capital. While 14 other business people have not used it for any purpose on the grounds they still have enough capital and are afraid of not being able to pay installments every month.

The improving of land data quality of land data is one of the objectives of the Complete Systematic Land Registration (called as PTSL). The land data quality that was originally in the KW 4, 5, and 6 was upgraded to KW 1. However, there are many land offices experienced a number of problems. The Karanganyar Land Office on PTSL 2019 has become the one of an office that capable of working on improvement data quality activities with large volumes, namely 46.976 parcels. This study aims to determine the strategy that used and the validity of the land data. Through a sequential mix method with an exploratory approach, it was found that Kantah Karanganyar is applied the right strategy. This is indicated from the number of the increasing land data quality and 86% of 60 samples have a good validity.

Agriculture is a strategic sector that has an important role in the economy and food security. However, from time to time agricultural land is increasingly eroded due to land conversion. This study aims to map the potential for LP2B in Magelang city as well as map the suitability of LP2B potential. The method used in this study is qualitative with a spatial approach to the determinant of LP2B potential variables by land use of paddy fields to produce LP2B Potential Maps in Magelang City and their conformity with the RTRW. Of all paddy fields covering 215,817 ha, 52.68% has high potential (K1); 41.7% potential (K2); and 5.62% less potential (K3). Paddy fields has conformity with LP2B and agricultural area K1: 37.59%; K2: 23.64%; K3: 4.36%. Paddy fields has discrepancy K1: 15.1%; K2: 18.06%; K3: 3.36%.

The provision of compensation for land acquisition for the construction of runway 3 at Soekarno-Hatta International Airport found problems that made the implementation of the development not complete according to the determined target. The research objective is to determine the implementation of compensation, the problems that occur and the solutions in solving them. This research uses qualitative methods with a descriptive approach. Research results: problems in the provision of compensation, namely differences in community understanding regarding deliberations to determine compensation, objections to the amount of compensation, parties who have the right not known their whereabouts, payment of separate compensation for land and buildings that have been consigned and disputes over ownership of land acquisition objects. The settlement of the problem of giving compensation is carried out by referring to the land acquisition law, while matters that are not regulated and/or incomplete in the regulation are resolved by the policy of the land acquisition executor.

The land use changes cannot be avoided in the development process. There are many conflict of interest between the utilization and the spatial planning document (called as RTRW) on it. This condition occurred in Bogor City. This study aims to determine the magnitude, distribution, and pattern of spatial changes, as well as its suitability to the RTRW. By using descriptive quantitative research methods, it is concluded that the rapid development that occurs in the city of Bogor does not have major implications for the mismatch level between land use and the RTRW of Bogor City. By using the descriptive quantitative research method, it is concluded that the rapid development that occurs in the Bogor City does not have major implications for the mismatch level between the land use utilization and the RTRW of Bogor City. This is indicated from: (1) the high rate of conversion on agricultural land to non-agricultural; (2) 43.57% of the Bogor City area is experienced changes in land use utilization; (3) the value on rate of change is 645,395 ha / year; (4) the growth pattern is concentric and along the way; and (5) 62.76% of the area shows compliance with the RTRW

In 2019, Musi Rawas Regency carried out land redistribution on ex-forest land. The issuance of Presidential Regulation Number 86 in 2018 is expected to accelerate the implementation of agrarian reform. This regulation requires the provision of technical standards, institutional, and stage of activity that run in ideal condition. Therefore, it is necessary to conduct research to explain the extent of the suitability of that components applied in its implementation. This research uses qualitative method and descriptive approach. The result of this research are in the form of mechanism for change of status of forest area through forest area inauguration and the implementation of that land redistribution is carried out according to procedure. Constraints encountered include the relinquishment of the forest area which is still at the official report of the boundary setting area which is still at the official report of the boundary setting stage, the revision of land use plan (RTRW) is still in progress, and some administrative deficiencies can be resolved appropriately with good coordination between that stakeholders involved.Pada tahun 2019, Kabupaten Musi Rawas melaksanakan redistribusi tanah dari tanah eks kawasan hutan. Terbitnya Peraturan Presiden Nomor 86 Tahun 2018 diharapkan dapat mempercepat pelaksanaan reforma agraria. Regulasi ini mensyaratkan adanya standar teknis, kelembagaan, dan tahapan kegiatan yang berjalan dalam kondisi ideal. Oleh karena itu perlu dilakukan penelitian untuk menjelaskan sejauh mana kesesuaian komponen tersebut diterapkan dalam pelaksanaanya. Penelitian ini menggunakan metode kualitatif dengan pendekatan deskriptif. Hasil penelitiannya menunjukkan bahwa mekanisme perubahan status kawasan hutan dilakukan dengan pengukuhan kawasan hutan dan pelaksanaan redistribusi tanah tersebut dilaksanakan sesuai prosedur. Kendala-kendala yang ditemui, yakni pelepasan kawasan hutan yang baru sampai pada tahap berita acara tata batas, revisi Rencana Tata Ruang Wilayah (RTRW) sedang berjalan, dan beberapa kekurangan kelengkapan administrasi yang seharusnya bisa diselesaikan dengan tepat dengan koordinasi yang baik antara stakeholder yang terlibat
