Abstract

This research aims to analyse the implementation of the 2019 simultaneous general elections (elections), which actually caused various problems in practice. Responding to these dynamics, the Association for Elections and Democracy (Perludem) submitted a judicial review of the Election Law to the Constitutional Court, which then resulted in Constitutional Court Decision Number 55/PUU-XVII/2019 . This research is based on two main questions. First, how is the simultaneous general election model as stated in the Constitutional Court Decision Number 55/PUU-XVII/2019 analysed in terms of the basic principles of democratic elections? Second, how is the ideal simultaneous general election model after the Constitutional Court Decision Number 55/PUU-XVII/2019 In answering these questions, this research is supported by normative legal research methods (doctrinal) with three approaches, namely the legislative approach, conceptual approach, and historical approach analysed prescriptively analytically. Based on the results of the research and analysis conducted, the following conclusions were drawn: First, with the birth of Constitutional Court Decision No. 55/PUU-XVII/2019 6 variants of the simultaneous election model. In the analysis used, the constitutional judges used historical interpretation and functional interpretation methods in deciding the constitutional simultaneous election model. Second, Constitutional Court Decision Number 55/PUU-XVII/2019 affirms the significance of Constitutional Court Decision Number 14/PUU-XI/2013 in the context of simultaneous general election arrangements. The idea of holding elections with five ballot boxes is actually not the only model that has developed in the discourse on amending the 1945 Constitution of the Republic of Indonesia. The Constitutional Court has explicitly formulated six alternative models of simultaneous elections that are considered to remain in line with constitutional principles. Among these alternatives, the fourth model is considered the most ideal to be implemented in the future simultaneous election system, given its conformity with the principles of effectiveness, efficiency and accountability in organising democratic elections.

Abstract

This research analyzes the removal of the minimum provision of 30% of the forest area that must be maintained in Article 18 of Law Number 41 of 1999 concerning Forestry by the Law on Job Creation making this regulation an incomplete norm, which this situation has the potential to provide leeway for sectors related to the massive use of land and natural resources without regard to environmental sustainability. Therefore, this article discusses the legal implications of changes in the regulation of the minimum area of forest areas that must be maintained using a statutory approach and a conceptual approach. The results obtained in this research are that the absence of a national standard as a definite benchmark in maintaining the size of forest areas causes legal uncertainty and the emergence of legal loopholes that can be abused by certain groups.

Abstract

This study aims to investigate the impact of green bonds, digital finance and good governance on green finance performance, with good governance also acting as a mediating variable. The study focuses on financial services institutions registered with the OJK in the period 2021-2023. A quantitative approach is used, employing multiple linear regression analysis and the Sobel test. The sample includes eight banks selected through purposive sampling due to the requirement to publish annual reports for the period 2021 to 2023. The results of this study suggests that green bond and Digital Finance have a significant positive impact on Green Financial Performance. In addition, good corporate governance successfully mediates the relationship between green bonds and green financial performance. However, the link between green financial performance and digital finance isn't affected by it.

Abstract

In today's era, the dissemination of information often experiences distortion due to external factors or interpretations from social media. This study aims to explain the development of information dissemination values using the film “Budi Pekerti.” Through the lens of social construction theory proposed by Peter L. Berger and Thomas Luckmann, this method identifies three forms of reality: externalization, objectification, and internalization. This study falls under qualitative research with a descriptive approach. The film illustrates how moral values are socially constructed and perceived in the current media context, particularly social media. This highlights the implications of moral relativism, where moral beliefs are seen as relative to individual or social perspectives. The narrative follows the character of Mrs. Prani, a Guidance Counselor, whose actions and public reactions highlight the complexity of moral judgment in the digital age. The study reveals that the lack of moral awareness in message transformation is exacerbated by a lack of mutual respect and honesty, leading to negative consequences for those involved. Ultimately, the film serves as a medium to convey important moral messages and critique the role of media in shaping public perception and moral standards.

Abstract

This study aims to determine how the context of the program background, program achievements, and program analysis align with the objectives of the Weightlifting National Training Program for the 2024 Paris Olympic Games. How appropriate are the inputs regarding program planning and management, human resources, and program implementation guidelines established to support the implementation of the 2024 Olympic Weightlifting National Training Program? How is the implementation process of the program, monitoring system, and coaching system for the National Weightlifting Training Center for the 2024 Paris Olympics? What is the success rate of the implementation of the National Weightlifting Training Center for the 2024 Paris Olympics in achieving its objectives? The object of evaluation is the achievement of athletes participating in the National Weightlifting Training Center for the 2024 Paris Olympics. The research method used is an evaluative method with a qualitative and quantitative approach, conducted based on the results of interactions with subjects in the field through observation, interviews, questionnaires, and research of related documents based on evaluation criteria. Using the CIPP Model, the proposed statement items indicate that the National Weightlifting Training Center for the 2024 Paris Olympics is in the very good category. That all respondents who provided answers to the proposed statement items indicate that the National Weightlifting Training Center for the 2024 Paris Olympics is good.

Abstract

This study examines the strategies employed by school committees to enhance the quality of learning at the primary school level within the context of the implementation of the Merdeka Curriculum. Using a qualitative case study approach, the research was conducted at SDN 170 Dian in Bandung City and SDN Menger 02 in Bandung Regency, involving principals, teachers, committee members, and parents. Data were collected through participatory observations, in-depth interviews, and document analysis, and were analyzed using the interactive model by Miles, Huberman, and Saldaña. The findings indicate that school committee strategies include data-driven planning, participatory program implementation, and monitoring through documentation and reporting. However, the committee’s involvement remains largely administrative and has not fully assumed a strategic role. This role gap is attributed to the committee’s limited human resource capacity, lack of training, and weak synergy among stakeholders. The study concludes that the effectiveness of school committee strategies in supporting learning quality hinges on three key factors: adaptive policy support, institutional capacity building, and the application of a community-based collaborative approach. These findings underscore the importance of transforming school committees from symbols of administrative participation into strategic actors in school-based quality education management.

Abstract

This study examines the transformational leadership management of school principals in enhancing the professional competence of primary school teachers. Using a qualitative case study approach, the research was conducted at SDIT Insani and SDIT Andalusia, involving principals, teachers, and managerial staff as key informants. Data were collected through in-depth interviews, direct observations, and document analysis, and were analyzed using the interactive model of Miles, Huberman, and Saldaña. The findings reveal that school principals implement transformational leadership through strategic planning based on teacher needs, the execution of collaborative training programs, structured evaluations, and continuous follow-up actions. These practices reflect the application of the PDCA (Plan–Do–Check–Act) cycle within the framework of educational quality management. Despite limitations in infrastructure and funding, the principals succeeded in fostering a professional and collaborative culture through visionary communication, teacher empowerment, and external partnerships. The study concludes that transformational leadership, when carried out in a planned and adaptive manner, plays a significant role in improving teacher competence and learning quality in primary schools. These findings highlight the importance of strengthening the capacity of school principals as instructional leaders and change agents within school-based educational management.

Abstract

This study examines the implementation of coaching techniques based on the TIRTA Framework (Action, Reflection, Follow-Up, and Execution) as a strategic approach to enhancing the managerial competence of primary school principals. Using a qualitative case study approach, the research was conducted at SDN Talagasari and involved the principal, senior teachers, and school supervisors as key informants. Data were collected through in-depth interviews, participatory observation, and document analysis, then analyzed using the interactive model of Miles, Huberman, and Saldaña. The findings indicate that coaching through the TIRTA Framework gradually facilitates a transformation in the principal’s mindset—from administrative leadership to reflective and collaborative leadership. The Action phase enables the identification of real, context-based problems within the school; Reflection promotes self-evaluation and awareness of one’s role; Follow-Up guides the formulation of strategic plans based on reflective insights; and Execution showcases the internalization of new leadership values into the school’s work culture. These findings affirm that reflective coaching is not merely a technical intervention, but a transformative learning process that can foster adaptive and sustainable leadership. The TIRTA-based coaching technique has the potential to serve as a professional development model for school principals, one that could be integrated into national education supervision policies in a more contextual and human-centered manner.

Abstract

This study examines the effectiveness of Intra-School Student Organization (OSIS) management in enhancing student creativity at the senior high school level. Using a qualitative comparative case study approach, the research was conducted at SMAN 1 Rancaekek and SMAN 27 Bandung, which exhibit differing student organization characteristics and school cultures. Data were collected through in-depth interviews, participatory observations, and document analysis, and were analyzed using the interactive model by Miles, Huberman, and Saldaña. The findings indicate that OSIS management that is participatory, flexible, and responsive to student needs can significantly enhance student creativity. SMAN 27 Bandung demonstrated more innovative practices in planning, program implementation, and evaluation aspects, whereas SMAN 1 Rancaekek remained focused on routine and administratively inclined activities. Supporting factors include supportive school leadership, active student participation, and the use of technology in organizational coordination. Challenges encountered involve time constraints, limited resources, and insufficient managerial training for OSIS administrators.This study concludes that effective OSIS management can serve as a strategic platform for developing student creativity and recommends strengthening training, program innovation, and cross-sector collaboration in OSIS management.

Abstract

This study examines the influence of integrated learning in the subjects of Islamic Cultural History (SKI) and Aqidah Akhlak on enhancing students’ understanding of religious moderation at MTs Nurul Falah Bandung. Using a mixed-method sequential explanatory approach, data were collected through Likert-scale pre-tests and post-tests as well as semi-structured interviews. The results of the paired t-test showed a significant increase in the average scores of religious moderation understanding: cognitive dimension rose from 3.05 to 3.98, affective from 3.18 to 4.04, and conative from 3.13 to 4.00, with p < 0.001. Regression analysis indicated that the intervention contributed β = 0.62 with R² = 0.58. Qualitative findings revealed that the integration of historical narratives and moral values strengthened students’ tolerant, empathetic, and reflective attitudes toward differences. The study concludes that contextually integrated SKI and Aqidah Akhlak learning is effective in fostering the values of religious moderation and can serve as a character education model in madrasahs.
