Abstract

This study aims to examine the effect of four dimensions of the SCA (Civil Servant) Professionality Index on public service quality and the achievement of strategic goals other than public service quality. The independent variables in this study are educational qualification, competency, performance, and discipline. Meanwhile, the dependent variables in this study are public service quality and the achievement of strategic goals other than public service quality. The population in this study is all of the work units in the State Civil Service Agency which are located throughout Indonesia from 2020 to 2021. The type of data used is secondary data, namely IP SCA calculation evaluation report and performance report. The analytical model used in this study is a multiple linear regression analysis using IBM Statistics 26. Based on the results of the analysis that has been carried out, it can be concluded that competence and performance have a positive effect on the quality of public services, while educational qualifications have a positive effect on the achievement of non-public-service-quality strategic goals. But, discipline does not affect the quality of public services and the achievement of non-public-service-quality strategic goals. This research implies that civil servants and government institutions must pay attention to educational qualifications, competence, and performance because these 3 things affect government performance.

Abstract

The problem of children dropping out of school and children's participation in school are like two sides of a coin that are difficult to separate because they both talk about the future of children as the nation's golden generation. From the available data, the School Participation Rate (APS) is distinguished by age group: 7-12 years (SD/Equivalent: 98.45%), 13-15 years (SMP/Equivalent: 95.25%), and 16-18 years (high school/equivalent: 74,92%). This means that with increasing age, school participation also decreases. Looking at school statistics in Kupang Regency, it should be able to reach all children in continuing education at every level. However, the reality is the opposite. The participation rate for each level continues to decline from time to time, more tragically, the dropout rate is also increasing. This study aims to analyze the factors causing school dropouts in the East Kupang sub-district, Kupang district, East Nusa Tenggara province. This study uses a descriptive research method with a qualitative approach which was carried out in Kupang Kupang Regency because of the 24 sub-districts in Kupang Regency, the informants used purposive techniques with the number of informants as many as 50 people. Based on the results of research conducted by the author, it is known that the factors that cause children to drop out of school in SMA Negeri Kupang Timur District, Kupang Regency, Nusa Tenggara Province in 2018, 2019, 2020, and 2021 consist of internal factors. factor. namely promiscuity and low interest in children to school while external factors are economic factors, lack of parental attention, culture and history as well as the location or location of the school.

The development of electronic service quality in online-based service providers was carried out by distributing questionnaires to 385 respondents to determine the effect of electronic service quality on the satisfaction of consumers who use it, as well as finding proposals for improvements in electronic services based on the right dimensions of e-servqual. In improving the quality of online-based food delivery services, the development of an E-Service Quality (E-Servqual) model was carried out which was built using the Structural Equation Modeling-Partial Least Square (SEM-PLS) method in the form of 10 dimensions of electronic service quality, namely ease of use, website design, customization, responsiveness, assurance assurance, reliability, tangible, emphaty, price, and customer value. The results of the study found that the dimensions that accommodate the quality of electronic services for online food delivery services are variables of customer value, reliability, assurance, emphaty, website design, tangible, responsiveness, and price, but there is 1 variable that does not have a significant effect on satisfaction consumers i.e. variable prices.  While the results of simultaneous testing, all variables formed in the final model have a significant effect on consumer satisfaction, so that the development of the e-servqual model in services   online-based food delivery services are declared optimal.

Abstract

This article discusses the reasons why racial discrimination against African-Americans persists in the United States of America in this 21st century. This study applies an explanatory qualitative approach and a literature study data collection. By using the concept of the norm life cycle by Kathryn Sikkink and Martha Finnemore, this study argues that the internalization of anti-racial discrimination norms in the United States (U.S.), especially adopted from the International Convention on the Elimination of All Forms of Racial Discrimination (ICERD), has not been fully completed. This research analyzes three aspects of norm internalization: actors, motives, and mechanisms. From those aspects, this study found that the actors’ efforts to internalize norms are hampered by the RUDs (Reservations, Understandings, Declarations) in the ratification of ICERD. The existence of white supremacy in the United States also disrupts the conformity (motive) needed for internalization. The last, in the aspect of mechanism, especially when it is viewed within the scope of the issuance of laws, there are certain legal decisions or policies which indirectly interfere with the implementation of the mechanism in the form of laws and regulations made by the United States before.
