Abstract

The authority given to the village government to manage village funds brings many benefits, especially in village development. Supervision of village funds is also very necessary to prevent criminal acts of corruption. The research method used in this research is descriptive analytical which describes in detail the social phenomena at the heart of the problem using empirical research and using qualitative data analysis. The results of the research show that village heads prevent criminal acts of corruption by recognizing the modus operandi of corruption in village funds, improving the quality of village officials, monitoring the management of village funds and strengthening cooperation with village assistants. Obstacles encountered and solutions implemented in preventing criminal acts of corruption in village funds are the low quality of human resources in managing village funds with the solution of providing technical guidance, low integrity of village officials in managing village funds with the solution of providing integrity culture outreach and low community participation in supervision. managing village funds with the solution of providing information to the community by socializing the use of village funds. The criminal act of corruption in village funds is any action that is detrimental to the state and villages, destroying the economic system, democratic system, political system, legal system, government system and social order. Efforts to prevent criminal acts of corruption in village funds can be carried out by monitoring the use of village funds.

Abstract

Indonesia is a large agricultural country, and most of its territory consists of fertile land and abundant water. This has resulted in the majority of Indonesian people living as farmers. The shortage of agricultural land results in farmers who do not have land working on other people's land and collaborating in the agricultural sector between land owners and cultivators. In the compilation of sharia economic law, cooperation in the field of agriculture (rice fields) is divided into two, namely muzara'ah and mukhabarah. Farmers in Sitopayan Village, Portibi District have implemented this mukhabarah collaboration. However, farmers know him as Pabaenko Saba. This type of research is field research. Meanwhile, the nature of the research is descriptive. The data sources used are primary and secondary data sources. Data collection was carried out using interview techniques. The resulting data is described descriptively and analyzed using inductive thinking. The results of this research indicate that the implementation of profit sharing carried out by land owners and cultivators in Sitopayan Village, Portibi District is not in accordance with the provisions in the Compilation of Sharia Economic Law Article 260. The implementation of profit sharing is not in accordance with the Compilation of Sharia Economic Law, namely in terms of profit sharing What is done by the cultivator is not transparent to the land owner regarding the actual harvest.

Abstract

The single candidate phenomenon often arises as a result of various factors, including the political system, election regulations, and the dominance of certain political forces. This raises concerns about the sustainability of a healthy democracy, because it reduces alternative choices for society. The research is normative research that uses a legislative and conceptual approach to review positive Indonesian law as well as the principles of Islamic law. Data was analyzed by data reduction, data presentation and drawing conclusions. The research results show that this phenomenon demands reformulation of election regulations to strengthen the quality of democracy and provide protection for people's political rights. In siyasah dusturiyah a single candidate can be considered to violate the spirit of shura because it reduces the community's right to choose from various alternative leaders. The principle of deliberation is the basis for leadership legitimacy. An empty box victory can be understood as a form of collective deliberation that rejects (public protest) the legitimacy of a single candidate. This shows that the public has not found a candidate who is considered worthy of leading. In the context of modern democracy, the empty box can be seen as a mechanism for channeling public dissatisfaction towards a single candidate. This is in line with the principle of amar ma'ruf nahi munkar which teaches people to reject injustice in the government system. From a siyasah dusturiyah perspective, efforts are needed to ensure leadership that is fair, transparent, and in accordance with the principles of shura (deliberation) in order to realize social justice in Indonesia's democratic system.

Abstract

This study aims to explore and describe the forms of interaction between businessmen as strongmen and political parties in the political recruitment activities of regional head candidates in Indonesia, and seeks to describe how the exchange of interests affects the political recruitment of regional head candidates in Indonesia, as well as its impact on the quality of local democracy. This research is qualitative research using literature study. The results of this study found that the form of interaction between political parties and entrepreneurs in the recruitment of candidates for regional heads in Indonesia. First, the interaction between political parties and entrepreneurs as financial sponsors. Entrepreneurs fund political parties through a mutually beneficial reciprocal mechanism. Second, the interaction between political parties and entrepreneurs as candidates or candidate supporters. Entrepreneurs as candidates for regional heads or sponsors of regional head candidates, tend to find it easier to get recommendations from political parties in the recruitment of regional head candidacies, through this reciprocal mechanism. Meanwhile, the implications for the quality of local democracy of this interaction. First, the development of political dynasties from among entrepreneurs. Second, it prevents the existence of diverse political actors. Third, the potential for political corruption.

Abstract

This research examines the implementation of the Village Asset Management System (SIPADES) in Tambak Kalisogo Village. The purpose of this study is to determine how the village asset management system (SIPADES) is implemented in Tambak Kalisogo Village. The research method used is a qualitative approach with descriptive analysis, using Edward III's policy implementation theory (1980) involving four main indicators, namely communication, resources, disposition, and bureaucratic structure. The results of the study indicate that the implementation of (SIPADES) in Tambak Kalisogo Village has not been fully optimized. Ineffective communication, minimal socialization regarding system updates, and poor monitoring by relevant agencies are the main obstacles. However, competent human resources and adequate facilities support the success of this system. To improve the implementation of the Village Asset Management System (SIPADES), ongoing technical guidance, more intensive monitoring, and improved coordination between village governments and relevant agencies are needed.

Abstract

This study aims to analyze and deconstruct the political-social image of Haji Uma, a Regional Representative Council (DPD RI) senator from Aceh, known for his social activities and background as a local comedy film actor. The research focuses on how the media constructs Haji Uma's image of compassion and the extent to which this image functions as a political branding strategy rather than substantive advocacy for Acehnese aspirations at the national level. Employing Derrida's deconstruction approach, the study dissects dominant narratives shaped by media coverage, comparing them with public perception and institutional performance realities. Data were collected through in-depth interviews with academics, along with literature review and media content analysis. The findings reveal that Haji Uma's social activity strategies hold strong empathetic value in the public eye but are also systematically utilized as political image-building tools to enhance popularity without demonstrating deep engagement in substantive policy advocacy. This study uncovers an imbalance between symbolic representation in the public sphere and strategic responsibility as a DPD RI member

Abstract

Every country has its own foreign policy. Foreign policy is used by a country to behave respond to conflicts that occur in the international world, according to its interests. Indonesia as a country is no different. The policy provided can be in the form of foreign aid support or just a neutral, pro or contra attitude. Indonesia has always played an active role in responding to international phenomena and their escalation. One of the international conflicts that Indonesia has actively contributed to is the conflict in Lebanon involving the militant group Hezbollah and Israel. The conflict in Lebanon has been going on for a long time, but recently the conflict has escalated again. Indonesia, as a country that strongly opposes war and colonization, was certainly moved to see this. Indonesia decided to help by continuing to send Garuda Contingent security forces assistance, in the UNIFIL (United Nations Interim Force In Lebanon) mission under the auspices of the UN (United Nations). Behind Indonesia’s foreign policy in continuing to send security force assistance, there must be many considerations. There are projections of values, norms, and identities that want to be maintained. In addition, maintaining this policy does not rule out of the possibility of opening up other opportunities that are beneficial to Indonesia.

Abstract

Lake Toba area as one of the national super priority tourism destinations (DPSP) faces challenges in realizing sustainable tourism management. This study is important because it focuses on the need for evaluation of tourism policies that not only emphasize aspects of physical and economic development, but also integrate sound governance principles such as transparency, accountability, participation, effectiveness and responsiveness in every stage of its formulation. The purpose of this study is to evaluate the implementation of sustainable tourism policies in the Lake Toba area with a good governance approach as an analytical framework. The method used in this study is a qualitative approach with thematic analysis and SWOT analysis. The results of the study indicate that although there has been progress in infrastructure development and tourism promotion, the application of sound governance principles is still partial and has not been integrated systemically. The main weaknesses lie in the weak coordination between institutions, limited participation of local communities in decision-making, and the suboptimal public accountability mechanism. These findings emphasize the importance of reformulating sustainable tourism policies in the Lake Toba area through a more inclusive, collaborative, and data-based sound governance approach.

Abstract

This study aims to explore how the empowerment process is implemented through the Gerakan Makan Tinggi Protein Hewani (GEMATI) program as an effort to prevent stunting in Kampung Pucangsawit. The research employs a qualitative method with a case study approach. Data were collected through observation, interviews, and documentation. The theoretical framework used is the community empowerment theory proposed by Kartasasmita, which consists of three key aspects: Enabling, Empowering, and Protecting. The Enabling aspect emphasizes the creation of conditions that allow the community to develop their potential; the Empowering aspect focuses on strengthening the capacities the community already possesses; and the Protecting aspect highlights the importance of protection and assistance throughout the process. The results of this study indicate that the interventions carried out through the GEMATI program have not yet been fully optimal in preventing and addressing stunting. Overall, the findings suggest that various factors influence the success of the empowerment process. Stunting prevention cannot rely solely on nutritional improvement, but also depends on other elements such as economic status, environmental conditions, and community behavior. Numerous interventions that have been implemented will not achieve optimal outcomes without concurrent improvements in these supporting factors. Therefore, full participation and collaboration across all sectors are essential to achieving the desired goals.

Abstract

The phenomenon of divorce has become a widely discussed phenomenon in recent years, especially in cases of divorce by lawsuit. Divorce by lawsuit is the main topic in divorce cases, because there is a fairly high inequality between divorce by lawsuit and divorce by talaq in Indonesia. Divorce by lawsuit actually becomes a boomerang for women, namely the many gender injustices they receive in their households and on the one hand they are labeled as women who are unable to maintain their households. The purpose of this study is to find out how many divorce lawsuits are due to domestic violence, and to see how women interpret the meaning of divorce. This study uses a qualitative method with a case study approach. Data collection used is observation, interviews, and documentation. The objects of this study are women who have been officially divorced in a religious court. The informants in this study were women who sued their husbands for divorce which was legally recorded in the religious court in Medan, Binjai and Deli Serdang. The results of the study showed that 11 out of 15 informants experienced violence in their households, either physically or verbally, even women in Medan, Binjai and Deli Serdang Sumatera Utara, interpreted divorce as a form of resistance that they did for all the injustice they felt. The strong patriarchal culture in society makes women experience a lot of pressure from both family and society.
