Abstract

Improving professionalism means improving the quality of service to the public. This urgent matter has to be done with good planning and directing so that the good service could be sustainable. However, in the one-roof public service unit sub-branch Kuta office or Unit Pelayanan Teknis Daerah (UPTD), this matter lacked attention. Consequently, the performance of the civil servants in this unit had not improved. This study was held based on the consideration that the bureaucracy in this unit was too complicated that it could lead to bribery and extortion. The author used quantitative approach and collected the data by giving questionnaire and documenting (that resulted in qualitative data). Based on the analysis, the author concluded that the efforts to improve the service quality to the public in this could be done well. Peningkatan kualitas pelayanan pegawai menjadi sangat urgen dan perlu dilakukan secara terencana, terarah, dan berkesinambungan dalam rangka meningkatkan kemampuan dan profesionalisme. Namun disisi lain yang terjadi pada Unit Pelayanan Teknis Daerah (UPTD) cabang pembantu Kantor Samsat Kuta, Peningkatan kualitas pegawai sering kurang mendapat perhatian. Adanya kendala mengenai pengembangan kemampuan pegawai menyebabkan kualitas kerja cenderung belum dapat diwujudkan. Atas latar pemikiran diatas penulis mengangkat judul "Upaya Peningkatan Kualitas Pelayanan Pegawai Unit Pelayanan Teknis Daerah (UPTD) Bapenda Provinsi Bali di Kabupaten Badung Cabang Samsat Pembantu Kuta" untuk mengetahui dan mendeskripsikan Bagaimana Kualitas Pelayanan Pegawai Unit Pelayanan Teknis Daerah (UPTD) Badan Pendapatan Daerah Provinsi Bali Di Kabupaten Badung Cabang Samsat Pembantu Kuta. Penelitian ini dilaksanakan dengan dasar pertimbangannya antara lain: persoalan pelayanan publik kantor Samsat yang masih dianggap berbelit-belit dan banyak kesempatan Pungutan Liar (PUNGLI) oleh oknum-oknum pelayan publiknya. Dalam penelitian ini penulis menggunakan pendekatan kuantitatif, karena penelitian ini disajikan dengan angka-angka, metode pengumpulan data yang penulis gunakan adalah teknik kuisioner, yang di barengi dengan teknik dokumentasi, yang akan memberikan bentuk data dalam jenis yakni data kualitatif, dan data kuantitatif yang bentuknya merupakan data bilangan , yang di dapat dari pemberian skor jawaban kuesioner. Dari penelitian yang penulis sudah lakukan dapat dikatakan bahwa Upaya Peningkatan Pelayanan Pegawai pada (UPTD) Bapenda Provinsi Bali di Kabupaten Badung Cabang Samsat Pembantu Kuta, telah berlangsung dengan baik dan seluruh indikator tergolong sangat baik.

Abstract

There’s a lot of people that didn’t aware about the importance of environmental cleanliness. Basically, a good waste management is the responsibility of all individual. Apart of throwing the waste on where it should be, there are garbage bank that are used for recycling the garbage that has been collected from each house hold that will become additional income for them. From the situation that has been explained above, author are interested to do some research in Pekambingan Desa Dauh Puri Denpasar Zone as my thesis, because author want to tell to public that household waste that we see as something worthless, if it was processed with the right method, it will turn the trash into something useful and valuable, that has been implemented by Pekambingan Dauh Puri Denpasar zone since 2014. In term of compiling this thesis of the effectivity of garbage bank in Kelurahan Dauh Puri Denpasar, there are some stages of method that are used for compiling the data. They are primary data, Interview, Observation, and Secondary Data, and also the analysis technique that are used for analized the data are interactive data analysis technique ( Miles, Hubernam, And Saldana 2014). From the result of the research of Interviewing, author are able to make a conclution that garbage bank give out many benefits for all elements of public in Kelurahan Dauh Puri zone. Garbage bank are also able to tell public about the importance of environmental cleanliness and the danger of plastic waste, and also teach about saving, and making individual income, organization or association in that area, from financial aspect. Banyak masyarakat yang belum paham mengenai pentingnya kebersihan di lingkungan. Pada dasarnya, mengelola sampah secara baik merupakan tangung jawab setiap individu dalam berlingkungan. Selain membuang sampah pada tempatnya, adapula bank sampah yang digunakan untuk mendaur ulang sampah yang telah diperoleh di setiap rumah tangga yang akan dijadikan penghasilan tambahan. Dengan keadaan yang telah dipaparkan di atas, penulis tertarik untuk melakukan penelitian di Lingkungan Pekambingan Desa Dauh Puri Denpasar sebagai tugas akhir ini, karena Penulis ingin menyampaikan kepada khalayak umum bahwa sampah yang biasanya kita pandang sebagai barang yang tidak bernilai jika diolah dengan metode yang tepat akan mengubah sampah tersebut menjadi sesuatu benda yang berguna dan memiliki daya jual, yang saat ini telah di implementasikan oleh Lingkungan Pekambingan Desa Dauh Puri Denpasar telah melakukan sejak tahun 2014. Dalam menyusun skripsi Efektivitas Bank Sampah di Kelurahan Dauh Puri Denpasar ini digunakan beberapa tahapan metode dalam pengumpulan data. Metode tersebut adalah Data Primer, Metode Wawancara, Metode Observasi, dan Data Sekunder, serta teknik analisis yang digunakan dalam menganalisis data adalah teknik analisis data interaktif (Miles, Hubernam, dan Saldana 2014). Dari hasil riset berupa wawancara, dapat penulis simpulkan bahwa bank sampah banyak memberikan manfaat bagi elemen masyarakat di wilayah kelurahan dauh puri. Bank sampah juga dapat menyadarkan masyarakat akan pentingnya kebersihan lingkungan dan bahayanya sampah plastik. Serta secara financial mengajarkan untuk gemar menabung, dan menghasilkan income untuk individu, organisasi atau perkumpulan yang ada di wilayah tersebut.

Abstract

The Government of the Republic of Indonesia has done efforts to make the process of procuring goods and services free from corruption, collusion and nepotism. The Presidential Regulation Number 16 of 2018, which emphasizes the process based on information technology, aims at providing the right goods and services for every money spent. This is measured based on quality, quantity, time, cost, location, and provider. This process hopefully results in a Center of Excellent (COE), which is a sign of a good organization. The implementation of Presidential Regulation Number 16 of 2018 at Bureau of Goods and Services Procurement for the Regional Secretariat of Bali Province was observed with the theory of successful implementation of George Edward III. Policy implementation was measured with four indicators; disposition, communication, resources, and bureaucratic structures. The procedure must be efficient, effective, transparent, competitive, open, non-discriminatory and accountable. The method used in this study was qualitative research. The data collection technique was done by interviewing, observing and documenting. The data analysis techniques used were data reduction, data presentation and data verification. The results showed that there was one indicator that was less supportive, which was indicator of resources, either Human Resources (HR) or financial resources. It is expected that professionalism of Human Resources (HR) in this bureau could be improved. Financial resources could hopefully support this improvement, so that the Presidential Regulation can optimally be implemented. In the end, the vision of The Provincial Government of Bali, Nangun Sad Kerthi Loka Bali, could be realized.   Pemerintahh Republik Indonesia telah melakukan berbagai upaya untuk mewujudkan proses pengadaan barang dan jasa yang bebas dari Korupsi, Kolusi dan Nepotisme (KKN). Peraturan Presiden Nomor 16 Tahun 2018 yang menitikberatkan pada pengadaan barang dan jasa berbasiskan teknologi informasi, bertujuan menghasilkan penyediaan tersebut sesuai setiap uang yang dibelanjakan. Hal ini berdasarkan aspek kualitas, jumlah, waktu, biaya, lokasi, dan penyedia (value for money). Proses ini diharapkan menjadi Center Of Excellent (COE) yang merupakan kematangan kelembagaan Unit Kerja Pengadaan Barang/Jasa (UKPBJ). Implementasi Peraturan Presiden pada Biro Pengadaan Barang/Jasa Sekretariat Daerah Provinsi Bali diamati berdasarkan teori keberhasilan implementasi menurut George Edward III. Implementasi kebijakan diukur dari empat indikator yaitu; disposisi, komunikasi, sumber daya, dan struktur birokrasi yang dikorelasikan dengan prinsip-prinsip pengadaan barang dan jasa yang terkandung di dalam Perpres tersebut yaitu; efesien, efektif, transparan, bersaing, terbuka, adil dan akuntabel. Metode penelitian ini adalah kualitatif. Teknik pengumpulan data dilakukan dengan wawancara, observasi dan dokumentasi. Teknik analisis data yang digunakan adalah reduksi data, penyajian data dan verifikasi data. Hasil penelitian menunjukan bahwa ada satu indikator yang kurang mendukung yaitu indikator sumber daya, baik Sumber Daya Manusia (SDM) maupun sumber daya finansial. Profesionalisme Sumber Daya Manusia (SDM) di Biro Pengadaan Barang/Jasa Sekretariat Daerah Provinsi Bali diharapkan menjadi lebih baik. Sumber daya finansial diharapkan dapat mendukung pembentukan Sumber Daya Manusia (SDM), sehingga keberhasilan implementasi Peraturan Presiden Nomor 16 Tahun 2018, dapat secara maksimal untuk mencapai tujuan yang telah dicanangkan guna mendukung visi misi dari Pemerintah Provinsi Bali yakni Nangun Sad Kerthi Loka Bali.

Abstract

The role is a dynamic aspect of position or status. It is influenced by social conditions both from within and from outside and is stable. The role determines what a person does for society. Roles are governed by applicable norms. Thus the role of PHRI Bali is a set of behavior expected by the community towards a condition according to its position in an organization. The purpose of this research is to find out and analyze the role of PHRI Bali in increasing local and international tourist visits in Bali. This research is considered very important because during the last five years the condition of tourist visits has declined dramatically from year to year. His research focuses on the size of the role of PHRI Bali in its efforts to increase the number of tourist visits to Bali. The method used in this research is the interview method involving 4 informants, as a source of information in data collection and 6 parameter items. This method provides direct answers from the informant, so that answers can be found directly from the informant and can be found answers to interview questions provided by the researcher. The results of the study, researchers can conclude that the role of PHRI Bali is not too significant in direct contact in increasing tourist visits, but only acts as a communication bridge between tourism actors and the government and only as a forum for coaching for tourism actors to be able to continuously improve the quality of human resources for the achievement of objectives good tourism development.   Peran adalah aspek dinamis dari kedudukan atau status, peran dipengaruhi oleh keadaan sosial baik dari dalam maupun dari luar dan bersifat stabil. Peran menentukan apa yang diperbuat seseorang bagi masyarakat. Peran diatur oleh norma–norma yang berlaku. Dengan demikian Peran PHRI Bali merupakan seperangkat tingkah laku yang diharapkan masyarakat terhadap suatu kondisi sesuai kedudukannya dalam suatu organisasi. Tujuan dari penelitian ini adalah untuk mengetahui dan menganalisis Peran PHRI Bali dalam meningkatkan kunjungan wisatawan lokal dan internasional di Bali. Penelitian ini dinilai sangat penting karena selama lima tahun belakangan ini kondisi kunjungan wisatawan menurun drastis dari tahun ke tahun. Penelitian ini berfokus kepada besar kecilnya peran PHRI Bali dalam upayanya meningkatkan jumlah kunjungan wisatawan ke Bali. Metode yang digunakan dalam penelitian ini adalah metode wawancara dengan melibatkan 4 orang informan, sebagai sumber informasi dalam pengumpulan data dan 6 butir parameter. Metode ini memberikan jawaban–jawaban langsung dari informan, sehingga dapat ditemukan jawaban langsung dari informan dan dapat ditemukan jawaban dari pertanyaan – pertanyaan wawancara yang diberikan oleh peneliti. Hasil penelitian, peneliti dapat menyimpulkan bahwa Peran PHRI Bali tidak terlalu signifikan bersentuhan langsung di dalam meningkatkan kunjungan wisatawan, melainkan hanya berperan sebagai jembatan komunikasi antara pelaku pariwisata dengan pemerintah dan hanya sebagai wadah pembinaan bagi pelaku pariwisata untuk dapat meningkatkan kualitas SDM secara berkesinambungan demi tercapainya tujuan perkembangan pariwisata baik.

Abstract

The people's market is one of the places to distribute and market agricultural, food and non-agricultural products. This market is one of the most obvious indicators to see the standard of living of the surrounding communities. The people's market does not only involve economic actors in the agricultural and food sectors but also those in non-agricultural sectors. The agricultural sector development approach that is still being implemented today is agribusiness system. The people's market is part of the agribusiness system, which is included in the subsystem of supporting institutions. This subsystem provides services for upstream agro-industry subsystem, downstream agribusiness subsystem, and marketing subsystem so as to ensure smooth transactions between producers and consumers.

Abstract

Effective and efficient governance is demanded in this competitive globalization era. Work performance of bureaucrats that still does not meet people’s expectation is still experienced by the people. That problem can be reduced by  the implementation of the ministerial regulation on civil servants and bureaucratic reform number:Kep/33/M.PAN/7/2011. It regulates the placement of civil servants and has been applied by the Office for Housing Facilities Bali Province. Its bureaucrats were placed in the positions according to their knowledge, educational background, and expertise and skills so that they work and serve the people better. The writer used perspctective qualitative approach to identify the phenomenon.  Primary and secondary data were collected through observation and interview, and analysed with interactive data analysis technique (Miles, Hubernam, and Saldana 2014). Based on the analysis, it can be concluded that the indicators that were used to assign a civil servant in a certain position in this office were knowledge, skills, and expertise.

Abstract

The waste problem is a problem that must be faced by society and has become a global problem. The community is at the forefront of waste management. The purpose of this study was to determine the role of the community in waste management as the key to successfully managing waste. The research method used was literature study and interviews. The result of this research was that the community participation in Denpasar City was quite effective in waste management activities through composting and 3R (reuse, reduce and recycle). Denpasar Government provided incentives for integrated waste management as a stimulus to improve community‘s active involvement.

Abstract

Subak is an autonomous organization that manages the irrigation system of an area of rice fields. This area has hydrological boundaries, a source of water, and a subak temple. Subak, which was recognizied by UNESCO as a world cultural heritage in 2012, implements the philosophy of Tri Hita Karana (THK). The sustainability of subak depends highly on how far this organization implements the THK. For this research, the area of Subak Anggabaya, located in Denpasar city, was chosen purposively as the research location because it is one of subak lestari (sustainable subak) in Denpasar. The data were collected from the informants who were chosen purposively because they know the implementation of the THK by Subak Anggabaya. This organization has been implementing THK components – Parhyangan, Pawongan, Palemahan – or in the concept of culture – Values, Social, Materials. The objective of this research is to identify which component of the THK is the most important one to the sustainability of Subak Anggabaya. The research found that the implementation of Parhyangan or values, particularly the implementation of awig-awig subak (subak regulations,) played the most important role in sustaining the existence of Subak Anggabaya as a subak lestari in Denpasar.

Abstract

The problem of plastic waste must be handled not only by the government but also by non-governmental organizations (NGOs) and the community. There are still many people who are using plastic bags in their daily lives. This lack of awareness of those people of reducing plastic bags is caused by; (a) Lack of social support that includes socio-cultural and community involvement to obey the rules, (b) lack of support from human and non-human resources, and (c) lack of support from the ability of executing agents – bureaucracy, norms and clear work patterns. Based on these facts, the research problem of this study is; how is the implementation of Denpasar Mayor Regulation Number 36 of 2018 on the use of plastic bags. This research was conducted qualitatively to determine and analyse the implementation of this regulation. Quantitative and qualitative data of this research were from primary and secondary data which were collected through observation, interviews, documentation, and from internet. Based on the theory of G. Shabbir Cheema and Dennis A. Rondinelli, there are four variables, namely condition of community environment, relationship between organizations, organizational resources for program implementation, and characteristics and capabilities of executing organization. The efforts and strategies that have been made by Denpasar City Government include among other things collecting data of the use of plastic bags, signing joint commitments, doing campaigns, arranging talk shows, and making policies one of which is Denpasar Mayor Regulation No. 36 of 2018.

Abstract

Many people have adapted to the situation of covid-19 outbreak including public service providers. Government policies to prevent the spread of COVID-19 have an impact on public service standards implemented by the service providers. Regarding this matter, this study was conducted to analyze the quality of the service provided by Civil Registry Office of Denpasar during covid-19 pandemic. Interviews and direct observations were carried out to collect data. In this data collection process, five questions were given to six informants at this Office. The results of this study show that any declines in terms of the quality of the public services provided by this Office are not identified.
