The purpose of this study is to determine the role of the Village Government in Empowering Farming Community and to find out how the factors that encourage and hinder the village government in empowering the community in Pakondang Village, Rubaru District, Sumenep Regency. This study uses a qualitative approach that emphasizes the human element as a research instrument. Based on the results of the research that has been done, the authors can draw the conclusion that the role of the village government in empowering farming communities can be seen from several indicators, namely: The role of the village government in fostering. The development of the life of the village community is carried out by the village head using the concept of awareness and willingness of the community itself. The role of the village government in providing services and development to the community such as in the activities of the agricultural sector, the very large contribution in agriculture is farming activities. Based on the results of interviews in the field, it shows that the government plays a very important role in providing empowerment to the community, especially in the field of agriculture, as well as the village government has provided training for the farming community on the manufacture of manure from cow dung who brought in trainers from the agricultural service with the driving factor of power as a village head who is responsible for the welfare of his village and the community is very responsive to the farmers community's creativity training on making their own fertilizer and the inhibiting factor is that many people still lack knowledge.

Madura is one of the fourth largest tribes after the Malays, Javanese and Balinese who are an important wealth in Indonesia as a country with the largest number of ethnic in the world. Around 714 tribes with 742 regional languages ??with various cultures that live in them become their own colors that need to be maintained and continuously explored. Even though the mantenan in Madura. In Strauss' view of structuralism, to explore these treasures, it is necessary to understand the local language as a way of verbal or symbolic communication. Because in the mantenan tradition there is meaning to be revealed, both related to the way of life, outlook on life or behavior of the local community in the form of symbols. The method used in this research is descriptive qualitative approach, namely literature study, interviews, and data analysis and interpretation. From the results of the study, it is known that the mantenan tradition reveals two important things in the life of the Madurese community, namely balance and harmony. These two things are like two currencies that complement and fill each other so that a safe, peaceful, and prosperous society will be achieved.

This study aims to determine the role of internet-based democracy volunteers to increase the participation of millennial society in the 2019. This research uses a qualitative approach that reveals findings and describes comprehensively about the data obtained in the field. The method used by researchers is online interviews and using valid data from trusted sources. The results of this study indicate that internet-based democratic volunteers are quite effective in efforts to increase election participation in 2019. This can be seen from KPU data collection where there is an increase in participation in 2019 when compared to 2014, this is because democratic volunteers are considered successful because they are able to increase 2019 election participation in Sumenep district. Researchers also revealed the systematic and work agenda of democratic volunteers. Internet-based democracy volunteers play a large role in efforts to increase public participation in elections, internet-based democracy volunteers as working partners of the KPU are tasked with disseminating information on various social media about the importance of elections, providing education on voting procedures, distinguishing types of ballots, anti-hoax and anti-campaign campaigns. abstentions. ABSTRACT In this study, the author focuses on the meaning of caring for the people and the land of Papua. This research takes a phenomenological philosophical method with a qualitative approach; and a literature study as a data collection method. The meaning of this concern is seen from the perspective of the second principle of Pancasila according to Driyarkara. The author tries to see the reality of the government's concern for Papua to overcome the humanitarian crisis that exists there. This study finally concluded that order, peace, good material conditions, general welfare and other things that the state organizes for the Papuan people are aimed at humanity – for human development and perfection. This concern for Papua implies that Papuans are also humanitarian activists even though they have suffered injuries. This government's concern is a sign of the country's progress with the creation of Pancasila people who uphold humanity. Several motives encourage this attitude renewal, including love and compassion by viewing Papua as a family. In this case, the conscience of the Indonesian people has returned, especially to the sensitivity of humanity. ABSTRAK Pada studi ini, penulis mengambil fokus pada makna kepedulian kepada masyarakat dan tanah Papua. Penelitian ini mengambil metode filosofis fenomenologis dengan pendekatan kualitatif; dan studi kepustakaan sebagai metode pengumpulan data. Makna kepedulian ini dilihat berdasarkan perspektif Pancasila sila kedua menurut Driyarkara. Penulis mencoba melihat realitas kepedulian pemerintah kepada Papua untuk mengatasi krisis kemanusiaan yang ada di sana. Studi ini akhirnya sampai pada suatu kesimpulan bahwa ketertiban, kedamaian, keadaan material yang baik, kesejahteraan umum dan hal lain yang diselenggarakan negara untuk masyarakat Papua ditujukan untuk perikemanusiaan – untuk perkembangan dan penyempurnaan manusia. Kepedulian kepada Papua ini mengandung makna bahwa Papua juga merupakan penggiat kemanusiaan meskipun mereka telah mengalami luka. Kepedulian pemerintah ini menjadi tanda kemajuan negara dengan terciptanya manusia-manusia Pancasila yang menjunjung kemanusiaan. Ada beberapa motif yang mendorong pembaruan sikap ini antara lain cinta dan belas kasih dengan memandang Papua sebagai keluarga. Dalam hal ini, hati nurani bangsa Indonesia telah kembali khususnya akan kepekaan kemanusiaan.

The declining attention of young voters on several aspects makes political education very vital for the sustainability of democracy in Indonesia. Political education for students who are young voters in this case are students of the Constitutional Law is considered important to increase their participation at the tertiary level, namely the election of DEMA (Student Executive Council) IAIN Madura. This study used an approach to students of the Constitutional Law study program, Islamic State Faculty of IAIN Madura through observation and interviews as well as data collection supported by document studies through several relevant kinds of literature so that data triangulation was then carried out to produce valid data. The results showed that in the aspect of students' initial knowledge about elections from several informants of the Constitutional Law study program students obtained data that they already had a good understanding of. Then on the aspect of student perspectives on campus politics, some of them do not know information about the election of the chairman of the DEMA (Student Executive Council) due to several reasons behind it. So then to increase student political participation in the election of the chairman of DEMA the author formulated three political stimuli, namely through learning political science courses, through campus organizations, and mass media.

Deradicalization is the main strategy of the Indonesian government in countering terrorism in Indonesia. This effort is embedded in the main task of the National Counterterrorism Agency (BNPT). Throughout 2017, there were 172 suspects in terrorism cases. This number is higher than in the previous two years, namely 163 in 2016 and 73 in 2015. Sumenep is one of the districts on the eastern tip of the island of Madura where the majority of its citizens are Muslims. members of Jamaah Islamiyah (JI) (Kompas daily 11 November 2021. The arrest of the alleged terrorists certainly captured a lot of public attention, including the largest religious organizations in Sumenep district, namely NU and Muhammadiyah. The purpose of this study was to find out how the progress of 2 religious organizations was This research uses qualitative research with a phenomenological approach, with primary and secondary data sources and uses data collection procedures of observation, interviews and documentation. The results obtained from the research are that the Nahdlatul Ulama and Muhammadiyah social organization movements with their ideological basis and da'wah methods have a significant role in tackling radicalism movements, so that society in general can be protected from these movements, as well as structural and cultural forces that intensively guard social life.

This study aims to describe the activities of the Badur Village community in the 2019 Presidential and Vice Presidential elections in the form of forms of Badur Village community voter behavior in the 2019 Presidential and Vice Presidential elections. This study uses a qualitative approach based on phenomena, facts or information that uses an approach called the investigative approach. The data collection method in this study used observation, documentation and interview techniques. The data analysis used by the researcher refers to three steps, namely (1) data reduction, (2) data display, (3) verification. The results showed that voter behavior in Badur Village could be categorized into three types of behavior with varying percentages. The results show that the sociological type places the highest percentage at 40%, followed by a rational approach of 35% and a psychological 25%. The participation of the people of Badur Village in the election of the President and Vice President was very enthusiastic even though they were not registered in the formal campaign team and only a few people participated in political parties, while community participation in voting was extraordinary, around 92% of the people of Badur Village exercised their voting rights and This is the highest voter turnout since the direct presidential and vice presidential elections in 2004.

One of the national development priorities currently being carried out by the government is strengthening the local economy. One form of activity that can be carried out by the government is to encourage the growth of a business climate in community groups, including the community craft business sector. The precarious craft in Andulang village is a craft in Sumenep district which is still surviving in the midst of competition in the precarious craft business from several other areas. The purpose of this study was to find out how the implementation of Andulang Village government policies in developing small tile craft industry businesses and to analyze the level of welfare of small tile craft industry entrepreneurs. Through a descriptive qualitative approach, data were obtained through interview, observation and documentation techniques. The results of this study indicate that the Andulang village government institutionally already has a policy scheme set out in the 2021 Village RPJM whose aim is to encourage the tile craft business climate to continue to survive both through coaching activities for craftsmen groups and in the form of distributing aid for production equipment. Through the village government's intervention scheme for the keris craft sector, it turns out that it can help add value to the production and income of the craftsman community.

Law Number 16 of 2017 concerning Social Organizations was formed in the context of recognizing Human Rights (HAM), namely the freedom of association, assembly and expression of opinion. Recognition of human rights needs to be regulated in a balanced manner so as not to threaten state sovereignty. This study uses a normative juridical method with the following approaches: conceptual approach, and statute approach. The results of the study show that Law Number 16 of 2017 concerning Social Organizations uses the contrarius actus principle in the mechanism for revocation of legal entity status. This was chosen to be more effective and efficient in balancing the right to association and the preservation of the Pancasila ideology and the 1945 Constitution of the Republic of Indonesia.

Land as a source of life makes farmers struggle to get land rights. Land is a symbol of independence for farmers because from the land they will make their lives better economically, socially and culturally. Responding to various unfair policies, women are more critical and dare to express their opinions. Peasant women are actively involved in the peasant movement from time to time. This paper describes the role of women in land conflicts. The role of women farmers in the struggle for land tenure in agrarian conflicts cannot be underestimated. Gender bias in the throes of reclaiming in agrarian conflicts is relatively not found. Farmers, be they men or women, want to reclaim power over the land. Agricultural land area controlled by the government and white people (read: china) for the use of the aquaculture industry is not in the name of women or men, but farmers' land. The struggle for sovereignty over agrarian resources, the militancy of women exceeds that of men. The women's movement is actively involved in the peasant movement.
