Abstract

The role of tourism in maintaining economic stability at the household and regional levels is significant. The pursuit of enhanced household income opportunities has prompted individuals to transition their livelihoods from traditional sectors, such as fisheries, agriculture, and trade, to the tourism sector. However, the tourism sector is characterized by inherent challenges, notably its seasonal nature. This is further compounded by a dearth of knowledge concerning the management of tourist attractions among relevant business actors. To obtain a comprehensive understanding of the livelihood transformation from agriculture, fisheries, and trade to tourism, this study employed a qualitative research method with a phenomenological approach. The study was conducted in Jikumerasa Village, Buru Regency, Maluku Province Indonesia, involving informants who had transitioned from agriculture, fisheries, and trade to tourism. A total of 11 individuals were interviewed, including farmers, traders, employees, and fishermen. To enhance the credibility of the findings, a triangulation technique was employed, involving the insights of the village head, community leaders, and the manager of the Baikolet Jikumerasa Beach tourist attraction. The results indicate that the transformation of rural community livelihoods to the tourism sector is a multifaceted process involving economic diversification, social capital development, and cultural preservation. The predominant challenge confronting rural households pertains to the stability of their household economy, particularly with respect to meeting the manifold and evolving needs of their members. For these reasons, the government are suggested to promote community involvement, allocate resources to infrastructure development, and encourage the adoption of sustainable practices. These measures, if implemented, have the potential to unlock the full economic potential of tourism, thereby fostering the development of a resilient and thriving rural economy. To this end, government intervention through programs and policies is imperative, encompassing management training, financing, and promotion, to ensure the economic stability of households and beach attractions is maintained over the long term.

Abstract

Abstract

Tourism development ideally requires the integrated participation of all social groups and institutional actors. Yet, in Bira Village, Bonto Bahari Subdistrict, Bulukumba Regency, tourism practices remain fragmented across structural levels. This study examines patterns of community involvement in sustainable tourism management, analyzes empowerment mechanisms that influence the emergence of inclusive tourism, and evaluates how structural and community-based approaches interact within the inclusive tourism village framework. Using a qualitative case study design, the findings identify three patterns of community participation—autonomous, structurally initiated, and subordinated—each shaped by unequal access to the rules and resources that structure tourism governance. Applying Giddens’s structuration theory as an analytical lens, the study demonstrates how local actors negotiate institutional constraints while simultaneously reproducing them through everyday practices. The results reveal that inclusive tourism requires not only broadening participation but also addressing the redistribution of access, authority, and economic benefits within the governance system. The study concludes that inclusive tourism in Bira Village becomes attainable when fragmented institutional arrangements are coordinated through integrated governance and participatory empowerment.

Abstract

Despite Karawang Regency’s strategic role as a major agricultural production center in West Java, recurring pest infestations and flooding have increasingly undermined farmers’ livelihoods. On the other hand, empirical studies examining livelihood resilience at the household level remain limited, particularly within a sustainable livelihood framework. This research addresses this gap by analyzing the resilience of agricultural livelihoods in Kutawaluya District using a mixed-methods approach. Quantitative data were collected from 55 farming households affected by pest attacks, plant diseases, flooding, and drought, and were complemented by qualitative insights to enrich contextual understanding. Livelihood resilience was assessed using the Livelihood Vulnerability Index (LVI) across key livelihood assets. The results indicate that the ecological dimension exhibits the highest vulnerability, with an LVI value of 0.9, reflecting severe exposure to environmental stressors. However, strong social capital among farming households emerges as a critical mitigating factor that enhances resilience under precarious conditions. This study contributes to the livelihood resilience theory by demonstrating the compensatory role of social capital in contexts of high ecological vulnerability. Practically, the findings provide evidence-based guidance for policymakers and extension services to strengthen social networks and collective action as part of sustainable livelihood strategies in flood- and pest-prone agricultural regions.

Abstract

Ngadisari Village, located in Sukapura Subdistrict, Probolinggo Regency, lies in close proximity to the Mount Bromo tourism area. Beyond cultivating potatoes as their primary horticultural commodity, farmers predominantly menengage in tourism-related activities, including renting jeeps, motorcycles, and horses; selling souvenirs, T-shirts, and edelweiss; providing homestay services; and operating small food stalls. This study examines the local economy of the Tenggerese community through the lens of livelihood strategies adopted by horticultural farming households that combine agricultural and tourism-based activities. A qualitative approach with descriptive and historical orientation was employed. Data were collected through in-depth interviews, participant observation, and Focus Group Discussions (FGDs) involving 15 purposively selected informants. The analysis draws on the sustainable livelihoods framework and the interactive model of Miles and Huberman. The findings indicate that the local economy of the Tenggerese community is shaped by the interplay between horticultural production particularly potato farming and tourism linked to Mount Bromo. During the COVID-19 pandemic, when tourism activities were halted, households adopted adaptive livelihood diversification strategies by mobilizing human capital and shifting to short-cycle crops, notably scallions. Following the reopening of tourism, households reverted to a dual livelihood structure centered on potato farming and tourism services. These dynamics underscore the resilience and flexibility of rural livelihood strategies in responding to external shocks.

Abstract

Abstract

This study examines the relationship between power and knowledge in the implementation of the Environmental Impact Assessment (EIA) policy in Indonesia, focusing on the case of the cement mining project in North Kendeng Mountain. The research aims to understand how environmental knowledge is produced, legitimized, and contested within the framework of state-led development. Using a qualitative approach, data were collected through semi-structured interviews with activists, government officials, academics, and community members across Rembang, Semarang, Yogyakarta, and Jakarta between August 2023 and April 2024. Thematic analysis was applied to identify key patterns in the discourse and practice of EIA. The findings reveal three major dynamics: first, environmental data in EIA are selectively interpreted to legitimize development; second, public participation functions as a procedural formality that masks power asymmetries; and third, expert authority operates as a technocratic mechanism that transforms political conflict into technical consensus. These results indicate that EIA serves as a power/knowledge apparatus in which science and policy converge to sustain state and corporate legitimacy. The study concludes by conceptualizing EIA as a regime of environmental truth that disciplines both knowledge and participation in environmental governance.
