Abstract

Cintamekar Village in Subang Regency, West Java, is a peripheral village. One of its characteristics is that residents, especially from the pre-prosperous group, have not been able to enjoy the flow of electricity even though the source of electricity through the PLN is available. To overcome this, on the initiative of the non-governmental organization Initiative of People's Business and Economy (IBEKA), a PLTMH was built in the area. The purpose of this research is to analyze factors affecting social entrepreneurship for community empowerment. The research uses a quantitative approach which is reinforced by qualitative data. The method chosen is the case study. The results showed that overall, the formation of cooperatives was able to build social entrepreneurship by creating social benefits (score 3.6), carrying out social innovation (score above 3), and making the economic activities of citizens more diverse (score 4). The results from the data processed using SEM-PLS show that the development of social entrepreneurship is influenced by the characteristics of technology and innovation by 0.281. The communication channel factor is more dominant in influencing the development of social entrepreneurship, which is equal to 0.487. These two factors explained that there was a change of 33.3 percent in social entrepreneurship. The social entrepreneurship practice of the PLTMH program in Cintamekar Village is built on the characteristics of technology, innovation, and communication channels. The characteristics of technology and innovation as well as communication channels are the driving force for residents to change their social entrepreneurship behavior. This means that the technological and innovation characteristics of the PLTMH development and the communication channels used, through cooperative institutions, have a good impact on the development of social entrepreneurship in Cintamekar Village, and as a whole, they are able to build social entrepreneurship in creating social innovation and economic activities.

Abstract

Tourism has significantly contributed to Indonesia’s GDP despite being vulnerable to crisis. Pandeglang Regency with its 14 tourism villages is one among regions that expects income from tourism which unfortunately attacked by tsunami crisis in the end of December 2018, aggravated by travel restriction policies during COVID-19 pandemic since end of March 2020. State-society interactions become important in addressing those crises. Through the commmunication processes of resilience perspective, this research aims to analyze the state-society interactions in addressing crisis on a case of local government agency’s role to redevelop Pandeglang Regency tourism business after crisis. This study uses quantitative approach, strengthened by qualitative research. This study applies survey research to 144 owners of Tourism MSMEs with descriptive analysis by SPSS 25.0, supported by analysis of interviews, a focus group discussion and field observations. The research results show that local tourism-related government agencies have a significant role in the state-society interactions addressing the crisis to redevelop Pandeglang tourism business where Pandeglang Regency Tourism Office has the most significant role. However, this agency needs to communicate more evenly to all Tourism MSMEs’ owners. It is also found that the communication processes of resilience perspective have led more reciprocal interactions between the state and the society.

Abstract

The progress of development and tourism in East Lombok Regency results in a need for labour and demands the mindset of society to be able to keep up with changes. Institutions of local communities such as pesantren (Islamic boarding school) and non-formal educational institutions provide services to the community for increasing competence. The community encourages the society to play a role in filling job and business opportunities and maintaining local wisdom. Community activities attract other actors from various levels, both government and private, to offer collaboration as an instrument to achieve goals. The community’s expectation of collaboration is synergizing, not delegating bureaucratic affairs. This approach offers an inclusive and participatory relationship within the Multilevel Governance (MLG). This study uses a qualitative approach with a constructivism paradigm. Data collections was carried by observation, interview, and documentation. The aim of the research is to see how the community's expectations of the MLG approach are in strengthening job and business opportunities and how the community's SOAR strategy analysis maintains the sustainability. The results of the study show that the awareness of the actors in carrying out their roles and authorities creates a conducive environment for the community to be independent. The strategy SOAR analysis is in the OA quadrant, advantage of opportunities to achieve expectations by developing partnerships that create participatory dialogue to strengthen accessibility and support local potential

Abstract

This research explores the role of social media as a strategic communication tool in developing and promoting ecotourism enterprise. The research was conducted by studying five social media used by Ecoethno Leadcampsite, an ecoturism site located in Pengalengan, West Java runned by a Small and Medium Enterprise (SME). This study assesses how social media is used to strengthen the visibility of these destinations, facilitate engagement with tourists, and promote sustainable tourism practices. The research findings show that not all social media are used effectively, and they tend to highlight certain aspects of strategic communication, including tourism activities, resource utilization, and environmental orientation. Strategic communication aspects of travel expenses, timetables, and customer care are relatively not covered in the marketing communications messages. Insights from this research have implications for tourism stakeholders, policymakers, and society in general, demonstrating the need for a paradigm shift towards integrated use of digital technology to promote and build sustainable ecotourism.

Abstract

Islamic philanthropy is often seen as a major articulation of Islamic principles of wealth redistribution and social justice, especially in rural and peripheral areas. In this mainstream narrative, the economic mandate of Islam is seen from a prism of noblesse oblige and/or reformism, turning the Islamic notion of solidarity into an individualized obligation for charity and almsgiving. This embourgeoisement of Islamic economic ethics overlaps with and embodies the idea of Effective Altruism (EA), a utilitarian practical philosophy of philanthropy for the most pressing social causes which has grown into a gigantic industry-cum-fad of the global capitalist elites. This article presents a critique of EA, EA-adjacent practices of Islamic philanthropy, and alternative economic proposals for rural welfare. To do so, this article uses insights from critical studies of political thought, critical political economy, and solidarity economy literature as an analytical lens in analyzing EA and Islamic philanthropy and formulating a synthesis of Islamic economic ethics and alter-capitalist rural welfare practices and institutions. This paper concludes that Islamic philanthropy and EA have serious limitations in improving rural welfare, especially in Global South countries such as Indonesia, and shows alternative pathways for agrarian justice.

Abstract

The need to build a safe and friendly environment has developed to respond to the increasing number of vulnerable issues which have been faced by children and women. Nevertheless, strategies to build a safe and friendly environment in rural areas are rarely discussed. This study outlined the macro perspective which considers structural and cultural change as a strategy to design a positive environment for women and children in the village. This perspective is adopted due to the fact that the places where women and children live, either in city or rural areas could become the factors causing women and children to live in a vulnerable environment. This design consists of two aspects which are the building of an institutional network and program recommendations. The implementation of an institutional network requires three principles or strategies which are participation, integration between women and children development programs, and involve various parties or community organizations including village government, professionals, scholars, as well as formal dan informal groups which are formed by rural community members, as facilitators and volunteers in the development programs. All these principles should be adopted to undertake program recommendations to meet the rights of children in health, education, legal advice, security, and peace.

Abstract

Extraction activities in forest areas in Indonesia have led to drastic changes in the ecological balance of forest regions. The Indonesian government responded by implementing the concept of Industrial Plantation Forest (HTI), which was granted to the private sector to address the damage caused by forest extraction while utilizing unproductive forest land. However, this policy failed to consider the presence of communities that controlled and utilized land. This triggered agrarian conflicts because of differing claims over land. Using qualitative research methods, this paper explores the issue of agrarian conflict through a political ecological analysis within the theoretical framework of access and exclusion. Thus, it elucidates why forest area conflicts in Napal Putih occur, who the actors are involved in each contestation process, and how the relationships among actors take shape.

Abstract

The count of Village-Owned Enterprises (VOEs) across Indonesia has consistently escalated annually. However, the optimal utilization of VOEs in labor absorption remains unrealized because of suboptimal business performance. Thus, the formulation of a performance-enhancement model for VOEs is imperative. The primary objective of this study was to identify the challenges, propose solutions, and formulate a comprehensive model to improve the performance of VOEs. Data were collected using a mixed methods approach. Data collection used a mixed methods approach through diverse channels including observation, questionnaires, Focus Group Discussions (FGDs), and documentation. The resultant data were subjected to analytical techniques, including descriptive analysis, fishbone diagrams, and Structural Equation Modelling (SEM) for rigorous evaluation. The findings highlight that human resources are the core obstacle contributing to VOE underperformance. Employees regard interpersonal skills as the foremost dimension in cultivating social capital, significantly shaping human capital development. In terms of performance, the variable with the highest agreement was innovation capability. As such, selecting Social Capital and Human Capital as the foundational pillars for the performance improvement model of VOEs in the West Bandung Regency was both fitting and well-founded.
