Abstract

Employees and job satisfaction have become a major focus of management studies around the world. It is a key concern for organizations in assessing individual performance. Employee performance in the workplace is measured by how they carry out their responsibilities in ways that contribute to the achievement of organizational goals and create a sense of satisfaction in their work. This study uses the Systematic Literature Review (SLR) methodology. The studies were obtained and selected from reputable journal publications indexed in Scopus. A total of 24 articles were analyzed in this review. Significant findings are how employee attitudes and performance in the workplace are influenced by how satisfied they are with their jobs. The implications of these findings are particularly important for public organizations, where job satisfaction is often closely linked to the effectiveness of public service delivery, organizational stability, and the successful implementation of public policies. In conclusion, first, the most frequently cited factors determining job satisfaction are human resources management (HRM), employee relationships, and workplace environment. Second, the most recommended ways to improve job satisfaction are job performance, job security, and leadership. This synthesis suggests that strategies for improving job satisfaction are not generic but must be adapted to the specific characteristics of public sector organizations, which are often hierarchical, bureaucratic, and face resource limitations. Abstract

As a research design, case studies have received a lot of criticism from practitioners. The most substantial criticism is the high potential for bias and its ability to generalize research findings. When associated with policy analysis, both things will have a major impact on the policy recommendations that will be produced. As is commonly known, effective, efficient, and applicable policies are the most important part in overcoming public problems. Therefore, choosing the right method in policy analysis is absolutely necessary to produce qualified policy recommendations. This article uses a literature study method to reveal the advantages, disadvantages, and opportunities for case studies to be used as a research design in policy analysis. Despite the criticism, the advantages of case study research design in providing in-depth and contextual insights and its flexibility in using data collection methods make it a valuable tool in policy analysis. With a careful approach and proper validation, case studies can make a significant contribution to the development of evidence-based policies. Abstract

This study explores social dynamics through an ethnographic approach through Michael Howlett's policy stage analysis framework. This study uses a qualitative method with a descriptive approach through secondary data collection from the internet and credible scientific journals. The ethnographic approach in policy studies uses policy ethnography as a framework for understanding Michael Howlett's policy stage analysis. This study provides insight into the meaning behind the social, cultural, and political contexts in the stages of public policy. The research findings show that the ethnographic approach through policy ethnography provides a social perspective at each stage of policy according to Michael Howlett's policy stage analysis framework. At the agenda-setting stage, policy ethnography uses an ethnographic approach as an initial step to map priority policy issues from direct observation of the community. At the policy formulation stage, policy ethnography identifies solutions to community needs related to problems faced from direct interactions that become policy formulation options. At the decision-making stage, policy ethnography decision-makers decide on policies to be implemented as a benchmark for desired goals through the social and cultural values of the community. At the policy implementation stage, policy ethnography conducts observations to understand the interaction between the policies being implemented and the responses of the targeted community. At the policy evaluation stage, policy ethnography evaluates the effectiveness of policies that have been implemented and assesses the impact of policies based on community perceptions and experiences. Abstract

This study evaluates the fulfillment of Minimum Service Standards (SPM) in basic education in Lumajang Regency. Using the Human Capital Theory approach, it analyzes how government budget allocation impacts education quality. The findings indicate that despite significant budget allocations, challenges persist in meeting minimum service targets, particularly in equality education. In-depth interviews with Education Office officials reveal several obstacles, including limited resources, inadequate facilities, and low public awareness of equality education. The study highlights that although the Lumajang Regency government has allocated substantial funds for education, disparities remain in service achievements. The budget distribution prioritizes primary and secondary education, while non-formal education, particularly equality education, receives less attention. As a result, the achievement rate for equality education remains significantly lower compared to other educational sectors. To address these issues, this study recommends a more holistic and integrated strategy. Key suggestions include enhancing public awareness campaigns, optimizing non-APBD funding sources such as Corporate Social Responsibility (CSR) initiatives and village funds, and leveraging technology to improve educational accessibility and quality. Additionally, teacher training programs and better infrastructure investments are essential to enhance educational outcomes. A systematic evaluation and monitoring framework, supported by technology and independent institutions, is necessary to track progress and ensure policy effectiveness. By implementing these strategies, the Lumajang Regency government can improve education service standards, reduce disparities, and foster sustainable human resource development.

Abstract

The digitalization of public services is an integrative process involving the application of information and communication technologies (ICT) in the administration of government services to the public. Its primary goal is to enhance efficiency, effectiveness, and the overall quality of public service delivery. By utilizing digital platforms, citizens can swiftly access information and perform various transactions without the need for physical visits to government offices. This study aims to analyze the transformation of public service innovation toward the development of digital government, using a descriptive qualitative approach. Data were collected through document analysis, in-depth interviews, and observation of digital service practices implemented by selected public agencies. Purposive sampling was applied to identify key informants. The findings reveal that the success of public service digitalization depends significantly on effective coordination among stakeholders, infrastructure readiness, human resource capabilities, and institutional willingness to reform existing procedures. Collaboration between the public and private sectors plays a crucial role in the design, implementation, and management of responsive and inclusive digital service systems. Furthermore, the study emphasizes that a strong understanding of public administration principles (transparency, participation, and accountability) must be aligned with technological adaptability to create modern, integrated, and citizen-oriented public services. Abstract

This study examines the effectiveness of Indonesia’s industrial downstreaming policy, with a particular focus on the nickel sector, as a strategic effort to shift the economy from raw material exports to domestic value-added processing. Using a qualitative approach with secondary data sources, including government documents, policy reports, and scholarly literature, the study investigates institutional bottlenecks and patterns of bureaucratic interaction. Findings reveal that while the downstreaming policy has successfully attracted foreign investment and stimulated industrial growth in key sectors like nickel refining and EV supply chains, its long-term sustainability is hindered by regulatory unpredictability, prolonged licensing processes, and fragmented coordination between national and regional authorities. Additionally, trade tensions such as WTO-related disputes exacerbate institutional pressure. The study concludes that to enhance the success of downstreaming, Indonesia must implement coherent regulations, streamline its bureaucratic mechanisms, and strengthen multilevel governance. Embracing digital governance, fostering transparency, and providing targeted investment incentives are critical to ensuring policy effectiveness and reinforcing Indonesia’s position in global value-added production networks. Abstract

The ongoing war in Ukraine (from 2014 to today) has exposed the vulnerabilities of its centralized governance system, reigniting debates about federalism as a potential solution for national unity and stability. Federalism’s potential to reshape Ukraine’s geopolitical position is critical in the context of its ongoing war and shifting global dynamics. By July 2025, Ukraine faces a complex geopolitical landscape, with waning Western support and persistent Russian aggression. Federalism, as proposed by the Steinmeier Formula, could weaken Russia’s pretext for intervention by addressing regional grievances, align with EU membership criteria, and reduce reliance on NATO’s military aid, offering a path to sustainable peace. Ukraine’s unitary governance model has struggled to reconcile the divergent identities of its western (Ukrainian-speaking) and eastern (Russian-speaking) regions. The 2014 referendum of Crimea and the war in Donbas highlighted the risks of centralized rule, where regional grievances escalate into violent separatism. Despite the Minsk agreements and diplomatic efforts, a sustainable resolution remains elusive.  The conflict, particularly in the eastern regions, underscores the challenges of managing linguistic, cultural, and political diversity under a unitary state structure. The “Steinmeier Formula,” proposed in 2015, suggested federalism as a means to resolve regional tensions, yet the idea remains contentious. Federalism offers Ukraine a path to stability by balancing regional autonomy with national unity. Successful models (Switzerland, India) demonstrate its viability. Without structural reforms, Ukraine risks fragmentation, economic ruin, and prolonged conflict. Policymakers must weigh federalism’s risks against the greater danger of inaction. Abstract

This study aims to understand the role of social media in building public opinion on government services by highlighting how digital social interactions affect public legitimacy and trust. The main focus of this research is directed at the question of how social media functions not only as a means of communication, but also as a deliberative space that strengthens citizen participation. This research uses a descriptive qualitative approach through a literature study, by analyzing the latest academic literature in the last five years that is relevant to the themes of digital participation, public opinion, and e-governance. Data were obtained from reputable journals, research reports, and policy documents, and then analyzed thematically to identify key themes, patterns, and trends that emerged in previous studies. The results of the analysis show that social media contributes to strengthening participatory democratic practices by providing a space for the public to express their aspirations, criticism, and support for the government. The study also highlights the need for more empirical follow-up research, particularly related to the influence of social media algorithms and citizens' subjective experiences. Abstract

With rising public expectations for accountability and citizen-oriented services, improving public service quality (PSQ) remains a critical challenge for government organizations. Addressing this challenge requires a deeper understanding of how internal leadership practices translate into external service outcomes. This study investigates the behavioral pathways through which managerial leadership (ML) impacts PSQ, focusing on employee service behavior (SB) as a mediating mechanism. Anchored in behavioral leadership theory and the leader–member exchange (LMX) framework, the research employs a quantitative design with survey data from 768 public service employees and service users in Ethiopia. Using structural equation modeling (SEM), the study finds that the integration of task-focused managerial practices and relationship-oriented leadership behaviors substantially enhances service quality. Leaders who set clear roles and goals, monitor performance, and simultaneously inspire, empower, and support employees strengthen perceptions of reliability, responsiveness, and trustworthiness in public institutions. The findings advance the argument that an integrative leadership approach, blending the administrative precision of management with the motivational and relational strengths of leadership, constitutes a powerful lever for promoting PSQ. This study not only contributes to the growing body of knowledge on the leadership–service quality nexus but also provides actionable insights for public managers seeking to meet growing citizen demands through hybrid leadership strategies. Abstract

Penelitian ini melakukan Systematic Literature Review dan analisis bibliometrik terhadap 66 publikasi tentang Critical Discourse Analysis (CDA) dalam konteks kebijakan pada basis data Scopus (2020–2025). Hasil kajian menunjukkan bahwa CDA merupakan pendekatan interdisipliner yang memandang bahasa sebagai praktik sosial yang membentuk dan mempertahankan relasi kuasa serta ideologi. Literatur menegaskan peran CDA dalam membongkar narasi hegemonik pada kebijakan, pendidikan, kesehatan, dan wacana publik. Meskipun kuat secara teoretis, CDA masih menghadapi tantangan seperti konsistensi metodologis dan kebutuhan integrasi analisis linguistik-sosiopolitik. Temuan penelitian ini menyoroti implikasi praktis CDA dalam mendorong kebijakan yang lebih demokratis, inklusif, dan peka terhadap ketidaksetaraan sosial. Keterbatasan kajian terletak pada penggunaan satu sumber data, sehingga riset mendatang perlu memperluas basis literatur. Penelitian ini memperkaya pemahaman mengenai perkembangan CDA kontemporer dan relevansinya dalam kajian kebijakan modern.
