Abstract

Inmates awaiting trial are individuals who have not yet received a legal conviction for any crime, yet they remain in police or correctional custody. This study assessed the increasing number of awaiting trial inmates across correctional facilities in North Central Nigeria with evidence from Kwara State. The study obtained primary data through semi-structured interviews, key informant interviews (KII), and focused group discussions (FGD). The panel data from the Nigerian Correctional Service (NCS) and other secondary sources to complemented the information. Structural functionalism was the theoretical framework for the study. The population for the study consists of inmates awaiting trial, top officials of the Nigerian Correctional Service (NCS), senior police officers with prosecutorial experience, and lawyers and magistrates with cognate experience in litigation. The study revealed that the increase in awaiting trial inmates is largely responsible for recorded jailbreaks in the region. It also revealed that prison congestion and the overstretch of physical infrastructure available for convicted inmates results from legal technicalities that make it difficult for bail conditions to be easily met and the nature of crimes committed. The study recommended constitutional reviews to make the surety system less burdensome. This will go a long way toward easing and speeding up the justice delivery system. Budgetary allocations to the statutory bodies in the justice delivery system should be increased to increase the holding capacity of the correctional facilities, the courts and modern court infrastructure, and police stations. Abstract

This research explains how to build a narrative approach syllogism in policy making and analysis using William N. Dunn's framework. The data used in this research uses secondary data from internet searches and literature from reputable journals. This research uses a qualitative and descriptive approach. The conclusion of this research is the syllogism of the narrative approach in public policy studies, consisting of the narrative approach in qualitative research methods, the narrative policy framework (NPF), and the advocacy coalition framework (ACF). In public policy studies, the activities of the policy-making process are divided into two actors with different tasks: first, policymakers carry out agenda setting, formulation, adoption, implementation, and evaluation of policies. Meanwhile, the second actor is a policy analyst, whose job is to identify problems, forecast policies, recommend policies, and monitor and evaluate policies. Each stage can use a narrative approach syllogism, where policymakers can explain and understand whether a policy will impact individuals or communities, understand the experiences and perspectives of the community or other stakeholders, build community empathy and support, and identify unexpected consequences. For policy analysts, the narrative approach of the syllogism is useful in terms of understanding the impact of policies, identifying emerging problems and conflicts, organizing and presenting policy recommendations clearly and persuasively, assisting with efforts to identify emerging issues, identifying dominant and alternative narratives that shape policy debates, understanding the formation, maintenance, and role of coalitions in the policy process, and evaluating policy effectiveness and adjusting recommendations. Abstract

In 1967, Glaser and Strauss created a book entitled "The Discovery of Grounded Theory; Strategies for Qualitative Research'', which was published and became a breakthrough in qualitative research. The work offers systematic consensus methodologies and strategies for a wide range of qualitative research practices. When talking about public administration, grounded theory is rarely used in literature studies, especially in Indonesia. In public administration, grounded theory methodology can be directed toward understanding how the government develops strategic processes for policy, both at the organizational and individual levels. This article discusses the grounded theory research method approach, which is aimed at understanding how the Jombang Regency Regional Government develops strategic processes in facing the era of digitalization. In-depth interviews were conducted with 10 high-ranking regional government officials. This is intended to understand in depth their understanding and experience in managing changing situations. The research results show that there are five core categories: (1) human resource development; (2) technological innovation; (3) improving the management system; (4) security; and (5) mindset. By using selective and axial coding, it was found that there were two main functions of strategy that emerged, namely (1) system maintenance; and (2) adaptation to global change. Abstract

Public policymaking is a lengthy process influenced by various factors before reaching the implementation stage. Meanwhile, critical theory studies aim to encourage changes in the social order based on democratic, emancipatory, and humanitarian impulses. In line with this encouragement, the concepts of critical theory from the Frankfurt School, such as alienation, reification, and emancipation, can be used to explain social phenomena that arise during policy implementation. Taking the example of Law No. 6 of 2014 about Village Governance, the author will dissect the problems that arise as policy implementation progresses. Based on existing findings, obstacles in the process of making and implementing policies often arise as a consequence of policies that reduce village residents to objects rather than subjects. By examining these problems in villages, it is hoped that this analysis can provide valuable input and consideration for policymakers, especially in the discourse on revising village laws. Abstract

The main focus that must be considered by the government is public satisfaction, which is reflected in the establishment of the Public Service Mall (MPP) as an effort to facilitate public access to administrative services. The purpose of this study is to identify the level of public satisfaction with the existence of MPP in Bandung City and analyze the factors that influence satisfaction. This research uses a mixed method, combining qualitative and quantitative methods. The results showed that the people of Bandung City were generally satisfied with the services provided, especially in terms of ease of procedures, speed of service time, fairness of tariffs, and comfort of facilities. The behavioral aspects of service officers related to friendliness and politeness also received high appreciation from the community. However, there are shortcomings, namely the inconsistency of employee attendance at MPP Bandung City. Evaluation continues to be carried out to ensure the improvement of public services in Bandung City. This study concludes that MPP Bandung City has met the standard indicators set out in Permen PAN Number 14 of 2017 by evaluating and continuously improving the aspects of service that are still lacking. This research contributes to improving public satisfaction, shows the importance of active community participation in service evaluation and improvement to improve the quality of public services in the future, and can also be a reference for other local governments that plan to implement MPP in their area. Abstract

The constructivist approach to education emphasizes the active participation of students in knowledge-building through direct experiences, social interactions, and later reflection. This article analyses constructivism as a philosophical framework within public policy education, promoting the evolution of conventional learning into a more dynamic, participatory, and adaptive process. This method transforms educators from information providers to facilitators who create learning environments promoting inquiry and cooperation. Rather than only measuring the quantity of retained knowledge, constructivism prioritizes evaluation as a pedagogical approach that emphasizes the cultivation of a deep understanding of concepts and their application in real-world contexts. In conclusion, the constructivist technique fosters a learning environment that is both pertinent and inclusive, promoting the growth of students into critical, creative, and independent individuals. Incorporating constructivism into the curriculum could enhance the efficacy of public policy education in equipping students to address the challenges and intricacies of contemporary society. Abstract

This article aims to systematically review research on Perceptions of Organizational Politics (POP) by addressing gaps in the literature through discussions on scientific contributions and key issues from previous findings related to the dimensions, antecedents, and consequences of POP. This study analyzes 17 publications found in the Scopus database, published between 2016 and 2023. The findings reveal that POP is a complex concept with diverse definitions and dimensions, influenced by various organizational and individual factors that significantly affect organizational outcomes. This review highlights that, although limited to publications from a single database, the article provides valuable recommendations for future research to explore POP more broadly using other databases. It also offers a critical systematization of the limited but significant POP literature, providing valuable insights for academics and practitioners to deepen their understanding of this concept. Furthermore, the article opens opportunities for further research to address the limitations of empirical testing related to POP, including its antecedents, consequences, theories, and methodologies. Thus, this article not only enriches the POP literature but also provides direction for future research and practical development. Abstract

Transformational leadership, characterized by individuals leading and motivating their employees through exemplary behavior, significantly influences the work engagement of employees. Work engagement, representing an individual's positive attitude while working, plays a crucial role in organizational dynamics. This research focuses on examining the impact of transformational leadership on the work engagement of employees at PT PLN (Persero) Distribusi Jawa Timur, with a specific case study in the fields of communication, law, and administration. The study involves 21 subjects selected from a total population of 39 employees in the specified fields. Data collection utilizes Likert scale assessments, employing the MLQ scale for measuring transformational leadership and the UWES scale for assessing work engagement. Employing a quantitative approach, the findings of this research reveal a significant influence of transformational leadership on work engagement among employees in the specified fields of PT PLN (Persero) Unit Induk Distribusi Jawa Timur. This conclusion is supported by statistical analysis, particularly the Pearson correlation test, which indicates a correlation coefficient of 0.654 with a significance level of 0.05. Abstract

This research seeks to provide practical and theoretical guidance in the context of developing educational policies that always support positive transformations in the context of the learning process that uses the constructivism approach. This research is a qualitative research with a descriptive approach using secondary data sourced from books, the internet, and journals. Based on the results of the literature review from various sources, it shows that the constructivism approach in project-based learning not only pays attention to the needs of each student, but it is also relevant to educational policies that emphasize aspects of creativity, inclusion, independence, collaboration, and preparation of students in facing global challenges. The implementation of this policy reinforces a holistic vision of education that unites practical knowledge with 21st century skills development in line with national education goals. This is in accordance with Law No. 20/2003 on the National Education System in Indonesia which is oriented towards the importance of developing students' potential according to their interests and talents in order to optimally achieve national education goals. Abstract

Islamic boarding schools as religious-based educational institutions have a very strategic role in forming children's character and spiritual values. This research aims to explore the implementation of policies regarding Child-Friendly Islamic Boarding Schools, as well as the challenges and opportunities faced in the modern context. This research method uses literature study by collecting several journals related to the title and focus of the research raised. By analyzing various academic sources and related policies, this research identified that the challenges faced include: lack of understanding of child protection, understanding of gender, and limited access to information in remote areas. On the other hand, there are opportunities that arise from increasing public attention to children's rights, support for government policies, and technological innovation that can support the sustainability of education. The study results show that collaboration between educational institutions, government and society is very important to optimize the implementation of this policy. In this way, it is hoped that Islamic Boarding Schools can be transformed into places that are child-friendly, comfortable and successful in supporting their growth.
