Abstract

The public notion across cultures in most societies has always thrived largely towards Hetero Sexuality. Historically, around the world, there is a general tendency to showcase intolerance towards sexual minorities such as lesbian, gay, bisexual, and transgender (LGBT) and identify them as people with abnormalities. In India, talking about people with varied sexual identities and orientations is still considered to be taboo. Their voices and concerns are often unheard or unattended, and they remain underrepresented in the mainstream media.  Such communities deserve a space for public discourse so that their voices are heard in a more sensitive manner. The representation of sexual minorities in Indian cinema has often historically been stereotyped, which denies them from getting acceptance in a given society. However, there are attempts to explore the themes of sexual minorities and their concerns in South Indian Cinema. Hence, it is important to study such portrayals and understand how the industry is slowly embracing the community through its narratives. In this context, the study aims to examine the construction and representation of Homosexuality in two selected Malayalam films, Moothan (2019) and The Kaathal - the Core (2023). Using a queer theoretical framework,  the study further traces the emotional complexities of homosexual characters portrayed in these films. Eventually, it evaluates how these films voice homosexuals and helps to create a positive perspective about homosexuality among its viewers.

Abstract

This study investigates the influence of the Human Development Index (HDI), Labor Force Participation Rate (LFPR), and District/City Minimum Wage (UMK) on poverty levels in West Nusa Tenggara Province (NTB) over the period 2016–2023. Employing a quantitative approach through panel data regression analysis, the findings reveal that both HDI and UMK exert a statistically significant impact on poverty, whereas LFPR does not demonstrate a significant effect. Specifically, HDI is found to have a positive and significant relationship with poverty, suggesting that enhancements in education quality, health services, and purchasing power contribute to poverty reduction. Conversely, UMK exhibits a significant negative correlation with poverty, indicating that increases in minimum wages, when not accompanied by the generation of productive employment opportunities, may inadvertently exacerbate poverty levels. The insignificance of LFPR implies that labor force participation alone does not directly influence poverty alleviation in the region. These findings offer valuable insights for the formulation of more targeted and integrative policy interventions aimed at eradicating poverty in NTB.

Abstract

Human trafficking is a form of transnational crime that has a broad impact on security, public order, and human rights. This crime involves cross-border networks with increasingly complex modus operandi, necessitating comprehensive and adaptive criminal law policies. This study aims to analyze criminal law policies addressing human trafficking in Indonesia, with an emphasis on prevention, prosecution, and victim protection. The method used is normative legal research with legislative, conceptual, and comparative approaches. The analysis shows that combating human trafficking requires synergy between national regulations, international cooperation, increased capacity of law enforcement officials, and effective victim protection mechanisms. Furthermore, integrating criminal law policies with social, economic, and employment policies is crucial to addressing the root causes of this crime. This study concludes that the success of criminal law policies in addressing human trafficking is largely determined by consistent implementation, official commitment, and public participation.

Abstract

This study aims to analyze the effect of financial performance on the dividend policy of Commercial Banks listed on the IDX. The sample used in this study was 12 companies. The observation period used in this study was 5 years. The data obtained were analyzed using a statistical formula, namely by using panel data analysis which was processed using the eviews 12 program. The results of the partial analysis showed that the t-count value of 3.504 2.00 (t-table) and sig 0.0009 0.05, then H1 is accepted and H0 is rejected, it can be concluded that profitability has a significant effect on the dividend payout ratio of Commercial Banks listed on the IDX. The t-count value of 1.903 2.00 (t-table) and sig 0.0622 0.05, then H2 is rejected and H0 is accepted, it can be concluded that liquidity does not have a significant effect on the dividend payout ratio of Commercial Banks listed on the IDX. Solvency has a significant effect on the dividend payout ratio of Commercial Banks listed on the IDX. The calculated F value of 8.024 is greater than the F table of 3.16 with a significance level of 0.000 which is much smaller than 0.05, so it can be concluded that the H4 hypothesis is accepted, which means that profitability, liquidity and solvency have a significant effect simultaneously on the dividend payout ratio of Commercial Banks listed on the IDX

Abstract

Language and culture are related, as is society. In today's modern era, how the development of language and culture is interdependent and side by side, racing with the flow of technological progress and the development of knowledge. In millennial or urban societies, language and culture are increasingly eroded by the progress of the times (1). Regional languages are valuable assets of a nation, but the 21st century community paradigm considers that foreign languages have higher prestige than national languages and regional languages (2). The urgency of research is a shift in local wisdom, namely the decreasing interest in the use of the Besemah language used by the Besemah tribe in South Sumatra in local content lessons, because the Besemah language is a cultural heritage of the Indonesian nation. However, in the current digital era, the Besemah language faces a serious threat due to the dominance of the Palembang language, Indonesian and foreign languages, especially among the younger generation. With the advancement of technology and globalization, the Besemah language is increasingly being marginalized in everyday life. Therefore, it is important to find ways to preserve and develop the Besemah language by utilizing digital technology as a means that can reach the younger generation and the wider community. There are many factors that cause a language to persist or shift in both minority and immigrant groups (3). The purpose of this study is to identify the challenges and obstacles of the Besemah language in the digital era, and to find effective strategies to utilize technology such as digital media to preserve and develop the Besemah language. While the method used is a qualitative research method (4). With the case study method and digital content analysis. Where data is collected through interviews, observations and document analysis.

Abstract

The implementation of the 12% VAT rate in 2025 has generated various public responses regarding its impact on prices, purchasing power, and household economic welfare. This study aims to analyze the influence of public understanding and perception of the policy, changes in consumption behavior, and economic welfare on public opinions and expectations regarding the 12% VAT policy. A quantitative survey method and regression analysis were employed to examine the relationship among the variables. The findings indicate that all research instruments are valid, reliable, and meet classical assumption requirements, making them suitable for further analysis. The results show that public understanding and perception, consumption behavior, and economic welfare significantly affect public opinions and expectations, with consumption behavior emerging as the strongest predictor. This suggests that price increases resulting from the VAT adjustment directly influence consumption patterns and shape public attitudes toward the policy. The study concludes that the 12% VAT policy not only contributes to state revenue but also generates notable economic and social implications that must be carefully managed. Therefore, it is recommended that the government enhance policy communication, strengthen tax literacy, provide targeted social protection programs, and ensure fiscal transparency to foster greater public acceptance of the policy.

Abstract

This article examines how institutional trajectories, merit-based civil service reforms, and digital governance interact to shape bureaucratic reform in two post-colonial states: Indonesia and Malaysia. The study addresses two questions: (1) how do differences in institutional frameworks and reform trajectories influence the design and implementation of merit-based administrative systems in both countries; and (2) to what extent do digital governance strategies reinforce or compromise meritocratic principles, transparency, efficiency, and citizen participation. Using a qualitative, literature-based comparative approach and a structured, focused comparison along three analytical dimensions (institutional trajectories, merit systems, and digital governance), the article synthesizes findings from academic studies, policy documents, and international indices. The analysis shows that Indonesia, moving from a highly centralized colonial and authoritarian legacy to radical decentralization, has developed a formally advanced merit framework but faces a persistent gap between rules and practice, producing a pattern of (strong formalization, weak enforcement). Malaysia, with a relatively stable federal, Westminster legacy, exhibits a (structured merit) system embedded in an ethnically based political settlement. In digital governance, Indonesia pursues ambitious but fragmented multi-level reforms, while Malaysia follows a more centralized and programmatic trajectory. The article concludes that global scripts of meritocracy and digital governance are refracted through historically specific institutional and political configurations.

Abstract

Abuse of office leading to criminal acts of corruption is one of the greatest threats to governance and public welfare in Indonesia and other Muslim countries. From the perspective of Islamic constitutional law —which is a branch of fiqh siyasah (especially siyasah dusturiyah)—public office is understood not merely as administrative power, but as a mandate that must be carried out with the principles of justice (al-‘adl), responsibility (al-mas’uliyyah), and orientation towards the public interest (maslahah ‘ammah). Any form of abuse of power and authority in public office is seen as a betrayal of the trust given by Allah SWT and society. This article aims to analyse the relationship between abuse of office leading to corruption and violations of the principles of Islamic constitutional law, particularly within the framework of fiqh siyasah. This study uses a qualitative-normative approach with a literature review method of classical Islamic sources such as the works of Al-Mawardi and Ibn Taymiyyah, as well as contemporary literature discussing governance reform based on Islamic values. The data was analysed using a descriptive-analytical approach by comparing the concept of official responsibility in Islamic law and the provisions of positive Indonesian law, particularly Law No. 31 of 1999 and Law No. 20 of 2001 on the Eradication of Corruption. The results of the study show that abuse of office not only violates positive legal norms but also contradicts Islamic moral and spiritual principles that emphasise integrity, trustworthiness, and social justice. Fiqh siyasah offers a paradigm of governance oriented towards the welfare of the people with moral and institutional oversight through the concepts of hisbah and shura. Therefore, strengthening internal and external control mechanisms and internalising the values of fiqh siyasah into the national legal system are very important as efforts to prevent systemic corruption. Thus, the integration of Islamic constitutional law values and Indonesian positive law is expected to build clean, fair, and God-based governance.

Abstract

This study examines the effectiveness of gamification methods integrated with thematic activities in enhancing the vocabulary mastery of fifth-grade students at SDN 006 Palembang. The research was motivated by students’ common challenges in memorizing and retaining vocabulary. The objective was to determine whether there is a significant difference in vocabulary achievement between students taught using gamification and those taught through conventional methods. A quantitative approach with a pre-test–post-test experimental design was applied. The participants were two fifth-grade classes: class 5B as the experimental group (N = 29) and class 5A as the control group (N = 30). A 50-item vocabulary test served as the main instrument. Due to the non-normal distribution of data, the Wilcoxon Signed-Rank Test was used for within-group analysis, and the Mann-Whitney U Test was used for between-group analysis. The results showed significant improvement in both groups from pre-test to post-test. However, the experimental group achieved a higher post-test mean rank (34.79) than the control group (25.37), with a statistically significant difference (p = .033). These findings indicate that the use of gamification integrated with thematic activities has a significant positive impact on improving vocabulary mastery among fifth-grade students.
