Abstract

The puprose of this research is to find out and analyze about Organizational Capacity Development in Pulp and Paper Technology Vocational Education University Of Riau as well as other factors that influence Organizational Capacity Development in Pulp and Paper Technology Vocational Education University Of Riau. This research uses descriptive qualitative method. The results of this s tudy indicate that, the capacity development of PSD3-TPK is considered good, because seen from the efforts at the individual level, organizational level, and system level made to maximize the organization.this is also evidenced by the absorption of all 43 PSD3-TPK alumni in the pulp and paper industry. Another support factor identified is the shared commitment, institutional reform, and recognition of strengths and weakness

Abstract

This study discusses how the Subulussalam city government’s strategy in improving the wel fare of oil palm farmers, with qualitative research methods that emphasize a descriptive approach,the study aims to examine whether the Subulussalam city government is trying or not in improving welfare and how the condition of farmers is in the situation of fluctuating FFB prices and then what obstacles are faced by the goverment in improving the welfare of oil palm farmers in Subulussalam city. And the results of the study indicate that the Subulussalam City Government has established policies that seek to improve the welfare of oil palm farmers in the city of Subulussalam which is currently still in a low state and needs to be improved further, while some of the policy efforts provided by the Subulussalam city government are the empowerment of farmers/planters, the program is the formation of farmer groups as a forum that accommodates various aspirations from farmers, developing human resources for oil palm farmers where the program is counseling guidance on good and right gardening, while the next effort is to increase the production of oil palm plantations as stated in the PSR program and efforts to provide facilities and infrastructure There are also several programs, namely the opening of production roads, distribution of oil palm seeds, procurement of subsidized fertilizers and other efforts to stabilize FFB prices. Subulussalam City has tried to improve the welfare of oil palm farmers in various ways.

Abstract

The purpose of this study is to analyze the performance discipline of the population and civil registration office of Aceh Singkil district, where discipline is very much needed in a government agency, especially agencies that interact directly with the community, discipline will be a big influence on employee performance in order to do work smoothly, good, and in accordance with established procedures. This research uses a qualitative method with a case study approach and uses primary techniques, data collection is directly in the field by observing techniques, interviewing employees of the population and civil registration services, secondary techniques based on books, previous research, including taking the required data from the population and civil registration office. The results of this research reveal the performance discipline that is carried out both in doing and completing work on time as needed by the community as a whole. so that people feel that the services provided are good, although they are still hampered by inadequate facilities and infrastructure, the employees try to provide quality services

Abstract

This article aims to determine the effectiveness of public services before and during the covid-19 pandemic at the South Aceh Regency Population and Civil Registration Office, where the effectiveness of services before the pandemic was much better than the effectiveness of services during the pandemic. This research uses a qualitative method with a case study approach, how to collect data through interviews and data collection from related agencies. The results of what the researchers obtained were that the effectiveness of public services at the Population and Civil Disability Service Office was still not fully effective due to the addition of new requirements during the COVID-19 pandemic.

Abstract

This article aims to find out the apparatus resource development strategy implemented by the Agency for Personnel and Human Resources Development in Simeulue Regency. The problem is focused on development strategies in the form of education and training (PIM), study permits and TPP grants. In this study, the theoretical reference is from Sondang P. Siagian which states that there are steps that must be taken to find out the benefits of developing human resources. The data were collected through interviews with the Secretary of BKPSDM Simeulue Regency, Head of HR Development, Head of Subsection and several apparatuses at BKPSDM Simeulue Regency and analyzed qualitatively. This study concludes that the implementation of the development strategy at the Simeulue Regency BKPSDM Office has been effective because it has been able to minimize the problems that existed previously.

Abstract

The study discusses the application of the JKN mobile application issued by BPJS health. BPJS Kesehatan launched this application with the aim of providing effective and efficient services to the community/participants. This JKN mobile application is an administrative activity at the BPJS Health office, which is now implemented through the Android community/participant. The purpose of this study was to examine the use and application of the JKN mobile application at the subulussalam branch of the BPJS Kesehatan office for the public/participants to use applications that facilitate online services. The research uses qualitative methods using a descriptive approach with interview, observation and documentation data collection techniques. This study shows that the implementation of the JKN mobile application carried out by the BPJS Kesehatan Subulussalam branch through the socialization of the application is good but there are several inhibiting and supporting factors in the application of the JKN mobile application. and in using the application, the public does not fully know so that the application of the JKN mobile application is not yet fully effective and efficient. The application of the JKN mobile application to the public/participants at BPJS Kesehatan Kota Subulussalam has not yet been fully implemented.

Abstract

This study aims to determine the inhibiting factors for library service of Pekanbaru City Library and Archives Service employees in carrying out mobile library services. The problems in this study are The lack of a mobile library car fleet so that access to library services is not evenly distributed to all levels of Pekanbaru City society, and also the lack of a number of officers who provide services and officers who have skills and abilities, officers have not been able to think and act innovatively. so that people are less interested in using mobile library services, Limited supporting facilities such as collections of books, tables, and chairs so that it does not provide comfort for people who visit to read books. This research uses descriptive quantitative method. Data obtained through observation, questionnaires, interviews, and documentation. Based on the results of the study, it can be concluded that the library service of Library and Archive Service Employees in Mobile Library Services has not been maximized or good enough. The cause are facilities and infrastructure, human resources who have very minimal skills and abilities, employees or officers are less consistent in carrying out their duties. The suggestions are 1. Increase the fleet, books, tables and chairs so that the purpose of the mobile library service program is to improve the reading culture of the community can be achieved effectively and efficiently, 2. Recruit employees who have a background in library science so that these human resources can provide better services optimally

Abstract

PAN and RB Ministerial Regulations Number 14 of 2017 concerning Guidelines for Compiling a Community Satisfaction Survey, it is explained that every public service provider is obliged to evaluate the community satisfaction survey. This study aims to determine the Community Satisfaction Index of BPJS Health card users on Dumai City Hospital services. The method used is quantitative research with a descriptive approach. The research population is the community of BPJS Health card users who come to the Dumai City Hospital to get services. The results showed that the Community Satisfaction Index of BPJS Health card users for Dumai City Hospital services got an IKM value of 74.73. Based on the IKM value, the service performance of the Dumai City Hospital is categorized as Good with Service Quality being "B".

Abstract

Program planning is an important first step to develop community empowerment program. The penta helix becomes one of strategies to develop sustainable program of community empowerment. The penta helix model builds a collaborative network of multi-actor roles, including: Academics, Business Sector, Community, Government, and Media. The collaboration can be seen in the planning process of Technology-Based-Fish-Catching Improvement Program initiated by Corporate Social Responsibility PT Pertamina Refinery Unit II Dumai. This study aims to see how the process of the following program, including the role of each stakeholder. The method of this research used descriptive qualitative. The results of this study showed that each stakeholder has their own role in the planning process. There were 7 steps that have been passed during the process, such as; 1) Consideration of program recommendations from academics and proposals submitted by the community (groups); 2) Discussion of CSR Internal Team phase 1; 3) Assessment of the target group; 4) Discussion of CSR Team phase 2; 5) Draft of the initial program scheme by the CSR Team; 6) Involvement of external stakeholder in strengthening program planning; and 7) Formulation of program.

Abstract

The purpose of this study is to analyze the application of a government system (e-government) based on village websites by utilizing information and communication technology to achieve government accountability, transparency, effectiveness and efficiency of village governments in Lemito District. The type of research used in this study uses a qualitative approach which has natural characteristics (natural setting) as a direct data source, because a qualitative approach can reveal various kinds of facts and conditions that occur. Data collection techniques where researchers use various types of data collection where actions are carried out, namely observation (observation), interviews (interviews), documentation and triangulation (combination). Based on the results of research analysis in Lemito District, Pohuwato Regency, the implementation of e-government has not been carried out optimally, where it has not utilized what has become the policy expectation regarding the use of technology, information and communication related to transparency, accountability, effectiveness and efficiency of village government. The village government system in Lemito District still uses a manual system for public services without taking advantage of technological developments, in this case the village website. The existence of a system that is still completely manual results in slow service and is still left behind from the current developments in achieving electronic government.
